and plans to celebrate this important moment in our history with academic, cultural, social activities starting for the five preceding years leading to the big celebration in 2011.

• As co coordinator of the BEAMS project, I have set the plans in conjunction with the executive committee to implement a number of activities that will improve our student engagement leading to better academic performance from our students and improvements in their overall formation as future professionals and as citizens, concentrating in the area of better student-faculty interaction.

• As Director of the Office of Institutional Research and Planning, I was instrumental in reorganizing the office and expanding its service to the University by hiring the adequate personal and using technology as well as implementing good practices of strategic planning and assessment. I attended the Foundation for the Practice of Institutional Research Institute, organized by the Association of Institutional Research (AIR), in Columbus, Ohio from July 25 through 29, 2003. I have attended the AIR Forums in 2003, 2004, 2005, and 2006. We have presented in the Forums in 2004 – 2006. I was instrumental in the creation and development of the Office of Continuous Improvement and Assessment. I was a member of the Society of College and University Planners and have attended many of its annual conferences.

• As Director of the Office of Institutional Research and Planning, I lead the effort to improve student engagement through the BEAMS (Building Engagement and Attainment for Minority Students) project. The Institute for Higher Education Policy administered this project through a grant by the Lumina Foundation.

• As Director of the Office of Institutional Research and Planning, I supervised the design and construction of the new Biology Building as well as the new Business Administration Building. Presently the Museum of Art and Academic Senate and the Center for Research in Agricultural Industry are under construction. Construction of the following buildings will commence shortly: renovations of Celis and the old Business Administration buildings for administrative and faculty office use, respectively. These projects represent more that $60 million in major capital investment for our campus. The construction of the natatorium, tennis courts and racquetball courts for the Mayagüez 2010 will commence shortly under the sponsorship of the government of Puerto Rico.

• As the Director of the Civil Infrastructure Research Center, I helped in the transformation of the Civil Engineering Department of the University of Puerto Rico from a faculty fully dedicated to teaching to one more balanced between research and teaching.

• As a founding member of the Center for Professional Enrichment, I have contributed in forming an atmosphere where quality teaching is a real concern and where professors can find a space to discuss and

develop the skills required to do a good job as teachers. I attended the one-week long ExCEEd Teaching Workshop sponsored by ASCE.

• As coordinator of the UPR/MIT Professional Development Program, I was able to prove, through practice, that the educational process is best served through interdisciplinary cooperation and the use of a real engineering project.

DESCRIPTION OF PROFESSIONAL AND ACADEMIC EXPERIENCE I have more than 25 years of university teaching experience. I have taught courses in general engineering and construction engineering and management. I have a strong record of academic service. I have served or are serving in departmental, faculty, university and system committees, forums and boards. My research record is also strong. I have administered more than $5 million in research projects. I have submitted more than 20 proposals and worked on more than 13 research projects. My publication record includes more than 20 peered reviewed technical articles and 20 oral and poster presentations. I have attended more than 70 seminars, workshops, and national and international conferences. I have served as consultant to companies in Spain, Germany and Puerto Rico. I have received a number of honors, and belong to professional associations such as the Colegio de Ingenieros y Agrimensores de Puerto Rico, the American Society of Civil Engineers and the American Society of Engineering Educators. I have been involved in university government positions as an academic senator, representative of the faculty in the Administrative Board of UPR at Mayagüez, president of the academic affairs committee of the Academic Senate, member of the University Board of the University of Puerto Rico and member of the Board of Trustees of the University of Puerto Rico. I also participated in selection committees for chancellor (twice), dean of academic affairs (presiding) and dean of engineering (twice).

I have been involved in the Civil Infrastructure Research Center (CIRC) as a researcher since the beginning of 1992. On January 1993, I was named Acting Co-director of the Center. From July 1993 through October 1994, I was the Center's Acting Director. Since November 1994, I am the Center's Director. This Center has received or receives funds from the Legislature of the Government of Puerto Rico, the Department of Transportation and Public Works of Puerto Rico, the University of Puerto Rico and the National Science Foundation through its Experimental Program to Stimulate Competitive Research (EPSCoR) to conduct research in civil infrastructure.

