Since 2009, Department of Fisheries Malaysia has conducted:• Monitoring for aquaculture drug residues (ARMP) estimated 60

aquaculture farms annually for 16 groups of drugs.• Surveillance on estimated 266 farms annually for 19 national

diseases including OIE-listed diseases.

HOWEVERThere was no official monitoring or surveillance for AMR orantimicrobial usage (AMU) in aquaculture premises.

FAO PROJECT: STRENGTHENING CAPACITIES, POLICIES AND NATIONAL ACTION PLANS ON

PRUDENT AND RESPONSIBLE USE OF ANTIMICROBIALS IN FISHERIESObjective 1: Documentation of AMU in aquaculture.

Extension programs for AMR for all relevant stakeholders and personnel in

aquaculture to increase knowledge and awareness.

AMU data collection from shrimp and finfish aquaculture farms.

AMR Surveillance from SPS-Aqua, NSSP and Fish Disease Surveillance program

for V. parahaemolyticus, Salmonella sp and E. coli.

AMR governance in developing and implementing AMR policy / legislations.

Promotion of best practices for the use of Antimicrobials in aquaculture.

PROGRESS OF NAP IMPLEMENTATION FOR AMR IN AQUACULTURE

1. Extension programs for AMR for all relevant stakeholders and personnel in aquaculture to increase knowledge and awareness.

Increased attention to the issue of AMR among relevant stakeholders thru awareness programs Conducted stakeholder consultation on AMR in fisheries. Published reports and articles relevant to AMR in fisheries. Involved the private stakeholders in AMR programs and NAP development.

2. AMU data collection from shrimp and finfish aquaculture farms.

Developed a specific survey method for AMU. Engaged the relevant stakeholders regarding the data collection. Analysed the data collected and publish a national report. Ensured data collection is continuous through constant communication with the stakeholders.

3. AMR Surveillance from SPS-Aqua, NSSP and Fish Disease Surveillance program for V.

parahaemolyticus, Salmonella sp and E. coli.

Focus on three main programs of Sanitary-Phytosanitary in Aquaculture Program, Aquaculture Residue Monitoring Program (ARMP) and National Fish Health Surveillance.

Target pathogens of Salmonella sp., Escherichia coli and Vibrio parahaemolyticus. Developing Antibiotic Susceptibility Testing (AST) in regional laboratories. Developing a national reporting system for AMR in fisheries surveillance.

4. AMR governance in developing and implementing AMR policy / legislations.

Develop a guideline for the use of Antimicrobials in fisheries. Incorporate into existing certification programs (myGAP, FQC). Disseminate materials regarding the Best Practices.

5. Promotion of best practices for the use of Antimicrobials in aquaculture.

Incorporate antimicrobial use into existing conditions for operating an aquaculture unit. Review and improve current distribution of antimicrobials in fisheries.

THE WAY FORWARD ON AMR FOR FISHERIES IN MALAYSIA

All stakeholders must work together in managing AMR. Cooperation isthe best way.

The use of antimicrobials especially antibiotics has to be self-regulated.Get informed on the basic information before use.

Explore other alternatives of antimicrobials (Good Aquaculture Practices).

Get certified with myGAP as a measure of farm-level biosecurity. It isstill free.

Emphasis One Health: Humans, Animals and the Environment.
