Introduction

The Manitoba SystemThe practice of medicine is a regulated profession in Canada. Each province and territory has its own regulator and registration requirements.

In Manitoba, the regulator is the College of Physicians & Surgeons of Manitoba (CPSM).

RegistrationTo legally practise in a specialty in Manitoba, you must be registered with CPSM. To become registered with CPSM, you must complete the registration process outlined in this guide.

Start HereComplete these tasks before you begin the registration process:

Task 1: Ensure you can ImmigrateThe registration process can take a long time and cost a lot of money. Before you spend your time and money on this process, contact your immigration office to ensure that you can immigrate to Manitoba and become a Canadian Citizen or Permanent Resident:

Immigration and Citizenship Canada (CIC)

IMPORTANT

The government will review your medical education and experience and may select you to immigrate to Canada if it is confident you can find work and contribute to the economy. But the government cannot guarantee that you meet the requirements to practise in a specialty in Manitoba. Only the Manitoba regulator—CPSM—can determine this through the registration process.

Task 2: Apply for Financial HelpThe registration process can be very expensive ( See Fees on Page 26). There are many costs associated with it, such as application, examination, and registration fees. The following service may help you with these costs:

The program offers career and financial counselling, as well as the opportunity to apply for a loan of up to $10,000 to help with the costs associated with gaining employment in a profession or trade.

Task 3: Practise your EnglishIt is necessary to communicate in English to function as a physician in Manitoba. Take advantage of the Government of Manitoba’s online resources to help you practise English from your home computer:

CBC Manitoba English Program

Free English Language Test and ClassesYou may obtain a free English language test if you participate in English language classes provided through funding from the Government of Manitoba. The test is called the Canadian Language Benchmarks Placement Test (CLBPT). The test and classes are provided by the Winnipeg English Language Assessment and Referral Centre (WELARC).

Your test results will help you determine if you are likely to meet the language requirements for the registration process. Your test results will also help WELARC determine which free English language classes you must complete.

IMPORTANT

Even if you complete the English language test and classes provided by WELARC, you must still complete the English language proficiency test required for each path to registration. See Language Requirements on Page 7.

Registration ProcessAll International Medical Graduates who do not meet the requirements for Full (Practising) Class Registration must meet the requirements for Provisional (Specialty Practice ) Class Registration before becoming fully registered with CPSM.

Provisional (Specialty Practice-Limited) Class vs Full (Practising) Class RegistrationWhile provisionally registered, you are qualified to practise in a specialty in Manitoba with the support of a mentor and supervisor. Once you obtain Full (Practising) Class Registration, you may practise without a mentor or supervisor.

Registration Requirements

1. Full (Practising) Class Registrationa) Certification by the Royal College of Physicians & Surgeons of Canada (RCPSC) and the

Licentiate from the Medical Council of Canada (LMCC)

b) Specialist certification obtained through an examination administered by the Collège des médecins du Québec and the LMCC or

c) A current unrestricted licence or certificate to practise medicine as a Specialist Physician granted by a medical regulatory authority in a Canadian province or territory that is a party to the Canada Free Trade Agreement (CFTA).

d) Provisional (Specialty Practice-Limited) Class Registration is a step to achieve Full (Practising) Class Registration

2. Provisional RegistrationIf you do not meet the requirements for Full (Practising) Class Registration, you must meet the requirements for Provisional (Specialty Practice-Limited) Class Registration in a specialty area including education, training, language and practice experience. CPSM and the University of Manitoba have separate requirements depending on which Path you follow, as noted below.

a) Education – Required by CPSM• hold a medical degree granted from a nationally approved Faculty of Medicine listed in the

World Directory of Medical Schools published by the World Health Organization or the International Medical Education Directory published by the Foundation for the Advancement of International Medical Education Research or the World Directory of Medical Schools published by the World Federation for Medical Education and the Foundation for Advancement of International Medical Education and Research, or

• hold a Doctor of Osteopathic medicine degree from a school in the United States accredited by the American Osteopathic Association Commission on Osteopathic College Accreditation.

b) Specialty Training – Required by CPSM• You must hold the qualifications to engage independently in the practice of medicine in a

specialty field of practice in a jurisdiction outside Canada from where you trained.

