Qarshi Foundation believes that health status of nation can be im proved by developing
private public partnership. More than 70% of population depends on the natural
medicines. In the y ear 1998, Qarshi Foundation started to receive application from th e
local area of Qarshi Model Complex surroundings, approximately 40 villages around the
complex, to establish Qarshi Eastern Medicine Clinic. On the basis of need assessmen t,
first Qarshi Eastern Medicine Clinic (QEMC) was established in 1998 at Qar shi Model
complex. Later on, further QEMCs were established after receiving requests from local
residents of Lahore, Bahawalpur, Islamabad, Bahawalnagar, Bahawalpur, Lora Lai Balu-
chistan,
Kotli Sattian Azad Kashmir and Multan regions. Qarshi Eastern Medicine Clinics were
also established in jails in collaboration with IG Prisons Office, Punjab for the welfare of
prisoners in order to provide quality health service. First Jail dispensary was established
in 2003. Each dispensary is comprises of 2 to 4 staff members (2 Hakeems, 2 supporting
staff) depending upon the nature of dispensary working and patient ratio. Only Rs. 1 0
are charged as prescription fee whereas medicines are provided free of cost for three to
five dispense days. However, patients co ming from outreach and far away ar eas may
receive medicine for 1-2 weeks. Deserving patients are waved off paying prescription fee.

QEMCs Established during 2018-2019
Healthcare is one of the main areas of operations of QF, where healthcare services are be-
ing provided to general public and inmates con fined in the Jails. Opening up the Qarshi
Eastern Medicine Clinics (QEMCs) for general public and inside the jails of Pakistan are
one of the main objectives of QF and to pro vide best healthcare facilities to the unprivi-
leged stratum of society who remain victim against the wave of various diseases.

Q uality healthcare facilities in remote rural areas are part of the main objectives of Qarshi
Foundation. A need bas ed survey was conducted in remote area of Muridke cov ering the
suburbs of Qarshi Model Complex. It was found that there was no such healthcare facility which
could provide ev en the basic m aternal and neonatal healthcare services to th e community of
approximately 50 villages. After the survey and requests from local community, it was decided to
establish a Mother and Child He althcare Center at Model Complex which could serve as basic
Healthcare Unit to reduce the maternal and infant mortality rate in the area.

found highly satisfied during various survey conducted through the beneficiaries and local area res-
idents. The services of QMCHCC are found best as compared to BHUs for natural births (normal
Above mentioned services are being provided by qualified LHVs and Midwives of center on 24/7
basis. QMCHCC also provides free antenatal checkups and organizes polio campaigns in
collaboration with Health Department, Government of Punjab.

After continuous vigilant services the Health Department pronounced the QMC HCC as
Government’s Authorized Vaccination Campaign Center for Polio Eradication Program and
Training Point for Traditional Dais Course.
A very nominal fee (Rs.700-1000) is being charged from the patients recommended for
normal delivery including the medicinal cost. Complicated cases are referred to other
hospitals a free ambulance service is provided to such patients.
QMCHCC is playing its vital role to minimize the IMR and MMR by educating and training
of local peo ple of more than 30 vi llages. The community surrounded by Qarshi Model
Complex is found highly satisfied during various survey conducted through the beneficiaries
and local area residents. The services of QMCHCC are found best as compared to BHUs for

Message by Acting Vice‐Chancellor A warm welcome to Qarshi University, a project of Qarshi Foundation Trust, a welfare organiza-tion sponsored by Qarshi Industries Ltd. and Qarshi family. Our mission is to produce managers of change in the society based on Islamic values and ethics. Thus, in additio n to a providing an environment that encourages a cademic excellence and creativity, we also focus on character building of our students based on our socio-cul tural values and traditions grounded in Islamic ideals. We believe in producing well-rounded qu ality graduates who are passionate about their profession and have empathy for fellow humans.
Currently, our students can choose to build expe rtise in computer science, software engineer ing, business administration, accounting and finance, commerce, and eastern medicine & surgery. In the near future, we plan to expand these academ ic and professional areas from natural sciences to engineering, life sciences to medicine, humanities, and social sciences. Qarshi University’s ambitious plan of investment in modern infrastructure and facilities, upcoming contemporar y and futuristic academic programs, co-curricular ac tivism, and competent and caring faculty and staff testify to its high standards and a clear vi sion for future. With an eco-friendly campus, we are located on the bank of Lahore Canal in country’s cultural and academic hub.

