APPENDIX A Specification for Road Construction and Materials The Specification shall be the December 1991 issue incorporating the August 1993 amendment of the " Specification for Highway Works" published by Her Majesty Stationery Office as Volume 1 of the Manual of Contract Documents for Highway Works as modified and extended by the following.

The following table lists additions and amendments to and details of the above Specification required by the Local Roads Authority. These are fully detailed in this appendix with clauses and tables numbered to correspond with those in the above Specification. Amendments to existing clauses are suffixed "A", an "S" suffix indicates that the clause supersedes an existing clause. Additional clauses have no suffix.

It is not the intention to preclude the use of new materials or processes, but the specific prior approval of the Local Roads Authority must be sought through the Head of Roads and Transportation.

Series 100: Preliminaries Appendix 1/17 Traffic Safety and Management 1 Where existing roads and footways are affected by the

development a safe passage must be maintained along all footways for pedestrians, or if this is not possible, a safe alternative means of passage around the works must be provided in accordance with requirements of Chapter 8 of the "Traffic Signs Manual" (published by HMSO) and any amendments thereto. A safe passage must also be maintained for all vehicles round the works and safe access must be provided for entrance to all properties in use, unless the consent of the occupier of the premises has been obtained. The developer must provide all necessary traffic signs, cones, barriers and lighting. The developer's attention is also drawn to the requirements of the Code of Practice on Safety at Street Works and Road Works (published by HMSO).

2 In particular the developer shall make all necessary provisions

to ensure that the needs of disabled people are met in the vicinity of his works by forming ramps if necessary and by giving clear visual warning to partially sighted pedestrians in accordance with Chapter 8 of the "Traffic Signs Manual" (published by HMSO) and any amendments thereto. All openings or obstructions on the road should be barricaded off with a continuous rail which is strong enough to offer the necessary resistance should a blind person walk into it. The rail should be 1 metre above ground level. There shall also be a tapping rail of minimum depth 150mm with a lower edge at ground level or up to a maximum height of 200mm above the ground.

3 No works shall interfere with existing public footways, footpaths

or carriageways without the developer obtaining an Occupation of the Road Certificate and/or a Road Opening Permit from the Head of Roads and Transportation.

Series 500: Drainage Appendix 5/1 Drainage Requirements 1 To be carried out to the current edition of Road Note 35.

(Minimum pipe diameter 150 mm). 2 To be carried out to Specification Advice Note HA 40/89.

(Pipes in or adjacent to carriageway to be designed for Main Road Loading)

3 Any tendency to attack by acidic ground water or sulphates

present in the backfill or the ground should betaken into account when use of concrete, asbestos cement, steel or clay pipes is being considered. (See Notes for Guidance to Specification NG 501.3)

4 Consideration should be given to need for watertight joints

where pipes are laid in soils that are predominantly fine sands or coarse sands. (See Notes for Guidance to Specification NG 504)

5 Type A backfill material should be used for subsoil drainage.

Type B backfill material should be used where drain is designed to intercept surface water flowing to the pipe.

6 (i) Manhole covers and frames shall be non rock and comply

with BS EN 124 and be Class D400 (minimum clear opening 600mm dia or equivalent, minimum depth of frame 100mm) except in non contiguous car parks or verges where the use of Class B125 (minimum clear opening 600mm dia or equivalent, minimum depth of frame 100mm) will be permissible.

(ii) Gully gratings and frames must be positioned with grating bars not parallel to the kerb to facilitate cyclists and shall be of the captive variety. They shall comply with BS EN 124 and Class C250, or at corners, bends and other areas likely to be trafficked Class D400, (minimum nominal width 450mm, minimum area of waterway 900cm

2 and minimum

depth of frame 100mm) except in non contiguous car parks where the use of Class B125 (minimum nominal width 325mm, minimum area of waterway 650cm

2 and minimum

depth of frame 100mm) will be permissible.

7 Spacing of gullies is to be based on criteria from TRRL Report LR277. (Rainfall intensity 50mm/hour, channel flow 600mm wide).

8 Gullies are to be trapped and have a minimum storage

capacity of 100 litres (20 gallons). Gullies to be positioned such that the maximum distance between gully and adjacent kerb shall not exceed 10mm. All connections to a depth of 1 metre below level of the finished surface shall be surrounded in 150mm ST1 concrete.