• You must have satisfactorily completed postgraduate clinical training in the specialty that took place in one or more facilities that provide healthcare and are recognized by a national postgraduate training authority, was accredited by a National postgraduate training authority, and is approved by the Registrar.

IMPORTANT

You are exempt from this requirement if you are:• A physician eligible for certification or holds certification by the Royal College of Physicians and

Surgeons of Canada (RCPSC)

• A physician eligible for certification by, or a Diplomate of the American Board of Medical Specialties (ABMS)

c) Examinations

Hold a valid pass standing in the following examination:

• Medical Council of Canada Evaluating Examination (MCCEE) or, for those who attempt the MCC exam after 1 January 2019, Licentiate of the Medical Council of Canada Part I (MCCQE I) - Required by CPSM for all paths to registration unless exempted (See “Important” below), required by University of Manitoba for Path 1 only

TIP

The Medical Council of Canada Qualifying examination Part II (MCCQEII) is not required, however, proof of a pass standing will increase your competitiveness when applying to the University of Manitoba program in Path 1.

IMPORTANT

You are exempt from the examination requirements if, when you apply for Provisional (Specialty Practice-Limited) Class Registration, you are one of the following:

• A physician who holds, or is eligible for certification by the Royal College of Physicians and Surgeons of Canada (RCPSC). Refer to the RCPSC for information on eligibility and certification requirements, including eligibility through the

approved jurisdiction route

• A physician who holds certification by the American Board of Medical Specialties (ABMS) Refer to the ABMS website for information on the requirements.

d) English Language Proficiency – Required by CPSM

Physicians Trained Outside of Canada

You must complete the International Language Testing System (IELTS). You must have taken the IELTS academic version within the last 24 months at the time of your application to CPSM, and achieved a minimum score of 7.0 in each of the four components in the same sitting.

Exemptions: Applicants trained outside of Canada (undergraduate and/or postgraduate medical education) may be exempted from English language proficiency testing if:

i. Your undergraduate or postgraduate medical education was taken in English in one of the countries that have English as a first and native language (see list on next page)

ii. You can provide satisfactory evidence of appropriate exposure to English language in training and practice [for example, the majority (>50%) of the undergraduate and/or postgraduate medical education or patient care provided by you was in English]

Your test scores are valid within the last 24 months at the time of application to CPSM.

e) Assessment or Training – Required by CPSM

You must complete one of the following, as outlined in this guide:• Path 1: Practice Ready Assessment – Specialty (PRA MB-SP) – Physicians who require an

assessment will be issued registration as an associate member in the assessment candidate class while undergoing the assessment.

• Path 2: Residency Training

IMPORTANT

You are exempt from the PRA MB-SP in Path 1 if, when you apply for Provisional Registration, you are one of the following:

• A physician eligible for certification or certified by the Royal College of Physicians and Surgeons of Canada (RCPSC). Refer to the RCPSC website for information on eligibility and certification requirements.

• You hold certification by a Diplomate of the American Board of Medical Specialties (ABMS) Refer to the ABMS website for information on the requirements.

This guide will help you understand the requirements for Provisional (Specialty Practice-Limited) Class Registration where an assessment is required (Path 1) or where the physician has obtained a Specialist Physician residency through the Canadian Resident Matching Service (CaRMS) (Path 2). If there is any disagreement between the information provided here and the Regulated Health Professions Act (RHPA), or any other legislation, the legislation shall prevail.

You must submit a Review of Qualifications (ROQ), Application for Medical Registration through the Medical Council of Canada, Physiciansapply.ca to determine whether you meet the requirements for Provisional (Specialty Practice-Limited) Registration.

Applicants must not practise in Manitoba until the applicable registration is completed and you have received confirmation from CPSM that you have been issued a Certificate of Practice.

f) Assessment Candidate:

Physicians who are accepted into the PRA MB-SP must be issued registration as a Regulated Associate Member, Assessment Candidate Specialty Practice Class and must submit evidence of an offer of employment in a location approved by the Minister of Health.