From 1994-1999, I was the UPR coordinator of the UPR/MIT Tren Urbano Professional Development Program. This program includes education, undergraduate and graduate research and summer internships. We organized a 7-day activity every January, where students from the University of Puerto Rico in Río Piedras and Mayagüez and the Massachusetts Institute of Technology learned about the Tren Urbano Project, a $1.5 billion dollar metro for the metropolitan area of San Juan. We also traveled to the Boston area every summer to learn about their mass transportation system through an MIT short-course, coordinated for summer employment for the students and supervised research projects related to the Tren Urbano. We were responsible for coordinating a visit to a city with a mass transit system in operation. This program was and continues to be so successful that it received national recognition from the Federal Transit Administration.

On July 1, 1997 I was appointed full professor. On July 1, 1993, I obtained tenure at the University of Puerto Rico At Mayagüez. On July 1, 1992, I transferred to the Civil Engineering Department as an Associate Professor. I am responsible for teaching and research in the area of Construction Engineering and Management.

During the 1992 Spring Semester, I worked on the administrative and educational aspects of two one-week long workshops for 30 high school students interested in studying engineering. The workshops were

held during the summer, and were very successful. I continue to participate in this program, which has grown to 2 two-week long sessions.

In August 19, 1991, I returned to my tenure-track position at the University of Puerto Rico at Mayagüez. I have been teaching two courses in the Civil Engineering Department, Planning and Scheduling of Construction Projects and Introduction to Construction Management. I developed the course in planning and programming of construction projects. This development included production of class lectures, home assignments and a class project. The course also requires teaching how to use computer packages available in the market for this particular area of construction management.

Since my return to the University of Puerto Rico at Mayagüez, I have been involved in the development of two major research efforts, namely the Hemispherical Center for Cooperation in Research and Education in Engineering and Applied Sciences (CoHemis) and the Civil Infrastructure Research Center.

In August 4, 1991, I graduated from Purdue University with a Doctor of Philosophy degree. My area of specialty was Construction Engineering and Management. The title of my thesis is "Sensitivity analysis of construction simulation."

In January 1989, I arrived at Purdue University to pursue a doctoral degree in the area of Construction

Engineering and Management. I was on a leave from the University of Puerto Rico at Mayagüez while I proceeded with my doctoral studies at Purdue, which took me 2½ years to complete. During my stay at Purdue, I was the instructor for the introductory course on Construction Management for two semesters. I also acted as a teaching assistant in the Division of Construction Engineering and Management at Purdue University for the following courses: Estimating, Construction Project Management, Computer Applications in Construction, and Elements of Building Systems. At the end of the summer of 1990, I passed the preliminary exams and became a Ph.D. candidate and in August 1991 I graduated.

While at Purdue University, I worked as an editor for the MicroCYCLONE newsletter. I assisted in keeping the computer lab of the division up-to-date. I worked on a number of major editorial projects: producing revised versions of Halpin's MicroCYCLONE System Manual, MicroCYCLONE User's Manual, Quantitative methods in construction engineering, and Planning and analysis of construction operations (a book by Halpin and Riggs published in 1992).

I also had the opportunity to travel to Europe and act as a consultant to the German consulting firm

GMB mbh and the Spanish construction company Dragados y Construcciones, S.A., in the use of MicroCYCLONE. GMB mbh are consultants of one of the largest German construction companies Bilfinger & Berger Bau A.G. Dragados y Construcciones is one of Spain's major construction companies.

I started teaching on January 1983, in the General Engineering Department of the University of Puerto Rico at Mayagüez. I taught courses in statics, dynamics, mechanics of materials, and computer programming in the FORTRAN computer language. My teaching experience has been very rewarding. I communicate very well with my students as indicated by their very high evaluations of my performance.