Where 2 stage construction is used, metal shims shall not be used to raise frames and covers to final positions. Where the existing bedding material is sound an additional bedding layer, maximum 50 mm, may be laid on top. No bricks on edge shall be used under gully frames or manhole covers.

Series 600 : Earthworks Appendix 6/7 Site Investigation and Capping Layer Requirements 1 For the purpose of pavement design in-situ CBR tests are not

permissible. CBR values are to be evaluated by laboratory testing in accordance with BS 1377 (1990) on remoulded soil.

2 In general for short lengths of road less than 100 metres long,

where CBR values span several ranges, it is not acceptable to vary the capping layer thickness. A single capping layer thickness is to be adopted based on the lower bound CBR values over the full length of the road. Similarly where CBR values fall above and below the criteria for the provision of a capping layer the lower CBR values dictate that a capping layer should be provided throughout the length of the road. For longer roads, the thickness of the capping layers must be constant for at least 100 metres in length before its thickness may be varied. These criteria may be altered by the Head of Roads and Transportation depending upon ground conditions prevailing at the site. Where no CBR values are available from the ground investigation a full capping layer 600mm thick is required.

3 Geotextiles or polymer geogrids shall not be used as a

substitute to a capping layer or as a means to reduce sub-base thickness.

Appendix 6/8 Topsoiling, Grass Seeding and Turfing 1 Imported topsoil to be Class 5B complying with table 6/1. 2 Requirements of Sub-Clause 618.3 apply with reference to

Stockpiles of Topsoil. 3 Minimum depth of topsoil for grass seeding and turfing shall

be 100mm. The minimum depth of topsoil for planting shall be as follows:

Shrub planting 400mm. Tree planting 600mm.

4 Seed Mixtures shall comply with Table 6/5 of the specification or alternatives as follows:

Note : The suitability of mixes for certain specified uses and maintenance requirements should always be checked.

(iii) Wildflower mixes may be used outwith visibility areas at

the discretion of the Head of Roads and Transportation. In areas where wildflower mixes are to be used, fertiliser and topsoil are to be omitted as these mixes require impoverished conditions to compete with grasses. Wildflower areas require to be cut one to four times per year and when cutting all arisings must be removed to maintain the impoverished nature of the sward. Approval of wildflower mixes should be sought from the council‟s Horticulturist.

Weeds should be actively control led by either chemical or mechanical means during the growing season.

Series 700 : Road Pavement

Appendix 7/1 Pavement Requirements

1 Carriageway pavements are to be designed in accordance with TRRL Report LR1132 for bituminous roads and BS 7533 for blocked paved roads, with rigid pavement construction only being acceptable for individual accesses to industrial or commercial premises.

2 Unless agreed otherwise with the Head of Roads and

Transportation, pavements shall be designed for a 40 year life, a traffic growth rate of 4% per annum and a minimum construction required to carry 0.5 million standard axles for any road.

3 No frost-susceptible material shall be used within 450 mm of

the final running surface.

4 The following material requirements relate to the designs covered in Table 10.2. Where pavements are being designed for specific circumstances, the material requirements are to be agreed with the Head of Roads and Transportation. In this connection it should be noted that requirements for Polished Stone Values and Aggregate Abrasion Values are dependent upon site layouts as well as the number of commercial vehicles at the design life, and shall conform with the requirements of HD 21/92 " Requirements for Aggregate Properties for New Bituminous Surfacing"

Series 1000 : Blockwork Pavements

Clause 1043 - Concrete Block Paving 1 Precast concrete paving blocks shall be chamfered and shall

comply with BS 6717: Part 1 and conform to the shapes, dimensions and colours detailed in Appendix 7/1.

2 Precast paving blocks shall be laid in accordance with BS 6717:

Part 3 on a bedding layer of sharp sand or crushed rock fines as described in Appendix 7/1 or on a polymer modified mortar bed at traffic calming measures.

3 The layout of blocks and details at edges, chamber covers,

gulliesand otheropeningsshall beasdescribed in Appendix 7/1 or, where not described, subject to the approval of the Head of Roads and Transportation prior to laying.

Clause 1044 - Clay Pavers

1 Clay pavers shall comply with BS6677: Part 1, Type PB with

chamfers. The shape and dimension of clay pavers shall be as described in Appendix 7/1.

2 Clay pavers shall be laid in accordance with BS 6677: Part 3 on

a bedding layer of sharp sand or crushed rock fines as described in Appendix 7/1.