Paths to RegistrationYou must complete Path 1 or 2 (below).

Which path should I take?The path you take will depend on your credentials, your postgraduate training, and your work experience. This guide outlines the steps for each path and provides information to help you determine your eligibility for each path. Each path is very competitive and not all applicants are accepted. Read the detailed instructions for each path to determine which path is best for you.

Return of Service AgreementPath 1 requires you to acquire a sponsoring employer from the Regional Health Authority (RHA) during the PRA MB-SP. Your sponsoring employer will pay you a salary while you complete the PRA MB-SP. You may be required to sign a Return of Service Agreement with your sponsoring employer. This means that you must agree to practise in a specific location in rural Manitoba for a specific period of time after you complete the PRA MB-SP. You will learn more about sponsored employment and Return of Service Agreements as you read the detailed instructions for Path 1.

Minister’s CertificateTo issue you Provisional (Specialty Practice-Limited) Class Registration, CPSM requires a Minister’s Certificate that details your work location and start date, upon successful completion of the PRA MB-SP.

• CPSM will send a Minister’s Certificate to the MB Healthcare Providers Network

• The MB Healthcare Providers Network will add your work location and start date to the certificate (as outlined in your Return of Service Agreement) and forward it to the Minister of Health for signature

• Once signed by the Minister of Health, the MB Healthcare Providers Network will send the Minister’s Certificate back to CPSM

IMPORTANT

CPSM is not involved in determining your work location. The Minister’s Certificate is issued at the discretion of the Minister’s Office, and your work location will depend on the needs and requirements of the MB Healthcare Providers Network.

Language Requirements

CPSM• All CPSM application forms must be completed in English

• All required documents must be written in English or must be translated into English.

• If your translated documents are in Physiciansapply.ca, you do not have to submit them to CPSM.

Path 1: Overview

The Practice Ready Assessment, Specialty Practice (PRA MB-SP)The PRA MB-SP is a University of Manitoba practice ready assessment program. The program is designed for applicants who are ready to practise independently in a specialty with the support of a mentor and supervisor. The program length depends on your area of specialty and can range from 3 - 12 months.

CPSM grants registration in the assessment candidate class to participants of the program.

Path 1: Detailed Instructions

Step 1: Meet the RequirementsCPSM and the University of Manitoba have separate requirements, as noted below. Before you begin the registration process, ensure you can meet the requirements for practice in a specialty including education, language, training and practice experience:

a) Ensure an assessment is available for your specialty. See Page 27 for a list of acceptable specialties

b) Education – Required by CPSM

• hold a medical degree granted from a nationally approved Faculty of Medicine listed in the World Directory of Medical Schools published by the World Health Organization or the International Medical Education Directory published by the Foundation for the Advancement of International Medical Education Research or the World Directory of Medical Schools published by the World Federation for Medical Education and the Foundation for Advancement of International Medical Education and Research, or

• hold a Doctor of Osteopathic medicine degree from a school in the United States accredited by the American Osteopathic Association Commission on Osteopathic College Accreditation.

c) Specialty Training – Required by CPSM

You must hold the qualifications to engage independently in the practice of medicine in a specialty field of practice from where you trained and have satisfactorily completed postgraduate clinical training in the specialty that took place in:

• one or more health care facilities that provide healthcare and are recognized by a national postgraduate training authority and was accredited by a national postgraduate training authority

• Be recognized for the purposes of registration in the jurisdiction where the clinical training was completed

d) Examinations – Required by CPSM and University of Manitoba

Pass the following examination:

• Medical Council of Canada Evaluating Examination (MCCEE) or for those who attempt the MCC exam after 1 January 2019, the Medical Council of Canada Qualifying Examination Part 1 (MCCQE1).

TIP

• The Medical Council of Canada Qualifying Examination Part II (MCCQEII) is not required, but proof of a pass standing will increase your competitiveness when applying to the University of Manitoba program:

e) English Language Proficiency – Required by CPSM and University of Manitoba

Physicians Trained Outside of Canada

You must complete the International Language Testing System (IELTS). You must have taken the IELTS academic version within the last 24 months at the time of your application to CPSM, and achieved a minimum score of 7.0 in each of the four components in the same sitting.

