SANITARY LANDFILL

Landfill facility in its pre commissioning phase will focus on providing a Compost Plant of 750 TPD that is capable of treating the waste envisaged to be treated at

the facility. The design of the said facility has been prepared as per norms

specified by Municipal Solid Waste (Management & Handling) Rules 2000 MoEF.

It is our effort to abide by the norms specified by the concerned government

authorities so as to satisfy best development mechanisms. We discuss here our

strategy to execute all the activities related to the design, engineering &

construction of the proposed landfill facility through the following plans:

(a) Landfill Facility

(b) Common Facilities at the plant with details

The area will be mainly allocated for landfill facility, Soil storage facility, Leachate

disposal facilities and Storage respectively.

Landfill facilityThe landfill design at Coimbatore will be as per the Geo Technical investigations

keeping in view all the aspects such as charachteristics of soil, water table, MSW

rules. Landfill facility includes the liner system, drainage, storm water drains, etc.

Landfill Layout

The landfill will be approximately rectangular in shape with an area of approx.

50,000 m2 to accommodate waste upto 2017 for inert from the processing facility

i.e. 25% of the daily incoming waste. Simultaneous closer of the cell getting filled

up shall also be carried out. The subsequent phases would be progressively

extentended of the width to reach the full estimated capacity of the landfill

Volume of the Landfill, Landfill Capacity

The volume available for the phase upto 2017 is estimated at approx 4,35,000

m3. The estimated life of landfill is considered as 3 year.

Liner System

The leachate control in the landfill involves two steps: (a) prevention of migration

of leachate from landfill sides and landfill base to the subsoil by a suitable linear

system: and (b) drainage of leach ate collected at the base of a landfill to the side

of the landfill and removal of the leach ate from within the landfill. The liner

system will be as per DPR.

Before the construction of clay liner following operation will be done. All loose

particles like boulders, lumps, tree roots, rubbish or any organic deleterious

matter shall be removed and base layer shall be compacted by roller / vibratory

roller to achieve maximum dry density. After achieving maximum dry density clay

line shall be constructed.

Leachate Collection Layer

This specification is for constructing the Leachate Collection and Removal

System (LCRS) at the base and at the base of the landfill over the composite

liner (HDPE liner + Compacted Clay Liner). The Leachate Collection and

Removal System shall include the following:

Granular Drainage Layer

Soil Filter

Perforated Pipe network.

Leachate Sump

Specifications

The leachate collection system shall be placed over the landfill liner system. The

bottom liner shall have the necessary slopes. Material for High-Permeability

Drainage Layer shall meet the following specifications.

(1) A leachate drainage layer consisting of 300 mm thick granual aggregate

material of permeable value of 1x 10-2 cm/sec with a slope of 2%.

(2) 110 mm dia HDPE feeder pipes (feeder pipes) with a maximum lateral

spacing of 30 m.

(3) 200mm dia HDPE header pipes (header pipes).

(4) A main HDPE header pipe (Main Header Pipe) of size 200 mm dia, which

will collect leachate from the header pipes and discharge in to a leachate

collection sump.

(5) The leachate collection sump will be comprises of a well and two

numbers of 1 HP pumps

(6) Leachate collection tank/s and a leachate collection network.

Laying Of Perforated Leachate Collection Pipes

During the installation of the leachate collection pipe following points will be taken

in to account:

Perforated piping system shall be laid in the drainage layer to rapidly

transmit the leachate to a sump and removal system.

The diameter, thickness and Standard Dimension Ratio (SDR), material of

construction (MOC) and size of perforations of the pipes shall be as per

normal engineering practice. The upper half portion of the pipe above the

spring line shall be perforated, whereas the lower half of the pipe shall

remain imperforated.

We shall provide details of supplier of the HDPE pipes along with the

following three pipe parameters:

1. Compressive yield strength

2. Wall crushing

3. Wall buckling

The perforated pipes shall be laid out in "Y" trenches and the trenches

shall be backfilled with gravel / sandy gravel same used for leachate

collection layer. The trench shall be cut true to the line and level as par the

drawings.

All the perforated pipes shall be connected to a solid HDPE header pipe,

through a Standard UT-joint.

We shall follow all required procedure for transporting, storing, laying and joining

of HDPE pipelines from the manufacturer.

Method of filling of waste

(a) The waste from the Waste Receiving Platform will be transported to the

landfill area and tipped. The tipped wastes will be spread in to 6 m strips. The

strip will be of 2 m height. In the initial strip a ramp to reach the height will be

made using the waste. The side of the strip will be maintained at a slope of 1 in

1. These strips are built up along the length.

(b) At the end of the day the strips will be covered with soil/construction debris of

100 mm depth on all exposed sides.

