1. Introduction1.1 TheScottishJointIndustryBoardTrainingSchemesaredesignedtoregulatetheentry,conditions
ofservice, trainingandeducationofApprenticesandAdultTrainees intheElectricalContractingIndustryinScotland.
2. Objectives2.1 ThemainobjectivesoftheSchemesareto:
(a) maintainandcontinuallyimprovethequalityandquantityoftraining;(b) ensurethatthecurrenttrainingmeetstheneedsoftheindustry;and(c) ensurethatthetrainingiscosteffective.
2.2 TheobjectivesoftheSchemesareachievedby:(a) ApprenticesandAdultTraineesbeingemployeddirectly.(b) AnannualintakeofApprenticesandAdultTraineeswithoutarbitraryagerestrictions.(c) ProgressandpaymentduringthecourseoftheApprenticeandAdultTrainingSchemesbased
entirelyontheachievementofmeasuredpracticalandeducationalstandards.(d) ForApprentices there is acommitmentof training tocompletionof apprenticeship subject
totheApprenticecomplyingwiththeSJIBNationalWorkingRules.TheApprenticemaybeemployedbymorethanoneemployerduringtheapprenticeshipalthoughnotatthesametime.ThereasonsforchangeofemployermaybeattherequestoftheApprentice.However,iftheemployerdecidestoarrangeatransferofanApprenticetheymustfirstinformtheSecretaryoftheSJIBinwriting(SeeSection8).
(e) AdultTraineesmaybeemployedbymorethanoneemployerthroughouttheirtrainingalthoughnotatthesametime.AdultTraineescannotbegivenaguaranteeoftrainingtocompletionoftraining.However,everyeffortwillbemadetofindalternativeemploymentforthosewhobyreasonofredundancyareunabletocontinuetheirtraining.
(f) TheScottishJointIndustryBoard(SJIB)hasdelegatedthemanagementofitstrainingschemesto theScottishElectricalCharitable TrainingTrust (SECTT). SECTTorganises the financialassistance for training. In addition the SECTT Training Officers carry out pre-employmentassessmentsforallapplicantsandmonitortheprogressofallApprenticesandAdultTraineesfromtheirfirstdayatcollegetothecompletionoftheirtraining.
3. Obligations to the Schemes3.1 EmployerswillundertaketoprovidetraininginaccordancewiththerulesoftheSJIBApprenticeand
AdultTrainingSchemesGuide.Inaddition,theyandtheApprenticeorAdultTraineemustobservetheSJIBrulesdetailedintheSJIBNationalWorkingRulesforthedurationofthetraining.

4. Entry to the Schemes4.1 AllapplicantsmustmeettherequiredentrystandardsasdeterminedbytheSJIB,whichwillinclude
anapprovedpre-employmentassessment. School leaverswhohaveagoodschool recordandanEnglish,Maths,PhysicsorSciencequalificationarebest equipped tocompleteanelectricalapprenticeship.
4.2 ApplicantsmustmeettheSJIBrequiredstandardsofphysicalfitnessandvision,includingprovedabsenceofcolourvisiondeficiency.
4.3 ThenatureoftheElectricalContractingIndustryrequiresthatApprenticesandAdultTraineesmustbepreparedtotraveland,whenrequired,stayawayfromhomesubjecttocollegeattendance.
5. Registration5.1 AllApprenticesandAdultTraineesmustberegisteredwithboththeSJIBandtheScottishQualification
Authority(SQA)withinonemonthofinitialattendanceatcollege.ApprenticesandAdultTraineeswillberegisteredasaModernApprenticeandwillberegisteredforanSVQLevel3,whichisawardedjointlybytheSJIBandtheSQA.
5.2 OncompletionofSJIBRegistration,copiesof the registrationdocumentwillbesent toboth theemployerandApprentice/AdultTrainee.
5.3 ItshallbethedutyofboththeemployerandtheApprentice/AdultTraineetokeeptheSJIBinformedofanychangeinemploymentorchangeofaddress.
5.4 TheSJIBmayobtainanyinformationfromtheappropriatecertificationbodyorcollegeinordertoassessacademicprogress.
6. SJIB Service Fees
6.1 ASJIBServiceFeeof£100willbedeductedfromtheSECTTOn-siteTrainingSupportattheendofStage1forApprenticeswhoworkfornonSJIB/SELECTmembers.
6.2 ASJIBServiceFeeof£100ispayablefornonSJIB/SELECTmemberswhoregisteranAdultTraineeontotheSJIBTrainingApprenticeandAdultTrainingScheme.

