When a CUA is mandatory, the following WA Public Authorities MUST buy from contracted CUA suppliers. However, buying rules vary from one CUA to the next, with some being mandatory state-wide while others are only mandatory for purchasing in the Perth region. Regional based offices can apply local purchasing discretion under the Buy Local policy.

Local Government Authorities
The Western Australian Local Government Association (WALGA) and its local government members (local government councils and shires) are able to access CUAs. Regional local governments (as established under section 3.61 of the Local Government Act 1985) can also access CUAs.
Non-WALGA member local governments may also apply to access CUAs.
Public Benevolent Institutions (PBIs)
In addition to being an Australian Taxation Office registered PBI, an organisation must also be registered with Finance to be given access to government rates through State Government common use contracting arrangements (CUAs).
Please note: If an approved PBI does not access a CUA within a 2 year period, the Department of Finance may remove them from the Approved Users list.
