BACKGROUND: Annual reports for Thames Centre' s municipal drinking water systems are required to be provided to the public no later than February 28th of the following year. The prepared 2014 Annual Reports for Dorchester and Thorndale meet the requirements of Schedule 11 of the Drinking- Water System Regulation ( 0. Reg. 170/ 03). The Annual Report must cover the period from January 1st to December 31St. The reports must contain a brief description of the drinking water system, a list of water treatment chemicals used, summarize any reports made to the Ministry, summarize test results required under the regulations, describe any adverse conditions and corrective actions taken as a result and describe any major expenses incurred during the period covered by the report to install, repair or replace required equipment. COMMENTS: Annual Drinking Water System Summary Reports for Thames Centre' s municipal drinking water systems are required to be provided to members of municipal council no later than March 31st of each year. RECOMMENDATION:

It is recommended that:

1. Council receive report ES-002- 15, including copies of the 2014 Annual Reports forthe Dorchester and Thorndale drinking water systems for information.

PURPOSE:

The purpose of this Report is to provide Council with the Dorchester and Thorndale2014 Annual Reports that will be made available to the public by February 28, 2015.

BACKGROUND:

Annual reports for Thames Centre' s municipal drinking water systems are required to beprovided to the public no later than February

28th

of the following year. The prepared2014 Annual Reports for Dorchester and Thorndale meet the requirements of Schedule11 of the Drinking-Water System Regulation (0. Reg. 170/03).

The Annual Report must cover the period from January1st

to December 31St.

The

reports must contain a brief description of the drinking water system, a list of watertreatment chemicals used, summarize any reports made to the Ministry, summarize testresults required under the regulations, describe any adverse conditions and correctiveactions taken as a result and describe any major expenses incurred during the periodcovered by the report to install, repair or replace required equipment.

COMMENTS:

Annual Drinking Water System Summary Reports for Thames Centre' s municipaldrinking water systems are required to be provided to members of municipal council nolater than March

31st

of each year. These Summary Reports include additionaloperations information to supplement the Annual Reports and will be presented toCouncil in March.

Describe your Drinking Water SystemThe Dorchester Drinking Water System consists of 9 ( nine) groundwater wells. The raw water from the productionwells passes through a treatment system consisting of clear-wells, a chemical feed system, filtration system,ultraviolet disinfection, storage reservoirs, and high lift pumps. Operation of the treatment system is controlled basedupon the liquid level condition within the elevated water storage tank in the village of Dorchester. The SCADA

system indicates to the water treatment facility PLC when treated water is required to be pumped into the distributionsystem. During periods of low demand, the treatment system remains in the ready mode.

The distribution system consists of approximately 51. 3km of water main contained within the urban boundaries of thevillage of Dorchester.

Describe your Drinking Water SystemThe Thomdale Drinking Water System consists of 2( two) groundwater wells, a treatment system, reservoirs, and anelevated water tank. There are approximately 12. 1 km of watermain supplying water to the Village of Thomdale.

Raw well water is chlorinated before it enters into a 31 m3 contact chamber with concrete baffles to achieve thenecessary contact time. Water flows from the contact chamber through a 52m3 by- pass chamber then to twoseparate reservoirs. A Miltonic level control system in the by-pass chamber monitors the liquid levels and controlsthe well pumps. The disinfection system and iron sequestering systems both include duty and stand- by chemicalfeed pumps and storage tanks located in a chemical room with secondary containment.

A series of three( 3) vertical turbine pumps direct water from the water plant storage reservoirs to the 1, 650m3elevated water tank based on the liquid level condition within the elevated water storage tank.
