ISPCA Chairperson’s Summary 2011As the recession continued through 2011 we saw a marked increase from around the country fromthe public needing help with rehoming the animals they could not afford to keep. The responsiblepeople looked for help and advice on being able to keep their animals or at worst surrendered themto dog pounds or their local welfare societies. The irresponsible ones abandoned their animals inwoods, country lanes etc. This applied in particular to kittens which members societies reported leftin boxes and bags or left huddled together for warmth.Their owners had neglected to have their catsspayed and when they could not find homes for the kittens they were left to their own devices withtheir mothers no doubt left to have more litters of unwanted kittens. These little animals had obviously been handled by humansand were not feral kittens. Fortunately there are many good people who came forward to give these animals a home and give thema second chance. We would appeal to people not to take on animals that they cannot afford to look after responsibly. Manymember societies offer help with the cost of neutering animals but their funds are very restricted.

The ISPCA Inspectors were inundated with calls regarding abandoned and neglected horses and the number would have been evengreater if we had had a repeat of the weather in late 2010.The staff in Longford and Mallow have worked very hard to rehabilitateand rehome these horses but there are many out there still in need of our help.

The DogWardens and Kennel Assistants have worked with their local societies to rehome dogs from the pounds. The introductionof technology such as Facebook has enabled the public to see the dogs needing homes without visiting the pounds and this hashelped with the rehoming figures at a time when so many more dogs are coming into the pounds. We will continue to try andimprove the rehoming figures whilst at the same time not forgetting our responsibility to the public and other animals by notrehoming dogs which are known to be dangerous. The welfare of the dogs passing through our centres and pounds is our toppriority and we welcome the help of others with standards equal to our own.

All the staff at our two centres have worked so hard this year, many taking puppies and kittens home to care for them during thenight and to them we are very grateful. We also appreciate the help of the volunteers in our centres who help by walking dogsand cuddling kittens and grooming horses.Without them the animals would not be so quickly rehabilitated and rehomed.

So much work is done around the country by local societies who have all had to cope with the increased demand for their help.They are all volunteers and the amount of time they devote to the animals should not be under estimated.

With all these mouths to feed and bodies to repair we have had to work hard to keep the costs down and we are extremelygrateful to members of the public who have supported us. From those who donated €3 through the “Hay Drive”to those whoremembered us in their will their contributions are so appreciated. Please continue to help us if you are able.

We appreciate the long hours given to the society by our CEO, Noel Griffin, Dog Warden Service Supervisor, Aiden Corcoran andnew Fundraiser Niall McLoughlin who have all worked way beyond the call of duty to keep the flag flying.

Thanks are also due to the Dept. of Agriculture for their ex-gratia payment in December without which it would be impossible tocarry out all our work.

The new Animal Health &Welfare Bill will hopefully be passed in 2012, after 101 years the old one has served its time and a newlaw appropriate for the 21st. century is urgently needed. We welcome the Dog Breeding Establishment Bill and the GreyhoundRegulations and look forward to the closing down of establishments breeding dogs for profit without any regard for their welfare.

Finally a big Thank you to the other members of the Board who have supported me during 2011 with their various areas ofexpertise.

Chief Executive Officer’s Report 20112011 was again a challenging year for all charities in Ireland and the ISPCA was no exception.

Throughout the year we continued to receive a large volume of calls to our helpline, over 1,000 every month, resulting ina very busy year for our inspectorate, our staff and the many wonderful volunteers who assisted throughout the year; bothat the ISPCA National Animal Centre in Longford and The Victor Dowling Equine Rescue Centre in Mallow.

Our five inspectors handled more cases in 2011 than in the previous year, resulting in a significant increase in the intakeof needy animals to our centres. We admitted over 60% more cats, 30% more equines and 16% more dogs than in 2010.There was also a rise in the number of small mammals and birds etc. cared for at the centres.

There is no doubt that the current economic hardship being experienced by all is leading to more cases of animals beingabandoned and neglected. In addition, the on-going financial difficulties make rehoming these animals a greater challengeas individuals and families continue to struggle.

However, despite the above difficulties and with the help of great staff, volunteers and the ever generous public, we rehomedmore animals in 2011 than in 2010. This is a significant achievement and a big thank you is due to our member societieswho continue their great work around the country, often in very difficult circumstances.

Much of the above is only possible with the help of like-minded rescue groups who work tirelessly to ensure the welfareof neglected animals and we say a big and sincere thank you to all.

The Dog Warden service continued the improvements made during 2010, and in 2011 we took in 16% more dogs whileimproving our rehoming rate. This improvement in rehoming has continued into 2012.

Fundraising remains a big challenge and 2011 proved to be demanding as the public no doubt struggled with job lossesand household debt. Despite this we managed to grow our income during the year thanks primarily to the generosity ofour donors, and also to the great work of staff and volunteers. In addition, as a result of bequests which we received inrecent years, we were very fortunate to be in a position to sell these assets in order to generate much needed income. Whilewe depend on the public for the vast majority of our funding needs I also want to thank the Minister for Agriculture, Food& the Marine for the generous ex-gratia payment which was granted during the year.

Supporting the above donations and grants, we also continued to receive backing from many companies during the year,both financially and in terms of goods and services. Our sincere gratitude to all these firms for their vital support. I wouldalso like to thank the media for their help in highlighting the many cases of animal cruelty and neglect and also some ofthe happier tales which we experienced during the year.

Finally, on behalf of all the staff, members and volunteers I would like to thank the Board for their hard work and supportthroughout the year.

