This document provides the summary of the 3GPP2 TSG-S meetings held in Portland, OR during theperiod of 20-23 August 2001.

During the period of 20-23 August 2001, a meeting of 3GPP2 TSG-S was held at the DoubletreeHotel Portland - Columbia River in Portland, OR. This report is intended to summarize thosediscussions.

OPENING PLENARY

1. CALL TO ORDER AND OPENING REMARKS: The meeting was called to order on20 August 2001 at 9:00 AM local time by TSG-S Chair, Rich Robinson (Sprint PCS).

Each attendee then briefly introduced himself to the group.

The Chair introduced the new leadership for the PMT as follows:

• Eileen Hadwen (NEC) PMT Chair

• Dennis Gentzler (Alltel) PMT Vice Chair

The Chair indicated that he was still looking for one (1) additional Vice Chair.

2. ATTENDANCE REGISTRATION AND ROLL CALL: A roll call of TSG-S activecompanies indicated 14 companies in attendance out of 16 active companies (88%participation). Thus, meeting quorum was achieved. Sign-in of individual attendees wasaccomplished via electronic sign-in on a file on the server.

3. DISTRIBUTION AND NUMBERING OF CONTRIBUTIONS: Contributions weredocumented in S00-20010820-000. All contributions were distributed as soft copy only andwere made available from the server.

4. ADOPTION OF AGENDA: The proposed agenda (S00-20010820-001) was reviewed andapproved without objection as modified by the discussion (S00-20010820-001R3).

5. REVIEW AND APPROVAL OF PREVIOUS MEETING SUMMARY: The meetingsummary for July 2001 in Seoul, Korea (S00-20010820-002) was presented and approvedwithout objection as modified by the discussion (S00-20010820-002R1).

6. CORRESPONDENCE AND LIAISON REPORTS

• 3GPP2 SC: The unofficial summary of the 3GPP2 SC meeting that was held in Seoulon 26 July 2001 (S00-20010820-003) was presented by the Secretary as FYI. Thefollowing actions on the attachments were noted:

• The correspondence from the CDG Executive Board regarding 1xEV-DV(S00-20010820-003A) was remanded to the PMT as FYI.

• The OHG Vision document (S00-20010820-003B) was remanded to theVision AdHoc as FYI.

• The OHG open letter to 3GPP2 regarding a common core IP network between3GPP and 3GPP2 (S00-20010820-003C) was noted as FYI since the All IPAdHoc had already seen this correspondence and had a response prepared forreview at this meeting.

• The list of approved 3GPP2 specifications (S00-20010820-003D) was notedas FYI.

• The official SC meeting summary (S00-20010820-003E) was noted as FYI.

• 3GPP2 OP: The unofficial summary of the 3GPP2 op meeting that was held in Seoulon 26 July 2001 (S00-20010820-004) was presented by the Secretary as FYI.

• ITU: Several correspondences related to ITU discussions regarding a global equipmentidentifier were presented. The resulting actions were summarized as follows:

• E-mail correspondence dated 10 July 2001 from the ITU IMT-2000 ProgramManager regarding IMT-2000 global circulation arrangements (S00-20010820-011) was remanded to WG1 for review and action as appropriate.

• Correspondence from the Global IMEI Strategy Forum (S00-20010820-013)was remanded to WG1 as FYI.

• 3GPP2 SECRETARIAT:

• E-mail correspondence from the 3GPP2 Secretariat regarding the approval ofrecently published TSG-S documents (S00-20010820-009) was noted as FYI.

• Correspondence describing problems associated with the use of embeddeddocuments in Word files (S00-20010820-010) was noted as FYI. The TSGChair stressed that embedded documents should not be used by TSG-S.

• Correspondences regarding TTY documents (S00-20010820-028) werenoted. These contributions were remanded to the PMT for review andresponse.

• TSG-S ALL IP ADHOC:

• E-mail correspondence from the TSG-S All IP AdHoc Vice Chair regardingthe updated version of the All IP NAM (S00-20010820-016) was presentedas FYI.

