    This appendix compiles the current language approved and issued for all paragraphs in the Request for Lease Proposal (RLP) and Lease Contract templates for the several lease action types. The individual paragraph titles are listed in a table in Part 1 and linked to the complete paragraph language in Part 2.

    Leasing Desk Guide

    All paragraph titles and language are taken from the on-airport lease template dated June 2012 and all other RLP and lease templates dated October 2012. The titles and language in the standard templates are the baselines against which the other templates have been compared.

    Corresponding paragraphs from different templates are combined and listed together if their language is virtually or exactly the same. Paragraphs containing substantial differences from the standard template are listed separately.

    Other minor differences in paragraph text wording or numbering are identified in margin notes. The margin notes also identify typographical errors, misspellings, and other superficial flaws in the standard RLP and lease that have been corrected here for presentability, or to identify similar errors or other minor inconsistencies that appear in the other templates. (To view these notes if they are not visible, select the Microsoft Word ribbon menu item Review > Tracking > Show Markup > Comments. To view all notes at once in a single list, select the ribbon menu item Review > Tracking > Reviewing Pane.)

    In some cases, the only difference between paragraph versions is in the name of a specific form it refers to, or a specific amount of time or money, or some other small but significant detail that is unique to a particular template. In such cases the paragraphs are listed together and the differences among templates are noted in margin notes, rather than duplicating the entire paragraph.

    Paragraph Titles

    Titles of paragraphs consist of four elements:

    · A paragraph number assigned according to the system for this appendix, explained below

    · The paragraph subject

    · For lease actions other than the standard model, a parenthetical indication of the specific lease action type

    · A parenthetical indication of the effective month and year of the paragraph revision.

    The following example shows those four elements:

    If paragraph text is the same in different templates but their titles are different, the paragraphs are listed together but their differences in title wording are noted via margin notes.

    Paragraph titles for the standard RLP or lease do not have a parenthetical label indicating they are for the standard template. All paragraph titles for the other models are listed with the template type in parentheses, regardless of whether that designation actually appears in the paragraph title in the template.

    All paragraph effective dates of are capitalized and abbreviated here as MON YEAR—for example, SEP 2012—regardless of the date style that appears in the template.

    Paragraph Numbering

    This appendix uses a paragraph numbering system established solely for convenience in managing and updating the RLP and lease templates. The numbering in the actual templates differs, and the sequence and numbering of paragraphs in the working solicitation and lease documents will reflect the best judgment of the Lease Contracting Officer regarding the most logical and effective arrangement for a particular acquisition.

    In this appendix, paragraph numbers start with a three-letter prefix, either GSR or GSL, signifying whether the paragraph is in an RLP (GSR) or a lease contract (GSL). That prefix is followed by a four-digit paragraph number: the first digit represents the section number (1 through 5 for the RLP, and 1 through 7 for the lease), and the last three digits identify the paragraph numbering within the section. This three-digit number resemble the order in which paragraphs typically appear in a document, starting with the number 010, and increasing by intervals of 10 throughout the section.

    This four-digit number is then followed by a decimal suffix to distinguish the model to which the paragraph applies. Each model is assigned a decimal suffix, as follows:

    Paragraphs in the standard RLP have the decimal suffix 1, paragraphs in the simplified RLP have the decimal suffix 2, and so on. For example, the RLP paragraph “General Information,” which appears in four models with different wording, is listed in Part 1 as follows:

    As explained above, the actual numbering of the paragraphs as they appear in a working document will differ from this scheme. For example, the paragraph given in this appendix as “GSR-1010.1 General Information (JUN 2012)” will typically appear in the standard RLP as “1.01 General Information (JUN 2012).”

    Part 1: List of RLP and Lease Paragraphs

    Part 1 lists all paragraph titles for all lease action types, for both RLPs and lease contracts. All RLP and lease paragraphs are mandatory and required for their respective lease types unless specifically identified in this table as optional (-Opt) or required when applicable (-App). The abbreviations in the table cells are hyperlinked to the actual paragraphs compiled in Part 2 of this appendix.

    Note that on-airport leases do not involve an RLP. They use an On Airport Requirement Guidance Questionnaire for negotiations and are executed via the On-Airport Lease Contract (GSA Form L201D), accompanied by versions of GSA Forms 3517 (General Clauses) and 3518 (Representations and Certifications) required by dollar threshold.

The Lease paragraph titled “Definitions and General Terms” shall apply to the terms of this RLP.

    C. Do not attempt to complete the lease form (GSA Form L201C). Upon selection for award, GSA will transcribe the successful Offeror’s final offered rent and other price data included on the GSA Form 1364C into the lease form, and transmit the completed Lease, including any appropriate attachments, to the successful Offeror for execution. Neither the RLP nor any other part of an Offeror’s proposal shall be part of the Lease except to the extent expressly incorporated therein. The Offeror should review the completed Lease for accuracy and consistency with his or her proposal, sign and date the first page, initial each subsequent page of the Lease, and return it to the Lease Contracting Officer (LCO).

    D. The Offeror’s executed Lease shall constitute a firm offer. No Lease shall be formed until the LCO executes the Lease and delivers a signed copy to the Offeror.

    GSR-1020.1—Amount and Type of Space and Lease Term (JUN 2012) GSR-1020.4—Amount and Type of Space and Lease Term (Streamlined) (JUN 2012) ACTION REQUIRED: LEASING SPECIALIST TO INPUT THE REQUIRED ABOA SF AND PARKING SPACES.

    A. The Government is seeking a minimum of XX,XXX to a maximum of XX,XXX of American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Office Area (ABOA) square feet (SF) of contiguous space within the Area of Consideration set forth below. See Section 2 of the Lease for applicable ANSI/BOMA standards.

    B. The Space shall be located in a modern quality Building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the LCO. If not a new Building, the Space offered shall be in a Building that has undergone, or will complete by occupancy, modernization or adaptive reuse for the Space with modern conveniences;

    C. The Government requires XX reserved and marked parking spaces and XX general parking spaces. These spaces must be secured and lit in accordance with the Security Requirements set forth in the Lease. Offeror shall include the cost of this parking as part of the rental consideration.

    D. As part of the rental consideration, the Government may require use of part of the Building roof for the installation of antenna(s). If antenna space is required, specifications regarding the type of antenna(s) and mounting requirements are included in the agency requirements information provided with this RLP.

    MANDATORY SUB-PARAGRAPH WHEN VENDING FACILITIES WILL BE PROVIDED UNDER THE RANDOLPH-SHEPPARD ACT.

    THIS SUB-PARAGRAPH IS REQUIRED IN THE RLP WHENEVER THE REQUIREMENT 1) INVOLVES 100 OR MORE OCCUPANTS; OR, 2) AT LEAST 15,000 RSF OF SPACE.

    GSR-1020.3—Amount and Type of Space, Lease Term and Occupancy Date (Succeeding) (JUN 2012) LEASING SPECIALIST TO INPUT THE REQUIRED ABOA SF AND PARKING SPACES.

    A. The Government is seeking XX,XXX of American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) for Office Area (ABOA) square feet (SF) of Space within the existing location. See Section 2 of the Lease for applicable ANSI/BOMA standards

    B. The Government requires XX reserved and marked parking spaces and XX general parking spaces. These spaces must be secured and lit in accordance with the Security Requirements set forth in the Lease. Offeror shall include the cost of this parking as part of the rental consideration.

    C. As part of the rental consideration, the Government may require use of part of the Building roof for the installation of antenna(s). If antenna space is required, specifications regarding the type of antenna(s) and mounting requirements are included in the agency requirements information provided with this RLP.