Exemptions: Applicants trained outside of Canada (undergraduate and/or postgraduate medical education) may be exempted from English language proficiency testing if:

i. Your undergraduate or postgraduate medical education was taken in English in one of the countries that have English as a first and native language

ii. You can provide satisfactory evidence of appropriate exposure to English language in training and practice [for example, the majority (>50%) of the undergraduate and/or postgraduate medical education or patient care provided by you was in English]

f) Ensure you can afford the costs

The registration process is expensive. Your sponsoring employer will pay your fees for the PRA MB-SP and your salary as you complete the PRA MB-SP, but you must cover your living expenses. The registration process includes other expenses such as examinations, English language proficiency tests, application, certificate of practice and certificate of registration fees.

Step 2: MB Healthcare Providers NetworkRegister with the MB Healthcare Providers Network immediately to expedite your registration process. The MB Healthcare Providers Network will work directly with you on the steps needed for:

Step 4: Provisional Registration Application – Review of Qualifications (ROQ)a) Complete an ROQ application through the Medical Council of Canada, Physiciansapply.ca

CPSM will review your ROQ within 4 to 6 weeks. If you DO NOT meet ALL the requirements for Provisional (Specialty Practice-Limited) Registration within six months of receipt of the ROQ, you will be required to submit another ROQ through Physiciansapply and pay the applicable fees.

If you DO MEET the requirements for Provisional (Specialty Practice-Limited) registration, you will be asked to complete Part 2 of the application. In addition, you will be required to submit:

e) An original Criminal Record Check (CRC) certificate with a Vulnerable Sector Search (VSS) obtained through the RCMP or local police

f) An original Child Abuse Registry Check

g) An original Adult Abuse Registry Check

TIP

(i) These checks can take weeks to complete. Apply now to expedite your registration process. Checks are valid for one year from date of issue.

(ii) You may apply online for the Abuse Registry Checks or in person at 777 Portage Avenue, Winnipeg, MB. Once the checks have been completed, you must send the original (photocopy or fax not acceptable) to the CPSM offices.

h) Undertaking Respecting Criminal Record Check and Child and Adult Abuse Registry Checks (provided by CPSM)

IMPORTANT

(i) If your CRC does not include a VSS applicants are required to obtain a VSS using the Police Information Check Service within 30 days of the date of registration.

(ii) Pending receipt of the criminal record, child abuse and adult registry checks, you must sign and return an undertaking. Provided we receive a signed undertaking, registration can be issued prior to receipt of the checks, but must be received within 30 days of the date of registration. If the checks are not satisfactory to the College, registration is subject to cancellation.

You will be required to request – direct from issuer(s) to CPSM:

l) Certificates of Good Standing/Professional Conduct in all jurisdictions registered or licensed in, containing all past or current disciplinary action(s) and complaints regarding you, as well as any review, current investigation, proceeding, denial of application for authorization to practise, or suspension of authorization to practise

• If you were/are a medical student and/or in a training program/residency and were/are not required to be registered or licensed, evidence of good standing from the university or teaching hospital

• If there is a delay in obtaining evidence of good standing, CPSM may require that you sign an undertaking until your documentation arrives. Contact CPSM for details

IMPORTANT

Your Application for Medical Registration is valid for 6 months only. If you submit an application and it expires, contact CPSM. CPSM will advise you on how to renew your application.

NextIf CPSM deems you eligible for Provisional (Specialty Practice-Limited) Class Registration, you will receive a letter from CPSM. CPSM will notify the MB Healthcare Providers Network and the University of Manitoba of your status. Proceed to Step 5.

Step 5: PRA MB-SP EligibilityIf you are eligible for PRA MB-SP, you must complete these 3 steps before you begin the program:

• Secure a Sponsoring Employer (Step 6)

• Establish that you have been accepted by the University of Manitoba International Medical Graduate Program, Practice Ready Assessment - Specialty Practice (PRA-SP) Program

• Become registered by CPSM in the Assessment Candidate Class (Step 7)

Step 6: Secure a Sponsoring EmployerManitoba has few jobs available for specialty practice. Regional Health Authority (RHA) sponsoring employers will post job opportunities on the MB Healthcare Providers Network website.

