THE Government of Saint Lucia through the Ministry of Commerce, Business Development, Investment and Consumer Affairs is inviting tenders for the supply of Brown Sugar, for the period July 2012 to January 2013.
Quantity
One thousand eight hundred (1,800) metric tons to be shipped over a seven (7) month period, in monthly quantities of a minimum of ten (10) containers, or as agreed between the contracting parties.
Quality
The Brown Sugar shall be in keeping with the Saint Lucia Standard Specifications for Brown Sugar - SLNS #23 of 1996.
Specific Requirements
The polarization shall not be less than 97.0°C
Invert sugar shall not exceed 1% by weight
Sulphated ash shall not exceed
0.5% by weight Loss on drying (3h at 105°C - 221°F) shall· not exceed 0.7% by weight.
Color shall not exceed 3000 ICUMSA Units
The following maximum limits shall apply for heavy metals:

Insoluble matter shall not exceed 500ppm.
Not more than 10% by weight of grains shall be retained on US Standard No. 14 sieve and not more than 10% shall pass through US Standard No. 35 sieve.
The finished product shall not contain lumps larger than 1.27 cm (0.5 inches) in their greatest diameter that cannot be broken on light finger pressure, and must be fit for direct human consumption.
Sugar shall be graded in accordance with international specifications.
Quality Assurance
Each shipment should be accompanied by a Certificate of Compliance.
A Certificate of Product test results in conformity with the specifications stipulated in the tender notice must be submitted annually.
A Microbiological Test Report issued by a third party laboratory or a test laboratory within certified facilities must accompany each shipment.
Weight
Brown Sugar must be packed in strong bags in not more than 125 Ibs.
Transportation
Brown Sugar shall be shipped containerized in vessels suitable for transporting food stuff for human consumption.