3 The layout of pavers and details at edges, chamber covers,

gulliesand other openingsshall be as described in Appendix 7/1 or, where not described, subject to the approval of the Head of Roads and Transportation prior to laying.

Series 1100: Kerbs, Footways and Paved Areas Clause 1101(5) -Kerbs, Edgings and Small Element Block Kerbs 1 The type of kerb used shall be one of the following:-

(i) Whin kerb- 125x250mm nidged whin kerbs complying with BS 435 1975

(ii) Precast Concrete Kerbs - 125 x 255/175/150mm

hydraulically pressed complying with BS 7263: Part 1.

(iii) Small element block kerbsto BS 6717 for concrete or BS 6677 for clay pavers where agreed by the Head of Roads and Transportation.

2 All kerbs shall be laid and bedded using 10 to 40mm thick bed of

mortarto designation (i) Table 24/1 on a foundation of, and haunched with, ST1 concrete to the dimensions as stated in Figures 10.5 and 10.6 of the Guidelines.

3 For radii of 12 metres or less kerbs of appropriate radius shall be

used. 4 Precast concrete edgings shall be:-

(i) At the heel of footways 50 x 200mm half rounded or bullnosed

(ii) Elsewhere 50 x 200mm flat topped.

5 Precast concrete edgings shall be hydraulically pressed and

comply with BS 7263: Part 1. The edging shall be bedded on 10 to 40mm thick bed of mortar to designation (i) Table 24/ 1 laid on a foundation of, and haunched with, ST1 concrete to the dimensions as stated in Figures 10.Sand 10.6 of the Guidelines.

6 Where existing kerbs are being relaid it will be permissible to lay

them directly on a concrete bed of at least the same dimensions as the foundation specified in Figure 10.5 of the Guidelines.

7 Any units of kerbs or edgings deviating more than 3mm in any 3m

length from line or level shall be made good by lifting and relaying.

8 The minimum length of part kerbs shall be 1/2 kerb length. Kerbs

shall be mitred at junctions or internal or angle kerbs shall be used. All precast kerbs shall be butt jointed with gaps not exceeding 3mm. Where mitring is necessary, the same tolerance shall apply.

Clause 1104(A) - Footways and Paved Areas (Precast Concrete

Flags)

2(A) Flags should normally be bedded on a layer of clean sharp sand or crushed rockfines complying with BS882 Grading C or M, 25mm ± 10mm thick. Where no vehicular override of the slabs is anticipated, the bedding may be replaced with dry mortar mix not less than 10mm and not more than 40mm thick.

Clause 1106(A) - Footways and Paved Areas (In Situ Concrete)

3(A) In situ concrete shall be laid on a sub-base composed of material complying with Clause 803 and compacted in compliance with Clause 802 and to the thickness described in Appendix 11/1.

Appendix 11/1 Kerbs, Footwaysand Paved Areas Requirements

1 (i) Bedding shall normally be a layer of clean sharp sand or crushed rock fines complying with BS 882 Grading C or M, 25mm + 10 mm thick. Where no vehicular override of the slabs is anticipated, the bedding may be replaced with dry mortar mix not less than 10mm and not more than 40mm thick.

(ii) Slabs shall be dimensioned and laid in accordance with Table 10.3 of the Guidelines.

(iii) 600mm wide slabs shall be laid to 150mm broken bond. 400 x 400mm slabs may be laid to straight bond.

(iv) Joints shall generally be at right angles to the kerb

(v) Details at service covers and other openings shall be agreed with the Head of Roads and Transportation prior to laying.

2 (i) Dense Macadam basecourse to Clause 906 shall be 20mm size to Clause 6.5 of BS 4987, 1993.

(ii) Rolled Asphalt wearing course to Clause 910 shall be 15/10 recipe type F mix to Table 6 Column 6.2 of BS 594:1992.

(iii) 6mm or 10mm limestone or other approved chippings shall be spread at 1 Kg/m

2.

3 (i) Granolithic footways/footpaths shall be laid in accordance with Table 10.3 of the Guidelines.

(ii) The concrete shall be manufactured using either ordinary or rapid hardening Portland cement (BS 12) or Portland blast furnace cement (BS 146).

(iii) Concrete aggregates shall conform with the requirements of BS 1201: Aggregates for granolithic concrete floor finishes.