• Correspondence to all TSGs from the TSG-S All IP AdHoc regarding the firstAll IP Release (S00-20010820-020) was presented. This contribution wasremanded to the PMT for review and action as appropriate.

• Correspondence dated 16 August 2001 from the TSG-S All IP AdHocregarding the response of the TSG-S All IP AdHoc to the OHG initiative for3GPP/3GPP2 IP Core Network Convergence (S00-20010820-021) waspresented. The TSG-S All IP AdHoc Chair was directed to draft responsecorrespondence to the OHG over the signature of the 3GPP2 SC Chair forreview by the closing Plenary.

• Correspondence dated 16 August 2001 from the TSG-S All IP AdHocregarding the All IP Message Flow Technical Report (S00-20010820-029)was presented. This contribution requested assignment of a TSG-S documentnumber for the report and the distribution of the report for review by all TSGs.The Secretary noted that S.P0039 had previously been assigned for thispurpose. The TSG-S All IP AdHoc Chair was directed to draft covercorrespondence to distribute this document.

• Correspondence dated 16 August 2001 from the TSG-S All IP AdHocregarding the future of the TSG-S All IP AdHoc (S00-20010820-022) waspresented. The contribution recommended that the work of the AdHoc befolded back into TSG-S based on the formation of a new WG and otherrevisions in WG terms of reference. This contribution was left open at thePlenary level for additional consideration at the closing Plenary.

• TSG-C: No report.

• TSG-A: Correspondence dated 12 July 2001 from TSG-A requesting clarification onboth the S.P0030 Broadcast/Multicast Stage 1 and the S.P0035 QoS Stage 1documents (S00-20010820-012) was presented. This contribution was remanded toWG1 for review and response by the closing Plenary. The contribution was alsoremanded to the PMT for inclusion in the joint meeting discussions of Stage 1 issues atthe Kyoto meeting.

• TSG-N: The TSG-N Liaison, Cathy Fitzpatrick (Lucent), gave a brief verbal summaryof the TSG-N meeting that was held in Calgary the week previous.

• Correspondence dated 17 August 2001 from TSG-N regarding TSG-N WorkItem Worksheets (S00-20010820-019) was presented. This contributioninclude a list of 20 work item worksheets for submission. This contribution wasremanded to the PMT for review and action as appropriate. Since the attachedworksheets were in pdf format, the TSG-N Liaison was requested to secure theMicrosoft Word source files.

• Correspondence dated 17 August 2001 from TSG-N regarding a new workitem for Enhancements to Secure Mode OTASP (S00-20010820-019A) waspresented. This contribution was remanded to the PMT for review and actionas appropriate.

• Correspondence dated 13 August 2001 from TSG-N regarding theBroadcast/Multicast Stage 1 (S00-20010820-023) was presented. Thiscontribution was remanded to WG1 for review and action as appropriate.

• Correspondence dated 17 August 2001 from TSG-N regarding billing andcharging based on the liaisons from 3GPP SA5 and ITU-T SG4(S00-20010820-024) was presented. This contribution was remanded toWG2 for review and action as appropriate.

• Correspondence dated 13 August 2001 from TSG-N regarding the All IPArchitecture Handoff Requirements Stage 1 (S00-20010820-025) waspresented. This contribution was noted as FYI since it was already addressedto the TSG-S All IP AdHoc.

• Correspondence dated 17 August 2001 from TSG-N regarding modificationsto the All IP NAM 1.1.1 (S00-20010820-026) was presented. Thiscontribution was noted as FYI since it was already addressed to the TSG-S AllIP AdHoc.

• Correspondence dated 13 August 2001 from TSG-N regarding the NetworkSecurity from External Impacts Stage 1 (S00-20010820-027) was presented.This contribution was remanded to the Security AdHoc for review and action asappropriate..

• TSG-P: No report.

• TR45: No report.

• TR45 AHAG: No report.

• 3GPP-SA5: No report.

