Summary

LocationThe arrangements will take place in the conference centre Edvard Grieg Hall in the City of Bergen on the west coast of Norway. The centre, named after Edvard Grieg, the Norwegian compos-er [* 15. June 1843 - †4. September 1907 lived his entire life in Bergen. The centre was opened 1978, since that time home of the 250 year old Bergen Philharmonic Orchestra.

Changes not permittedDuring the preparation of this applica-tion, subsequent to in-depth discus-sions of several potential destinations in Norway, NFF concluded that Bergen would be the best venue for the 2017 ITA-Aites General Assembly and WTC. The choise of Bergen is final.

Room for General Assembly“Peer Gynt Hall” on level 2 has an area of 750 m2 with a capacity in theatre style of 750 pax, in classroom style 500 pax and horseshoe style with a capacity of 80+ for voting delegates, second national representatives and other participants. (approx 200).

Room for Opening ceremony and Open SessionThe “Edvard Grieg Concert Hall” on level 1, area 1250 m2 seats 1600 pax. The stage with additional area of 815 m2 seats further 550 pax in

theatre set up. Such arrangement is frequently used.

Conference rooms 3 parallel sessionsThe centre is flexible with numerous satisfying combinations. E.g. The Concert hall, The stage and The Peer Gynt Hall.- The Concert Hall seats 1600 pax- The Stage in theatre version seats 550 pax- The Peer Gynt Hall seats 750 pax

ITACET Training Course (Friday – Saturday)Allocated facilities adapted to partici-pation. Peer Gynt seats 750 (theatre style) or 500 (classroom style, see picture)

Meeting rooms WGs and Commit-teesThere are (2013) 13 active Working Groups (WG) and 4 committees. In the program outline meetings are foreseen to take place from Satur-day through Tuesday. The Centre suggests to use 13 rooms with an aggregate area of 897 m2 with room size from 30 to 165 m2. If needed the conference centre can convert the 3 larger rooms into 10 - 15 meeting rooms, thus making a minimum of 25 rooms available.

Exhibition areas (120 booths each 3x3m, not hall ways)“Dovregubben” on level 0 with an area of 3500 m2 is ideal for exhibitions with sufficient capacity also for coffee and finger food outlets. An additional outdoor area of 5000 m2 can be made available.

Press room ( > 8 pax ) One room of 30 – 50 m2 will be allo-cated for ths purpose. It will either be one of the two rooms named “Hal-ling”and “Bukken” or an office in the exhibition area would be perfect.

3 office rooms for ITA (2 working rooms + 1 meeting room)There is a number of rooms in the centre available that meets the require-ments.

Wi-Fi availability throughout the centreThe entire conference centre is covered by Wi-Fi free of charge.

Several workstations with internet accessWorkstations will be available.

Confirmation of availabilityA confirmation is annexed to the application.

This application addressed to the ITA-AITES Executive Council prepared by the Norwegian Tunnelling Society NFF con-cerns the 2017 General Assembly and WTC. The application is prepared in accordance with the By-Laws of the Associa-tion.

AccommodationRooms are available within short dis-tance from WTC venue. Below one will find a list of hotels. Six first class hotels have indicated 2017 rates from NOK 1790 to 1995 [€ 210 to € 240]. Rates usually include breakfast. There are well agreeable accommodation avail-able at lower rates subject to amenities and address.

Previous organizational experienceNFF, celebrating 50 years of activity this year, organized its 51st annual Fall Conferencein November 2013. The conference covered 2 days, this time with close to 1100 participants, and it is organized by our own secretariate. Continuously and annually several medium sized national and internation-al conferences, workshops, seminars take place, with few exceptions orga-nized by NFF resources. For the ITA General Assembly and WTC that took place in Oslo 1999, some parts were handled by NFF resources whereas professional organizers were retained for bookings, payments, accounting and more. For the 2017 ITA-AITES General Assembly, WTC and relat-ed events we will retain Professional Organizers. Surch companies are commited.

Organizational mattersA chart is included. The main commit-tees, International as well as National,

are already established. Key individ-uals listed have concented to NFF invitations. Further, NFF has discussed the proposed theme of the congress and included its points of view on the theme. A draft program with dates in line with the ITA-AITES requested outline is included in the application.