(iv) Where coloured finishes are required, coloured cements shall be used. The use of pigments at the mixer shall not be permitted.

(v) The water used for mixing concrete shall be obtained from

a source approved by the Engineer. (vi) The concrete topping should preferably be laid

monolithically with the base concrete (i.e. within a period of one to three hours). If this is not practicable, the base concrete shall be treated, e.g. by the removal of latence prior to setting, so as to ensure a satisfactory bond between the base and top layers.

(vii) The mix proportions by weight shall be:-

(a) 1:1:2, cement fine aggregate: coarse aggregate, or

(b) 1:3, cement: all-in aggregate,

(viii) When batched by "volume" the proportions shall be:-

(a) 50kg cement: 0.035 cu.m. dry fine aggregate: 0.07 cu.m. coarse aggregate, or

(b) 50kg cement: 0.1 cu.m. all-in aggregate.

(ix) Water content must be kept as low as possible consistent

with obtaining full compaction (to satisfy this requirement the water/cement ratio shall not exceed 0.42).

(x) The concrete shall be laid in bays not exceeding 15 square

metres or 6 metres in length. (xi) All concrete shall be fully compacted with neither

segregation nor excessive latence being permitted. (xii) Once the concrete has been fully compacted and trowelled

to a smooth finish, it shall be left for a period of between two and three hours after which further trowelling shall be undertaken. Should water be brought to the surf ace as a result of this operation, the concrete shall be left for a further period of one hour and the process repeated as often as is necessary until no surface water is produced by the trowelling action. Thereafter the surface shall be marked out in panels (not exceeding 0.6m x 0.6m) and indented with a granolithic roller.

(xiii) As soon as the surface has hardened sufficiently to prevent

damage, it shall be cured for a minimum period of 48 hours by:

(a) spraying the surface with a curing compound complying

with Clause 1027 at a rate of 0.25 litres/m2.

or (b) covering the surface with building paper, plastic, or

other waterproof sheeting, kept in close contact with the surface. The covering shall overlap the sides of the slab and shall be securely held in position.

For coloured concrete work method (ii) shall be used. (xiv) Concreting shall cease when atmospheric temperature is

below 3° C on a falling thermometer and shall not resume until a temperature of at least 1° C on a rising thermometer has been reached.

4 (i) Bedding shall be a layer of clean sharp sand or crushed

rock fines complying with BS 882 grading C or M, 30mm to 50mm thick.

(ii) Blocks shall be 200 x 100 x 65mm thick rectangular in

accordance with Table 10.3 of the Guidelines, and 1/2 is the minimum size of a part block.

(iv) There is no absolute requirement in relation to colour but

lightest colours should be used for pedestrian areas.

(iv) Blocks shall be laid to a herring bone pattern with blocks laid generally parallel and at right angles to the kerb face.

(v) Details at service covers and other openings shall be

agreed with the Head of Roads and Transportation prior to laying.

5 (i) Dense Macadam basecourse to Clause 906 shall be

20mm size to Clause 6.5 ofBS 4987, 1993. (ii) Rolled Asphalt wearing course to Clause 910 shall be O/

7. Construction: design and construction must ensure that

in normal use of the unit will function in a reliable

manner and cause no danger to persons or

surroundings. Construction shall be such that the unit

will resist mechanical damage when used under

specified service conditions.

The unit shall be impact resistant and shall be

constructed such that it cannot readily be deformed

allowing contact with live parts.

The unit must provide ease of access to allow electrical

termination works to be carried out and also provide a

positive arrangement between separable parts.

Any separable parts which allows access to live

terminations must be held together by slot headed bolts

or screws, with lock washer.

A removable insulating shroud will be installed within the

unit covering all line conductors.

8 Creepage distance and Clearances: Shall be not less

than the values given in Table 1, Clause 9, Section 2 of

BS 5733.

9 Cable Entry: The unit must be supplied with a

removable brass gland plate to facilitate glanding of the

ring/radial circuit cables. The plate shall be drilled, with

up to a maximum of three 25mm diameter holes and

shall be provided with blanking plugs.

The plate shall come complete with two off M6 earth

studs complete with fitting and locking arrangement for

crimp terminals to allow connection of protective

conductors and extraneous bonding conductors, both

internal and external.