• T1M1: No report.

• CDG: No report.

• MWIF: No report.

• GGRF: No report.

• WAP FORUM: A brief verbal summary of the WAP Forum activities was presentedby Mark Lipford (Sprint PCS):

• WAP v2.0 was published at the end of July 2001.

• Formal working agreement signed with 3GPP.

7. NEW BUSINESS

• The Chair formally disbanded the Security AdHoc and thanked the members for theirefforts. The Chair then formally established a new Security WG as WG4. NickMazzerella (Lucent) agreed to serve as convener for the WG to get it up and running.In addition:

• A contribution on TSG-S WG4 security documents (S00-20010820-005) waspresented by QUALCOMM. This contribution included a suggested list ofdocuments to be produced by WG4. The discussion noted that considerationof the document on Lawful Interception Requirements and Architecture thatwas included in the list would need to be reviewed based on recent SC actionsregarding the removal of the work item on Packet Data Call Intercept. Thiscontribution was remanded to WG4 for review and action as appropriate.

• A proposed set of terms of reference for TSG-S WG4 (S00-20010820-006)was presented by QUALCOMM. This contribution was remanded to WG4for review and action as appropriate.

• The draft master calendar for year 2002 (S00-20010820-015) was reviewed by theChair. After some discussion, the TSG agreed to support the TSG-S schedule asproposed.

• E-mail correspondence from the Secretary to the WG1 Chair regarding documentterminology definitions (S00-20010820-018) was presented. This contribution wasremanded to WG1 and the PMT for review and action as appropriate.

8. OLD BUSINESS:

• WG1 ISSUES:

• Stage 1 requirements on IP-based Service Architecture (S00-20010820-017)was presented. This contribution was remanded to WG1 for review and actionas appropriate. The work item worksheet for this item (S00-20010820-017A)was remanded to the PMT for review and action as appropriate

• A contribution entitled Proposed 1xEV-DV Requirements Ranking andProposal Scoring Methodology (S00-20010820-014) was presented from theCDG Evolution Team Operators. This contribution defined a ranking system tobe used as a tool by TSG-C WG5 to develop a consensus in their 1xEV-DVframework selection process. There was substantial discussion regardingwhether this ranking system was a fundamental change to the TSG-S Stage 1requirements.

• Another contribution related to 1xEV-DV requirements entitled “Comments onthe 1xEV-DV Process” (S00-20010820-030) was presented from CWTS andLinkAir. This contribution stressed was originally submitted to TSG-C to stresscompliance with TSG-S requirements specifically including the spectralefficiency requirements.

• The TSG decided that the TSG-S requirements for 1xEV-DV would remainunchanged and the TSG-C should use whatever processes and tools they see fitto make the technology decisions they need to make. The group laboredintensively to produce response text to TSG-C and finally agreed on text(S00-20010820-031R5). The Secretary was directed to format this text as aTSG-S correspondence and distribute as required.

• W2 ISSUES: No additional issues were noted.

• PMT ISSUES: No additional issues were noted.

• ALL IP ADHOC: No report.

• V&V REPORT: No report.

• UIM ISSUES:

• A work item worksheet for R-UIM/ME Testing (S00-20010820-007) waspresented by Motorola. This contribution was remanded to the PMT forreview and action as appropriate.

• A proposed Stage 1 description for R-UIM/ME Testing (S00-20010820-008)was presented by Motorola. This contribution was remanded to WG1 forreview and action as appropriate.

The Plenary was recessed at on 20 August 2001 at 6:55 PM local time.

CLOSING PLENARY

The Plenary was reconvened at 1:10 PM local time on 23 August 2001 by TSG-S Chair, RichRobinson (Sprint PCS). Quorum had been established at the opening Plenary and was not challengedat this session.

9. WORKING GROUP REPORTS

• TSG-C: A verbal report as indicated below was presented by the TSG-C Liaison asFYI:

• CDMA2000 Release A status - TIA ballot resolution

• C.S0002-A Physical Layer: Also attempting to incorporate commentsfrom ARIB.

