Appendix I

MASSAGE TO COMPATRIOTS AND SOLEMN DECLARATION BY CAMBODIAN HEAD OF STATE SAMDECH NORODOM SIHANOUK

Samdech Norodom Sihanouk, Head of State of cambodia, issued to the press in Peking on March 23 a message to his compatriots and a solemn declaration. Full text follows :

I pay my highest respects to Her Majesty the Queen, and extend my respectful regards to the Budhist clergy and my dear compatriots.

I convey to you my most sincere, constant and affectionate feelings.

The handful of rectionary bourgeois elements and princes, who were able to climb to the highest positions thanks to the Sangkum Reastr Niyum and its President and consqeuently seize all kinds of privileges, have not only expressed their "gratitude" by "deposing" me illegally but moreover have slung mud at me, vilified me with monstrous slanders an'd base accusations including the accusation of my betrayal of the motherland "to serve foreign interests".

But my grief at these slanders and accusations is not so acute as my grief at the present very unfortunate fate of our country which is being wantonly ravaged by the group of traitors and renegades who have unbridledly imposed on the nation a dictatorship (after having violated and thrown overboard the Constitution of the Kingdom) and is leading our country straight to anarchism and war provoked by US imperialism. our country of Khmer had been known in the world as an oasis of peace and stability (for many years up to the eve of the crisis created by men of the March 1970 coup d'etat).

At present the liberty, democracy, relative prosperity, unity and national union which our people enjoyed not long ago have all been destroyed, reduced to nothing.

Our soliders have been ordered to give up defending the frontiers and the country's territory to set themselves against their own compatriots and ruthlessly repress all those who dare

to show even the slightest verbal opposition to the new fascist power which serves US imperialism.

This is not an accusation made by me but an obvious fact seen by all clear-sighted observers in the world.

The Lon Nol-Sisowath Sirik Matak-Cheng Heng Clique declared that I was a "traitor" and that I had "sold out" my country to foreign countries, because I wanted to make our nation avoid, on the one hand, losing its good reputation of wisdom and maturity and, on the other, running into great danger in the future by provoking recklessly and with undue hostility socialist Viet Nam which the USA, the richest and biggest military power of the world, failed to bring to its knees.

My devotion and loyalty to the nation have become a crime of high treason owing to the "good will" of my enemies.

However, their "condemnatoin" does not disturb me much since they themselves are genuine renegades who have insatiable greed for power, wealth and fame, and are mere cowards who only dare to attack Sihanouk in his absence and stab him in the back.

The millions of Khmers at home and the thousands of Khmers abroad will certainly very soon uphold the banner of revolt against the reactionary Lon Nol-Sirik Matak-Cheng Heng clique and is masters - the US imperialists. The patriotic Khmers will overthrow these traitors and drive their accomplices and their US masters out of our country. After victory, our patriots will build up a new Kampuchea whose power will remain for ever in the hands of the progressive, industrious and pure working people, who will ensure that our motherland will have a bright future with social justice, equality and fraternity among all Khmers.

The treason, cowardice, slanders and the despicable attacks by the reactionaries have opened my eyes and made me painfully aware of my unpardonable naivety and my misjudgement which made me belive that a free, democratic, peaceful, prosperous and happy country could be built with the help of such notorious personages, the corrupt bourgeois elements and princes, fascists, reactionaries as those making up the present "government" and "parliament" of Phnom Penh.

The "heavy blow" they dealt me and are still dealing me serves as a painful but very useful lesson to me, a lesson I wil

never forget all my life.

In view of this rnisjudgernent, I should resign the function as Head of State after our people's certain victory over their enemies, reactionary oppressors and their masters - the US imperialists. And on that very occassion I will give our progressive youth and working people the possibility of fully assuming the responsibility of national construction and defence with the co-operation of the entire nation.

In the present circumstances my task has not yet been fulfilled, because I will never allow the treacherous reactionaries, with the backing of the power of us dollars and at bayonet point, to go on wantonly trampling underfoot the ideals, laws and basic principles of the state with impunity.