7. Probation - Apprentices7.1 Apprenticesshallserveaprobationaryperiodofsixmonths.DuringthisperiodtheApprenticemay
terminatetheemploymentsubjecttopropernoticebeinggivenortheemployermayterminatetheApprentice’semploymentinaccordancewiththeprovisionsofSectionG–ResolvingIssuesatWorkoftheSJIBNationalWorkingRules.
8. Transfer and Redundancy 8.1 AnyApprentice/AdultTraineehastherighttoapplytotheSJIBforhisorhertransferofemployerto
beconsidered.TheSecretaryoftheSJIBwillensurethateveryeffortismadebytheSJIB,SECTT,SELECTandtheUniontofindalternativeemploymentfortheApprentice/AdultTraineeconcerned.
8.2 IftheemployerdecidestoarrangeatransferofanApprentice/AdultTraineetheymustfirstinformtheSecretaryoftheSJIBinwriting.
8.3 Intheeventofalternativeworkwithintheindustrynotbeingavailable,anemployermayhaveto
considerthepossibilityofredundancy.Ifthisisthecase,theemployermustforwardaRequestforDismissalthroughRedundancyform(AppendixC)totheSecretaryoftheSJIB.AnemployercanonlydismissanApprenticeasredundantifthedismissalisapprovedbytheSecretary.AfullbackgroundreportwillbepreparedbytheSecretaryfortheNationalBoard.
9. Conditions of Employment 9.1 ExceptasotherwiseprovidedinthisScheme,allApprenticesandAdultTraineesmustbeemployed
onSJIBParticularsofEmploymentavailablefromwww.sjib.org.uk.
9.2 AllApprenticesareemployedonfixedtermcontracts.Theiremploymentmaybeterminatedoncompletionoftheapprenticeshipwithnoentitlementtoredundancypay.
9.3 To ensure compliance with legislation, employers should give Apprentices sufficient advancenoticeoftheirfixedtermcontractofapprenticeshipbeingterminated(SeeSectionC;AppendixC2,ExplanatoryNotesoftheSJIBHandbook).
9.4 Where employment is continued after completion of the apprenticeship, the initial date ofcommencementofemploymentshallbe thedateused forcalculationofstatutoryentitlement toredundancypayandnoticeofterminationofemployment.

10. Wages10.1 ThewagespaidtoApprenticesandAdultTraineesshallbedeterminedfromtimetotimebytheSJIB
andareavailablefromwww.sjib.org.uk.
10.2 FirstStageAdultTraineesshallbepaidtheSJIBLabourer’srateofpay.SecondStageAdultTraineesshallbepaid85%oftheSJIBElectrician’srateofpay.ThirdStageAdultTraineesshallbepaid95%oftheSJIBElectrician’srateofpay.
11. Holidays11.1 ApprenticesandAdultTraineesshallreceive30daysholidayentitlement(seeSectionDoftheSJIB
Handbook).
11.2 Thisentitlementwillincreaseto:• 31daysonMonday,7January2019;and• 32daysonMonday,6January2020.
12. Welfare Benefits12.1 AllApprenticesandAdultTraineesareentitledtoStatutorySickPay.Apprenticesareentitledto
additionalsickpayof£15.00perweekforanaggregateperiodof12weeksinanyconsecutivetwelvemonths.Thispaymentisfundedbytheemployer.Apprentices/AdultTraineesemployedbySJIBmembercompaniesareentitledtoDeathinService,AccidentalDismembermentandPermanent&TotalDisabilityBenefitsinaccordancewiththeindustry’sarrangements.
12.2 Non-membersmustmakesimilarprovisionstoensuretheycomplyandofferthebenefitslistedontheWelfareBenefitstableavailablefromwww.sjib.org.uk.
13. Travel and Expenses 13.1 Duringtrainingtherewillbenopaymentfortimespenttravellinginconnectionwithattendanceat
collegebuttravellingfareswillbereimbursed.Travellingfaresarecalculatedfromtheemployer’splaceofbusiness.ApprenticesandAdultTraineesattendingcollegeshallbepaidtheAtCollegerateofpay.
13.2 ApprenticesandAdultTraineesshallbepaidtheappropriateAtWorkrateofpayand,ifapplicable,aMileageRateorAllowancewhilstworkingonsite(seeRuleB18oftheSJIBNationalWorkingRules).