Tunnelling and underground space use activities are important for Nor-way, the technology and techniques are well developed and the level of activity is rather hectic. Numerous projects were implemented during the recent years. The activities during the coming years will increase. As requested relevant information is included.

FeesThe projected fees for Delegates, Ex-hibitions and Sponsors are indicated to be on average European ITA-AITES level. The rates will be given in Nor-wegian Kroner (NOK) subject to mod-erate currency fluctuations. Currency rates today being approximately € / NOK = 8,4 and US$ / NOK = 6,2.

AnnexesAs required we have included the requested Annexes I. to IX. on tech-nical matters. Annexes on non technical mat-ters like preliminary information on

technical tours, partner programs, touristic options, access to Bergen, visa matters, climate and practical matters that may interest participants are prepared and will later be attached to the application.

At this time NFF would like to underline that the proposed venue is situated in the vicinity of a great number of in-teresting underground projects. From a touristic point of view NFF would assume the city to be attractive. The relaxed atmosphere in a setting of long summer days, interesting places within walking distance or the outer islands, the mountains and the fjords.

Europe is basically a high cost part of the world, Norway is no exception. For visitors though, the cost level in Bergen will be on the lower side of the cost level in some of the major cities in Europe.

Conference Centre. The Edvard Grieg Concert Hall is prebooked

Proposed City LocationLocation ( i )The arrangements will take place in the conference centre Edvard Grieg Hall in the City of Bergen on the west coast of Norway. The centre, named after Edvard Grieg, the Norwegian composer (* 15. June 1843 - †4. September 1907) who lived his entire life in Bergen. The centre was opened 1978, since that time home of the 250 year old Bergen Philharmonic Orchestra. The centre has been used for numerous large, important, interesting events like the two week long annual Bergen Music Fes-tival, international conferences on politics, sciences or pop music like the European Song Contest.

Changes not permitted ( ii )During the preparation of this application, subsequent to in-depth discusssions of several potential destinations, NFF concluded that Bergen would be the best ven-ue for the 2017 ITA-Aites General Assembly and WTC. The Edv.Grieg Conference Centre in the city centre meets all ITA-requirements. Conference facilities, local mileu and hospitality, convenient for interesting technical excursions, well access-able from an international travelling point of view and also an interesting place also from a non-technical point were the deciding critera. NFF-teams have inspected the congress facilities, met with management, local authorities and organizations and checked available hotels. The Conference centre and a variety of hotels have been reserved for the ITA-AITES 2017 in Bergen from June 9th to June16th. Several hotels have offered good rates fixed for 2017 price level. Change of venue will not take place.

Floor planFor the major events room allocation will be:

Room for General Assembly“Peer Gynt Hall” on level 2, with an area of 750 m2 has a capacity in theatre style of 750 pax, capacity in classroom style is 500 pax and with horseshoe style 80+ voting delegates, second national representatives and other participants.

For the General Assembly horseshoe style will be used. The sketch below illustrates a setting for 72 delegates. The “Peer Gynt Hall” has plenty of space around the horse shoe seating.

The seating will be rearranged to fit to the actual number of member nations of ITA at the day of the General Assembly in 2017.

Interpretation French / English or vice versa will be provided.

Preferred interpreters are using mother tongue familiar with ITA-AITES activities.

The “Edvard Grieg Concert Hall” on level 1 has a base area of 1250 m2 and seats 1600 pax as an auditorium. The stage with additional area of 815 m2 seats further 550 pax in theatre set up. Such arrangement is frequently used.

Organizing structurePrevious experience ( i )NFF, celebrated its 50 years of activity in 2013 and organized its 51st annual Fall Conference this year. In November 2013. The conference covered 2 days and this time with close to 1100 participants, it is organized by our own NFF secretariat. Continuously and annually several medium sized national and international confer-ences, workshops, seminars takes place, with few exceptions organized by own resources. For the ITA General Assembly and WTC that took place in Oslo 1999, some parts were handled by NFF resources whereas professional organizers were retained for bookings, payments, accounting and more.

For the Bergen 2017 ITA General Assembly and WTC professional congress or-ganizers will be retained. The substantial NFF resources will top up on ITA-oriented matters, taking into account that the ordinary NFF-activities shall take place without adverse implications.