21st March 2011 – James Patrick Curley, Cooga, Easkey, Co. SligoConvicted of causing unnecessary suffering to donkeys and a horse. Remanded in custody for 3 days. To appear in courtagain for final sentencing.

Liz O’Flaherty, Freemount, Co. CorkConvicted of cruelty to a St. Bernard with an ingrown collar. She was fined and banned from keeping animals

5th April 2011 - Stephen Cooley, 104 Ashfield, Letterkenny, Donegal.Convicted of cruelly beating two dogs. Fined €200.

11th April 2011 – Eddie Flood, Carnasaull, TermonSentenced for castrating neighbour’s dog with rubber ring. Ordered to pay €€730 compensation, fined €250.

Donal Hennessey, Kildorrey, Co. CorkConvicted of cruelty to horse – “Flicka”

29th June 2011 – Cassie SinclairLifetime ban from keeping dogs reaffirmed. Given 1 month to rehomed dogs in her care.

6th July 2011 – Craig Fagan, 310 Woodlands, Castledermot, Co. KildareConvicted of cruelty to 3 dogs at Carlow District Court. Ordered to pay a €250 fine and €961.70 in expenses to the ISPCA.

July 2011 – St. Bernard, Athy, Co. KildareDefendant given the probation act on condition that €5,000 be paid to the ISPCA. Sum received.

9th September 2011 – Lisa Gorman, 5 Burrin Manor, Carlow, Co. CarlowSentenced for cruelty to 3 Pit Bull Terriers at Carlow Court.Fined €500, ordered to pay €530 ISPCA costs, banned from keeping dogs for life.

22nd September 2011 – James Patrick Curley, Cooga, Easkey, Co. SligoConvicted on one count of cruelty at Sligo District Court. Fined €50 and ordered to pay a total of €1817.99 in costs to the ISPCA and the attending vet.

28th September 2011 – Paul Kelly and Martin Lannigan, Crossmeen, Graiguecullen, Carlow, Co. CarlowConvicted of trapping wild birds at Carlow District Court. Fined €500 each and banned from keeping birds for 5 years.

October 2011 – Kevin Beirne, Boyle, Co. RoscommonBreach of ban from keeping dogs (Second such offence)Fined €500 and ban reaffirmed. No costs awarded.

26th October 2011 – Jim Barry, at Strokestown District CourtPled guilty to 3 counts of cruelty to a bay mare and foal and a chestnut gelding. Fined €250 on each count and ordered to pay €100 to the ISPCA.(We had submitted costs of €865)

We have audited the financial statements of The Irish Society forthe Prevention of Cruelty to Animals for the year ended 31December 2011 set out on pages 7 to 23. These financialstatements have been prepared under the accounting policies setout in the notes to the accounts.

This report is made solely to the charity's members, as a body, inaccordance with Section 193 of the Companies Act 1963. Ouraudit work has been undertaken so that we might state to thecharity's members those matters we are required to state to themin an auditor's report and for no other purpose. To the fullestextent permitted by law, we do not accept or assumeresponsibility to anyone other than the charity and its members,for our audit work, for this report, or for the opinion we haveformed.

RESPECTIVE RESPONSIBILITIES OF DIRECTORS ANDAUDITORSThe directors' responsibilities for preparing the financialstatements in accordance with applicable law and the accountingstandards issued by the Accounting Standards Board andpromulgated by Chartered Accountants Ireland (GenerallyAccepted Accounting Practice in Ireland) are set out in thedirectors' responsibilities statement.

Our responsibility is to audit the financial statements inaccordance with relevant legal and regulatory requirements andInternational Standards on Auditing (UK and Ireland).

We report to you our opinion as to whether the financialstatements give a true and fair view, have been properly preparedin accordance with Generally Accepted Accounting Practice inIreland, and have been prepared in accordance with theCompanies Acts 1963 2009. We also report to you whether inour opinion the information given in the Trustees' report isconsistent with the financial statements.

In addition we report to you if, in our opinion, the charity has notkept adequate accounting records, if the charity's financialstatements are not in agreement with the accounting records andreturns, if we have not received all the information andexplanations we require for our audit, or if certain disclosures oftrustees' remuneration specified by law are not made.

We read the directors' report and consider the implications forour report if we become aware of any apparent misstatementswithin it.

BASIS OF AUDIT OPINIONWe conducted our audit in accordance with InternationalStandards on Auditing (UK and Ireland) issued by the AuditingPractices Board. An audit includes examination, on a test basis, ofevidence relevant to the amounts and disclosures in the financial

statements. It also includes an assessment of the significantestimates and judgments made by the directors in the preparationof the financial statements and of whether the accounting policiesare appropriate to the company's circumstances, consistentlyapplied and adequately disclosed.

We planned and performed our audit so as to obtain all theinformation and explanations which we considered necessary inorder to provide us with sufficient evidence to give reasonableassurance that the financial statements are free from materialmisstatement, whether caused by fraud or other irregularity orerror. In forming our opinion we also evaluated the overalladequacy of the presentation of information in the financialstatements.

OPINION

In our opinion the financial statements:� give a true and fair view of the state of the charitable

company's affairs as at 31 December 2011 and of itsStatement of Financial Activities for the year then ended;

� the financial statements have been properly prepared inaccordance with the Companies Acts, 1963 to 2009;

We have obtained all the information and explanations whichwe consider necessary for the purpose of our audit. In ouropinion proper books of account have been kept by the charity.The financial statements are in agreement with the books ofaccount.

In our opinion the information given in the Directors' report isconsistent with the financial statements.