14. College Attendance 14.1 First,SecondandThirdStageApprenticesarerequiredtoattendcollegesoffurthereducationand
tofollowtheSJIBapprovedSVQLevel3trainingcourse.Satisfactoryevidenceofachievementisrequiredtofacilitateprogressthroughthevariousstagesoftheapprenticeship.
14.2 First,SecondandThirdStageAdultTraineesarerequiredtoattendcollegesoffurthereducationandtofollowtheSJIBapprovedSVQLevel3trainingcourse.SatisfactoryevidenceofachievementisrequiredtofacilitateprogressthroughthevariousstagesoftheAdultTrainingScheme.
15. Additional College Attendance15.1 AnyfurthercollegeattendanceinadditiontotherequiredattendanceintheSJIBTrainingSchemes
shallbeatthesolediscretionoftheemployer.
16. College Registration and Examination Fees16.1 Apprenticesshallnotberesponsibleforthepaymentofcollegeorexaminationfees.
16.2 FeesforAdultTraineesaresubjecttofundingbeingavailable.
17. Completion of Site Activity Portfolio17.1 ApprenticesandAdultTraineesarerequiredtoaccuratelycompletefieldevidenceentries in the
SJIBApprentice/AdultTraineeSiteActivityPortfolio. Failuretodosowill leadtotheApprentice/AdultTraineenotbeingupgradedfromonestagetoanotherorpermittedtosittheFinalIntegratedCompetenceAssessment(FICA).
17.2 Employers,withtheassistanceoftheSJIBappointedSECTTTrainingOfficers,areobligedtoensurethatthePortfolioiscompletedaccuratelyinaccordancewiththerequirementsofeachstage.
18. Tool Kits18.1 Duringthecourseofthetraining,ApprenticesandAdultTraineesarerequiredtopurchaseakitof
handtoolsasshowninSectionBoftheSJIBNationalWorkingRules.

19. Union Membership19.1 ApprenticesandAdultTraineesareencouragedtojointheUnionandemployersareencouragedto
joinSELECT.Theseorganisations,asconstituentmembersoftheSJIB,representtheinterestsofthoseworkingintheElectricalContractingIndustryinScotland.
19.2 AsasignatorytotheSJIB,UnitetheUnion isrecognisedasthesolenegotiatingtradeunionforApprenticesandAdultTraineescoveredbytheSJIBNationalWorkingRules.
20. Discipline20.1 ApprenticesandAdultTraineesshallbesubjecttotheSJIBResolvingIssuesatWork–Guidancein
theUseofProcedures(seeSectionGoftheSJIBNationalWorkingRules).
21. Grievances21.1 ApprenticesandAdultTraineeshavetherighttoraiseaformalgrievancewiththeiremployerinthe
eventthattheyareunhappywithaparticularsituation(seeSectionGoftheSJIBNationalWorkingRules).
22. Stages of Apprenticeship (See Appendix A)22.1 First Stage Apprentices
(a) TheapprenticeshipwillcommenceonthedaytheApprenticefirstattendscollege.(b) Thisstageshallincorporatebothon-the-jobpracticaltrainingandcollegetrainingleadingtothe
ScottishVocationalQualification(SVQ)Level3.Attendanceatcollegeduringthisstageshallbeonablockreleasebasis.
(c) First Stage Apprentices shall be allowed paid block release to attend college to study theappropriateFirstStageCompetencies.
(d) Apprentices must successfully complete the appropriate First Stage Competencies andsatisfactorily complete the Apprentice Site Activity Portfolio, within 18 months of the commencement of the apprenticeship.IfthisisnotachievedtheApprenticemayberemovedfromtheSJIBRegisterofApprenticesandemploymentmaybeterminatedbytheemployergiving the appropriate notice (see Section C; Appendix C2, Explanatory Notes of the SJIBHandbook).Alternatively,theemployercanapplyforanextensiontothe18monthrulebycompletingaRequestforExtensionform(AppendixD).

