Timeline of Events

YEAR EVENT

1987-1994 GOAA acquires approximately 1,125 acres of land known as the Gee Bee property.

1995 GOAA identifies on the Airport Layout Plan that the Gee Bee property is proposed for future aviation use.

1998 Notice of Proximity placed over portions of Lake Nona Land Development Company property including the property now known as North Lake Park subdivision. This notice is to make future home buyers aware of the proximity of the airport and related noise, overflight etc.

1999 The Southeast Orlando Sector Plan is published in May, 1999. A portion of the plan that relates to the GOAA property states…”The City of Orlando has identified the Southeast Orlando Sector Plan area as a Future Growth Center with the Orlando International Airport as the primary economic and employment generator. In the near future, the Greater Orlando Aviation Authority plans to construct a fourth runway, expand terminal facilities, build new on-site roadways, pursue regional transit linkages, and actively market airport-related office and industrial development on the airport property” (emphasis added). The May, 1999 document includes a graphic showing the airport property (former Gee Bee property) to be Airport Support District (High Intensity Use).

1999 The 1999 Southeast Orlando Sector Plan also shows the Busch Property as Airport Support District (High Intensity Use).

2000 Bufferyard Agreement between the City of Orlando, Lake Nona Land Development Company and Busch Properties of Florida Inc. is approved by the City. The agreement identifies location of buffer areas and berm areas and includes sketches of the types of landscaping and berm sizes to be provided.

2000 Associated with the above agreement, the Busch Properties of Florida, Inc. agree to provide a Right-of-Way conveyance to the City of Orlando to be used for the extension of roads within the Lake Nona property to Dowden Road.

2000 Construction of residential units begun on what is now known as North Lake Park subdivision

2004 The 2004 GOAA master plan identifies a site layout plan of the Gee Bee property.

2004 FAA updates Advisory Circular 150/5200-33 (1997) Hazardous Wildlife Attractant on or Near Airports. The revised AC 150/5200-33A. Substantial changes to the updated AC include the definition of separation criteria between airport operations areas and potential wildlife hazard attractants. The applicability of the AC was also updated to state that Title 14 code of Federal Register Part 139 certificated airports may use this AC as guidance; airports who received federal grant-in-aid assistance must use these standards.

2005 GOAA acquires approximately 176 acres of land (Busch Property)

2006 Property located directly adjacent to the North Lake Park subdivision is rezoned. Land generally located between Dowden Road and North Lake Park subdivision is rezoned from ADS-2 (Airport Support District High Intensity) and ADS-2/AN (Airport Support District High Intensity with Aircraft Noise Overlay) to ASD-1/AN (Airport Support District Medium Intensity with Aircraft Noise Overlay). The intent of this re-zoning was to reduce the allowable development intensity to provide for a transition between the North Lake Park subdivision and higher-intensity development proposed north of Dowden Road.

2006 GOAA prepares a conceptual site layout plan for the East Airfield area and submits an Army Corps of Engineers Individual Permit (404) and South Florida Water Management District Environmental Resource Permit.

2007 ACOE publishes public notice for proposed project (providing notice to the community and affords the opportunity for public and agency comment.)

2007-2008 GOAA initiates NEPA review of the proposed project.

2008 GOAA management meets with North Lake Park representatives. Following the publication of the conceptual layout plan prepared by GOAA, a meeting was requested by representatives of the community to discuss the plan. Two key concerns expressed by the community included the location of the proposed fuel farm (on the north side of Dowden Road) and the request for a buffer area between the homes and the aviation activity.

2008 GOAA revises the East Airfield conceptual layout plan. Following the meeting, GOAA revised the conceptual layout plan by relocating the proposed fuel farm from Dowden Road (to the north side of the site adjacent to the Beach Line Expressway) and modifying the proposed land use along the north side of Dowden Road from “airport support district high intensity” to “airport support area.”

2008 GOAA holds two public information sessions

2008 North Lake Park community prepares their own plan for the East Airfield development and provides it to GOAA.

2009 GOAA publishes 2009 Draft EA for review and comment. GOAA holds a Public Hearing on the 2009 Draft EA.

2010 SFWMD issues a Conceptual ERP for the development of the East Airfield Site. GOAA submits revisions to the USACE for their Individual Permit Application. GOAA works with FAA to address agency and public comments. GOAA submits draft Final EA information to FAA.

2011-2012 GOAA continues project coordination and review with the FAA.

2011-2014 GOAA and neighboring communities initiate the “GOAA Lake Nona Estates/NorthLake Park Neighborhood Partnership” and hold informational meetings.

2014  GOAA identifies the 2014 Conceptual Plan which reflects changes to the conceptual long term development plan for the East Airfield resulting from ongoing community meetings.

2014- March 2015  GOAA reinitiates EA process with revised project and prepares

Draft EA for Agency and Public Review.

March 2015 GOAA publishes Draft EA for Public and Agency Review and advertises Public Workshop.

April 2015  GOAA conducts Public Workshop on the Draft EA at Lake Nona High School.

May- Dec 2015  GOAA conducts a series of additional small group meetings with the

local community, incorporates additional revisions into long term conceptual development plan and develops a Memorandum of Understanding with the Northlake Park community clarifying key points.

May- Dec 2015  GOAA addresses public and agency comments on the Draft

EA and incorporates revisions into Final EA.

Thank you for your correspondence dated December 18, 2013 r egarding the meeting with Orlando Mayor Buddy Dyer and City Commissioner Jim Gray on November 12, 2013.

During the past five years , the Airport has appreciated the dialogue with and feedback from the Lake Nona Partnership and other adjacent neighborhoods r egarding the future development of Orlando International's Airport East Airfield, an approximately 1300-acre parcel .

•rhe 1300-acres compris ing the East Airfield have been acquired by the Airport over a number of years dating back to 1986, before most of the nearby neighborhoods and homes were developed. Development of the East Airfield provides a significant opportunity to attract additional companies and high - value, high - wage jobs to Orlando. While the Airport would ga in some economic benefit from locating these companies on t he East Airfield, t he positive impact of adding high paying jobs to the Central Florida economy wi ll benefit more substantially Orlando and t he region.

\'le have heard from the resident ' s that the East Airfield's current high intensity development rights , as outlined in the 1999 City of Or l ando Southeast Sector Plan are not satisfactory. Recognizing this, the Airport has spent the past five years in dialogue wi th t he ne ighboring homeowners and homeowners associations accepting feedback in order to move forward with a development plan acceptable to all parties.

The dialogue, feedback and concerns f r om nearby neighbors have led the Airport to propose revisions to t he development plan over t he past five years including:

• Moving the fuel farm from the southwest corner of the East Airfield to the northeast corner of the site, adjacent to State Road 528 and further from the adjacent residential neighborhoods (March 2008).

• De crease the amount of Ai rport Support District High Intens ity to Airport Support Di strict Medium Intensity on the southern portion of the parcel, the portion c losest to adjacent residential neighborhoods (March 2008).

• Ai rport s hal l p rov ide water quality monitoring reports to the neighborhood on an annual basis (May 2012).

• Airport shall adopt policies routing truck traffic to Heintzelmen Dlvd. to discourage truck t r aff i c a l ong Narcoosee Rd. and Dowden Rd. (May 2012 ) .

• Airport shall pursue one or a combination of berm , landscaping, bui l ding placement and a lignmen t to create an additional b uffer along Dowden Rd. between the East Airfi eld and adjacen t neighborhoods (May 2012).

In addition, at the November 13, 2013 meeting with Mayor Dyer and Commissioner Gray, the Airport proposed the following revisions:

• Allow for more than 25 acres of the East Airfield's southern portion to be developed as a community park. The park would provide a benefit for the entire community and provide an additional buffer between the Bast Airfield and adjacent neighborhoods.

• The community park would include a lake on its east side, • Eliminate the Airport Support District High Intensity uses from the parcel west

of water's Edge. • Place landscape buffers along the realigned internal access road. • Allow Parcel H2 just north of North Lake Park to remain undeveloped. • Allow Parcel Hl wetlands to remain undisturbed. • Realign Dowden Road to accormnodate the community park and allow safer

transition to the future connection to the west. • Provide only one Bast Airfield access point on Narcoosee Rd.

Lastly, in order to ensure that the Airport has addressed the neighbors' concerns on environmental/noise attenuation issues, an additional and final modification to our plan is proposed. The Airport proposes to incorporate the development of a •run up area~ in the plan area designated as A-1 which is as far as practicable from the residential neighborhoods. In addition, the Airport staff is also looking into restricting engine testing in other parts of the high intensity development to engine run up enclosures or so called •hush houses.•

Along with the buffered areas already proposed, these facilities will further insulate the adjacent neighborhoods from noise that might arise from a high intensity use located on the Bast Airfield.

These proposed revisions are the culmination of five years of discussion between the Airport and nearby residents. Taking this dialogue and feedback into consideration, the Airport is ready to move forward with making application to various agencies to amend the current Development of Regional Impact (DRI).

As we move forward with revisions to the planning documents, there will be several opportunities for public input to the various agencies who will be reviewing the application. We encourage you to participate in this very public and transparent process should you have additional concerns.

2014 EAST AIRFIELD CONCEPTUAL PLAN Revised October 2015

Subsequent to the March 30, 2015 Draft EA, GOAA and adjoining residential communities have continued discussions related to the 2014 East Airfield Conceptual Plan. These discussions are presently ongoing and have resulted in further refinements to the 2014 East Airfield Conceptual Plan, which was revised in October 2015 and is included in this appendix.