10 Terminals: Shall be suitable for use with compression

cables connectors and be either M6 slotted hex head

screws and lock washers or M6 studs with lock nuts and

lock washers. Either shall be provided with spacer

elements to allow the unit to be used with one, two or

three ring/radial circuit cables.

The cut out should be fitted with a semi-permanent

10mm sq. flexible green/yellow bonding conductor

between the brass gland plate and the earth terminal of

the conductor termination block.

b Classification

The units shall be of a box type construction, suitable for mounting outdoors within an existing enclosure, at roadside locations subject to dust and vibration.

c Construction

The enclosure shall be manufactured in one section. The

material the enclosure is constructed from shall be high

quality cold reduced sheet steel, electrolytically coated

with a uniform, tightly adherent deposit of pure zinc. The

steel substructure comply with BS 1449: Part 1: 1983.

The zinc coating shall be on all side with a minimum

coating thickness of 2.5 microns. The grade steel used

shall be stated by the developer. The enclosure shall be

treated with a zinc rich etch prime and powder paint finish

in grey (00A09 BS 4800). The ingress protection shall be

IP 52 as specified in BS EN 60529. As an alternative, the

panel may be manufactured in 1.5mm stainless steel,

minimum grade 3CR12 or similar.

Access to the enclosures shall be by means of a hinged

door opening to a minimum 90o at the front.

All electrical components will be mounted to a backplate of

similar construction to the panel using standard DIN rail

symmetrical profile to BS 5825: 1980.

The door fastening(s) shall be of 90o twist lock/unlock type

manufactured from a suitable non-corrodible material.

Fixing lugs shall be externally mounted at top and bottom

surfaces (4 off).

d Design

Mechanical interlocking shall be provided to ensure that

access to live parts, and components, can only be made

after isolation.

The bottom face of the enclosure shall be provided with

eight number and 25mm holes. Unused holes shall be

fitted with plastic plugs and locknuts.

External dimensions of the unit must not normally exceed

375mm x 550mm x 150mm deep. Where, because of the

complexity of installation a larger unit is required this must

be agreed with the Head of Roads and Transportation.

e Supply

The unit shall be suitable for use on a 400V 3ph 4 wire 50

Hz supply or 230V single phase 50 Hz as indicated in the

construction consent.

f Load

All components shall be suitable for use with inductive

discharge lighting loads operating at 0.85 power factor.

g Main Circuit

The main isolator and contactor shall be suitable for use in

switching discharge lighting loads up to 63A. The main

isolator shall switch phases and neutral.

No diversity factors shall be applied and all conductor and

insulation shall be suitable for maximum loading, the neutral

conductor being the same cross-sectional area as the phase

throughout. The minimum size of the main conductor shall be

16mm2.

Contactors shall be silent in operation and shall be of the

electromagnetically operated, electrically maintained type with

arc control devices and neutral link. The contactor shall be

rated with an AC3 utilisation category. Auxiliary coil circuits

shall be separately fused and suitable for operation at 230V

50Hz.

All outgoing phase conductors up to 25mm2 shall be directly

connected to the MCB‟s/HRC‟s. All connections shall be

provided with positive locking against vibration.

The unit shall be supplied complete with a suitable number of

25mm2 PVC/PVC cables each 0.75m long, suitably

terminated, and side entry, as incoming connections from the

Electricity Supply Company‟s cable termination.

Alternatively where an East Ayrshire Council sub-main cable is feeding the panel, suitable terminations including provision for glanding will be provided.

Circuit protective devices shall be mounted on a standard DIN rail symmetrical profile to BS 5825: 1980.

Where MCB‟s are used, they shall be Type 3 or C, minimum category of duty M9, and current limiting in operational design.

Where HRC fuses are used, they shall comply with BS 88.

All outgoing main circuits shall be wired to a marshalling area

where the panel main earth termination M8 (Brass) shall also

be located. Provision of an earth bar is required. A suitable

termination arrangement will exist to accommodate the electricity supply company‟s cable termination as required.

h A suitable anti-condensation heater shall be provided within the unit. The rating of this unit will not be greater than 25W or less than 15W. Resistors used as heaters will not be accepted.

i Labelling

Labelling shall be provided to enable ready identification of all protective, switching and isolating devices and all outgoing circuit terminals, with warning notices regarding isolation, and the presence of voltage, appropriately positioned.

Outgoing circuit breakers/HRC fuses and their respective outgoing terminals in the marshalling chamber shall be labelled.

