LEGISLATIVE KUPUNA CAUCUS ITEMS FOR REVIEW Each year the joint House-Senate Kupuna Caucus selects ten items for priority advocacy in the coming legislative session. Here is the current proposed “list” of 19 issues/priorities. The Caucus will meet again in December to select the top ten. Because this is the second year in the two-year cycle, many bills that did not pass last year may still be “alive.”
1. HB 833 from 2017: Tightens up the law to discourage licensed facilities from
“converting” to unlicensed, and thus beyond the oversight of the Department of
Health.

2. HB 611/ SB 532 from 2017: Provides for an Alzheimer’s Disease and Related
Dementia Coordinator.
3. Clarifying the recertification requirements for Certified Nurses Aids – addressing
house of work experience and other criteria.
4. Housing inspection visits for private construction.
5. Housing inspection visits for public construction.
6. HB 608 – Kupuna Care Appropriation.
7. HB 612 – Aging Disability Resource Centers (ADRC) Appropriation.
8. HB 615 – Healthy Aging Appropriation.
9. HB 607 – Kupuna Caregivers Appropriation.
10. HB 613 – Mandated Coverage for Hearing Aids.
11. Proposing Establishment of Kupuna Centers at each UH Community College
Campus.
12. HB 443 – Promoting Public Financing of Elections.
13. HB 1401 – Expanding Voting by Mail.
14. HB 1012 – Capturing taxes on Investment Trusts owned by out of state investors.
15. HB 1815 – Taxing Air B&Bs.

16. Proposed $250,000 Appropriation for the Hawaii Health Authority.
17. SB 1129 – Medical Aid in Dying.
18. SB 1201 – Mandates Resort Fees Subject to Tourist Tax.
19. Proposed Policy requiring timely reimbursement for county providers of senior
services.
COUNTY FOUR YEAR PLANS ON AGING This year all four counties will begin the process of updating their four-year aging plans. Here are the goals each county plan must address:

GOAL 1: Older individuals and their caregivers have access to information and an integrated array of health and social supports GOAL 2: Older individuals are active, healthy and socially engaged GOAL 3: Families are supported in caring for their loved ones GOAL 4: Older individuals are ensured of their rights and benefits and protected from abuse, neglect and exploitation GOAL 5: Older individuals have in-home and community based long-term care options GOAL 6: Hawaii’s communities have the necessary economic, workforce and physical capacity for an aging society