Synergy effects with national conferences ( ii )National NFF-events will basically take place as usual. The May technical symposium (a one-day-conference dedicated to one selected technical subject) may be can-celled or rescheduled. Based on observations by Norwegian participants in earlier ITA events, it is our opinion that the mixing of national events with the annual ITA and the WTC does not serve either side.

Plan on how and with whom (i.e.Professional Congress Organizer) it will be organized ( iii )With a view to the increased ITA-community, the new requirements and the general development of the event, we will also this time enter a contract with a professional conference organizer for the arrangements. At this time and so far the conference administration was discussed with the Edvard Grieg Conference Centre, visitBergen (an organization in Bergen), HotelLink (Asker) and Congress & Conference (Oslo). Hotel-Link and Conference & Congress have both presented preliminary terms, both have committed themselves to organize the 2017 ITA-AITES in Bergen and both have the capacity and required references. Both companies are Norwegian with main offices in the Oslo area. From the attached chart one will see in general which duties will be handled through the contracted Professional Congress Organizer.

NFF Board of DirectorsEight Directors of NFF elected by the members at the annual NFF General Assembly constitute the Board of NFF.

ITA Executive CouncilThe organizing committee for 2017 in Norway will be represented by Ms. Ruth Haug who is an elected member of the Executive Council of ITA since 2013.

Executive Organizing Committee [EOC]Chaired by NFF Director and head of the NFF International Committee including representatives of ITA-AITES in agreement with the ITA requirements. EOC will by the responsible body for the organizing of the entire event. EOC will assigne a Secretary to execute decisions made by EOC.

Scientific CommitteeThe main responsibilities of the members of the Scientific Committee will be to contribute to a high professional level of the Conference, and to assist in reviewing and quality control of papers which are submitted to the Conference. The Committee will eventually include a range of highly competent individuals covering all aspects of the Conference Theme representing most corners of the ITA –World. The Scientific Committee will be chaired by Prof. Dr. Bjørn Nilsen.

Exhibition CommitteeThe 2017 Exhibition will take place in Edvard Grieg Conference Centre on level 0 where also coffee, tea and fingerfood may be served. (The technical part of the exhibition will be handled by a professional exhibition contractor.) NFF International Committee, through the participation in many exhibitions including several WTC and national events, has first-hand experience in exhibitions and is well acquainted with the relevant segment of the market.

The Exhibition as part of the ITA-AITES event is of increasing importance, requiring utmost attention. At this time NFF has appointed Mr. Ivar Frode Andersen and Mr. Sindre Log, both members of NFF to establish the committee.

Social Event CommitteeOne must not underestimate the social- human aspects connected to the annual ITA General Assembly and WTC. The various events will be organized through the pro-fessional conference organizer, however the Social Event Committee will assist, par-ticipate and add local flavour to the various events. At this time NFF has appointed Mr. Alv Hanstveit chairman of the committee with Ms.Turid Svardal the first member.

Media Committee The Media Committee will focus on the 2017 ITA-AITES event in a technical and pub-lic relation point of view. At this time two NFF members were appointed to establish the committee and initiate relevant actions when venue is confirmed. Mr. Per Helge Pedersen and Mr. Bjørn Eriksen, both publishers of national periodicals and well ac-quainted with media internationally have confirmed their participation.

Professional Conference OrganiserThe Professional Conference Organiser (PCO) will establish the Conference home page, handle registration, payments and accounts to be controlled by NFF Auditors. The PCO will be responsible for contracts versus Conference Centre and equipment suppliers as necessary, hotels, any hired transport, catering in general and the social events. Organise and manage the General Assemblies and the conference in coop-eration with the EOC. To render assistance versus Scientific Committee for registra-tion and distribution of abstracts.

Professional Exhibition ContractorThe supply and hook-up of booths, furniture, electricals and other equipment, main-tenance during operation and finally dismantling including the related transport and handling. The contractor shall also provide security as necessary from start to end.

“Surface problems – Underground solutions”

Theme of the congress

Worldwide there is a quest for urban space driven by the increasing urbanisation. According to the ITA-CUS white paper (2010) more than half of the world’s population lives in urban areas. With regards to indus-trialised countries the figure is closer to 80%. This increased urbanisation and steadily growing number of “Mega cities” and other congested areas is a consequence of the increasing global population and migration to city areas which may offer jobs, income and improved lifestyle.

