    Purpose and Scope

    In the vast majority of cases STS Operations take place in areas of relatively benign waters and met-ocean conditions. In such cases the two vessels are normally moored together using the vessels own equipment. Normally this equipment is supplied by the smaller (manoeuvring or daughter) vessel but these may be supplemented by moorings from the larger (Mother) vessel.

    Where STS Operations are conducted in open ocean conditions particularly where large, long period swells are encountered, ships equipment is put under abnormal strain. It is the responsibility of the STS Service Provider (STS Superintendent) and the vessels masters to ensure that the ships are securely and safely moored together and that they remain so throughout the operation.

    In areas where such conditions predominate, Fendercare Marine will provide special Heavy Weather Moorings to provide the added security required but also to allow for the safe and rapid un-mooring of the vessels should the ambient conditions deteriorate.

    Whereas the moorings described are designed to be as secure as practicable their specification is designed also to be manageable by the limited workforce available

    Equipment Specification

    Storage of Equipment

    All Heavy Weather Moorings and associated equipment must be stored in steel storage crates designated for this purpose. The crates are to be of a size and strength capable of storing and transporting the equipment in a safe manner without the risk of items falling out. Crates should be fitted with lifting lugs and four-leg slings appropriate to the gross weight of the container including its contents and shall be certified as to SWL.

    Whilst not in use containers and equipment should be stored in a secure area, preferably covered but in any case sheltered from the effects of strong sunlight and extremes of temperature and humidity.

    Whilst in transit the crates should be secured firmly to the deck of the support craft and wherever possible protected from ingress of salt water. The crates must be designed so as to be free draining.

    Preparations Prior to Operation

    Prior to mobilisation all items must be physically checked by the base management and/or STS Superintendent. The number of the various items of equipment must be ascertained and a close visual inspection made to ensure no deficiencies.

    This inspection should be arranged as soon as practicable after notification of an operation to allow time for replacements or repairs to be effected should these be required.

    The STS Feedback Form (Appendix G of the FCM STS Operations Manual) must be completed and forwarded to the FCM Operations Co-ordinator.

    Note: Item F 95mm Nylon Mooring Ropes. These moorings are an alternative to Item C - 56mm 8 strand Mooring Grommets. These items are both heavy and bulky advice should be sought from the STS Superintendent regarding the number of Item F moorings (if any) to be mobilised for a particular operation.

    Transport of the equipment to the dockside and loading on board the Support Craft must be supervised at all times by a responsible member of Base Agent or contracted party.

    Note: Pre-arrival information to vessels must include a request to make ready suitable stores trolleys to distribute heavy mooring equipment to mooring stations

    Mobilisation

    Upon Arrival at the Rendezvous Position the Heavy Weather Mooring Equipment will be lifted aboard the vessels as follows:

    Quick Release Hooks (Item B) Securing Pendant for Quick Release Hook (Item A)

    Daughter Vessel

    Wire Mooring Tails (Item C) Mandal Fairlead Shackles (Item D) Mooring Grommets (Item E) Mooring Ropes (Item F If supplied) Tool Kits

    Preparations on Board

    Daughter Vessel

    Fendercare Riggers will board the Daughter vessel and, in addition to deploying fenders as described in the FCM STS Operations Manual, will assist the vessels Crew in preparing the Heavy Weather Moorings as follows:

    Distribute Moorings from Manifold/Crane Landing area to Mooring Stations as determined by the Mooring Master

    Remove the Rope Tails from the vessels mooring wires as required by the Mooring Master

    Fit and Secure Mooring Grommets to the Vessels Mooring Wires using Mandal Fairlead Shackles (Vessels own Mandel or Tonsberg Shackles may be used if made available)

    Fit Wire Mooring Tails to outboard end of the Mooring Grommets using Mandal Shackle

    Ensure Heaving Lines and Messenger Lines are available at Mooring Stations

    Ensure Stoppers are in place to control deployment of Moorings

    Mother Vessel

    Fendercare Riggers will join the Mother Vessel and make preparations as follows:

    With Vessels crew Position Wire Pendants at appropriate Mooring Bits as directed by the Mooring Master

    Secure Quick Release Hooks to Wire Pendants

    Test and release trip wires on Quick Release Hooks demonstrating this procedure to vessels crew

    Ensure all chocks to be used for mooring are greased

    Ensure sufficient strong messengers are available at mooring positions

    Post Operations

    Upon completion of operations and unmooring, all equipment to be dismantled and returned to the manifold area for crane access.

    Mother vessel

    All Quick Release Hooks to have the release mechanisms greased

    All equipment to be numerically checked against list

    All equipment to be returned to steel storage crates

    Daughter vessel

    Remove Mandel Shackles and Grommets from Vessels mooring lines. Re-secure the vessel's rope tails using vessels Mandal/Tonsberg Shackles. (N.B. it is important to account for all Fendercare Mandal Shackles at this stage)

    Dismantle wire tails from Mooring Grommets and return all equipment to manifold area

    All equipment to be numerically checked against list

    All equipment to be returned to steel storage crates

    In the execution of these procedures all Company and contracted personnel must comply with Fendercare Health, Safety and Environmental policies and whilst on board the Tankers to the Safety Procedures in force on the ship. Reference should be made to the International Safety Guide for Oil Tankers and Terminals (ISGOTT), the OCIMF Ship to Ship Transfer Guide and the publication Safe Working Practices for Merchant Seamen