• C.S0003-A MAC: Considering one (1) request for technical changethat may mandate TIA re-ballot.

• C.S0005-A Layer 3 Signaling: Reviewing issues related to SYNCChannel that may mandate TIA default ballot.

Estimate TIA ballot resolution will be complete in September 2001 in Kyoto.

• 1xEV-DV technology assessment still in process as indicated below:• LAS-CDMA has been withdrawn as a framework proposal and will

now be considered as a component technology only. Therefore, theremaining framework proposals being considered include only thefollowing:

• 1XTREME

• L3NQS

• A substantial amount of Phase I simulations were presented anddiscussed this week. Inconsistencies in the Phase I methodology havebeen identified and are being addressed.

• Work on the reverse link and voice simulations continues.• Framework selection is scheduled for 20 September 2001 in Kyoto. A

Plenary session has been scheduled for every evening for use ifnecessary in facilitating the WG5 framework selection process.

• The requirements report to TSG-S is scheduled for release on19 October 2001 but will not be accessible to the Plenary until theShenzhen meeting on 29 October 2001. TSG-S must be prepared todeal with the possibility that the selected technologies will not meet allStage 1 requirements.

• Although no TSG-C meeting is officially scheduled for November,WG2 and WG3 will meeting in Kauai during the period 6-8 November2001. The 3GPP2 Meeting Planner has been so notified.

• Projecting baseline text for C.S0024 1xEV-DO v2.0 for this week.

• Data group is reviewing VoIP and header compression issues from TSG-P.

• OTASP ballot resolution is still in process. TIA re-ballot will probably berequired.

• SMS updated is targeted for baseline text next month.

• Conference call with 3GPP TSG-RAN to discuss schedule for harmonizationmeeting is scheduled for Friday.

• WG1 Report (S00-20010820-041) was presented by WG1 Chair, Nick Mazzarella(Lucent), as FYI.

• Correspondence from TSG-A regarding comments on both theBroadcast/Multicast and QoS Stage 1 descriptions was reviewed. These issueswere liaised to the PMT for consideration in their review of PMT processes.

• Reviewed issues related to terminology for the Stage 1 process. The WG1Chair will prepare a process chart for the PMT to facilitate this discussion.

• Approved the Broadcast/Multicast Stage 1 for publication after review of issuesfrom TSG-N.

• Reviewed TSG-N comments on the RC-PDSIT Stage 1.

• TSG-S Vice Chair, Yuichi Kanamura (Motorola), has officially resigned fromthis position. Volunteers were requested to fill that position.

Correspondence to TSG-N in response to their inputs on Broadcast/Multicast Stage 1(S00-20010820-046) was presented. This contribution was approved for transmissionas modified by the discussion (S00-20010820-046R1).

S.P0030 Broadcast/Multicast Stage 1 (S00-20010820-047) was presented. Thiscontribution was approved for publication as S.R0030 v1.0 as modified by thediscussion (S0020010820-047R1).

Correspondence to TSG-N in response to their inputs on RC-PDSIT Stage (S00-20010820-048) was presented. This contribution was approved for transmission assubmitted with a detailed list of issues (S00-20010820-049) attached.

• WG2 Report (S00-20010820-042) was presented by the WG2 Chair, Jörg Schmidt(Motorola) as FYI.

• Reviewed correspondence from TSG-N on billing and charging as FYI.

• Reviewed correspondence regarding the overview of 3GPP SA5

• Reviewing comments on the OAM&P document.

No actions required from the Plenary.

• PMT Report (S00-20010820-043) was presented by PMT Chair, Eileen Hadwen(NEC), as FYI.

• Held discussions on Program Management process issues. Agreed to hold aworkshop of Stage 1 documentation and processes in Kyoto.

• Reviewed contributions related to 3GPP2 work items and generatedcorrespondence as necessary to document status on those items and respond toconcerns.

• Also reviewed contributions related to 3GPP2 release scheduling.

