Antioch Police Department Mission Statement

The Antioch Police Department’s mission is to make a positive difference in the lives of all citizens of the community through proactive and community based law enforcement efforts. Members of the department will remain responsive to the needs of all citizens and seek solutions to problems by fostering cooperation through positive proactive methods. The mem-bers of the department will also strive to achieve their highest potential as confident, competent and caring partners of the community as we come together to fight against criminal activity.

Neighborhood Watch Program Antioch Police Chief Craig Somerville began a Neighborhood Watch Program in October 2010. This program continues

Park and Pool Rentals: Are you looking for a place to hold a family reunion, birthday party or graduation party this summer? Antioch Parks & Recreation offers pavilion rentals from April – Sep-tember at many of our most popular parks and pool rentals at the Antioch Aqua Center June – August. Reservations must be made in person at the Parks Office at 806 Holbek Dr. Fees and paper-work must be received at least two weeks prior to the date of the event. All paperwork can be found on-line at www.antioch.il.gov or call the parks office at 847-395-2160 for fee information, park loca-tions rental policy or to check on available dates. Pavilion Rentals are located at Williams Park, Centennial Park, Tim Osmond Sports Park and Pedersen Park. The Saw Mill can also be reserved for wedding ceremonies and photos.

CAMP CRAYON

Camp Crayon registration will be held on Saturday, March 10th at the Parks Building. Village residents (those having a 1-4 digit address and living in the Village limits may register beginning at 9:00am. Antioch Township residents (those having a 5 digit ad-dress and a 60002 zip code) can register between 11:00am – 12noon. You must be on the premises to be considered in line. If openings are still available, non-residents may register at the Parks Office on Monday, March 12 beginning at 9:00am. 2012/13 classes will begin the week of September 3rd and go through mid-May. A $50 non-refundable registration fee, proof of resi-dency, and a copy of the child’s birth certificate will be re-quired to register. Tuition is based on the total number of days of school and is divided into 6 week payment sessions, with the first payment due August 24.

Two classes are available for 3 year olds, either Monday/Wednesday or Tuesday/Thursday. Children must be 3 by Septem-ber 1, 2012 to be registered. Three class options are available for 4 year olds: BK (Before Kindergarten) AM –Monday/Wednesday/Friday, BK PM – Monday/Wednesday/Friday, and BK Tuesday/Thursday. Children must be 4 by September 1, 2012. If you have any questions regarding Camp Crayon, please call 847.838.4330. A detailed brochure is available upon request.

SUMMER DAY CAMP CHANGES It’s time to start thinking about summer day camp. The dates

for the 2012 camp season are June 11 – August 10. Registration will take place on Saturday, April 21, 9:00 am at the Antioch Senior Center. Registration packets will be available at the Parks Office on March 26. As in the past, registration will take place on a first come, first serve basis.

After much deliberation, there will be some changes made to the summer day camp format. In the past, parents have been able to register their children for any days they wanted, with no specific schedule. With the support of the Village Board we have decided to move towards a more traditional format where parents will be able to choose from three different options. This new format will allow for a more streamlined registration process, efficient use of resources, and overall ability to serve the children and their families in a more professional manner.

The camp season will be broken into three, 3 week sessions. At the time of registration parents will be able to choose any or all of the sessions. Within each session there will be three options to choose from: Monday-Friday, Monday/Wednesday/Friday or Tues-day/Thursday.

Registration Procedures Registration for *Village of Antioch residents will take place on

Saturday, April 21 from 9-11am at the Senior Center, 817 Holbek. If space is still available, *Antioch Township residents and non-residents may register on that same date from 11:00am – noon.

Step 1. Pick up a registration packet at the Parks & Recrea-tion Department office.

Step 2. Complete the full “Summer Day Camp 2012” packet and bring to registration.

Step 3. When you come to register, please bring proof of residency (water bill), your child’s birth certificate, and all com-pleted camp forms. A $50 non-refundable registration fee, per child, will be due the day of registration. A $25 per child pool pass fee is also due at the time of registration. The pool pass may be used by the child after camp hours and on weekends. If you are registering your child for fulltime camp: 3 sessions, Monday-Friday, the pool pass fee will be waived. If at anytime you change your child’s registration status from full-time to part-time, a $25 pool pass fee will be applied to your account. Checks should be made out to the Village of Antioch. Credit cards will not be accepted for registration.

*A Village of Antioch resident is defined as having a 1-4 digit address.

*An Antioch Township resident is defined as having a 5 digit address.

