INTRODUCTION


1 Introduction

This chapter aims to describe the detailed structure of each information to be exchanged

(functional messages) identified in Section II (CORE BUSINESS), Section III (SEED),

Section IV (FOLLOW-UP AND COLLABORATION) and Section V (SYSTEM

ADMINISTRATION).

All these messages are logical messages, intended to be exchanged in electronic form.

The detailed formats will be defined in the technical specification (TESS) or in the

common design (DDNEA).

The ‘Structure of the functional message’ is the model used to describe the content of

the information to be exchanged between actors.

In this model, functional messages are organised into data groups which contain data

(attributes). A data group is not necessarily the equivalent of a database entity. The data

(attributes) is grouped in such a way that they build up coherent logical blocks within

the scope of each functional message.

The model allows to define:

• the characteristics of the data groups belonging to the functional messages: sequence,

number of repetitions, a status value to indicate if the data group is mandatory,

optional or conditional;

• the characteristics of the data belonging to a data group : sequence, number of

repetitions, type, length and a status value to indicate if the data is mandatory,

optional or conditional;

• data group indentations indicating that the data group not only contains data but also

other groups of data;

• the conditions applicable to data or groups of data towards other data or groups of

data in the same functional messages;

• the structure rules applicable to data or groups of data, explaining how the data or

data group in question is used in the functional messages.

The following numbering and naming conventions apply to a message

IEnnn:d_111_222 in EMCS:

• The number range for nnn is 700 to 899. When a NCTS IE message is found related

to an EMCS message, the last 2 digits are reused (e.g. NCTS IE01 and EMCS

IE801).

• The reference begins with a letter domain d:

▪ C_ in messages exchanged anywhere including the common domain; or

▪ N_ in messages exchanged between a MSA and an economic operator and within

the MSA; or

▪ E_ in messages exchanged between a MSA and an economic operator only.

• The first group of three letters of the reference 111 generally indicates the object of

the message (for instance an entity: _EAD_ for the e-AD, _EVT_ for an event or an

operation: _CAN_ for a cancellation, _EXP_ for an export, _DEL_ for a delivery).

• The second group of three letters of the reference 222 indicates the role of the

message in the transaction (namely: _DAT: transfer of data, _EXP: explanation

message, _RES: results following request, _NOT: notification, _REF: refusal

message, _REM: reminder, _SUB: submitted message or _VAL: validated message).

Description of the five parts of the model:

• a unique reference in a one to one relationship with the unique number of the IE;

each IE is prefixed with ‘C_’ (common domain), ‘N_’ (national / internal) or ‘E_’

(external domain);

a list of use cases where the message is used;

• a correspondence to NCTS message(s) when relevant;

B The structure part provides the following sequence of the data groups in the

functional message:

• a

a data group name ;

a number followed by the character ‘x’ indicating how many times the data

group is repeated in the functional message;

a value indicating whether the data group is (R)equired, (O)ptional or

(C)onditional. When the value is conditional, a reference to the condition which will

be described at the end of the model is provided;

• a reference to the condition ‘Cond’ and/or to the ‘Rule’ applicable to the data;

C The ‘data group’ detail part provides for each data (attribute) the following:

included in the functional message.

A condition is evaluated on the content of another attribute or data group within the

same functional message. It results in rendering the attribute or data group in question

(R)equired, (O)ptional or even ‘not applying’.

E The ‘List of rule’ part:

lists all rules applicable to the data or data group, explaining how the data or how the

data group in question is used in the functional message.

If the data item format is complex and contains a business logic, a reference is made to

appendix B, where the format is defined in more details (e.g. ARC, MRN.)

“DATA GROUP A” is mandatory, the optionality of its attributes applies as follows:

• “Attribute a1” must always be provided as a mandatory attribute inside a mandatory

data group.

• “Attribute a2” may be provided (not necessarily) as an optional attribute inside a

mandatory data group.

• “Attribute a3” must be provided (i.e. Required) or may be provided (i.e. Optional)

or does not apply depending on the associated condition “Condxxx”, as a conditional

attribute inside a mandatory data group.

Case of an optional data group

“DATA GROUP B” is optional, meaning it may be provided or omitted :

If the optional data group “DATA GROUP B” is provided, the optionality of its

attributes applies as follows:

• “Attribute b1” must always be provided as a mandatory attribute inside an optional

(provided) data group.

• “Attribute b2” may be provided (not necessarily) as an optional attribute inside an

optional (provided) data group.

• “Attribute b3” must be provided (i.e. Required) or may be provided (i.e. Optional )

or does not apply, depending on the associated condition “Condyyy”, as a conditional

If the optional data group “DATA GROUP B” is omitted, as a consequence none of its

1.3 Validation rules

The expression of rules implies general mechanisms:

• where a field refers to a list of codes (including an Excise products category code or

an Excise product code), the validity of a given code is subject to comparison of the

date of submission of the message with the associated dates of validity;

• where a field refers to a building rule of an identifier, the validity is supposed to be

guaranteed by the application that produces the code; the building rule is provided for

information only;

• where a field refers to an identifier (ARC, temporary authorisation reference, Excise

number, office reference number, control report reference, Excise products category,

Excise product code), the validity is to be checked only against existence or not of

the referred occurrence.

• where a field refers to a code in a “list of” codes, this code (along with its associated

meaning) is to be found in the appendix B. The lists of codes are conveyed with the

messages IE732 (common lists of codes) and IE733 (external lists of codes).

In messages IE732 and IE733, the lists of codes are referred to as in the example

described below:
