SELECTION PROCESS
ENVELOPE – I:
Enclosure: Duly signed & stamped Technical bid as published in the advertisement
along with supporting documents for the prescribed / desired eligibility criteria &
Annexures.
ENVELOPE – II:
Enclosure: EMD amounting to Rs. 60,000/- (Rupees sixty thousand only) in the form
Demand Draft favoring State Bank of India, LHO, Chennai.
Process: Documents shall be evaluated based on the predefined eligibility criteria,
verification of credentials, site visits and on the confidential reports/ inputs received from
the current employers. Thus, shortlisted will be called as “Prequalified Agencies” for
participating in the online tendering for the work. Prequalified agencies will be intimated of
their eligibility and further processes thereafter.

Process: Online e-Reverse Auction will be conducted among the prequalified agencies.
Technical parameters for the calendars to be printed is furnished l price bid is enclosed in
Annexure – ‘H’. Prequalified agencies will be informed well in advance regarding the date
& time of e-Reverse Auction after processing the documents of Envelope-I.

APPLICATION FOR SELECTION OF PRINTING AGENCY FOR PRINTING &
SUPPLYING OF CHENNAI CIRCLE’S CALENDAR FOR THE YEAR 2020
Applications are invited from the eligible printing agencies fulfilling the under mentioned
eligibility criteria.
1. Instructions to applicants:
a. Interested agencies are requested to read the following eligibility criteria for self-
assessment and furnish the details in the enclosed technical bid format.
b. Conditional Tenders shall be rejected.
c. The Tenderer must obtain for himself/themselves on his/their own responsibility
and at his/their own Expenses all the information that may be necessary for the
purpose of filling of this Tender.
d. The tender forms must be filled in English. Each page of the tender documents is
required to be signed by the person/duly authorized persons as token of his/their
having acquainted himself/themselves with the general conditions etc. as laid
down herein. Any tender with any of the documents not so endorsed is liable to be
rejected;
e. Applications without prescribed EMD and other relevant documents as desired in
the tender shall summarily be rejected.
f. The application must be submitted in the proforma to be downloaded from our
website without altering meaning of the text whatsoever. Any violation of this
condition shall render the application invalid.
g. If the space in proforma is insufficient for furnishing full details, such information
may be supplemented on separate sheet stating therein the part of proforma and
serial number. Separate sheets may be used for each part of application. While
filling up the application with regard to list of important projects completed or on
hand the applicant shall only include major works handled by the firm.
h. Bank’s representatives will contact the past clients for verification of information
given by the applicant. The applicant will be required to give them the necessary
facilities and arrangements for verification.
i. The ability and competence of the applicant to render required services within the
specified time frame will be a major factor while deciding the prequalification of
agencies.
j. Decision of the State Bank of India regarding short listing of contractors for
opening of Financial Bid will be final and binding.
k. It is also imperative that the contractors submit their application on the prescribed
format along with certificates of satisfactory completion of the job from their
respective previous clients.
l. Application found with false and/ or incomplete information at any stage is liable for
rejection.
m. The EMD money will be retained in case of the successful Tenderer as part of the
Security Deposit for the due fulfillment of the contract and will be refunded after
completion of the work. Whereas to unsuccessful bidders within 30 days of award
of contract.
n. Canvassing in connection with tenders is strictly prohibited and tenders submitted
by the contractors who resort to canvassing are liable to be rejected.

o. Bidders should have not been blacklisted/barred by any of the state/Central
government department/PSU/any other organization. Self-declaration shall be
submitted by the bidder. Bidders should provide necessary supporting documents
as proof in support of all the above items as part of eligibility verification.
p. Unless otherwise agreed or stipulated in this tender SBI is not concerned with any
rise or fall in the prices of any materials or labour. The rate quoted shall be
inclusive of all taxes except GST. GST over and above the amount payable shall
be paid separately as per prevailing rate at the material time. Under no
circumstances SBI shall be held responsible for compensation or loss to the
contractor due to any increase in the cost of labour and/or material etc.
q. The tender documents are not transferable.
r. Incomplete tenders and those which do not conform to the requirements of the
invitation for tenders are liable to be rejected. Tenders submitted by a firm shall be
duly signed by the authorized person or Power of Attorney holder. Tender by a
company shall be executed by persons / duly authorized under the resolution of
the Board of Directors of the Company.
s. Tenderers not giving the full particulars as mentioned above or as called for in the
special Conditions or not complying with any of the conditions set forth above or
therein are liable to be summarily rejected.
t. SBI do not bind themselves to accept the lowest or any tender and reserve to
themselves the right to accept or reject any or all tenders, either in whole or in part,
without assigning any reasons whatsoever for doing so;
2. Eligibility Criteria:
a). Reputed agencies who have office in Tamil Nadu/Pondicherry and minimum 03 years
of experience in the printing field shall alone apply.
b). Average annual financial turn over during the last 3 years ending 31.03.2019 should
not be less than Rs. 18 lakhs (duly certified by CA).
c). The firm should have successfully rendered at least one of the similar works as
mentioned hereunder for Central Govt./PSU/Nationalized financial institutions/MNCs
during the past 5 years ending 31.10.2019 shall alone apply.
i) Minimum three work orders each for printing & supplying of calendars of not less
than 2,40,000 nos. per year and / or
ii) Minimum two work orders each for printing & supplying of calendars of not less than 3,00,000 nos. per year
and / or iii) Minimum one work order for printing & supplying of calendars of not less than
4,80,000 nos. per year
Note: Similar works shall mean printing & supplying of calendars as defined in the scope
of works.

d) Agencies who submit/produce a certificate obtained from the Central/State Govt/PSU
and financial institutions employer for satisfactory service shall alone be considered.
3. The tender should submit Revenue / Banker’s solvency certificates for Rs. 18 Lakhs.
4. Prequalified agencies will be intimated of their eligibility for further consideration.
5. Sealed cover application enclosing Envelope-I & II superscribing “Application for
selection of printing agency for printing & supplying of Chennai Circle’s calendar for the
year 2020” duly completed in all respects shall be submitted to the undermentioned office
either in person or by post ensuring the same shall reach us on or before last date of
submission as mentioned above.

6. Incomplete applications and those which do not conform to the requirements of the
notice are liable to be rejected. Applications submitted by a firm shall be duly signed by
the authorized person or Power of Attorney holder. Application by a company shall be
executed by persons / duly authorized under the resolution of the Board of Directors of
the Company.
7. All disputes and differences of any kind shall be referred to the sole arbitrator, the
Dy. General Manager & Circle Development Officer, State Bank of India, Local Head
Office, Chennai-600006 and the decision of the arbitrator shall be final and binding.
Arbitration is to be governed by the provisions of Indian Arbitration and Conciliation Act,
1996.
8. State Bank of India discourages the stipulation of any condition by the tenderers. The
conditional tender will liable to be rejected.
9. Final award of the contract for the above services will be subject to the approval of the
Competent Authority in the Bank.
10. The specifications, duration of the work and the terms and conditions under which the
contract is required to be performed and also the rights and obligations of the person/s
whose tender is accepted shall be strictly in terms of the tender enclosed duly
incorporating the material contents of respective schedule and the tenderers submitting
the tender shall have read the same and is always deemed to have read and understood
the same before submitting the tender.

INSTRUCTIONS TO PARTICIPATE IN E-REVERSE AUCTION
1. Only contractors who fulfilled the prequalification criteria i.e. prequalified shall alone
be eligible to participate.
2. SBI will engage the services of an e-tendering service provider who will provide
necessary assistance before commencement of online bidding on Internet.
3. In case, there is any change, SBI will inform the qualified bidders suitably at
appropriate time.
4. Contractors are advised to have VALID DIGITAL SIGNATURE WITH
ENCRYPTION.
5. Business rules like event date, closing and opening time etc. will be communicated
through service provider for compliance.
6. Contractors have to send by email, the compliance form in the prescribed format
(provided by service provider), before start of e-Reverse Auction without which,
bidders will not be eligible to participate in the bidding process.
7. e-Reverse Auction will be conducted on schedule date & time and the same will be
treated as closed only when the bidding process gets closed in all respects for the
item listed in the tender.
8. e-Reverse Auction shall be conducted by SBI through authorized service provider
on pre-specified date. While the Contractors shall be quoting from their own offices/
place of their choice, Internet connectivity and other paraphernalia requirements
shall have to be ensured by Contractors themselves. In the event of failure of their
Internet connectivity, (due to any reason whatsoever it may be) it is the bidders’
responsibility.
9. In order to ward-off such contingent situation, bidders are requested to make all the
necessary arrangements / alternatives such as back-up power supply etc. whatever
required so that they are able to circumvent such situation and still be able to
participate in the E-tendering successfully.
10. Failure of power at the premises of Contractors during the E-tendering cannot be
the cause for not participating in the E-tendering. On account of this, the time for
the E-tendering will not be extended and SBI/SBI shall not be responsible for such
eventualities.
11. Authorized service provider shall arrange to train your nominated person(s), without
any cost to you. They shall also explain you all the Rules related to the e-Reverse
Auction. You are required to give your compliance on it before start of bid process.
12. BIDDING CURRENCY AND UNIT OF MEASUREMENT: Bidding will be conducted
in Indian currency & Unit of Measurement will be displayed in Online E-tendering.
13. BID PRICE: The Bidder has to quote the rate as per the Tender Document
provided by SBI or their appointed Architects.
14. VALIDITY OF BIDS: The Bid price shall be firm for a period specified in the tender
document and shall not be subjected to any change whatsoever.
15. LOG IN NAME & PASSWORD: Each Bidder is assigned a Unique User Name &
Password by authorized service provider. The Bidders are requested to change the
Password after the receipt of initial Password from the service provider. All bids
made from the Login ID given to the bidder will be deemed to have been made by
the bidder.