The challenges are numerous and the availability of space for necessary infrastructure ends up being the key to good solutions. The underground is at present only marginally utilised. The potential for extended and improved utilisation is enormous.

“Surface problems – Underground solutions” is more than a slogan; for ITA-AITES and its members it is a challenge and commitment to contrib-ute to sustainable development. Some vital aspects that should be addressed more vigorously are:

- Legal aspects, for whom and for which purposes should the underground be available. ( i )- Overall urban planning to include planning of underground space use. ( ii )- Develop better procedures and tools for such planning. ( iii )- For the ITA-AITES community to contribute with ideas, proposals and expertise. ( iv )

The tunnelling industry has the means to make any “hole in the ground” almost in any size and shape. The main challenge is to in-tegrate such “holes” in the long-term development and urban planning, be cost-effective, be safe and felt to be safe by the users. Underground space has stable temperature year round, confinement and protection providing new possibilities for infra-structure, services and utilities which do not claim valuable surface space.

The change of a common attitude from considering the underground the last recourse to become the long term preferred solution for new projects is a long term duty of the ITA-AITES community. This can only be reached by increasing the knowl-edge and competence. Smart and in-novative planning of the underground space would require such as:

- New design thinking (paradigms) to fit future underground applica tion and facilities efficiently,- New underground design requir- ing interacting facilities utilizing new excavation methods,- New facilities requiring suitable/ cost-environmental efficiency for underground placement, and- Multiple level underground facili- ties which require clear owner- ship of ground and stakeholders.

Under the theme of the conference, “Surface Problems – Underground Solutions”, the WTC in Bergen will focus on the wide scope and the

variety of applications of underground utilization. Going underground is the future solution to preserve sustain-ability. Utilizing the 4th dimension is becoming a necessity in the modern planning process. Norway has a long tradition of using the underground for a wide range of applications. Through this proud tradition Norwegian tunnel-ling industry has provide break-through solutions and technologies that in many cases constitute state-of-the-art today. Thus, an interesting quote to confirm the core of the theme for the conference taken from the Singapore’s Economic Strategies Committee Re-port (01/02/2010):

“We would like to develop an un-derground master plan to ensure that underground and above ground spaces are synergized and opti-mized so that we have more space for Singaporeans and give the sense of space to Singaporeans”

Coming to Bergen we will showcase to the international tunnelling industry Light Rail project, deepest & longest sub sea road tunnel, a ship tunnel, oil&gas storages, hydroelectric power schemes and many more of the diver-sified use of the underground that has been benefit to Norway.

Tunnelling and underground space use activitiesIntroductionTunnelling and underground space use activities in Norway during the recent five years include road and rail tunnelling, hydropower development, facilities for potable- and waste water treatment. For the development and operation within the oil and gas industry caverns for storing and processing of crude oil - derivates and gas products are common activities. Further, a speciality and technical challenge is the establishing of the shore approach of pipelines from the off-shore fields as well as outgoing lines for product export. The technique is based on laketap principles. Finally to be men-tioned are the underground public sector facilities for sports, car parking or general product storage.

NFF has since 1971 prepared annual statistics on tunneling and underground space activities. The statistics of the recent five years shows a total excavated underground space volume of 4 to 6 mill sm3 per year. These figures may be exemplified to equal an annual excavation of60.000 to 100.000 metres tunnel cross section 60 m2. The statistics indicates a long term average excavated volume of 3,5 millions solid m3 rock annually. During the recent years the average has increased to some 5,0 mill sm3 annually and for the last two years even 6 mill sm3.

Until the late 80s hydropower used to dominate. Later road tunneling takes a great share of the volume, but during the recent years the railway sector increased its activity to become the number one sector in 2013. Hydropower that was out of the market for several years, has regained a stable volume during the recent years while the oil and gas activity is an on/off business.

The figures included in the NFF statistics concern underground space production only, excavation of minerals is not included. In broad terms tunneling and under-ground space excavation represents some 10 % of the rock excavation market in the country.

In this annex we focus on road tunneling.From 1.January 2009 till 31.December 2013 191 tunnelling projects were ongoing. Of those 146 projects were commissioned. Year 2013 had 65 tunnelling projects, 2/3 were above 500 m length.

