Situation (Problem Statement)

The Texas State Senate Finance Committee is interested in thestatus of the state's communications interoperability and wants togain a clear understanding of:

- Interoperable communications plan for the state

- Current status on implementation

- Future requirements

- Next steps

- Budgetary issues associated with this process (what fundsfrom what sources have been expended to date, and what fundsare required to achieve desired state by when)

DPS is assuming responsibility for statewide interoperablecommunications and must develop an updated, detailed strategicplan for enhancing interoperable communications throughout TX

Requirements/ General Tasks

• Meet Federal and State standards as set forth in theNational Emergency Communications Plan (NECP),approved Texas State Communications Interoperability Plan(SClP), Texas Regional Interoperable Communications Plans(RICPs), APca P25 digital radio communications suite ofstandards, and user needs

• Integrate existing and future programs for development,maintenance and capital replacement of interoperablecommunications

• Understand all current and potential grants/fundingsources and limitations (federal grants award through DPSand CJD, federal grants directly to local jurisdictions, andlocal funds including operational budgets along with bondmonies used for interop communications)

Government Code Section 421.098 that the Office of the

Governor is to provide a report to the Legislature bySeptember 1 of each year on the status of its duties related

to interoperability) - this can basically be the SCIP