(c) The waste will be filled along the strip till the entire length will be covered.

Once the entire length will be covered the next strip will be initiated. Once 3 strips

will be completed the waste height is raised in the first strip by another 2 m. This

process of moving laterally and vertically will be continued till the design height is

reached.

(d) Once the design height will be reached, the waste will be closed on the top

with a top liner and gas vents.

Above process will be continued till the landfill operations will be completed.

Surface water DrainageTo minimize the generation of leachate and the prevent pollution of surface water

sources at the site, each phase of the landfill shall be provided with adequate

drainage system and storm water retention to control quality of water discharged

from site. Leachate and storm water that has contacted garbage shall be strictly

segregated from storm water, which has not contacted garbage.

Gas Venting System

After processing the inert that is left out will go into the landfill which means that

there will be no bio-degradable matter into the waste landfill. For this reason,

there is no need for an exhaustive gas collection mechanism to be provided after

closure of the landfill. For this a Gas Venting system comprising of a vertical pipe

through the liner system and approx. 2m above the liner system shall be

provided to escape the gas produced.

Operation & Maintenance Scheme

It will be our endeavor as operators of the facility to be committed to continuous

improvement and shall implement systems for which the guidelines shall be

those prescribed by MoEF/CPCB. It is further suggested to form a Special

Purpose Vehicle for the effective O&M of the proposed composting and landfill

facility. The operation & maintenance scheme has been prepared by considering

the guidelines provided in the

Landfill FacilityIn the design, planning and implementation of all works and functions associated

with the operation and maintenance of the Landfill Facility, the Operator shall

take all such actions and do all such things (including without limitation,

organizing itself, adopting measures and standards, executing procedures

including inspection procedures and engaging contractors, if any, agents and

employees) in such manner, as it will:

(i) ensure the safety of personnel deployed on and users of the Landfill

Facility or part thereof;

(ii) Keep the equipment and machinery employed at the Landfill Facility from

undue deterioration and wear;

(iii) Permit unimpaired performance of statutory duties and functions of any

part in relation to the Project;

Operations and Maintenance Manual and O&M Plans(a) Prior to making for the Readiness Certificate for the project we shall

finalize in consultation with the NMMC:

(i) The O&M Manual (including the formats for the reports to be submitted

during the Active Operations Period and the Post Closure Period).

(ii) The O&M Plan for the first year of Operations.

WeighingWe will use a weighbridge installed to weigh the waste to be landfilled.

We shall plan his operation in a manner such that the Municipal Solid Waste is

taken into the Landfill Facility only between 9:00 AM and 5:00 PM or as mutually

agreed upon between NMMC and us.

We shall record the following minimum data with regard to the Municipal Solid

Waste:

(i) Date of Operation

(ii) Total laden weight of the truck.

(iii) Time

(iv) Total unladen weight of the truck.

(v) Time of exit of the truck

The procedure for weighment of the Municipal Solid Waste and certification by

the NMMC shall as set out in the O&M Plan and O&M Manual.

Landfill Operation

Intermediate linear system(a) We shall provide a linear layer (Intermediate Liner) before the onset of

monsoon leaving only a temporary unrestored sloping face.

(b) The intermediate liner shall be as per the Construction Requirements.

Daily Cell CoverOn each day during the Active Operations Period, we shall compact the Landfill

Waste and cover the same (Daily Cell Cover) in the manner as specified in the

Construction Requirements.

Special Operational ConditionsExcept with specific approval from the NMMC, we shall ensure the following:

(i) Provide a benching (terrace) of 10m width for every 5 m height of filling

within the Engineered Sanitary Landfill.

(ii) The slope of the Engineered Sanitary Landfill face shall not exceed 1:3.

Vegetation cover(a) We shall in accordance with MSW Rule, 2000 ensure the provision of a

vegetative cover after laying of the Final Cover.

(b) The selection of the varieties of plants and trees to be planted shall be

decided in consultation with the NMMC and shall form part of the Post

Closure Maintenance Plan.

Environment Monitoring PlanIn order to ensure the optimal performance of the landfill site, check the

environmental pollution and comply with the regulatory requirements, the

following environmental pollution and comply with the regulatory requirements,

the following environmental parameters shall be monitored on a regular basis:

(1) Surface Water Quality

(2) Ground waste Quality

(3) Quantity and Quality of Gas Generated

(4) Ambient Air Quality

The groundwater quality within 50 m of the periphery of Landfill site shall be

periodically monitored to ensure that the ground water is not contaminated

beyond acceptable limits as decided by the Ground water Board or the State

Board or the committee. Usage of Ground Water in and around the landfill site for

any purpose (including drinking and irrigation) is to be considered after ensuring

its quality. The monitoring results of surface and ground water quality shall meet

the drinking water quality standards as presented in the Tender document

Section 3.0 Project Information Clause 3.5 Environment Monitoring Plan Page 26

Plan for the Monsoon Operation:We have envisaged following special measures to be taken to continue to

receive MSW during the monsoon period.

