Agenda items were taken out of order. 1. DEPARTMENT BUSINESS A. Forestry Dave Streeter, Forestry Director, explained the results of the sealed bid auction held on April 4, 2018 and their expected harvest. 1) Timber Sale Contracts with Murphy Company: Hole in the Ground 2018T- 1 Expected harvest for 2018T- 1 is 2, 670 MBF of timber from County forestlands. Staff was directed to place the item under Administrative Actions on next week' s Weekly Business Session agenda. 2) Timber Sale Contracts with Swanson Group MFG LLC: Lookout Summit 2018T- 2 Expected harvest for 2018T- 2 is 674 MBF of timber from County forestlands. Staff was directed to place the item under Administrative Actions on next week' s Weekly Business Session agenda. 3) Timber Sale Contracts with Murphy Company: Main Reeves 2018T- 3 Expected harvest for 2018T- 3 is 862 MBF of timber from County forestlands. Staff was directed to place the item under Administrative Actions on next week' s Weekly Business Session agenda. 4) Timber Sale Contracts with Rigel LLC: Lucy Gulch 2018T- 4 Expected harvest for 2018T- 4 is 189 MBF of timber from County forestlands. Community Development 1) Transient Housing, Campgrounds, Land Division and Miscellaneous Housing Related Text Amendments Julie Schmelzer, Community Development Director, brought forth text amendments to help address the housing crisis in Josephine County, which refer to the transient housing, campgrounds, land division and miscellaneous housing. 2. QUARTERLY DEPARTMENT UPDATES A. Airports Larry Graves, Airport Director, presented the Josephine County Airports Department Director' s Quarterly Report May 10th, 2018 ( Exhibit 2). Commissioner Hare suggested a ribbon cutting ceremony for large scale projects such as the runway extension. B. Veteran Services Lisa Pickart, Veteran Services, reviewed BCC Update— Josephine County VSO Workload 3rd Quarter Jan- Mar) (Exhibit 1). 3. FINANCE REPORT and BUSINESS UPDATE Arthur O' Hare, Finance Director, updated the Board on the Budget Committee. The next scheduled meeting is May 17, 2018. He also addressed the Parks' reservation system coming in- house, fee changes, Hugo Hills, Fleet Committee meeting on June 11, 2018, and SRS Funds.

Julie Schmelzer, Community Development Director, brought forth text amendments to help address thehousing crisis in Josephine County, which refer to the transient housing, campgrounds, land division andmiscellaneous housing.

2. QUARTERLY DEPARTMENT UPDATES

A. Airports

Leah Harper, Assistant County Legal Counsel, shared that there is a temporary restraining order in place forApple Jam Productions until the preliminary injunction hearing next Wednesday, May 16, 2018 at 10: 30a.m. The Board agreed to send the Press Release out today.

5. BOARD BUSINESS

A. Resolution No. 2018- 027; In the Matter of an Appointment to the Local Alcohol and DrugPlanning Committee

Staffwas directed toplace the item on the Consent Calendar on next week' s Weekly Business Session Agenda.

B. Matters from Commissioners

Commissioner Hare would like to add Public Works' Merlin Sidewalks Project to the Administration

Workshop on a weekly basis for updates. He also addressed having a policy in place to address staff thatmay be involved in marijuana growth.

Veteran Service' s is in good shape. Our walk-in clients are increasing. Applegate outreach is producingnumbers and we continue to send Murphy and Williams' s area veterans to the library. We work with ourregions community partners to assure wrap around services creating seamless transitions for Veterans.

StaffingOur new CVSO is in training. . We have a temp covering the front office.

Work Study Allowance Program:We currently do not have a work-study but have been working with the college and expect to hire on a fewfall term.

Dear Commissioners and Judges,

As we notified you in March, ODVA is making funding available to all Oregon Counties for VeteranSuicide Awareness and Prevention efforts. The rate of 22 veteran suicides per day is alarming, and herein Oregon one in five victims of suicide is a veteran. Reaching out to those in crisis, veteran or not, canonly benefit us all.

Veterans are at risk for suicide for all the reasons a non-veteran might be, such as coping with effects ofaging or financial stress. Additionally, veterans may be dealing with lingering effects from their militaryservice, difficulties with readjusting to family roles and civilian life after discharge, and underlyingmental health and/ or substance abuse issues aggravated by their military service.

September is National Suicide Prevention Month, and ODVA is asking that interested counties develop aplan to raise awareness and publicize available options for mental health assistance and wellness. You can

consider joining ODVA in highlighting September 22' d in recognition of the 22 veteran suicides a day.Currently ODVA is making available an estimated$ 4, 200 to each of the 36 counties, and that amountmay increase if some counties opt not to participate. This is not a grant, and we will not be asking forreporting of the funds or follow-up results.

In order to receive funding, please complete the attached form, including a high- level summary of howyou intend to utilize the funds to best suit the needs of your individual counties. The funding needs to beused by December 31, 2018, and we would encourage you to consult with your County Veteran ServiceOffice to include your local veteran population in your planning.

Please submit the completed request form to Farkas(cu.ODVA.state.or.us by June 15., 2018. We anticipatefunds will be distributed in July 2018.

transportation resources, plus Go Gear, to help get them where they need to go. Available

resources include bus information and passes, service provider map, bike safety information,

Go Vets Travel Training

The Rogue Valley Transportation District( RVTD) Travel Training program was developed by

Veterans For Veterans. The program is open to Veterans who want to learn to travel safely and

independently using public transportation.

What is Travel Training?

Travel training is a FREE self-paced process where a Veteran, regardless of ability or age, can learn

to ride RVTD' s Fixed- route system and learn about transportation options like bicycling, walking,and carpooling.

A 7- MONTH COURSE TO DEVELOP YOUR SEED STEWARDING AND FARMING SKILLS

The Growing Seed Agripreneurs Course trains farmers and gardeners in the artand science of organic seed saving and production. The seven- month courseincludes weekly skill training through hands- on care of the seed productiongarden at the OSU Teaching Farm, monthly workshops and field trips to five localseed farms. Participants will learn and practice how to grow, steward, harvest

and clean seeds from a range of vegetable, flower and herb crops. In addition,

participants will learn how to select, evaluate and improve crop varieties throughvariety trials and traditional plant breeding techniques as well as how to increasescale to sell seed commercially if desired.Course instructor Sebastian Aguilar of Chickadee Q `'

Josephine County Airports DepartmentDirector' s Quarterly Report

Accomplishments:

SOAA Kickoff Event at GP Airport— youth career technical education in aviation

GP Master Plan Update: on track for a June AIP grant offer - likely to be $ 450K

USFS now making monthly lease payments for GP Airport Rappel Base

GP parallel taxiway Bravo complete — AIP and COAR grant closeout underway

GP AIP and COAR Grant 10 closeout complete and ready for new hangar buildings

IV Airport parking ramp construction under way — new electrical/ lighting complete

Backup power generators installed at both airports and fully operational

Regional Solutions Grant Applications for IV Fire Suppression and SOAA Facilities

Significant Issues:

Airports Capital Grant Match regarded by CEDC as top-three priority investment in

infrastructure. Still no formal agreement on full grant match mechanics

Negotiating with ODA to redirect $ 150K COAR Grant intended for Jet- A fuel tank after

engineering study indicates more than $ 300K needed. RS grant program will not cover.

Possibilities include Master Plan AIP grant match; type- I helipads, water system upgrade

Safety upgrade for County hangars under way — new electrical service in 7 buildings

USFS now claiming no money owed to County for IV Airport Helitack Base last year

Need new facilities for both Caretaker and a Maintenance Shop at GP Airport