I developed dBase III+ applications for use in materials acquisition and budget control for the Office of the Dean of Engineering.

At the University, I worked diligently in a number of department and faculty committees. Some of these committees are: Faculty Computer Facilities Committee, Faculty Academic Affairs Committee, and Departmental New Academic Program Development Committee. I was a member of an ad-hoc committee on

Academic Excellence. This Committee produced a blueprint defining the goals and aspirations of the Faculty of Engineering.

I was an officer of the companies JASA CORPORATION (beginning of 1983) and DESARROLLOS ALFA INC. (beginning of 1988). JASA CORPORATION was a construction company and DESARROLLOS ALFA was a real estate developer. I was responsible for administrative and accounting work for both corporations. I developed several computer programs for the smooth running of these companies. Through this programming experience, I acquired great expertise in the use of SYMPHONY, LOTUS 123 and DBASE III+ computer software. I am also experienced in programming using FORTRAN and BASIC computer languages.

Previously, I worked as a Senior Staff Engineer at the Franklin Research Center's Nuclear

Engineering Department in Philadelphia, Pennsylvania. I joined the staff of Franklin Research Center on June 1981. I worked on various aspects of structural engineering, especially relating to nuclear power plants:

• Performed audit of the structural analysis technique and acceptance criteria for the Fermi 2 Nuclear Power Plant analysis of the hydrodynamic loads.

• Developed audit procedure to evaluate acceptability of the structural analysis technique and acceptance criteria used by Boiling Water Reactor Mark I Containment owners for the analysis of hydrodynamic loads.

• Assistant Manager for a U.S. Nuclear Regulatory Commission contract consisting of eleven assignments.

• Produced and published technical evaluation reports for ten nuclear plants as part of a systematic evaluation program of the Nuclear Regulatory Commission. The reports specifically dealt with Quality Group Classification of Systems and Components of a Nuclear Plant. This work consisted essentially of comparing older codes requirements with current codes requirements and evaluating how the plant's safety was affected by this changes.

• In summary, at the Franklin Research Center (FRC), I was Assistant Manager of two U.S. Nuclear Regulatory Commission projects, and group leader in one assignment on quality classification of systems and components in nuclear power plants.

Prior to joining FRC, I worked as an Engineer and later as a Task Engineer for the Engineering

Mechanics Division of Stone and Webster Engineering Corporation at Cherry Hill, New Jersey. I worked at Stone and Webster from February 1977 to May 1981 and performed the following assignments:

• Development of a finite element model of the reactor building to be used in the analysis of hydrodynamic loads occurring in the suppression pool of boiling water reactors in Mark II and Mark III plants. I was responsible for generating the data produced by a dynamic analysis and transmitting it for use in the design of piping systems and equipment.

• Development of a finite element model of the top section of the primary containment building of a nuclear power plant to determine whether the intricate reinforcement used in the design was adequate in resisting the loads.

• Involved in the seismic analysis of various buildings using soil-structure interaction computer codes.

• Was responsible for the analysis and design of the pedestal that supports the reactor pressure vessel.

• Was responsible for writing sections of the Containment Dynamic Load Assessment Report, which dealt with the definition and application of the hydrodynamic loads.

• Was responsible for writing sections of the Final Safety Analysis Report, a major licensing document for a nuclear power plant.

In summary, at Stone and Webster Engineering Corporation, I was responsible for: hydrodynamic

analysis for the Niagara Mohawk Nine Mile Point 2 Nuclear Station, analysis and design of the reactor pressure vessel's pedestal for the Gulf States Utilities River Bend Power Station, writing sections of major licensing reports, and seismic analysis of structures using soil structure interaction techniques.

I worked as a teaching assistant for a Numerical Analysis course while pursuing a Masters degree at the Massachusetts Institute of Technology. I graduated from M.I.T. on February 1977.

In the summer of 1976, I worked as a trainee with Esso Standard of Puerto Rico and as an assistant to the construction manager of Alturas de Mayagüez, a residential development.