1432AR Remote Monitoring System

Where required by East Ayrshire Council a remote

monitoring system shall be fitted which shall

determine the status and operational hours of each

luminaire and transmit such data via the lighting

distribution cabling network to a data collection unit

either in the distribution pillar or an adjacent

subsidiary enclosure. Each road and sign lighting

unit shall be fitted with a column monitoring unit and

each distribution pillar data collection unit. Where a

data collection unit already exists in the distribution

pillar compatible equipment only shall be sited.

The system shall:

1. have units with a minimum ingress protection

rating of IP42;

2. have concealed terminations on all units;

3. have storage capacity of a minimum of 3 weeks;

4. have battery back-up of all data for a minimum 3

week period;

5. contain an RS 23 data port to facilitate Hayes AT

protocol;

6. determine status as follows:

(i) functioning correctly;

(ii) functioning incorrectly;

(iii) burning continuously;

(vi) monitoring unit malfunction

The Developer shall ensure the Council has in its possession a form CC10 with the designer‟s section completed by the Designer prior to booking the test.

The Developer shall give the Council no less than 5 working days notice prior to requesting an electrical test and inspection. The Council shall reserve the right to refuse to carry out an electrical test and inspection should any works be incomplete or substandard. The Council reserves the right to charge for abortive calls due to the works not being completed to the satisfaction of the Council

The person responsible for the installation of the electrical works is required to complete the „Construction‟ section of form CC10 for each new or existing pillar having new or altered circuitry associated with it.

The „Inspection and Test‟ section of form CC10 shall be completed by East Ayrshire Council personnel only when he is satisfied that the whole of the works specified in the form CC10 are completed.

Possession of a completed form CC10 does NOT indicate the Council has adopted the installation. Road lighting will not be adopted independently from the rest of the road.

Details on procedures for electrical testing are detailed in Clause 1424 and Appendix 14/4.

Appendix 5/2:- Service Duct Requirements.

Service ducts and duct accessories forming the ducting system for electrical supplies to road lighting and traffic signs shall comply with BS Specification BS EN 50086 Parts 1-4, Conduit Systems for electrical installations, be purple in colour and shall have the following classification properties.

The Mechanical Properties shall be that associated with “Normal Duty”. For Resistance to Bending, both rigid and pliable duct area acceptable provided that the ducting requirements of the particular installation are met and that correct accessories are used. The category for Protection against ingress shall be IP30 and the Resistance to Chemical Attack classification shall be “With Protection”.

The drawing No.SL/SPEC/31 shows the „Lighting and Traffic Service Ducts General Arrangement‟.

The nominal diameter of the duct is 100mm.

Appendix 13/1:- Road Lighting Columns and Brackets

1. Road lighting columns of mounting height up to

fitted internally between the door and column (not backboard, earthing terminals or other removable points) sufficient long to allow the door to rest freely on the ground when the column is erected in its operational position.

3. Columns shall be designed to support a sign of 0.3m2 mounted

two thirds off centre at a ground clearance of 3m.

4. Extension pieces shall not be used and brackets shall be less than 0.5m in the vertical. Brackets shall incorporate anti rotation devices.

5. The lighting column manufacturer shall be registered with and certified by either British Standards Institute Quality Assurance Services, Lloyds Register Quality Assurance Limited or other Nationally Approved Body for the manufacture, supply and verification of road lighting columns under their Quality Assessment Schedule to ISO 9001.

6. Column Data Sheets and calculations relative to the structural design of the lighting column based on design loads as detailed in this Appendix and in compliance with BS5649 Part 7, 1982 shall be submitted with any request to use when columns which are not on the approved list.

7. BS 5649 Part 4 paragraph 3 is amended as follows:-

Area B substitute “0.25m” with “0.1m”.

8. The column planting depth shall be indicated on the column by a painted white line. The line widths shall be 25mm with a length of 150mm and positioned above the cable entry slot.

9. Planted columns shall be erected to a tolerance of + 100mm from the relevant depth with the shallower finish only allowed under times during road construction unless an approved temporary supplementary staying is employed.

10. The door openings and cable slot shall be aligned and arranged so that when the column is in erected position an operative facing the door will also normally be facing the oncoming traffic. Door locks shall be to the pattern shown on drawing No. SL/SPEC/COLS/4.