The Chair named Brian Egbert (Sprint PCS) as the second PMT Vice Chair.

Correspondence to TSG-N and the TSG-S All IP AdHoc regarding integration ofwork items (S00-20010820-051) was presented. This correspondence was approvedfor transmission as modified by the discussion (S00-20010820-051R1) pendingcorrection of the date and the inclusion of the work item worksheet attachments by theSecretary.

Correspondence to all TSGs regarding the review of work items worksheets (S00-20010820-052R1) was presented. This correspondence was approved fortransmission as modified by the discussion (S00-20010820-052R2) pending correctionof the date and the inclusion of the work item worksheet attachments by the Secretary.

Proposed correspondence to TSG-N regarding Worksheets, including TIA/EIA-41Enhancements for Security Mode OTASP & OTAPA and Enhanced Security Services(S00-20010820-053R1) was presented. This correspondence was approved fortransmission as modified by the discussion (S00-20010820-053R3) pending correctionof the date.

Correspondence to all TSGs inviting their participation in a PMT Document andProcess Workshop (S00-20010820-054) was presented. This correspondence wasapproved for transmission as modified by the discussion (S00-20010820-054R1)pending correction of the date.

• WG4 Report (S00-20010820-044) was presented by WG4 Chair, Frank Quick(QUALCOMM), as FYI.

• WG4 was activated by the TSG-S Chair. Frank Quick (QUALCOMM) wasnamed as Chair. Mike Marcovici (Lucent) was named as Vice Chair. Lookingfor an Asian representative to serve as the other Vice Chair.

• Developed WG4 terms of reference as documented in the WG4 Report.

• Now working on a WG4 workplan including the list of work items to betransferred from TR45 AHAG.

The WG4 terms of reference were approved without objection. A separate copy willbe provided by the WG4 Chair to the Secretary for reference.

The proposed meeting schedule of WG4 for the balance of the year was also notedwithout objection.

• Vision AdHoc (verbal) was presented by the Convener of the Vision AdHoc Chair,Nick Mazzarella (Lucent), as FYI.

• Reviewed a presentation on Motorola comments on the workplan of the VisionAdHoc.

• Also reviewed the CDG Technical Vision document.

The TSG-S Chair indicated his intent to announce the leadership team for the VisionAdHoc in Kyoto.

• All IP AdHoc Status Report: No report.

• V&V Report: No report.

• UIM AdHoc Report: No report.

10. OLD BUSINESS (continued):

• Proposed correspondence to the OHG over the signature of the 3GPP2 SC Chair(S00-20010820-050) was presented. This correspondence recommended that theOHG proceed with the facilitation of a joint meeting between 3GPP and 3GPP2 todiscuss harmonization of All IP Networks. This contribution was approved withoutobjection for transmission to the 3GPP2 SC Chair as modified by the discussion (S00-20010820-050R2) pending integration into correspondence format and the addition ofnames and contact info of the cc list by the Secretary.

11. NEW BUSINESS (continued): None additional.

12. ASSIGNMENTS: Although not specifically reviewed at the meeting, the following action itemsare noted:

• TSG-S Chair will find the terms of reference for all WGs and distribute on the TSG-Se-mail exploder for review.

• The Secretary was directed to establish a separate exploder for TSG-S WG4.

• All TSG-S participants were directed to consider the proposed TSG reorganization andaddition of WG5 devoted to OAM&P issues for incorporation of the All IP AdHocresponsibilities as recommended in S00-20010820-022.

• Volunteers are being solicited for the position of WG1 Vice Chair to fill the positionvacated by Yuichi Kanamura (Motorola Japan).

• Volunteers are being solicited, preferably from Asia, to serve as WG4 Vice Chair.

13. ADMINISTRATION AND OTHER BUSINESS:

• The Chair led the discussion to plan the scheduling of activities for the Kyoto meeting inSeptember 2001.

• Clif Barber (Tantivy Communications) volunteered to bring the TSG-S server to Kyotosince there is a possibility
