After the approvals which used to berequired in some European countriesfor industrial switchgear had beenremoved as a result of harmonisation of the standards, other countries discovered the economic opportunitiespresented by “Approvals and Certification” particularly with regardto protection of the markets for theirlocal manufacturers, as well as for earning foreign currency. Productsdeveloped, manufactured and tested inaccordance with the strict IEC guidelineswill not be improved by any meansthrough approvals. All countries withlarge export shares are forced to submitto these constraints in order to guarantee uncomplicated export oftheir products. The same applies for theapprovals with the shipping classificationsocieties. However, a few tests relevantto shipping are applied here.

In the last few years, Moeller has successfully tackled the comprehensiveapprovals process, e.g. for China,Eastern European markets and SouthAfrica. The approvals for the Americanmarket always played a significant rolefor Moeller as this market segment hasalways been successfully served in thepast. It must be taken into considerationthat the North American guidelines varysignificantly from the IEC guidelineswhich apply in most other parts of theworld.

Approval requirement in North America

In the USA, the OSHA and the NECdemand approvals of devices andsystems to the standards which applylocally, such as the UL. In Canada allelectrical equipment must adhere to thedemands of the CEC which demandsthat all devices and systems are CSAapproved.

The mandatory approval in North America is connected with a mandatorymarking with the approval mark (Table1). In the USA, a binding registration ofthe approved product in the “ElectricalConstructions Materials Directory” or inthe “Recognized Component Directory”is mandatory; in Canada the registrationis performed in the “List of certifiedElectrical Equipment”.

Almost all industrial switchgear from Moeller feature all the most important approvals. These includeNorth America, China and the approvals for the classification societies.

Two different product-dependent solutions have resulted for Moeller fromthis mandatory approval requirement: • If the North American demands

comply with the demands made byother countries and can be combinedto a single product version, Moelleroffers “devices for world markets”which incorporate all the necessaryapprovals in a single device and canthus be used around the world. Examples include contactors, overloadrelays or control circuit devices,

• If the North American demands donot comply with the demands madeby other countries and cannot becombined to a single product, or ifcharges dependent on the quantity of devices manufactured are levied for monitoring ongoing production,Moeller introduces two or more separate product versions (examplesinclude circuit-breakers). Special typesare modified here to correspond withthe North American standards. Theseproducts are marked with the “-NA”or “-CNA” type suffix. These devicesusually do not vary or only vary slightlyfrom the devices in the IEC versions.

In the USA a differentiation is madeaccording to usage – as shown in Table2 – into “Listed Industrial ControlEquipment” and “Recognized Component Industrial Control Equipment” and the devices are markedaccordingly.

Participation of the processor andoperator of approved components

In Europe there is a general awarenessof the use of so-called installation standards – for example such as theIEC/EN 60 204-1 (electrical equipmentof machines) – which contain applicationdependent obligations which the component manufacturer (alone) cannot guarantee. Design engineers,panel builders, electricians or systemoperators all act in fulfilling the demands.An assignment of responsibility of thisnature is also to be observed with theNorth American approvals. A motor-protective circuit-breaker PKZM 0 is UL and CSA approved as a component.This is important, but it is not the onlyprerequisite for successful use in NorthAmerica. Motor-protective circuit-breakers may not be used for all

applications in North America, eventhough they have been proven millionsof times in the IEC world.

• Export from IEC countries to NorthAmericaThe export of many Moeller components occurs indirectly in conjunction with machines andsystems, which are build for example,in Germany and Europe. Usually, theexporting machine manufacturers are only interested in manufacturing

standard machines with identical electrical equipment, which can beused around the whole world or whichonly require very minor modificationsin a few minor details before beingexported to the USA. Americanmachine purchasers do not just prizeEuropean mechanical engineeringknow-how, but also the benefits of European electrical equipment. A particularly important feature hereis the fuseless solutions. Switchgear is recommended for export when it is

available in a version which can beoperated on 50 Hz and 60 Hz powernetworks. Differences in voltage canbe overcome using a matching transformer. The comprehensive andtraditional Moeller know-how in theapprovals field is highly prized forexports. The expertise involved ensures that the electrotechnicalequipment built with European know-how is commissioned in NorthAmerica without reasons for complaintfrom the inspectors. Moeller can perform service in NorthAmerica and can also supply spareparts if required.

• The simple motor starter solutionsfor Export to North AmericaThe main cause for many misunderstandings is the Americandemand as well as the habit of placinga separate upstream protective deviceconform to the stringent UL 489 orCSA-C22.2 No. 5-02 before industrialswitchgear to UL 508 or CSA-C22.2No.14. The UL 489 and the CSAC22.2

No. 5-02 demand much larger airgaps and creepage distances than the IEC / EN guidelines. For exporting machine and systembuilders, the following fuseless solution variants are available for“Combination Motor Starters”:

solutions which can also be used in theIEC world if the exporters only desire asingle version of the electrical equipmentof their machines or systems. In this casecompliance with all North Americandemands placed on the switchgearsystems, such as the use of approvedwiring materials must be assured.

The presented solutions significantlysimplify the use of two separate

variants of electrical equipment forNorth America and the IEC world, asthe geometric design of the switchgearsystems is almost identical.