11. Brass or stainless steel earthing terminals shall be provided on the column and column door, size M8 x 30mm long complete with two brass

or stainless steel hexagon nuts and two plain brass or stainless

12. Foundations for planted lighting columns shall be in accordance with Clause 1305. All road lighting columns and brackets shall be supplied in new and unused condition except insofar as testing has been carried out in the course of manufacture.

Appendix 14/1:- Site Records

As built drawings of the lighting installation and electrical distribution network shall be prepared by the Developer and supplied to the Head of Roads and Transportation before the systems are handed over for operation and maintenance (excluding warranty works). The drawings shall be made in link on transparent material, which will enable an unlimited reproduction of prints to be made, and be in accordance with Clause 1402.

In addition to the requirements of Clause 1402 the Developer shall mark on the drawings cover to ducts where for any reason this is not 450mm in the footway or 750mm in the carriageway. In addition any other special features of the works which may be significant to future maintenance or to Public Utilities shall be recorded, e.g. crank root columns, etc.

Appendix 14/4:- Electrical Equipment for Road Lighting

For non-standard equipment Third Party Certification by a mutually acceptable expert body of design, construction and performance shall

be obtained by and at the expense of the Developer and forwarded to the Head of Roads and Transportation.

The Third Party shall be a nationally registered body not involved in the design of the product offered or any other product produced by the particular manufacturer. The attention of Developers is drawn to the electrical work for road lighting and traffic signs Specification details which are included in Appendices 0/1 and 0/2.

(i) Lanterns and Lamps

1407 Luminaires

Photometric Performance

The optical system and performance shall be taken into account for approval purposes with the lantern performance meeting or exceeding than criteria given in the tables below.

Luminaires with specified light sources shall assessed on the spacing required to light a straight road in a staggered arrangement to give specified levels. The Maintenance Factor to be applied is 0.91. Road Surface type R1 with a luminance quotient of 0.08 and the following lamp design lumen output.

4. Photometric Data

Third party certification shall be provided for photometric performance.

The following information is required for inclusion on the Council‟s approved list of materials:

Lantern distribution intensity tables complying with CIE committee TC-24 in publication no. 27 „Photometry of Luminaires for Street Lighting‟, or 43 „Photometry for Floodlights‟ shall be supplied in CIBSE TM14 ASCII format on a 3.5” diskette suitable for use on an IBM AT compatible computer running Microsoft Windows 95 or greater.

(ii) Ancillary Equipment

1416 Cut Outs, Fuse Holders, Fuses and Miniature Circuit Breakers.

1. 1. Fuse links shall comply with the requirements of BS88, Part 2, Class Q1, Type A1 (not or ST or LST).

The ratings of fuse links in the cut outs shall comply with the following table:

5. All gland and gland plate components shall be non-ferrous.

(iii) Feeder Pillars

1418 Feeder Pillars

Feeder Pillars shall:

1. Be constructed in cast iron, 2.5mm stainless steel or 3mm thick sheet steel, which is hot dip, galvanised after construction. The pillar shall be manufactured in two sections, a cabinet (above ground level), and a root (below ground level) or it may be plinth mounted and bolted to a concrete foundation;

2. Have a minimum IP42 rating;

3. Have a sufficient room to house the electrical equipment required for its purpose and to accommodate the Electricity Supply Authority‟s cable cut-out;

4. House electrical equipment and distribution panels;

5. Have two sets of all keys and tools required for access supplied by the Developer;

6. Have any stainless steel/galvanised sheet steel door(s) secured by two No. quarter turn locks manufactured wholly in non corrodible material and operated by means of a 7mm triangular headed spindle minimum 27.5mm recessed within the lock housing;

7. Have protective devices identified by labelling so that the circuits protected may be easily recognised;

Shall have a main earthing terminal comprising a brass stud screwed M8 x 30mm long complete with 2 No. brass hexagon nuts and plain brass washers at a readily accessible position within the cabinet section of the pillar. Electrical connections shall be by insulated crimp connectors;

8. Have an external identification number painted in black on a white background. The numbers shall be 75mm high.

1417 Wiring

1. The wiring of components shall be as shown in drawing Nos.SL/SPEC/21, SL/SPEC/19 or as required to meet the Specification.