(e) Apprentices who successfully complete the appropriate First Stage Competencies andalso satisfactorily complete theApprenticeSiteActivityPortfoliobasedon the required siteexperienceshallprogresstotheSecondStageoftheapprenticeship.
(f) TheeffectivedateofchangeofstatusfromoneStagetoanotherthroughouttheapprenticeshipshallbedeterminedbytheSJIB.Theemployerwillbenotifiedofallchangesofstatus.
22.2 Second Stage Apprentices(a) ThisStageshallincorporatebothon-the-jobpracticaltrainingandcollegetrainingleadingto
SVQLevel3.Attendanceatcollegeduringthisstageshallbeonablockreleasebasis(ordayreleaseequivalent).
(b) SecondStageApprenticesshallbeallowedpaidblockrelease(ordayreleaseequivalent)toattendcollegetostudyfortheappropriateSecondStageCompetencies.
(c) Apprentices must successfully complete the appropriate Second Stage Competencies andsatisfactorilycompletetheApprenticeSiteActivityPortfoliowithin three years of the commencement of the apprenticeship.IfthisisnotachievedtheApprenticemayberemovedfromtheSJIBRegisterofApprenticesandemploymentmaybeterminatedbytheemployergivingtheappropriatenotice(seeSectionC;AppendixC2,ExplanatoryNotesoftheSJIBHandbook).Alternatively,theemployercanapplyforanextensiontothethreeyearrulebycompletingaRequestforExtensionform(AppendixD).
(d) Apprentices who successfully complete the appropriate Second Stage Competencies andalso satisfactorily complete theApprenticeSiteActivityPortfoliobasedon the required siteexperienceshallprogresstotheThirdStageoftheapprenticeship.
(e) TheeffectivedateofchangeofstatusfromoneStagetoanotherthroughouttheapprenticeshipshallbedeterminedbytheSJIB.Theemployerwillbenotifiedofallchangesofstatus.
(f) Apprenticesshallhavetheopportunitytore-sitanycollegeassessedworknotachieved(seealsoSection15.1)attheirownexpense.
22.3 Third Stage Apprentices(a) ThisStageshallincorporatebothon-the-jobpracticaltrainingandcollegetrainingleadingto
SVQLevel3.Attendanceatcollegeduringthisstageshallbeonablockreleasebasis.(b) ThirdStageApprenticesshallattendblockreleaseforoneweektoattendcollegetostudyfor
theappropriateThirdStageCompetencies.(c) This Stage will consist of gaining further site related work experience for at least twelve
months.Then,subjecttoApprenticesaccuratelycompletingtheSiteActivityPortfoliobasedontherequiredsiteexperience,theymaybesubmittedfortheFinalIntegratedCompetenceAssessment(FICA).TheemployerdetermineswhenanApprenticeissufficientlycompetenttoattempttheFICAandcompletestheEmployerDeclaration.Note: CriticalsafetyareasofelectricalworkareassessedintheFICAandinclude:
• ElectricityatWorkRegulations1989–seeAppendixE.• IsolationProceduresforSafeWorking–seeAppendixF.• AssessmentProceduresforSafeWorkingPractices–seeAppendixG.

(d) UponsuccessfulcompletionoftheFICA,andnormallywithinfiveworkingweeks,theApprenticewillbegradedasanElectricianandwillbeissuedwith:(i) ASJIBFICACertificate;(ii) ASJIBCraftsmanCertificate;(iii) ASQA/SJIBLevel3SVQElectricalInstallationCertificate;(iv) AModernApprenticeshipCompletionCertificate;and(v) ASJIBGrade(ECS)Card.
(e) Toensurecompliancewithlegislation,employersshouldgiveApprenticessufficientadvancenoticeoftheirfixedtermcontractofapprenticeshipbeingterminated(seeSectionC;AppendixC2,ExplanatoryNotesoftheSJIBHandbook).
(f) ApprenticesfailingtheFICAshallbeofferedonere-sittobecompletedintheiremployer’stimeandattheemployer’sexpense.Ifthisisagainfailed,unpaidtimeoffwillbegivenforanyfurtherre-sitsandthecostofthere-sitAssessmentwillbebornebytheApprentice.
(g) ApprenticeswhofailtoachieveSVQLevel3after five years in employmentmayberemovedfromtheSJIBRegisterofApprenticesandemploymentmaybeterminatedbytheemployergivingtheappropriatenotice(seeSectionC;AppendixC2,ExplanatoryNotesoftheSJIBHandbook).Alternatively, theemployermayapplyforanextensiontothefiveyearrulebycompletingaRequestforExtensionform(AppendixD).
23. Stages of Adult Training Scheme (See Appendix B) 23.1 First Stage – Adult Trainees
(a) TheAdultTrainingSchemewillcommenceonthedaytheAdultTraineefirstattendscollege.(b) ThisStageshallincorporatebothon-the-jobpracticaltrainingandcollegetrainingleadingtothe
ScottishVocationalQualification(SVQ)Level3.AttendanceatcollegeduringthisstageshallbeforoneweekatthecommencementofthisStageanddayreleaseonafortnightlybasis.
(c) FirstStageAdultTraineesshallattendblockreleaseforoneweektoattendcollegetostudyforthebasicHealthandSafetyrequirementsoftheSVQ.Theremainingstudywillbeundertakenatcollege,andshallbepaidatshoprate,onafortnightlydayreleasebasisonFridays,throughouttheacademicyear,fortheappropriateFirstStageCompetencies.
(d) Adult Trainees must successfully complete the appropriate First Stage Competencies andsatisfactorilycompletetheSiteActivityPortfoliowithin 18 months of the commencement of the Adult Training Scheme. If this isnotachieved theAdultTraineemayberemoved fromtheSJIBRegisterofAdultTraineesand returned to theirpreviousgradedstatus, i.e.Labourer.Alternatively,theemployercanapplyforanextensiontothe18monthrulebycompletingaRequestforExtensionform(AppendixD).
(e) AdultTraineeswhosuccessfullycompletetheappropriateFirstStageCompetenciesandalsosatisfactorilycomplete theSiteActivityPortfoliobasedon the requiredsiteexperienceshallprogresstotheSecondStageoftheAdultTrainingScheme.
(f) TheeffectivedateofchangeofstatusfromoneStagetoanotherthroughouttheAdultTrainingSchemeshallbedeterminedbytheSJIB.Theemployerwillbenotifiedofallchangesofstatus.
(g) AdultTraineesshallhavetheopportunitytore-sitanycollegeorassessedworknotachieved,attheirownexpenseandintheirowntime.