More summer day camp information will be available in the 2012 Spring/Summer Parks & Recreation Program Guide due out in late March.

HANDHELD CELL PHONE USE PROHIBITED

WHILE DRIVING IN ANTIOCH On June 20, 2011, The Village of Antioch approved an Ordi-

nance regulating the use of cell phones while driving. Operating communication devices while driving are proven to present a safety hazard. In the interest of public safety, the Village has taken this proactive step. The ordinance provides that no person shall oper-ate a motor vehicle while using a mobile telephone except while using a hands-free device, or while maintaining the vehicle in a stationary and parked position with the transmission in park or neu-tral, and except when using the mobile telephone to call 911 or other emergency agencies in order to contact public safety forces.

CONTRUCTION PERMITS Residents and Homeowners Associations requesting notifica-

tion of construction related permits in their subdivision now have the opportunity to register with the Village. Though the Village itself does not have the authority to enforce private covenants, providing the homeowners’ and merchants’ associations of the Village an opportunity to be made aware of construction within covenant con-trolled developments and subdivisions improves coordination and communication in two parallel, yet separate processes.

For properties within the Village that are subject to private covenants, conditions, or restrictions, the following procedure will be administered in conjunction with the building and site permit process. In situations where emergency actions may be required, the Village reserves the right to forgo the understated processes in order to allow the abatement of nuisances or potential hazards.

1) The agent or administrator of the private covenants shall register with the Village Board of Trustees in writing, with a request to notify the agent or administrator of an application for issuance of construction or development related permits pursuant to Section 9-1-3 (F) of the Village Code.

Said request shall include: a. A reaffirmation and nature of the request; b. The name of the Covenant Administrator or appointed

body lawfully charged with the administration of the cove-nants;

c. A statement indicating that the owners represented by the administrator and bound by the covenants have as-sented to the administrator/agent’s representative author-ity;

d. A list of the subject properties or subdivisions in question (as identified by PIN or common address); and

e. Updated contact information, including fax, phone, email, and mailing address, for the dissemination of relevant building related correspondence.

The Village Board will hear the request at a regularly sched-uled meeting and determine that the information supplied is suffi-cient and meets the intent of the ordinance.

2) For each property in the Village there may be only one reg-istered Covenant Administrator for the purpose of receiving notice of applications for construction or development-related permits.

3) Once registered by the Village, permits for registered prop-erties and subdivisions that lack acknowledgement letters from the registered Covenant Administrator will not be reviewed by the Building or Engineering Departments, except as followed:

a. Upon submission of a completed permit application that lacks an acknowledgment letter, the Building Depart-ment shall attempt to contact the registered Covenant Administrator in writing and shall make a record of the notification within the Building Permit File. Notice to the Covenant Administrator shall be by first class mail to the last address provided to the Village.

b. Once the letter to the Covenant Administrator is submit-ted, the Building Department will hold the permit for no longer than 14 calendar days prior to the review of the permit. Once the 14 days has lapsed, or upon written notification from the Covenant Administrator, whichever is first, the permit shall enter into the review process pursuant to Title 9 of the Village Code.

c. Any deadline or duration for review of construction or development-related permit applications provided for by state or local law shall be stayed during the notice and acknowledgment period provided for herein.

ILLINOIS ELECTRONIC PRODUCTS RECYCLING AND REUSE ACT LANDFILL BAN GOES INTO EFFECT Beginning January 1, 2012, the Illinois Electronic Products

Recycling and Reuse Act landfill ban for certain electronic devices will take effect. Televisions, Monitors, Printers, Computers (including tablet computers), Electronic Keyboards, Facsimile Ma-chines, Videocassette Recorders, Portable Digital Music Players, Digital Video Disc Players, Video Game Consoles, Small Scale Servers, Scanners, Electronic Mice, Digital Converter Boxes, Cable Receivers, Satellite Receivers, Digital Video Disc Recorders will no longer be allowed in the regular trash. Bring these items to a SWALCO Electronics Collection, or if your equipment is in good condition you may want to consider donating to a charitable organi-zation.

RESPONSE TEAM

The Community Emergency Response Team (CERT) program helps train people to be better prepared to respond to emergency

situations in their communities. When emergencies happen, CERT members can give critical support to first responders, pro-vide immediate assistance to victims, and organize spontaneous volunteers at a disaster site. CERT members can also help with non-emergency projects that help improve the safety of the com-

munity. Through training, citizens can manage utilities and put out

small fires; treat the three killers by opening airways, controlling bleeding, and treating for shock; provide basic medical aid; search for and rescue victims safely; and organize themselves and spon-taneous volunteers to be effective.