2. The installation of components shall be as stated in the Specification.

(iv) Cables

1419 Earthing

1. Details of earth electrodes are shown on drawing No.SL/SPEC/27.

2. All extraneous conductive parts shall be bonded described in the Specification and Drawings.

1420 Underground and Ducted cables

1. Cables shall be 600/1000V 3 core armoured to BS5467 purple in colour. Conductors shall be coloured green/yellow, red and black. All cables shall be laid in duct.

2. All conductors shall be copper.

3. The sheath of all underground cables shall be purple in colour.

4. Cable covers are not required.

1421 Cable Joints

1. Cable joints are not acceptable.

1424 Inspection and testing to be carried out by jointly by the Developer and East Ayrshire Council.

1. The Road Lighting Electrical Test Certificate (CC10) shall have those parts as required duly completed by the Designer of the electrical installation. These shall be updated before Completion and Inspection as necessary to account for any variations occurring during the course of the Works.

Personnel carrying out and certifying Electrical Testing and Inspection shall be to category 2 of the electricity Association Engineering Recommendation G39/1,

2. Have a sound knowledge of BS 7671 „Requirements for Electrical Installations‟ and be at least a registered Electrician.

3. The inspection and test section of form CC10 shall be completed by the East Ayrshire Council personnel on satisfactory completion of the test.

4. Lighting plant shall be adopted on completion and adoption of the Roads. Possession of a completed CC10 does not indicate the road lighting is adopted.

5. East Ayrshire Council reserves the right to charge for abortive visits due to work not being completed to a satisfactory standard.

Appendix 14/5;- Electrical Equipment for Traffic Signs

Cut-outs shall be fixed within the area revealed by an open column or post door in such a position to allow easy access for removal of the cover(s) and access to the termination of cables.

The wiring of components shall be as shown on drawings No. SL/SPEC/21.

The installation of components shall be as stated in the Specification.

The use of root boxes is not acceptable.

Bollards

Internally illuminated bollards shall be base lit and comply with the relevant British Standards regarding design construction, safety and interchangability.

The requirements of the Specifications for discharge lamp ballast shall apply.

Bollard shells must be able to withstand vehicle impact and should substantially return to its original state afterwards.

Bollard shells should not be attached to bollard bases by means of a frangible bolt or pin.

Resistance to corrosion shall be guaranteed for 15 years.

A termination box with the light source shall be mounted below ground level.

General

The box shall be manufactured from non-ferrous metal and designed to contain the source(s) and all necessary lamp ballast and be provided with a panel of suitable translucent material adequately fixed into the box.

Light Source

Shall be 3*8W T8 MCF/U fluorescent lamps. Other lamp sources will be considered provided the total wattage does not exceed that of 3*8W MCF/U.

Ingress Protection

The box shall be waterproof to IP56 as defined in BS EN 60529 in service and shall be provided with a readily resealable access cover. All gaskets will be one part recessed to avoid damage during normal maintenance operations.

All bolts for the fixing of the resealable access cover or the bollard body will not penetrate the box internally.

All materials necessary to maintain the above IP rating for the sealing of the cable entry shall be supplied with each bollard.

Termination

All circuit components should be on a plugged tray, which can be removed without disturbing the supply cabling.

A 25mm compression gland shall be fitted to accommodate one 3 core 16mm

2 armoured cable. A plugged blanking hole of

similar size shall also be provided.

A fused service cut-out shall be mounted on a wooden background for a maximum of 2 incoming cables. The cut out will be included a 5amp fuse and will be connected to the plugged tray socket with 1.5mm

2 core flex.

Each lamp shall be individually fused.

The photometric performance of the bollard when illuminated from below shall comply with the following:-

Explanatory Notes 1 This document is intended for the initial certification of a new installation or

of an alteration or addition to an existing installation and of an inspection. An original is to be given to the client. The duplicate should be retained by the contractor.

2 The signatures appended are those of the Competent persons authorised

by the companies executing the work of design, construction and inspection and testing respectively. A signatory authorised to certify more than one category of should sign in each of the appropriate places.

3 Dates to be inserted.

4 Where particulars of the installation recorded herein constitute a sufficient schedule for the purpose of regulation 514-09-01 further drawings/schedules need not be provided. For other installations the additional drawings/schedules listed below apply.

5 The page numbers of each sheet should be indicated together with the total

number of sheets involved.

6 The designer shall prepare Page 3 (Particulars of the Installation) and subsequent pages for each Highway Distribution unit or Termination Pillar.