Candidate Responsibilitiesa) Obtain confirmation of your eligibility from CPSM

b) Secure a sponsoring employer:• Review the job postings on the MB Healthcare Providers Network website.

• Follow the instructions for applying for a position and securing sponsorship for the PRA MB-SP. If you secure a sponsorship, the RHA must provide the MB Healthcare Providers Network with written confirmation as this will be considered in the screening process (see Candidate Selection next page)

IMPORTANT

You do not require a sponsoring employer to advance to the screening process.

c) Register online with the MB Healthcare Providers Network

d) Provide the MB Healthcare Providers Network with the following required documents:• An electronic copy of your CV

• Proof that you have completed or have applied to complete the English language proficiency test (IELTS).

b) The MB Healthcare Providers Network will provide the Screening Panel with a list of potential candidates who meet the screening criteria. Screening Panel members include:a) Representatives from the University of Manitoba (IMG Program)b) Specialty Department of Assessmentc) RHA Chief Medical Officerd) Representative from the Manitoba Privileges Advisory Committee (MPAC), if applicable

c) If you are identified as a suitable candidate, the University of Manitoba IMG Program office will contact you to arrange the PRA MB-SP.

IMPORTANT

You must obtain a written offer of employment from an RHA in Manitoba before you begin PRA MB-SP:

• You may be required to sign a Return of Service Agreement with your RHA sponsoring employer, stating that you agree to practise in a specific location in rural Manitoba for a specific period of time

• Your RHA sponsoring employer must agree to pay your salary while you complete the PRA MB-SP and for the duration of your Return of Service Agreement

Step 7: Registration, Assessment CandidateYou must ensure your application with CPSM is valid before you begin the PRA MB-SP. CPSM will contact you regarding any outstanding documents, including:

a) Signed undertaking form regarding registration in the assessment and supervised practice phases.

b) Confirmation of an offer of employment in a location acceptable to the Minister of Health

c) Consent to Release Information Relating to the Practice Ready Assessment (Medical Council of Canada)

d) Evidence of identitya. Certified or notarized copy of Canadian passport or Canadian birth certificate

b. Certified or notarized copy of your passport plus evidence that you are legally entitled to work in Manitoba (notarized or certified copy of Canadian citizenship document, permanent resident card or your original work permit, which you may present at CPSM)

If your valid passport and evidence of permanent resident status have been submitted to Physiciansapply.ca, you are not required to provide copies.

f) Any additional documents requested by CPSM

NextOnce the above documents have been received and approved, the following must be also be confirmed:

• That all CPSM requirements have been met (including receipt of your signed undertaking

• That confirmation has been received that you have been accepted into an approved specialty practice assessment and an employment offer is established in a specific geographical area or practice setting that is approved by the Minister of Health (confirmation must be received by the Manitoba HealthCare Providers Network)

Step 8: Practice Ready Assessment – Specialty Practice (PRA MB-SP)Once you have been issued registration, Assessment Candidate Class, with CPSM, you may begin the PRA MB-SP:

a) Complete a minimum 3 month, maximum 12 month assessment in your specialty area of practice

During the assessment, if you receive a poor evaluation with a recommendation for further training or failure:• You will be terminated from PRA MB-SP• Your registration, Assessment Candidate Class, will be cancelled by CPSM

Once you complete PRA MB-SP, your registration and Certificate of Practice with CPSM will be cancelled. The final assessment results are submitted to CPSM. Results are known in approximately 3 weeks.