This training covers basic skills that are important to know in a disaster when emergency services are not available. With training and practice and by working as a team, you will be able to do the greatest good for the greatest number of victims after a disaster, while protecting yourself from becoming a victim.

Classes will be taught by trained emergency personnel, in-cluding firefighters and Emergency Medical Services (EMS) per-sonnel. The program consists of 20 hours of training and empha-sizes hands-on practice.

GIRL SCOUT TROOP 41127 NEEDS YOUR HELP Did you know that in low-income neighborhoods there are on

average only one age-appropriate book for every 300 chil-dren? Bernie's Book Bank wants to change that statistic. Antioch Girl Scout Troop 41127 is working towards their Bronze Award. The Bronze Award is the highest award a Girl Scout Junior can earn. For their project, Troop 41127 will be holding a Book Drive for Bernie's Book Bank during the month of April. Bernie's Book Bank collects children's books and redistributes them to children in low-income areas through schools and social service agencies. We are looking for used or new children's books for ages infant through 8th grade. The books can be board books, paperback, or hard-cover. Books can be dropped off at State Bank of the Lakes in An-tioch or to arrange for a pick-up, please call Troop Leader Wendy Gimino at 847-395-6545.

urday, April 21 from 9:00 a.m. to 4:30 p.m. Just pull up in front of the library and drop off your bags or boxes of used books or DVD’s. The Library Friends “book valets” will be there to lend a hand! All Proceeds from these Books Benefit the Antioch Public Library Dis-trict. Can’t make it that day? A second Curb Service “book valets” day will happen on Saturday, May 19. The Library Friends will take donations all year round though. Just take them to the Circulation Desk. The Antioch Library Friends next meeting is on Friday, April 13 at 10:00 a.m. in the Board Room of the library. Anyone is wel-come to attend and find out about the Library Friends.

LAKES REGION HISTORICAL SOCIETY MEETING On Thursday, April 26, the Lakes Region Historical Society will

host a program on the history of "Log Cabin Quilts and Their Vari-ants". This ancient art form can trace its history back to the Egyptian mummy wrappings. The program will be given by LRHS President, Wendy Maston, and will be held at The Meeting House, 977 Main, St. at 7:00 pm following a short business meeting at 6:30. LAKE COUNTY OPENS NEW VETERANS CENTER Lake County Board Chairman David Stolman and Veterans

Assistance Commission President Norm Arnswald will officially open the new Veterans Center of Lake County on Monday March 19 at 1 p.m. Medal of Honor recipient and Gurnee resident Al Lynch will also attend the event. The center is co-located with the Veterans Assistance Commission (VAC) at 20 S. Martin Luther King Jr. Avenue in Waukegan.

The center features an internet café for veterans and their families to check Veterans Assistance (VA) claim status and health care records, and receive one-on-on assistance from VAC employ-ees, as needed. Also, by enhancing the ability for veterans to ac-cess records, such as proof of service, medical records showing an injury or illness in service, and records showing the current disabil-ity as a result of military service, the VAC can then submit all of the required documentation with the claim, which significantly reduces the amount of time for that claim to be processed by the VA.

"Veterans often say that only another veteran understands what I'm going through," VAC President Arnswald said. "Often, veterans feel lost and don't know where to go for help. The VAC of Lake County provides valuable assistance that can help them through this challenging process. Not only does the center give veterans a comfortable and informal atmosphere to talk with other vets, it gives them access to tools and information that they need."

In addition, veterans will be able to learn about other available services and programs, including: peer-to-peer counseling through the Lake-McHenry Veterans Family Services), Veterans Treatment Court, the Emergency Assistance program, the Dental Treatment Program, and the American Legion Family Assistance Program, as well as other assistance programs.

Nick Konz, VAC Vice-President, said "There is nothing more frustrating for a veteran or a widow to have to go to multiple loca-tions for assistance. Our goal is to have a one-stop-shop for veter-ans to meet all their needs. This is the first step. We hope to even-tually be able to move to a site closer to the Lovell Federal Health Care Center."

The center is funded by the VAC Not-For-Profit Corporation which receives donations through the 42 Lake County veteran ser-vice organizations. The VAC has also applied for private grant funding that would be used to expand the center, and possibly relo-cate.

The Veterans Center lounge area includes cable TV, which was donated by Comcast. The furniture was donated by Love, Inc. The center is open Monday through Friday, 8 a.m. to 3 p.m. Those wishing assistance in filing claims, or looking for financial assis-tance will need to make an appointment by calling 847-377-3344.

The VAC of Lake County is accreditated and certified by the VA General Counsel to assist veterans in the preparation of their VA claims. The VAC can also assist with health care eligibility and provide transportation for medical appointments to and from the Captain James A. Lovell Federal Health Care Center. year in 2011 with approximately 300 lbs. of vegetables being do-nated to Open Arms Mission. The Garden is located at Depot and Orchard streets across from Antioch Elementary School. Plots are $25.00 annually for a 10ft. x 20 ft. area. A fence surrounds the garden and water is available. ANTIOCH WAVES SWIM TEAM

Parents ! Get your kids out of the house and into the pool this summer!!!

The 2012 Antioch Waves Swim Team will begin accepting mail in registration for our summer program on April 1, 2012. Prac-tice starts June 2nd, with the season running through the end-of-season picnic in Late July. Practices are held daily in the morning at the Williams Park Aqua Center. Dual meets are normally sched-uled for either Tuesday or Thursday evenings with a couple of Sat-urday morning meets. Registration is on a first-come-first-serve basis.

The swim team is open to all children between the ages of 5-18 years old, as of June 1st. The only requirement to join is the swimmer must be able to swim any stroke comfortably and unas-sisted for one length of our 33-1/3 yard Antioch pool. There are no tryouts to join the team; however, all new swimmers will be evalu-ated by the coaching staff to determine their ability to participate. It is highly recommended that your child completes at least an inter-mediate level swim lesson program before joining the Waves.

Walk in registration will be held on Saturday, April 21, 2012; at the Antioch Senior Center from 10:00 a.m. to 3:00 p.m. Team Fee is $140 per swimmer. This fee includes team participation, Professional coaching, insurance, t-shirt, swim cap and awards presented at our picnic. SUMMER DAY CAMP REGISTRATION Summer Day Camp provides recreational activities in a safe, supervised environment. All camps will provide a safe staff to

camper ratio. Summer camp offers children of all ages the opportunity to make new friends, participate in new activities and experience new adventures. The camp hours for Camp Sunshine and Antioch Adventurers are 8:30-4:00. On Thursday, May 31, we will have a “Meet the Counselors” night. This event will give parents and campers the opportunity to meet with the counselors and get all your camp questions answered. More details will be made available as the school year comes to a close.

The camp season will be broken into three, 3 week sessions. At the time of registration parents will be able to choose any or all of the sessions. Within each session there will be three options to choose from: Monday-Friday, Monday/Wednesday/Friday or Tuesday/Thursday

If space is still available, *Antioch Township residents and non-residents may register on that same date from 11:00am – noon. All registration is on a first come, first serve basis. Step 1. Pick up a registration packet at the Parks & Recreation Department office - packets will be available at the Parks Of-fice on March 26. Step 2. Complete the full “Summer Day Camp 2012” packet and bring to registration. Step 3. When you come to register, please bring proof of residency (water bill), your child’s birth certificate, and all completed camp forms. A $50 non-refundable registration fee, per child, will be due the day of registration. A $25 per child pool pass fee is also due at the time of registration. The pool pass may be used by the child after camp hours and on weekends. If you are registering your child for 3 sessions, Monday-Friday, the pool pass fee will be waived. If at anytime you change your child’s registration status from full-time a $25 pool pass fee will be applied to your account. MISS ANTIOCH PAGEANT 2012 This year's annual Miss, Jr. Miss and Little Miss Antioch Pageant will be held on Saturday, June 16th at the Antioch High School Auditorium. Miss Antioch will receive scholarship money towards tuition of the college of her choice. She must be 16-22 years of age, have good academic standing, show community involvement, and have three references in order to be a contestant. Jr. Miss is for girls 11-14 and Little Miss is for girls 6-8. Specific Rules and Regulations are included in the application for the Pageant and can be picked up at the Parks and Recreation Office at 806 Holbek Dr. beginning Monday, March 19, 2012. New spring teas will be available for tasting. Please let us know at registration if there are any dietary restrictions such as gluten free, vegetarian or food allergies. Also let us know at registration if your daughter will be bringing a special guest (doll or teddy bear) and we will set up a special seat at the table for them. Registration will began on Monday, March 26th at the Parks Office. Please specify time preference and reserved tables of 6 at the time of registration. We will do our best to accommodate those requests.