The solid waste shall be covered with thin LDPE film as shown in the following

photograph.

A temporary shed will be erected to receive the MSW during monsoon season.

REMEDIATION & CLOSURE PLAN

The broad outline of the landfill closure plan, procedure to be adopted, and

methodologies for various tasks have been described in this Closure Plan.

1. To begin with we propose to take up contour survey of the Dump-site and

surrounding area located in the dump site in order to have realistic

assessment of the quantum of MSW at the dump site.

2. Geotechnical Investigations of the site will be carried out which will provide

sufficient data about the underground soil structure. The Geotechnical

Investigation will also help to estimate the quantity of the waste deposited on

the site and also to determine the organic content of the MSW.

3. Based on the data compiled from above investigations, a final plan of the

dump site shall be prepared and the Consultant and thereafter the activities

for leveling, shaping of side slopes, construction of surface drains along the

periphery of the site, etc. will commence broadly as per the time schedule.

WORKING PROCEDURE:

Levelling of top surface of dump, reformation of side slopes and relocation of waste from area to cleared of wasteInitially the footprint area shall be demarcated in consultation with NMMC The

closure work shall begin with the leveling of the dump site.

After demarcating footprint area, the quantity of MSW spilling over shall be

ascertained. The same will be excavated, transported and dumped within the

footprint area to suitable places so as to achieve final required shape & contour

of the dump site and the area shall be compacted with the spiked wheeled roller

of 8 to10 tons capacity. The area falling outside the footprint area and from

where the MSW is shifted shall be leveled to average ground level of the dump

site.

The side slopes shall be reshaped with slope of 1:4 i.e. for every 1m height 4m

Horizontal spread of the slope shall be provided. For this purpose gauges with

either wooden pegs or brick pillars shall be provided at the top and bottom edges

and at 30m distance all along footprint area. With the help of these gauges the

reshaping work from one end shall commence which shall include cutting of

excess material, shifting the same to required place and leveling in desired

formation with the help of grader or manually whatever is suitable. Once the

desired shape is achieved, the surface shall be compacted with hand operated

power rammer to the extent possible.

Relocation of the waste from other sitesAs a step to remediation of the dump sites at Ondipudur and Kadawalpalayam,

the waste from these sites shall be transported to the proposed landfill closure at

Vellalore. The waste shall be transported from these sites to the designated site,

compacted, leveled and then closed with the liner system at top.

LandscapingUpon finalizing foot-print area the landscape design from the landscape architect

will be submitted for the approval of NMMC.

On completion of the cover layer landscape would be developed over the closed

landfill which will include green cover.

MaintenanceWe shall comply with the O&M Requirements set out.. In doing so, we shall

ensure that the closure is maintained to the standards and specifications as set

out in the Construction Requirements and also meet the other requirements, if

any, set out in the Agreement.

In the design, planning and implementation of all works and functions associated

with the operation and maintenance of the Facility, we shall take all such actions

and do all such things (including without limitation, organizing itself, adopting

measures and standards, executing procedures including inspection procedures

and engaging contractors, if any, agents and employees) in such manner, as it

will:

(i) ensure the safety of personnel deployed on and users of the Landfill Facility

or part thereof;

(ii) Keep the equipment and machinery employed at the Landfill Facility from

undue deterioration and wear;

(iii) Permit unimpaired performance of statutory duties and functions of any part in

relation to the Project;

Periodic Inspection and MaintenancePeriodic inspection and routine maintenance at a closed landfill site will be

carried out for a period of 15 years after closure. The following components of a

closed landfill are inspected visually after landfill closure to confirm that all

functional elements are working satisfactorily. A maintenance schedule with

specified reporting formats will be drawn up after each inspection.

Cover systemThe final cover will be inspected

to check that vegetation growth is occurring satisfactorily and that plants are

not showing stunted growth,

to detect if any erosion gullies have been formed thereby exposing the barrier

layers,

to earmark depressions that may have developed with time and

to identify ponding of water on the landfill cover.

Environmental Monitoring SystemsGround water monitoring wells and air quality monitoring systems shall be

periodically inspected to check that all systems are functioning satisfactorily and

that sampling ports are not subjected to damage due to excessive settlement.

In order to ensure the optimal performance of the landfill site, we will check the

environmental pollution and comply with the regulatory requirements; the

following environmental parameters shall be monitored on a regular basis:
