PRE-DESIGN BRIEF FOR NEW PAVILION IN HUMBER BAY PARK EAST

Introduction As stated in the RFP, Humber Bay Parks East and West were developed in the late 1980's – early 1990's, utilizing dug material from municipal subway extensions to create an extensive new shoreline park and trail system, and myriad naturalized settings and ecosystems. The proposal of a new pavilion in Humber Bay Park East builds upon the original intention of creating waterfront 'destinations' in these parks, and expanding on their public usage. In addition to providing complimentary support for existing park activities and functions, the facility will host meetings, events, weddings and other manner of public gatherings for year-round social enjoyment of the park. A Guide to Understanding this Pre-Design Brief This brief was created to aid the potential designer to understand the intentions and preferences of PFR, and to guide an understanding of some of the limits and possibilities in the development of a design solution. The project has strict parameters, including timeframe for intended implementation. PFR developed preliminary massing and layout as a means to understand concepts, program and preferences, and as a tool for discussion and communication, towards delivering a strict schedule framework described in the RFP. The preliminary works herein do not necessarily represent final decisions or design, but rather a framework of expectation and intention. Sketch Design This brief includes sketch design documents for the proposed Pavilion that summarize some of the intentions of PFR, towards providing a starting point for schematic design; these include area, program of spaces, a general sense of massing, integration into immediate context, size and scale, siting and elevations. The vendor shall determine and develop these intentions according to OBC requirements including assembly, occupancy and exiting, and shall work towards optimum results. Purpose As stated in the RFP, the Purpose of this pavilion development is to accomplish the following:

To provide useful built facility and social gathering space for a fast growing area that has added substantial density along the waterfront edge in recent years, in the construction of a new pavilion in the existing Humber Bay Park West, and all associated works;

To develop an existing lakefront destination, consistent with the original planning of Humber Bay Parks East and West, in the creation of social infrastructure support;

To further develop public connection to the lake, according to development of an attractive amenity using innovative contemporary architectural form and design that complements its unique location, and improves access to this portion of the waterfront;

To be part of an ongoing process of site beautification, including lighting and landscaping, and to celebrate location and views;

To support social development of the park, and develop opportunities for spontaneous community gathering in a contemporary facility that is available for permit-based use;

To promote a new public destination on the waterfront, and new dimensions for use that will support and complement existing usage;

To utilize existing parking infrastructure, for a facility also well-situated for pedestrian and bicycle infrastructure and access, and utilize nearby existing TTC urban infrastructure;

To rehabilitate existing infrastructure and construction adjacent to an integrated with the new facility.

Program

The Pavilion shall support active and passive enjoyment of the park context, providing meeting spaces and facility support for groups interested in nature walks, shoreline activities, environmental appreciation, community and cultural activities (such has dancing, crafts or theatre), or support for mild physical health practice (such as yoga, stretching or tai chi). It will be a place to host weddings or cultural events, and accommodate small or large groups with flexible joined or partitioned spaces, including a spacious and well-lit main hall. Spaces shall connect to the exterior, the ground floor opening to a patio and the upper floor to a spacious deck, with rich views of the adjacent ponds. Event planning shall accommodate 200+ occupancy. It is the responsibility of the Vendor to develop these intentions to fruition and completion, to the satisfaction of PFR. This process will include developing detailed program solutions and designs with PFR staff and various stakeholders. Facility The facility shall be a handsome expression of contemporary modern design that complements its existing built and natural environments, and is appropriate to the encroaching new development horizon, from where it shall be viewed as well as in its immediate context. Specifically its program shall include the following:

9,000 sf footprint two-storey (heated) pavilion (12,000 sf usable space total) including multipurpose space, meeting rooms, offices, washrooms, service spaces to support interior and exterior uses on adjacent patio and second-storey deck. Interior program to be developed in detail with PFR;

The new pavilion shall express good clean contemporary architectural design solutions that celebrate and complement the unique qualities of the immediate environment, as they also do the horizon context of encroaching urban development, and shall present an attractive integrated architectural and landscaped result. The pavilion shall be co-ordinated with existing context (whose value is recognized and supported by the rehabilitation of existing buildings, docks, decks, patios, planters and walkways), and shall celebrate both the social and natural environments of its context;

SGR (state of Good Repair) Rehabilitation of existing pond docks, bridges, walkways, service buildings;

New lighting at ponds and parking lot;

Partial conversion of existing building to support coffee shop or similar leasehold tenant opportunity.

Massing Concepts The new Pavilion shall have sculpted and articulated form that includes play of volumes and transparencies, and shall have a clear sense of appropriate integration with its existing context. Siting and Context The new Pavilion is sited in an existing landscaped berm that rises over a meter above median level between parking lot and ponds. It infills into the west side of an existing built quadrangle created by the service buildings and the docks, and is set back to the edge of the existing passageway to facilitate existing circulation routes and patterns of usage. It uses the existing 200+ vehicle capacity parking lot, and includes some additional accessible parking, waste management facility and bicycle parking .

Site Plan Concepts Integration into Existing Context means respecting the unique qualities of the existing composition of ponds, water's edge, docks, existing plaza and otherwise spaces created by the service buildings, other built elements, and the framing and pervasive natural environment elements of trees, plantings, rocks and shrubs that frame views and spaces. The Site Plan development shall be informed by a concurrent Park Master Plan design process, which will provide a vision for the landscape of Humber Bay Parks East and West, and may introduce adjustments to this context. The Master Plan process may introduce concept, experience, materials, ecology, and additional program elements. Until new plan concepts are delineated, existing circulation patterns are preserved and complemented, and are made accessible. Additional circulation access around perimeter of new facility is included. New planting shall strike a balance between naturalized setting and garden effect, towards creating a harmonious and pleasant result, utilizing native plant material grown from locally sourced seed stock. TRCA (Toronto Region Conservation Authority) is a primary stakeholder in the Site Plan development, and is expected to have substantial input in the process.

Main Floor Plan Concepts

Main Floor program includes but is not limited to the following:

Entry, Main Office, Staff Office;

Main Lobby;

Multipurpose Spaces 1, 2 and 3 with lockable storage, sinks and cabinets;

Support Spaces, including kitchen, washrooms, change rooms, storage, janitors closets, corridor and mechanical spaces;

Stairs, elevator.

Roof Plan includes the following:

Green Roof or solar PV over high roof;

Combination of green roofs, white roofs or solar PV on lower roofs, where space not otherwise required for rooftop mechanical;

Overhang, canopies or roof extension over all exterior doors; pergola over portion of second floor exterior deck, with structural capability to be absorbed as future enclosed space.

Mechanical / Green Design Concepts

Preferred Mechanical / Green Design concepts shall contribute to reducing carbon footprint effect and are to be consistent with the requirements of the Toronto Green Standard. Innovative proposals that complement the unique nature of the site are welcome, and it is hoped that the pavilion will be an opportunity to showcase green design. Proposed design and technologies may include but are not limited to the following to the following:

Green roof or solar PV over high roof, white roofs at canopies, roof level solar load control via pergola or screened elements;

Well-based grey water sourcing;

Rainwater management connected to grey water management or pond replenishment;

Passive solar design;

Energy modelling and management;

Heat storage / heat recovery;

Radiant heating;

Use of recycled materials, utilizing durable and reliable choices;

Innovative use of planting that complements building functions, including solar load control.