NextIf your final assessment result is successful:

• CPSM will issue you Provisional (Specialty Practice Limited) Class Registration (Step 9)

• The PRA MB-SP Office will assign you a mentor (Step 10)

Step 9: Regulated Member Provisional (Specialty Practice-Limited) Class RegistrationOnce you successfully complete the PRA MB-SP:

a) CPSM will contact you, via email, outlining the requirements for Provisional (Specialty Practice-Limited) Class Registration, including:• Provide your work location, contact information and start date• Submit the certificate of practice and audit fee• The Professional Liability Declaration and Undertaking form• The Physician Profile form• CPSM will contact your practice supervisor to sign the practice supervisor undertaking• Mandatory attendance at the next available group registration orientation

b) Complete these tasks:• Complete the University of Manitoba International Medical Graduate Mentorship and Clinical

Enhancement (IMGMCE) workshop with your mentor (University of Manitoba will provide you with details during the PRA MB-SP and will notify CPSM when you and your mentor have both completed the workshop)

• Sign the IMGMCE Undertaking form (University of Manitoba will notify CPSM when you have signed the form)

c) Minister Certificate• CPSM will send a Minister’s Certificate to the MB Healthcare Providers Network• The MB Healthcare Providers Network will add your work location and start date to the

certificate (as outlined in your Return of Service Agreement) and forward it to the Minister of Health for signature

• Once signed by the Minister of Health, the MB Healthcare Providers Network will send the Minister’s Certificate back to CPSM

• Upon receipt of your Minister’s Certificate and the signed practice supervisor undertaking, CPSM will issue you Provisional Registration (Specialty Practice-Limited) Class Registration.

NextOnce you complete the requirements for Provisional (Specialty Practice-Limited) Class Registration and your start date of practice has been confirmed, CPSM will notify you. Once notified, you may practise in your specialty (Step 10).

IMPORTANT

• CPSM will provide you with a registration number and an email address to contact Manitoba Health, Practitioner Registry to register for a billing number.

• You must update your professional liability coverage for specialty practice.

Step 10: Practice in a SpecialtyProvisional (Specialty Practice-Limited) Registration allows you to practise in a specialty with the support of a mentor (for one year) and a practice supervisor (for the duration of your Provisional Registration):

a) your mentor will: for one year, through the University of Manitoba International Medical Graduate Mentorship and Clinical Enhancement Program, attend scheduled meetings with you as you engage in self-learning continuing medical education exercises and continuing professional development activities

b) your supervisor will:• Provide support for the duration of your Provisional (Specialty Practice-Limited)

Class Registration• Submit reports to CPSM on a schedule directed by CPSM

c) After 6 months of practice:• CPSM will conduct a chart audit• If the chart audit is unsatisfactory, CPSM will contact you and your practice supervisor

regarding the next steps, which will include, but are not limited to, further monitor reports and a repeat chart audit. See Fees on Page 26.

• If the 6 month chart audit is satisfactory, a monitor report will be required by the practice supervisor at 9, 18, and 24 months.

d) After 9 months of practice:• CPSM will initiate the process of the 360 review administered by the Medical Council of

Canada. This must be completed by one year of practice. You will receive a detailed report following the review.

Throughout your Provisional (Specialty Practice-Limited) Registration and your medical career, you must engage in Continued Professional Development as outlined on CPSM website at CPSM

Step 11: Regulated Member, Full (Practising) Class RegistrationGenerally, following satisfactory completion of the PRA MB-SP, the steps to obtain Full (Practising) Class Registration are:

a) Obtain the Licentiate of the Medical Council of Canada (LMCC) and Certification by the Royal College of Physicians and Surgeons of Canada (RCPSC) within 5 years from the date of registration.

NextIf you are matched to a University of Manitoba RCPSC program, CPSM will register you on the Regulated Associate Members Register Educational – Resident Class before you begin the program. The University of Manitoba will notify CPSM of your acceptance, and CPSM will send you the application package (Step 4).

Step 4: Regulated Associate Member - Educational - Resident Class RegistrationYou must be registered with CPSM before you begin your residency. To apply for registration, submit (or have the issuer submit directly to CPSM where required):

a) Regulated Associate Member Application, provided by CPSM

b) Medical Identification Number for Canada (MINC), if available, or Medical Identification Number for Canada (MINC) Consent Form, provided by CPSM

c) An original Criminal Record Check (CRC) certificate with a Vulnerable Sector Search (VSS) obtained through the RCMP or local police

d) An original Child Abuse Registry Check

e) An original Adult Abuse Registry Check

(i) These checks can take weeks to complete. Apply now to expedite your registration process. Checks are valid for one year from date of issue.