There are further numerous projects within hydropower development and general utilization of the underground not covered by this presentation. To start with road tunneling, 96 projects are foreseen to be implemented during the first 5 to 10 years.

Oil and Gas Activities in the next yearsThe activities are hectic. Details on concrete plans cannot be released. The much talked about oil and gas resources in the Lofoten Vesteraalen area are sensitive from a political point of view and decisions on development will take time. From a group in the construction market plans for under-ground space use in environmental exposed areas have been tabled and we include some information.

Future perspective for Norwegian civil work related the Oil & Gas IndustryRecently North Energy, an oil company based in Northern Norway initiated a study to investigate the feasibility of bringing ashore hydrocarbons from oil&gas fields in Lofoten/Vesterålen us-ing tunnels to reach near-shore fields and underground caverns to host pro-duction wells. The study was headed by ACONA in cooperation with NTNU, SINTEF, LNS AS and Multiconsult AS.

The idea to use tunnels in this relation is not of a new date in Norway. In the

1980s investigations were executed to construct tunnels out to the Con-tinental Shelf for the Troll field, and produce oil&gas from established caverns. The conclusion at that time was that this project was feasible, but that the field was located at a too long distance from the landside. The advantages of this concept should be:1. No area conflicts at the sea. The fisheries may proceed further without any hinder.

2. By an eventual uncontrolled blow out the production caverns may be shut off. The production caverns may thereafter be used as new production wells. Scenarios as have been seen in the Gulf of Mexico are excluded.

3. Fully independent of the weather conditions.

4. Considerable economical savings by operation of an oil&gas fields from land instead of offshore operation.

Land based equipment is far more cheaply compared to the use oil rigs offshore, lower costs related to the transport of equipment, materials and personnel.

5. Far lower costs by stand-by emer-gency preparedness.

6. Possible CO2-storage in the reser-voir may be carried out in a cheaper and straighter way.

The Blåting field is located 30 km outside Lofoten and is situated at 150 meters depth under sea level. Three separate tunnels should be estab-lished out to to the field, one for piping, one for the transport of adequate equipment and one for the transport of personnel. These three tunnels will be drilled simultaneously with three TBMs (Tunnel Drilling Machines). The most optimal TBMs are not at hand for the time being, so the model of today must be improved to meet this challenge. Tunnels for piping, equipment and personnelEach of the tunnels to be driven by TBMs will be of 22 km length. In the caverns in connection to the tunnels will be taken out by the use of tradi-tional drill and blast technique. From these caverns the drilling of the oil/gas wells and later production will take place.

The Follo Line Project is currently the largest transport project in Norway, and will include the country’s longest railway tunnel.

The project includes:- A new 22 km long double track railway line between Oslo Central Station and the public transport hub at Ski- 20 long twin rail tunnels- Extensive works at Oslo Central Station- Construction of a new station at Ski- Necessary realignment of the existing Østfold Line, including a new 1,7 km long tunnel- The Follo Line will be designed for speeds up to 250 km/h

The existing Østfold Line between Oslo Central Station and Ski has reached its capacity limit. Simultaneously, a population growth of at least 30% is anticipated in this region south of Oslo by 2025. The Follo Line will, in combination with the Østfold Line, more than double the capacity for train movements, both passen-ger and freight trains, along this section. When completed, the Follo Line will link residential and working areas together effectively and contribute to development in the region.

The innermost part of the tunnel, approximately 1 km close to Oslo Central Sta-tion will be excavated by drill and blast. This also includes the excavation of the new 1.7 km long tunnel for the realignment of the inbound Østfold Line.19 km of the Follo Line tunnel will be excavated by four hard rock shielded tunnel boring machines (TBM). The four TBMs will operate from one access-point locat-ed near the middle of the entire tunnel-section. A single shell lining will be used to ensure protection from rock fall, as well as water-leaking.This will be the first railway tunnel in Norway to be excavated by TBM.

The scheduled start of construction is 2014, with completion in 2021.

The existing single track railway line between Arna and Bergen has reached its capacity limit. The need for transportation will increase significantly in the years to come, for both passenger and freight traffic. The National Trans-port Plan for 2014-2023 highlights increased capacity on the railway on this section as important. A new double track between Arna and Bergen will more than double the capacity on the section, facilitate higher speeds and allow more flexible route planning. A double track will also make a substantial contribution to more efficient operations and maintenance on the section.