And it is in this spirit that I solemnly declare as follows:

i) In my capacity as legal Head of State of Cambodia, a supreme position given me by the Khmer people unanimously, I irrevocably dissolve the Lon Nol government and the two chambers of parliament who have betrayed their constitutional oaths and the constitution of the Kingdom.

ii) I call on all my compatriots and all the foreigners residing in Cambodia not to recognize and carry out the decrees (prakas, kret), laws (kram), orders, messages, circulars, judgements, all kinds of decisions, and verdicts - "works" which the Lon Nol-Sirik Matak-Cheng Heng Clique and their accomplices or sevants have produced or are going to produce.

iii) A hew National Union Government will be established. A Provisional Consultative Assembly will also be established (for assisting the government) , whose members will be qualified representatives from all circles of Khmer society (monks, peasants and farmers, workers and other labourers, merchants, industrialists, arrnyrnen, policemen, provincial guard,youth and intellectuals, functionaries, women etc .•. ).

iv) A National Liberation Army will be formed.

v) All Khmer people at horne and abroad (the clergy and laymen, armymen and civilians, men and women) - who cherish the ideals of independence, democracy, neutrality, progress, socialism, Buddhism and nationalism, and stand for territorial integrity of the country within her existing frontiers, anti-imperialism and anti-neo-colonialism - will unite, to form a united front under the official name "the National United Front of Kampuchea (FUNK)".

The essential tasks of the FUNK consist in :

One. Liberate our motherland from the dictatorship and oppression by the reactionary and pro-imperialist Lon Nol-Sirik Matak-Cheng Heng clique.

Two. Struggle against the US imperialists who have invaded our Indo-China and are oppressing its peoples and breeding injustice, war and all kinds of calamities, hostility and disunity, troubles, crises and misery among our three peoples -the Khmers, Vietnamese and Laotians; and this struggle will be waged side by side with the socialist, progressive, anti­imperialist countries or peoples, far and near, with their complete support.

Three. Rebuild our country and make her advance as rapidly as possible along the road of progress following our victory over our enemies. This task of reconstruction is to be accomplished by all of us, the Khmers, in comradeship, solidarity and perfect unity as in times of hard fight.

I am longing very much for my beloved motheland which is and will always remain the sole purpose of my life.

I also miss very much my poor mother, our Buddhist clergy and our beloved people.

If I am not to die in the struggle our patriotic and progressive people and ourselves are going to wage together, I will surely salute and embrace them when we win inevitable victory over the imperialists and their lackeys.

In "the course of this struggle I call on all those of my children (compatriots), military and civilian, who can no longer endure the unjust oppression by the traitors and who have the courage and patriotic spirit needed for liberating the montherland, to engage in guerrilla warfare in the jungle against our enemies.

If you are armed and have already mastered military skills, I will provide you at opportune moments with munitions and new arms. If you do not yet have arms but wish to acquire military skills, I will take necessary measures to send you to the military school of the National United Front of our Kampuchea, which is being established way out from your barracks and villages and this is for the purpose that the enemy will not be able to reach or locate it.

Those of my children (compatriots) who live in and around Europe and wish to serve the motherland and the people by joining the Liberation Army or the National United Front of Kampuchea, please come to call on me in Moscow or Peking.

THREE CAMBODIAN NATIONAL ASSEMBLY DEPUTIES'S STATEMENT

Three National Assembly Deputies of the Kingdom of Cambodia have issued a statement vocing their full support for the March 23, 1970 proclamation of Head of State Samdech Norodom Sihanouk, according to a VNA. April 10 dispatch quoting a report from Cambodia. They ~re Doctors of Economy Khieu Sam Phon and Hou Youn, and Doctor of Law Hu Nim, three well-known patriotic intellectuals in Cambodia, Deputies to the National Assembly, Sixth Legislative (1966-70), who had many times held im1=ortant positions in the Royal Government of Cambodia. They have now gone into the jungle to join the Cambodian people in their struggle against the coup authorities.

Following is the full text of their statement dated March 26, 1970 :

Respected Samdech Heads of the Two Buddhist Sects and All the Respected Monks of Various Levels,

Esteemed Fellow Countrymen,

Since our beloved Cambodia w0n independence through struggle, the us imperialists and theil~ flunkeys in Cambodia and in foreign countries have resorted to all schemes and tricks in an attempt to occupy our county and make of it a nee-colony and military base.

In face of the danger of losing our country caused by the us imperialists and their lackeys with Lon Nol as the ringleader, the Cambodian people under the leadership of Head of State Samdech Norodom Sihanouk have united in a valiant struggle to liberate Cambodia from the steel cage of US imperialism and have declared firm adherence to the policy of peace, independence and neutrality based on the Five Principles of peaceful Coexistence and the 10 points of the Bandung Conference.