IMPORTANT

(i) If your CRC does not include a VSS applicants are required to obtain a VSS using the Police Information Check Service within 30 days of the date of registration.

(ii) Pending receipt of the criminal record, child abuse and adult registry checks, you must sign and return an undertaking. Provided a signed undertaking is received, registration can be issued prior to receipt of the checks, but must be received within 30 days of the date of registration. If the checks are not satisfactory to CPSM, registration is subject to cancellation.

f) A Document Verification Undertaking form, provided by CPSM

g) A recent passport-sized photograph

h) Evidence of identity

a. Certified or notarized copy of Canadian passport or Canadian birth certificate

b. Certified or notarized copy of your passport plus evidence that you are legally entitled to work in Manitoba (notarized or certified copy of Canadian citizenship document, permanent resident card or your original work permit, which you may present at CPSM)

If your valid passport and evidence of permanent resident status have been submitted to Physiciansapply.ca, you are not required to provide copies.

i) Documentation, Registration, and Certificate of Practice fees. See Fees on Page 26

j) If applicable, evidence of satisfactory completion of postgraduate training completed in an approved university teaching program in Canada or the United States (original or notarized copy)

k) Any additional documentation requested by CPSM

l) Direct from issuer(s) to CPSM: Certificates of Good Standing/Professional Conduct in all jurisdictions registered or licensed in, containing all past or current disciplinary action(s) and complaints regarding you, as well as any review, current investigation, proceeding, denial of application for authorization to practise, or suspension of authorization to practise

• If you were/are a medical student and/or in a training program/residency and were/are not required to be registered or licensed, evidence of good standing from the university or teaching hospital

• If there is a delay in obtaining evidence of good standing, CPSM may grant an Undertaking until your documentation arrives. Contact CPSM for details

m) Letter from University of Manitoba, Postgraduate Medical Education, confirming an appointment as a resident, direct from issuer to CPSM.

NextCPSM will notify you of your status within 3 to 4 weeks. Once you are registered, you may begin Step 5: Residency Training.

Step 5: Residency TrainingYour residency experience will depend on the Royal College residency program.

IMPORTANT

International Medical Graduates must also complete an orientation. Further information is available on the University of Manitoba Website.

NextIf you are deemed likely to complete your residency, CPSM will invite you to apply for Full (Practising) Class Registration.

Step 6: Regulated Member Full (Practising) Class RegistrationApproximately six weeks before you complete your residency, CPSM will send you an email inviting you to apply for Full (Practising) Class Registration and enrollment on the Specialist Register.

Once CPSM receives evidence that you have satisfactorily completed the Royal College residency training program and are certified by the Royal College and hold the LMCC:

• CPSM will issue you Full (Practising) Class Registration and enrollment on the Specialist Register

• You can practise independently in your specialty field in Manitoba

IMPORTANT

If you fail to meet the requirements for Full (Practising) Class Registration, CPSM will contact you and invite you to apply for Provisional Registration. While provisionally registered, you will work toward meeting the requirements of Full (Practising) Class Registration.

AppealsYou may appeal a decision about your registration. Appeals are referred to in s. 38 of the Regulated Health Professions Act (RHPA)

Appeal to council38(1) A person whose application for registration is not approved, or whose application is approved subject to conditions, may appeal the decision to the council.

How to appeal38(2) The appeal must be made by filing a written notice of appeal with the council within 30 days after the person receives notice of the decision under section 34. The notice of the appeal must specify the reasons for the appeal.

Hearing38(3) Upon receiving a notice of appeal, the council must schedule an appeal hearing, which must be held within 90 days after it receives the notice. The council must give the applicant written notice of the date, time and place of hearing.

IMPORTANT

If you wish to appeal a decision regarding your acceptance into a specialty program offered by the University of Manitoba, you must make the appeal directly to the University of Manitoba. CPSM does not become involved in such appeals.