Qarshi University is a project of Qarshi Foundation; a non-profit welfare organization
funded by the family members of Qarshi group. Fo llowing in the footsteps of Qarshi
Foundation, ethos of community welfare also pulsate throughout the structures of Qarshi
University. A proof of this altruistic motive is th e fact that Government charter and
recognition from HEC were acquired years befo re a single student was registered. It was a
solemn commitment by the Qarshi Foundation not to utilize the revenue stream generated by
enrolling students and gradually build the necessary infrastructure.
Being a not for profit organization the Uni versity aims to serve the nation by providing
scientific and humanistic knowledge through re search and interdisciplinary approaches. To
this end it aims at forming intellectually competent graduates:
who are morally sound, committed to acting justly and open to further growth;

Q arshi CARE Higher Secondary School Muridke was established 1998 in c ollabora-tion with CARE Foundation for advancement, rehabilitation and education of local
community living in the suburbs of Qarshi Model Complex, Muridke. The qualified fac-ulty of school is provid ing quality education services to stude nts. The students are charged a very nominal/ affordable fee from Rs. 50 to Rs. 70 per student per month.
Qarshi Care High Scho ol is provid ing education from Nursery to Intermediate to students from more than 20 villages around the complex. 733 students were enrolled in the year 2018-2019.
The students and staff of Qarshi CARE Higher Secondary School are also provided the opportunities for the extracurricular activates to keep them healthy. and to nourish their intellectual approach. Following activities are conducted during FY 2018-19

K itab-ul-sehat was a magazine which was published in early 1950s on weekly basis; it was published for local community to make them aware about the diseases and their
treatment using her bal medicines. Later on it was introduced as a course/program for young Islamic scholars.
Kitab-ul-Sehat is course taught to t he young Islamic scholars of Madrasa Jamia As hrafia Muslim town Lahore and Madrasa Jamia al-faysal ul-binnat , model town, Lahore.
The purpose of this course/program is to give the basic practice and herbal medicine is knowledge. The purpose of this program is t hat young Islamic scholars can, not only facilitate the community with their religious k nowledge but also support the community with their tibbi knowledge as well.
It was a co mmon practice in Islamic Madaris in past where young sc holars were taught the subject of diseases and their treatment using eastern medicines, but during the course of time this practice of tea ching such subject was lost, may due to the less attraction of people in herbal medicines or evolution in allopathic medicines.
Qarshi Foundation too k this noble initiative again of teac hing young scholars with its Kitab-ul-Sehat program where young scholars can also be tibbi physicians and can uplift the local community and play their role in the least addressed areas for medical facilities.
Kitab ul Sehat is a teaching program specially designed to give awareness of basic medical knowledge to Madrassa Students. So, they can provide health related guidance to others along with Islamic studi es in their professional life and spend a healthy life. It is also an effort for the revival of Tibbi education for Madrassa students whic h is not in practice since ages. after the end of each semester students are reward as.
Each position holder will be awarded cash prizes:

Qarshi Foundation, with its s ublime vision, makes a vivid sustainable social and economic impact through its financial assistance pr ogramme to help the needy people from the fauna and f lora of Pakistan. Qarshi Foundation provides donation through different projects including support for the deserving people to cope up the wedding expenditures challenges. Through this activity beneficiaries are supported with respective funds and its social impact extends to a sustainable family system in Pakistan.
MAP Programme also assists the deserving people who remain vulnerable against such chronic diseases e.g. brain tumors, canc ers, cardiac diseases. Qarshi Foundation steps up and holds the hands of such deserving people and provides financial assistance to such beneficiaries for complete cure with care.
Qarshi Foundation spent Rs. 8.9 Million during the FY 2018-19 to provide the financi al assistance in the shape of scholarships to the students who provide and prove their further commitments to excel in the fields of their chosen studies.
Developing synergies with strategic business partners (SBPs); working for the welf are activities in Pakistan remains the core business of MAP Programme. The vision of founding members of QF is to assist and provide financial support to those orga nizations which are uplifting the image and status of Pakistan. Therefore, among the criteria of selecting and scrutinizing such organization is to see the first step eligibility criteria is to see their valid PCP certificate. Qarshi Foundation (QF) is working for the cause of Pakistan with a vision of “Healthy, Educated and Happier Pakistan”. QF provides blan kets during the winter season to th e inmates confined in jails under Prisoner’ Welf are Activity (PWA) in coordination with the Office of Inspectorate General of Prisons, Punjab.
After the need assessment and demand provided by the Prison Department, Punjab, a formal approval was granted by the Chairman, QF for the donation of 1268 Fans to the Prisons in Khyber Pakhtunkhwa and 100 Nos. Watter Chillers for Jails in Punjab Provinces.
The Office of IG Prisons, Punj ab forwarded complete documentation regarding the scrutinized vendor along with the terms and condition for the provision of Water Chill-ers for PWA 2018-19.
The process of Monitoring and Control (M&C) was carried out throughout the whole activity. The operational team continuously reported the development during the PWA.
After the r eceipt of first consign ment, an Office Order was issued on 03-Nov-16 from the Office of IG Punjab. The IG Pr isons, Punjab formed a committee comprises on following for the M&C of consignments:

Prisoners’ Release Activity (PRA):
Qarshi Foundation organizes prisoners release activi ty every year during the month of Ramadan after the kind approval of the Chairman , QF. Qarshi Foundation receives lists of prisoners confined in Punjab jails in lieu of compensation, Diyat, Arsh and Daman etc. from the office of IG Prisons, Punjab.
Qarshi Foundation develops a dedicated team to evaluate each case of prisoners and scrutinize against the heinous crimes. This team formats a scrutinized list of prisoners and informs the IG Prisons Office for the release of prisoners and accounts office for payout authorization after the final approval by the Chairman, Qarshi Foundation.
Qarshi Foundation organizes an event at the selected venue with the coordination of IG Prisons Office, Lahore. All the selected released prisoners are brought to th e venue under the supervision of Pris ons Office staff, where they are served with cash and gift packs after ceremonial addresses by the honorable guest speakers and Qarshi Foundation heads.
According to the Pakistan Panel Co des (PPC), any prisoner who is liable for compensation i n lieu of Diyat, Damman and or Arsh will serve the prison even after completing his/her sentence time. The said liability is differe nt in nature than ‘fine’, which is imposed on a prisoner with a condition of serving the additional time depending on the amount and reciprocates the additional serve in time with simple or rigorous imprisonment according to the PPC.
Qarshi Foundation pays off the amount of scruti nized prisoners listed by the IG Prisons Office, Lahore. All the jails in P unjab region are informed via IG Prisons Office Lahore for the release of scrutinized prisoners on the selected date.
Qarshi Foundation paid R.s 24.7 million in lieu of Diyat/ Daman & Arsh cases to the ben efi-ciaries through respective courts in coordination with the Office of IG Prisons, Punjab and 29 prisoners were released from the jails of Punjab. Fol lowing representatives from the Inspec-torate General of Prisons, Punjab were present at the event:

Jam e Shirin (JS) is a prime product of Qarshi. It is natural energy an d refreshing drink which is distributed among needy and fasting people in Ramadan for bre ak-ing their fasts with quality drink and to quench their thirst effectively.
Qarshi Foundation distributes JS bottl es to different NGOs, Hospitals, Orphanag-es, Mosques etc. for distribution in needy and deserving community.

During 2012 the Management of Qarshi Foundation decided to conduct M&E Field Visits of QF field projects to asses on-ground realities, working environment and premises condition, and feedback of beneficiaries. An Executive Field Auditor was assigned for M&E visits to assess the performance QEMCs and Strategic business partners (SBPs) during special relief activities.
Field Auditor prepares Visit Schedules for each month under consideration of previous visits dates and audit frequency. The audit reports shared for the review of management and further actions/compliances through respective Incharge.
Quality performance audits during 2018-19 enhanced the level of quality of healthcare services and delivery of outputs.

Qarshi Foundation believes in quality of servic es and outputs. QF is accredited and certified by Pakistan Centre for Philanthropy (PCP). The certification body evaluated QF on standardised parameters of internal gov ernance, financial m anagement and pro-gramme delivery and awarded 89% scores which remained highest among the last 3 eval-uations.
After the submission of the application, PCP team consisting of two members visited QF head office on 13th & 1 4th May 2016. During field ev aluation, PCP t eam also interacted with QF staff, management and Chief Executive Officer (CEO).
Qarshi Foundation’s performance, in achi eving its aims and objectives as stated in its governing document, was assessed against three broad sets of parameters in Internal Governance, Financial Management and Programme Delivery.
Assessment process entailed liter ature review of submitted documents, field evaluation, consultation meetings and formal & informal interviews with organisation’s management, admin & programme staff, and beneficiaries. On PCP certification standards, QF scored 892 out of 1000.
During field evaluation by PCP team, it was o bserved that the orga nization has well defined structures s ystems and practices in place and the Boar d is involv ed in overseeing organization’s different interventions. Need for increased Female representation in the board was also observed.
With regards to the financial management, QF has appropriate controls and measures embedded in its polici es, procedures and practices. It was observed during field evaluation that the managerial & programme staff and Trustees understand the mission and objectives of the organization. Board is providing continuous guidance and actively visits field areas of the e foundation. Services provided by Qarshi Foundation add value to the stated vision and mission of the orga nization. Organization has also developed a formal long term plan for 2020.