This victory marked a very great and important stage in the history of the Cambodian people, and also a heavy defeat for the US imperialists and the reactionary clique headed by Lon Nol.But the us imperialists and their henchmen have stubbornly clung to their scheme and acts of sabotage against peaceful, independent and neutral Cambodia. These are the anti-national "Movement of the Khmer Serei", the act of treason of Sam Sary, the coup d'etat

plotted by the Oap Chuon clique, the bomb explosion in the Royal Palace, the attempted murder of Samdech Head of State which Reathvath has confessed, the acts of economic and financial sabotage by Song Sec and his clique, the arrest, killing and imperisonment of patriots in Phnom Penh, Koh Kong, Ratanakiri, Kompong Cham, Batambang, Kampot, Kampong Chhnang, etc., slanders against intellectuals, monks, neutral elements, progressives and patriots and their dismissal from public offices and forcible break with Samdech Head of States •.. and finally the provocation of the civil war which has gone on over the past two or three years.

All those acts have been plotted and carried out by the us imperialists and their lackeys headed by Lon Nol with the obvious aim of seizing power and putting Cambodia and our people under the bondage of US imperialism and furthering their manoeuvre of expanding war in Indo-China and Southeast Asia.

As for us Cambodian people, we have obtained one victory after another inour long, arduous and complex fight to defend the independence, peace, neutrality and territorial integrity of the country. In particular, we have reached unity of mind with regard to our ideal : to unite the entire people to struggle against all schemes and acts of the imperialists, especially the US imperialists and their henchmen headed by Lon Nol, in order to safeguard national independence, peace, neutrality, sovereignty and territorial integrity of the country and establish a free and democratic regime of the people and to build a prosperous Cambodia in accordance with the aspiration of our nation and our people of various strata and classes.

Proceeding from that ideal, we, whether when simple citizens, or after being elected by the people to the National Assembly"·or when, with the trust of Head of State Samdech Norodom Sihanouk and the people, assuming on several occasions ministerial posts in difficult as well as favourable circumstances, have remained absolutely faithful and kept our faith unwavered in working for the realization of the aforesaid ideal of our entire people.

Renoucing our personal interests and departing from our beloved families and parents, we have left for the jungle to J01n the people who during the past few years have been conducting political and armed struggle with the aim of realizing that ideal.

At present, the US imperialists and their lackeys with Lon Nol and Sirik Matak at the head have staged a coup d'etat to overthrow Head of State Samdech Norodom Sihanouk so as overtly to bring our country and people under imperialist enslavement and

serve the plan to expand war in Indo-China and Southeast Asia.

This is a danger to the whole country and the entire people who are being killed, arrested and repressed more and more ruthlessly by the US imperialists and the coup group with Lon Nol at the head. In order to maintain their reactionary administration, they have more than ever before sought to sow enmity and discord among the people, denigrate the struggle of the people and heaped insults on Head of State Samdech Norodom Sihanouk. They have used guns and boyonets against youth, pupils, intelle~tuals, public employees, armymen, police, workers, peasants and the national boourgeoisie and compelled them to take to the streets to support them and protest against Head of State Sarndech Norodorn Sihanouk. They burnt houses, plundered property and killed and arrested Vietnamese and Chinese residents in an extremely savage and arbitrary manner.

The March 18 coup engineered by the us imperialists and the traitorous Lon Nol clique has been opposed by the people of all strata throughout the country and the peace-loving people the world over, causing serious isolation to the coup·makers. The latter are in uter confusion before the Cambodian people's political and armed struggle which is spreading throughout the country in both town and countryside, and even within the administration of the coup makers. That is why, to save their dirty lives, they are planning to let the US imperialists bring in military equipment, SEATO specialists and money and have even entered into collusion with the Thieu-Ky army in south Viet Narn in an attempt to stamp out the Cambodian people's struggle. In the temporary very tense situation at present. We declare our resolve to cling to our ideal as mentioned above and solemnly declare the following :

1. To remain always loyal to the cause of independence, neutrality, territorial integrity and the free and democratic regime of the people and the progress nation.

