Sen. Teel Bivins
TCCTA Outstanding Legislator
Teel Bivins has served in the Texas Senate since 1989, when he won his fi rst race for po-litical offi ce. He is currently serving his fourth consecutive term in the Senate. He represents the people of State Senatorial District 31, which runs from the top of the Panhandle to the Mid-land-Odessa area. District 31 includes Amarillo College, Frank Phillips College, Odessa Col-lege, Midland College, and the Pampa Center of Clarendon College within its territory. More importantly, in a larger sense Senator Bivins has made vital contributions benefi ting all Texas two-year colleges.
Since 1996, Senator Bivins has chaired the Senate Committee on Education. In the 75th Legislature, he authored landmark legislation creating a core curriculum to facilitate the transfer of student credits among Texas public colleges and universities. In previous legisla-tive sessions, Senator Bivins has served on the Senate Committee on Finance, and he was a member of the joint conference committees on the omnibus appropriations bills in 1993 and 1995.
Throughout his tenure in the Texas Senate, Senator Bivins has demonstrated time and again his staunch support of Texas community and technical colleges. He has consistently and ef-fectively led efforts to obtain increased funding for two-year colleges, and he has been a strong and steadfast advocate for establishing and maintaining high academic standards.
For his faithful commitment to all levels of public education in our state, for his unswerving support of the community, junior, and techni-cal colleges of Texas, and for his exeplary, dedicated service to the people of Texas, the Texas Community College Teachers Associa-tion proudly recognizes Senator Teel Bivins as

The convention’s keynote speaker will be author James Melton. He will address this year’s convention theme, “The Courage to Teach.” He will also be the featured speaker at the convention’s two professional development seminars, to be held Friday, March 3, at 8:00 a.m. and repeated at 1:00 p.m.
Dr. Melton has appeared on national radio and television talk shows. The Public Broadcasting System has produced an eight-part series on his work titled Reaching New Heights of Excellence.
His professional background includes careers in journal-ism, college teaching, and commercial aviation. Dr. Melton has authored numerous articles, audio and videocassette programs, and has published two best-selling books. He holds the Ph.D. degree in management.
For more than two decades, Dr. Melton has conducted re-search on innovation, productivity, motivation, and interpersonal skills. As a respected communicator, he translates complex is-sues into simple, common-sense terms for many of the largest corporations in America. His work is represented internationally through the Melton Leadership System, a video-based series for training and development.
Dr. Melton is president of The Melton Corporation, a book publishing company and speaker-referral service. In addition to his speaking engagements, he provides management training for national and international organizations.