16. BIDS PLACED BY BIDDER: Bids will be taken as an offer to execute the work as
specified. Bids once made, cannot be cancelled / withdrawn and the Bidder shall be
bound to execute the work at the quoted bid price. In case the L-1 Bidder backs out
or fail to complete the work as per the rates quoted, SBI shall at liberty to take
action as deemed necessary including de-paneling such contractors and forfeiting
their EMD.
17. At the end of the E-tendering, SBI will decide upon the successful bidder. SBI
decision on award of Contract shall be final and binding on all the Bidders.
18. SBI shall be at liberty to cancel the E-tendering process / tender at any time, before
ordering, without assigning any reason.
19. SBI shall not have any liability to bidders for any interruption or delay in access to
the site irrespective of the cause.
20. OTHER TERMS & CONDITIONS:
a. The Bidder shall not involve himself or any of his representatives in Price
manipulation of any kind directly or indirectly by communicating with other
suppliers / bidders/service provider.
b. The Bidder shall not divulge either his Bids or any other exclusive details of SBI
to any other party.
c. SBI decision on award of Contract shall be final and binding on all the Bidders.
d. SBI reserve their rights to extend, reschedule or cancel any E-tendering within
its sole discretion.
e. SBI and its authorized service provider shall not have any liability to Bidders for
any interruption or delay in access to the site irrespective of the cause.
f. SBI and its authorized service provider are not responsible for any damages,
including damages that result from, but are not limited to negligence.
g. SBI and its authorized service provider will not be held responsible for
consequential damages, including but not limited to systems problems, inability
to use the system, loss of electronic information etc.

1. The printing agency will be engaged only for the purpose of printing & supplying of Bank’s

Calendars for 2020.
2. Rate shall be inclusive of cost of materials required for the work, transportation, delivery
charges, etc. GST shall be paid at actuals.
3. The Bank shall place work order with the lowest bidder (L1). EMD shall be forfeited in case
the L1 denies accepting the order. Bank reserves the right to reject the tender (s) without
assigning any reasons thereof. Decision of the Bank in this regard will be the final.
4. Transportation Charges for delivery of Calendars to Offices located in Chennai, Coimbatore,
Madurai, Tiruchirapalli and Salem will have to be borne by the printer irrespective of their
location including loading, unloading, handling charges etc.
5. Though the Proof(s) is/are approved by the Bank, it will be the sole responsibility of the
printing agency for any corrections remain unnoticed while correcting the proof(s). Supplies
shall be made on or before the due date as mentioned above. In the case of delay in delivery of
Calendars, penalty @5% of total value will be recovered at the time of releasing payment.
6. Printed material delivered by the agencies with defaced printing/illegible printing is liable
to be rejected and the same shall be replaced with fresh piece at no extra charges.
7. Part deliveries will be accepted. However, payment will be made only after execution of
the complete order.
8. The following documents/papers shall be enclosed without fail while submitting the
invoices requesting payment
(i) Original Specimen
(ii) Work order issued by the Bank
(iii) Delivery Challan with acknowledgement of the Consignee.
(iv) Approved Copy/Copies of the Proof(s)
(v) One final printed specimen and
(vi) Invoice / Bill incorporating Bank’s GSTIN Number.