3. We call on all countrymen, in town and country alike, to refuse to serve as soldiers and policemen and refuse to die for the US imperialists and their stooges, the Lon Nol-Sirik Matak clique of traitors, refuse to pay any taxes imposed by them, refuse to obey their barbarous laws, sincerely and closely unite with one another within the National United Front of Kampuchea, organize guerrilla and armed forces to fight and overthrow their adminstration, and set up a sound adminstration at the hamlet, village, district and province

level throughout the country.

4. We call on all armymen and policemen at all levels, the personnel of the adminstration at all levels to shovT a clearcut attitude towards the us imperialists and the clique of traitors with Lon Nol and Sirik Matak as ringleaders. Unite with the entire people to conduct a resolute struggle to overthrow them. The National United Front of Kampuchea and the People's Liberation Armed Forces of the Cambodian people are ready to welcome you at any time.

The Cambodian people's struggle will surely triumph since in addition to the strength of great solidarity of the people in the whole country which consitutes the main force,we also enjoy the support on the basis of equality from the anti-imperialist countries and the progressive countries in the world, especially from the Vietnamese and Laotian peoples who are our comrades-in­arms sharing life and death in the fight against the US imperialist and their hirelings, for the cause of liberating our nations and our peoples.

On this occasion, we sincerely wish to convey our respects to Cambodian Head of State Samdech Norodom Sihanouk who is now actively struggling against the us imperialists and their henchmen, Lon Nol-Sirik Matak clique, to the Queen who is being tormented by the reactionary Lon Nol-Sirik Matak clique, and to samdech Heads of the two Buddhist sects and all monks who are being suppressed and forced to serve their reactionary policy. We pay our homage to the heroic fighting spirit of our guerrillas and main force units who are fighting to wipe out the reactionary Lon Nol-Sirik Matak clique, and to the spirit of valiant struggle of the ~rban and rural people who have taken to the streets. We bow respectfully before the noble memory of the fighters, people, youth, intellectuals, workers, peasants and Vietnamese and Chinese residents who have fallen in the struggle against the US imperialist and the reactionary coup group headed by Lon Nol and Sirik Matak.

Let the Khmer people valiantly march forward with their traditional militancy under the banner of the National United Front to wipe out the US imperialists and the reactionary clique headed by Lon Nol and Sirik Matak !

Let us all march forward to bring our country on to the path of progress and eternal happiness !

Hurrah for independent, peaceful and neutral Cambodia !

Hurrah for the spirit of solidarity and struggle against the US imperialists and the Lon Nol-Sirik Matak clique of traitors !

PROCLAMATION OF THE ROYAL GOVERNMENT OF NATIONAL UNION

UNDER THE LEADERSHIP OF THE NATIONAL UNITED FRONT

OF

KAMPUCHEA

In his solemn message to the Khmer nation, dated March 23, 1970, Samdech Norodom Sihanouk, Head of State of Cambodia, announced the forming of a new Royal Government of National Union Under the Leadership of the NUFK.

Today, following the extradordinary congress which brought together in Peking the qualified representatives of different circles of Khmer society, the new Royal Government of National Union Under the Leadership of the NUFK, of which Mr. Penn Nouth is the Prime Minister, is formed.

Just as it was defined in the aforssaid message of the Head of State, the essential missjon of the new Government is to faithfully and entirely o:xc:.:..ute the Political Programme of the NUFK :

1. Unite all our people for fjghting against all the manoeuvres and aggression by the American imperialists and overthrowing the dictatorship of their valets headed by Lon Nol-Sirik Matak.

2. After complete victory, build an independent, peaceful, neutral, democratic and prosperous Cambodia.

On this occasion, the new Government of National Union Under the Leadership of the NUFK reaffirms solemnly its qualification as the sole legal and legitimate government of the entire Khmer naton excluding the fascist and racist reactionary regime of Phnom Penh.

On this score, it proclaims solemnly

1. The condemnation by the Khmer people of the traditorous Lon Nol-Sirik Matak clique which has sabotaged and destroyed the independence, peace and neutrality of Cambodia for the benefit of American imperialism whose troops, supported by those of Saigon, have invaded and occupied on a large scale

the national territory, in defiance of all the international laws, in order to repress our people.

2. That the foreign policy of Cambodia is and will remain that of national independence, peace, neutrality and non­alignment of solidarity and friendship with all the peace­loving and justice-loving peoples and governments.

In this spirit, the new Royal Government of National Union Under the Leadership of the NUFK proclaims its absolute respect for all the international treaties, accords and conventions which Cambodia has signed before the date of March 18, 1970.