23.2 Second Stage – Adult Trainees(a) ThisStageshallincorporatebothon-the-jobpracticaltrainingandcollegetrainingleadingto
SVQLevel3.AttendanceatcollegeduringthisStageshallbeforoneweekanddayreleaseonafortnightlybasis.
(b) SecondStageAdultTraineesshallbeallowedpaidtimeofftocontinuetostudyatcollegeonafortnightlydayreleasebasisonFridays,throughouttheacademicyear,whichwillincludeoneweekblockrelease,fortheappropriateSecondStageCompetencies.
(c) AdultTraineesmustsuccessfullycompletetheappropriateSecondStageCompetenciesandsatisfactorilycompletetheSiteActivityPortfoliowithin three years of the commencement of the Adult Training Scheme. If this isnotachieved theAdultTraineemayberemoved fromtheSJIBRegister ofAdult Trainees and returned to their previous graded status, i.e. LabourerAlternatively,theemployercanapplyforanextensiontothethreeyearrulebycompletingaRequestforExtensionform(AppendixD).
(d) AdultTraineeswhosuccessfullycompletetheappropriateSecondStageCompetenciesandalsosatisfactorilycompletetheSiteActivityPortfoliobasedontherequiredsiteexperienceshallprogresstotheThirdStageoftheAdultTrainingScheme.
(e) TheeffectivedateofchangeofstatusfromoneStagetoanotherthroughouttheAdultTrainingSchemeshallbedeterminedbytheSJIB.Theemployerwillbenotifiedofallchangesofstatus.
(f) AdultTraineesshallhavetheopportunitytore-sitanycollegeassessedworknotachieved,attheirownexpenseandintheirowntime.
23.3 Third Stage – Adult Trainees(a) This Stage shall incorporate both on-the-job practical training and college training leading
toSVQLevel3. AdultTraineeswillattendpaidblockreleaseforoneweektostudyfortheappropriateThirdStageCompetencies.
(b) ThisStagewillconsistofgainingfurthersiterelatedworkexperienceforatleasttwelvemonths.Then, subject to Adult Trainees accurately completing the Site Activity Portfolio based onthe required site experience, they may be submitted for the Final Integrated CompetenceAssessment(FICA).It istheemployerwhodetermineswhenAdultTraineesaresufficientlycompetenttoattempttheFICAandcompletestheEmployerDeclaration.Note: CriticalsafetyareasofelectricalworkareassessedintheFICAandinclude:
• ElectricityatWorkRegulations1989–seeAppendixE.• IsolationProceduresforSafeWorking–seeAppendixF.• AssessmentProceduresforSafeWorkingPractices–seeAppendixG.

24.2 SECTTwillreviewtheStatementofExperienceformandJobRecordSheetsand,ifeverythingissatisfactory,theywillretainacopyfortheirrecords,returntheoriginaltotheElectricianandsendacopytotheemployertogetherwithacopyofanEmployerDeclarationformandtheAdvancedCompetenceAssessment(ACA)Applicationform.
24.3 IftheemployersupportstheapplicationheshouldcompleteandreturntheEmployerDeclarationformandtheACAApplicationformtoSECTTwhowillmakethenecessaryarrangementsfortheElectriciantosittheACA.