The project is divided in two sup-projects: - Bergen-Fløen - double track from Bergen station to Fløen- Ulriken tunnel - new single track tunnel in addition to the existing single track tunnel. This part of the project also includes measures at Arna station

These two sub-projects will take place in parallel.

The existing Ulriken tunnel is a 7500-metre long train tunnel that opened for traffic in 1964.

The Ulriken tunnel project includes:- Excavate and secure a new Ulriken tunnel, length 7800 metres. The excavation method for the tunnel; using drill and blast or TBM, will be decided as a part of the tendering process.- Excavate and secure 15 cross-connections between the new and existing tunnel - Existing Ulriken tunnel: Securing PE sheets against fire. This entails some stripping of the tunnel wall and new water and frost protection for parts of the tunnel

The total construction period for the Ulriken tunnel project, including up-grading the existing tunnel, will be around seven years.

Projected FeesThe projected fees for the proposed ITA-AITES events in Bergen 2017 shall be in line with average European Fees for similar ITA-AITES events.

Below rates are based on price level as of December 2013 and allows for moderate (normal) price escalation. The fees are based on local currency, that is Norwegian Krone [NOK]

For easy understanding and based on actual / approximate conversion rate as of December 2013 the fees will be:

Delegates not above Euro 1000,-The fees cover WTC, welcome reception, ITA meetings and the usual services during breaks and lunch. The Gala Banquet will be charged extra.

Exhibition not above Euro 5.000,-This will cover one Exhibition booth (3x3 m), rigged with walls, lights and cover security.It is expected that Exhibitors book at least one delegate fee. Individual require-ments as per special arrangement. Sponsors Class Gold, Euro 10.000,-Fees for other sponsor classes shall adapt to the offered services.

Draft Budget ITA-AITES in Bergen 2017Preconditions: - The budget is based on the local currency NOK (Norwegian krone) - For information, cost and income items are also presented in EURO using middle rate December 2013 of 1 EURO = 8,4 NOK - Fascilities for the ITACET training course Friday through Saturday are foreseen. Revenue & costs not included. - The revenue is based on 1200 delegates, 80 Exhibitors, Sponsor support and estimated number of participants at the banquet.

Costs and revenue from programme for technical excursions and/or touristic tours are not included.

The International Tunneling and Underground Space Association in 2002 launched its promotion on the broader use of the underground.

This was particularly expressed through the release of a special issue of the Tribune in March 2002 named; “Why Go Underground?”. This was meant to be a contribution of the use of the underground space to sustainable development.

A few years later ITA modified its name to include ‘and Underground Space’ to reflect the increased focus on wider and broader use of underground space. And since then until this day ITA has continued its drive towards a better and broader utilization of the underground for sustainable development of modern societies.

In Norway, ‘Trolls’ are said to be living in beautiful openings caved into the moun-tains, at least according to the fairytales being told. ‘Trolls’ are also the most common bought souvenirs by tourists coming to visit Norway.

There is no surprise that going underground in Norway is associated with utilizing the underground for a large variety of purposes; strangely enough in a country where surface face compared population is not a scares. So there are lots of other reasons to go underground. Following ITA’s drive we can conclude that Norway holds lots of interesting solutions that could fit well to be displayed to the ITA members, both nations and individuals.

Bergen, the proposed host city of WTC2017 is one of busiest regions in Norway with respect to underground development, both related to industrial purposes as well as for human transportation. Hosting WTC2017 will confirm the local and national emphasis on such development. The Norwegian government has a com-prehensive list of projects to be developed in the future, some being extremely challenging stretching technology to its extent. Bringing the highly professional and competent participants of the WTC to Bergen and Norway will allow tight interface between those who shall plan, finance and use these facilities together to strengthen the confidence in such structures.

Norway as part of Scandinavia and the Nordic countries constitutes a highly active part of the international tunneling industry in addition to be active in ITA ac-tivities. WTC2017 will be held 6 years after the highly successful event in Helsinki, maintaining the reputation of these countries, all small in size and population, but widely recognized as internationally eminent tunnellers, and strengthening the professional ties between these neighbours.