False or Misleading RepresentationsAs a professional you must be aware that you must be forthright in all matters when communicating with a professional licensing authority and in particular when answering the questions on the application form or in providing information regarding training and practice experience. Making a false or misleading statement or representation on your application or supporting documents can result in the CPSM’s cancellation of your application for registration, or of your registration should it be granted. In addition to possible denial of the application, false or misleading representations are considered an offence under Section 171(1) of the Regulated Health Professions Act.

Offence for false or fraudulent representation171(1)A person who contravenes a provision of this Act, other than s. 140 (confidentiality of information), or of the regulations is guilty of an offence and is liable on summary conviction to a fine

(a) In the case of an individual,(i) For a first offence, to a fine of not more than $10,000 and (ii) For each subsequent offence, to a fine of not more than $50,000;

Because Manitoba has defined registration based on the applicant’s most recent training and practice experience, applicants must include all information pertaining to training and practice experience upon which the CPSM will determine the applicant’s eligibility for registration as a family practice physician or practice in a specialty area.

1. I have a Certificate of Good Standing/Professional Conduct from my Licensing Authority. Will it be accepted by CPSM?

CPSM will only accept Certificates of Good Standing/Professional Conduct sent directly from the Licensing Authority. Certificates of Good Standing/Professional Conduct are valid for 1 year from the date of issue or as stipulated on the certificate.

2. What documents must be source verified by Physiciansapply.ca?

The following documents must be source verified by Physiciansapply.ca:

• Medical school diploma

• Interneship completed outside Canada or United States

• Postgraduate Training completed outside Canada or United States

• Specialty certification and additional qualifications

• Registration/Licensure in any jurisdiction outside Canada or the U.S. (past and present)

3. My Criminal Record Check does not contain a Vulnerable Sector Search (VSS). Without the VSS, can I apply to become registered with CPSM?

Yes. However, you must contact the Winnipeg Police Service or your local RCMP detachment to obtain the VSS and submit the document to CPSM within 30 days of your date of registration.

4. My Certificates of Good Standing/Professional Conduct are late. Without them, can I apply to become registered with CPSM?Yes. CPSM is aware that delays can occur in receiving Certificates of Good Standing/Professional Conduct. Depending on the reason for the delay, CPSM may be prepared to send you an Undertaking to be signed and returned to CPSM while awaiting the documents. Contact CPSM for details. If CPSM issues your registration prior to receiving your Certificates of Good Standing/Professional Conduct, they must be received within 30 days of your date of registration.

5. What if I can’t provide other required documents?Provide a written explanation stating the reason(s) why you can’t provide the document(s) to CPSM. CPSM will review each case on an individual basis.

6. How do I obtain a Minister’s Certificate?Before you begin practice in the specialty practice limited class, CPSM will take the following steps to obtain your Minister’s Certificate:

• CPSM will send a Minister’s Certificate to the MB Healthcare Providers Network• The MB Healthcare Providers Network will add your work location and start date to the certificate (as

outlined in your Return of Service Agreement) and forward it to the Minister of Health for signature• Once signed by the Minister of Health, the MB Healthcare Providers Network will send the

Minister’s Certificate back to CPSM• Upon receipt of the Minister’s Certificate, and the practice supervisor’s signed undertaking,

CPSM will issue you Provisional Registration and notify you

7. How long can I hold Provisional Registration in Manitoba?You can hold Provisional Registration for 5 years from the date CPSM first issued your Provisional Registration. During the 5 years, you must complete the requirements for Full (Practising) Class Registration.

IMPORTANT

If you are provisionally registered by CPSM and you cease practice in Manitoba, CPSM will cancel your Provisional Registration.

8. I don’t meet the postgraduate clinical training requirements for Provisional Registration and haven’t been accepted for the Practice Ready Assessment - Specialty. What are my options?

a) You can apply to the Canadian Resident Matching Service (CaRMS) for a residency training program.

b) You can review CPSM’s requirements for registration as a clinical assistant. International medical graduates are eligible to apply. Satisfactory completion of an assessment acceptable to the CPSM as well as a specific job description, job site description, and contract of supervision are required before registration as a Clinical Assistant can be issued.