Considering moreover that the Cambodian people are in the struggle for the recovery of its scared rights of indepdence and national sovereignty, against oppression by the American imperialists and their lackeys of Phnom Penh, and that this struggle is common to all the Indo-Chinese peoples, vicitims of American imperialism.

And confident of the correctness of this struggle being waged at present against the open and massive aggression by the armed forces of the American imperialists, and of final victory, the Royal Government of National Union Under the Leadership of the NUFK is certain of the encouragement, militant sympathy and fraternal support, as from today, on the part of all the peoples and governments in the world who uphold independence, peace and justice.

This encouragement, sympathy and support would find expression in the recognition of our Government as the sole legal and legitimate Government of Cambodia by more and more friendly peoples and governments.

For their part, the Khmer people, under the leadership of the NUFK and its Chairman Samdech Norodom Sihanouk, are ready to make all sacrifices for achieving final victory over the American imperialists and their lackeys, the Lon Nol-Sirik Matak clique, for the present struggle determines the liberty and dignity of our future generations and it is fundamental for the independence, liberty and progress of the Indo-Chinese peoples and the peoples of the world.

Long live the NUF.K !

Appendix IV

consitution of Democratic Kampuchea

Whereas a significant role has been played by the people, especially the workers, poor peasants, lower-middle-class peasants and other strata of urban and rural working people, who account for more than 95 per cent of the entire Cambodian nation, who assumed the heaviest responsibility in waging the war for the liberation of t~e nation and the people, made the greatest sacrifices in terms of life, property and commitment, served the front line unremittingly, and un-hesistatingly sacrificed their children and husbands by the thousands for the battle at the front line.

Whereas great sacrifices have been borne by the three categories of the Cambodian Revolutionary Army who fought valiantly, day and night, in the dry and rainy seasons, underwant all kinds of hardship and misery, shortages of food medicine, clothing, ammunition and other commodities in the great war for the liberation of the nation and the people;

Whereas the entire Cambodian people and the entire Cambodian Revolutionary Army desire an independent, unified, peaceful, neutral, non-aligned, sovereign Cambodia enjoying territorial integrity, a national soceity informed by genuine happiness, equality, justice and democracy, without rich or poor and without exploiters or exploited. a society in which all live harmoniously in great national solidarity and join forces to do manual work together and increase production for the construction and defence of the country.

And whereas the resolution of the Special National Congress held on 25, 26 and 27 April 1975 solemnly proclaimed recognition and respect for the above desires of the entire people and the entire Cambodian Revolutionary Army, the Constitution of Kampuchea stipulates as follows:

CHAPTER ONE The State Article I

The State of Cambodia is an independent, unified, peaceful, neutral, non-aligned, sovereign and democratic State enjoying territorial integrity.

The State of Combodia is a State of the people, workers peasant, and all other Cambodian working people.

The offical name of the State of Cambodia is 'Democratic Cambodia (Kampuchea)'.

CHEAPTER TWO The Economy Article 2

All important means of production are the collective property of the people's state and the common property of the people's communit~es.

Property for everyday use remains in private hands.

CHAPTER THREE Culture

Article 3

The culture of Democratic Cambodia is of a national, popular forward-looking and healthful character such as will serve the tasks of defending and building Cambodia into an ever more prosperous country.

This new culture is absolutely opposed to the corrupt, reactionary culture of the different oppressive classes of colonialism in Cambodia.

CHAPTER FOUR The Principle of Leadership and Work

Article 4

Democratic Cambodia applies the collective principle in leadership in work.

CHAPTER FIVE Legislative Power

Article 5

Legislative power is invested in the representative assembly of the people, workers, peasants and all. other Cambodian working people.

This Assembly shall be officially known as the Combodian People's Representative Assembly.

The Cambodian People's Representative Assembly shall be made up of 250 members, representing the workers, peasants and other working people and the Cambodian Revolutionary Army in the following proportions:

Article 6

The members of the Cambodian People's Representative Assembly are to be elected by the people ~n direct general elections by secret ballot, held throughout the coutry every five years.

Article 7

The People's Representative Assembly is responsible for legislation and for defining the various domestic and foreign policies of Democratic Cambodia.

CHAPTER SIX The Executive Body

Article 8

The government is a body responsible for giving effect to the laws and political lines laid down by the Cambodian People's Representative Assembly.

Th~ government is elected by the Cambodian People's Representative Assembly and must be fully answerable to it for all its activities both inside and outside the country.

CHAPTER SEVEN Justice

Article 9

Justice is administered by People's Courts which represent and defend the people's justice, defend the democratic rights of the people and punish any act directed against the poeple's state or violating the laws of the pople's state.

The judges at all levels shall be chosen and appointed by the People's Representative Assembly.

Article 10

Action violating the laws of the people's state are as follows:

hostile and destructive activies which threaten the popular state shall be subject to the severest form of punishment;

CHAPTER EIGHT The state Presidium

Article 11

Democratic Cambodia has a State Presidium chosen and appointed by the Cambodian People's Representative Assembly once every fivy years.

The State Presidium is responsible for representing the State of Democratic Cambodia inside and outside the country, in keeping with the Constitution of democratic Cambodia and with the laws and policies laid down by the Cambodian People's Representative Assembly.

The State Presidium is composed of the following: a President, a first Vice-President and a second Vice-President.

CHAPER NINE The Rights and Duties of the Individual

Article 12

Every citizen of Cambodia is fully entitled to a constantly improving material, spiritual and cultural life. Every citizen of Cambodia is guaranted a living.

All workers are the masters of their factories.

All peasants are the masters of the rice-peaddies and fields.

All other working people have the right to work.

There is absolutely no unemployment in Democratic Cambodia.

Article 13

There must be complete equality among all Cambodian people in an equal, just democratic, harmonious and happy society within the great national union for defending and building the country.

Men and women are equal in every respect.

Polygamy and polyandry are prohibited.

Article 14

It is the duty of all to defend and build the country together in accordance with individual ability and potential.

CHAPTER TEN The Capital Article 15

The capital city of Democratic Camobodia is Phnom Pehn.

CHAPTER ELEVEN The National Flag

Article 16

The design and meaning of the Cambodian national flag are as follows:

The ground is red, bearing a yellow three-towared structure in the middle.

The red ground symbolizes the revolutionary movement, the resolute and valiant struggle of the people of Cambodia for the liberation, defence and construction of the nation.

The yellow building symbolizes national tradition and the people of Cambodia who are defending and building the country to make it ever more glorious.

CHAPER TWELVE The National Emblem

Article 17

The national emblem consists of a network of dikes and canals which symbolize modern agriculture, and a factory symbolizing industry, framed by an oval garland of rice ears with the subscription 'Democratic Cambodia'.

CHAPTER THIRTEEN The National Anthem

Article 18

The national anthem of Democratic Cambodia is the 'Dap Prampi Mesa Moha Chokchey (Glorious 17th of April).

CHAPTER FOURTEEN The Caabodian Revolutionary Army

Article 19

The three categories of the Cambodia Revolutionary Army regular, regional and guerrilla - form an army of the apeople made up of men. and women fighters and cadres, who are the children of the labourers, peasants and other working people. They defend the power of the people of independent, unified, peaceful, neutral, non-aligned, sovereign and democratic Cambodia enjoying territorial integrity, and at the same time they help to build a country growing more prosperous every day and to improve and develop the people's standard of living.

CHAPTER FIFTEEN Worship and Religion

Article 20

Every citizen of Cambodia has the right to worship accoording to any religion and the right not to worship according to any religion.

Democratic cambodia is firmly determined to maintain close and friednly relations with all countries sharing a common border and with all her near and distant countries throughout the world in conformity with the principles of mutual and absolute respect for sovereignty and territorial integrity.

Democratic Cambodia is committed to a policy of indepednce, peace, neurality and non--alignment. It will permit absolutely no foreign country to maintain military bases on its territory

and is resolutely opposed to all forms of subversion and aggression from outside, whether military, political, cultural, social, diplomatic or so-called humanitarian.

Domocratic Cambodia refuses all intervention in the domestic affairs of other countries,and scrupulously respects the principle that every country is sovereign and entitled to manage and decide its own affairs without outside interference.

Democratic Camobodia adheres entirely to the great family of non-aligned nations.

Domocratic Cambodia strives to promote solidarity with the peoples of the third world in Asia, Africa and Latin America and with peace-and justice-loving people the world over, and to contribute actively to mutual aid and support in the struggle against imperialism, neo-colonialism, and infavour of independence, peace, friendship, democracy, justice and progress throughout the world.
