Plan Vision Statement
The vision of the Seminole County 2040 Transportation Plan is to strategically guide the transition of the urban portion of the County from an emphasis on a single mode of transportation – the personal automobile – to a safe, efficient, and reliable multimodal system that provides residents, workers and visitors accessible, quality travel options in consideration of Complete Streets policies and designated redevelopment areas, while preserving the unique natural features and rural character of the East Rural Area.

Long-rangetransportationplanningwasoncerelativelystraightforward,asitprimarilyfocusedonefficientlymovingvehiclesfrompointAtopointB.WhileroadsremainthebackboneofSeminoleCounty’s2040TransportationPlan(2040Plan),thefocusisonprovidingsafeandreliabletransportationoptionsforourresidents.Theplanprovidesamultimodal,holisticapproachtotransportationplanningbyidentifyingshort-andlong-termimprovementsforroadways,masstransit(busandrail),sidewalks,bikeways,andtrails.The2040PlanprovidesananalysisoftheCounty’sexistingtransportationsystemandservesasaguideforfutureCountytransportationsystemimprovementsandinvestmentdecisionsoverthenext20+years.

Stakeholder Coordination D E V E L O P I N G T H E P L A NThe2040Plandevelopmentprocessbeganearlyin2017byestablishingaplanvisionstatement,aswellasgoalsandobjectives.Projectneedswereestablishedbasedonthesegoalsandobjectives,andbyusingavarietyoftools,including:
•Reviewofexistingplansandongoingprojects,includingthosedefinedintheInfrastructureSalesTaxCapitalPlan(2015-2025),adoptedbyCountyreferendumin2014
•Roadwaylevelofservice(LOS)analysisbasedonanupdatedregionaltransportationdemandmodel
•BicycleandpedestrianQualityLOS(Q/LOS)analysis
•Stakeholderinput
ThisinitiallistofprojectsisgenerallyreferredtoastheNeedsPlan.TheNeedsPlanwasthenprioritizedusingtheestablishedevaluationframework,whichprovidedquantitativemeasuresofprojectabilitytomeetthe2040Plangoalsandobjectives.Next,fundingsourcesandfinancialrevenueprojections,alongwithadditionalstakeholderinput,wasusedtorefinetheCountyprojectsintothreetiersforimplementation:
•Short-term(TierI)2018to2025•Mid-term(TierII)2026to2030•Long-term(TierIII)2031to2040
PriorityprojectsrecommendedtobedevelopedincoordinationwiththeFloridaDepartmentofTransportation(FDOT),MetroPlanOrlando,orcitieswithintheCountyweredocumentedinseparateprojectlists.Stakeholder CoordinationACountyWorkingGroup,madeupofaninterdisciplinarygroupofCountystaff–frompublicworks,engineering,trafficoperations,planning,andcommunitydevelopment–wasestablishedtoleadthe2040Plandevelopment.Togatheradditionalinputatkeyprojectmilestones,supplementarymeetingswereheldwithotherCountystaff,theBoardofCountyCommissioners,andotherprojectpartnersincludingMetroPlanOrlando,thecitiesofAltamonteSprings,Casselberry,LakeMary,Longwood,Oviedo,SanfordandWinterSprings,andLYNX.The2017stakeholdercoordinationtimeline(left)showssignificantdatesofstakeholdercoordination.SummariesofcoordinationareincludedintheTechnicalCompendium(J).

Population, Employment Growth & Growing Travel DemandBasedontheUniversityofFlorida’sBureauofEconomicandBusinessResearch(BEBR),thereweremorethan455,000countyresidentsin2017,whichrepresentsanincreaseofnearly8percentsince2010.Asof2017,SeminoleCountyisthe13thmostpopulatedcountyandoneofthefastestgrowingcountiesinFlorida.Populationincreasesarenotexpectedtosubside,astheCountyisestimatedtogrowto570,000residentsby2040.
ExtendingbeyondSeminoleCounty,thegreaterCentralFloridaareaisexpectedtogrowbymorethan1millionresidentsandthenumberofjobsisexpectedtogrowby60percentby2040.GrowthinadjacentcountiesputsadditionalstrainontheCounty’stransportationsystem,asinter-countycommutingiscommonplace.
IncorporatedareasinSeminoleCountyaregrowingatafasterratethanunincorporated–withLakeMaryandOviedoexperiencingthegreatestpopulationgrowthinrecentyears.Similargrowthtrendsareexpectedtocontinueinthefuture.Currently,areasofconcentratedemploymentwithintheCounty
▪ Projects in the Needs Plan were evaluated and ranked through an iterative process, beginning with an initial project viability screening based on known economic and/or environmental constraints.
▪ Evaluation criteria was applied to rank projects based on their ability to meet plan goals and objectives.
▪ Available funding was allocated to the ranked list of Needs Plan projects to develop the list of cost feasible projects, with consideration of need, modes and locations.
▪ The Final Plan guides future Capital Improvement Program (CIP) development and project implementation.
▪ Long-term system deficiencies & needs were defined into specific transportation improvement projects.
▪ The Transportation Vision, Goals, & Objectives helped define the types of projects identified.

Urban Centers and Corridors OverlayAn overlay located on urban centers and corridors within urban unincorporated Seminole County that have been identified as in need of redevelopment. The redevelopment is needed to encourage future development patterns that can be served by a multi-modal transportation system. See page 7 for a map containing the Urban Centers and Corridors Overlay.
TheCountyComprehensivePlanidentifiestheReaganCenter,SeminoleCountySportsComplex,andInternationalParkwaySouthasUrban Centers.
Reagan Center (proposed) Priortoclosingin2015,FunWorldandFleaMarketwasapopularshoppingcenterandentertainmentvenuefornearly40years.Thesiteisplannedforamixed-usedevelopmentofapartments,townhomes,commercial,retail,andrestaurantusesinconjunctionwiththewideningofUS17-92from4to6lanes.KnownastheReaganCenter,the118acrePlannedDevelopmentislocatedoffofUS17-92andRonaldReaganBoulevardjustoutsidetheSanfordcitylimits.ThepropertyisacrossfromtheSeminoleCountyFivePointsOperationsComplexwhichincludestheCriminalJusticeCourthouse,AnimalServices,PublicSafetybuildings,andothergovernmentfacilities,aswellasSeminoleStateCollege,withapproximately35,000students.Oncefullydeveloped,theReaganCenterwilladd2,500fulltimejobs.
Seminole County Sports Complex OpenedinMay2016,theSeminoleCountySportsComplexhosts15state-of-the-artlightedathleticfields,whichcanbequicklyconfiguredforbaseball,softball,lacrosse,footballorsoccer.Thecomplexalsofeaturesalargepavilion,playground,walkingpathsandpicnicarea,concession/hospitalitybuildingsandanadministrationbuildingwithparkofficesandmeetingspace.
LocatedoffEastLakeMaryBoulevard,justsouthoftheOrlandoSanfordInternationalAirport,thefacilityisintendedtobeanationaldestinationforsports,bringinginvisitors,includingathletes,coaches,andspectators,aswellasprovidingfacilitiesforSeminoleCountyresidents.58eventswereheldduringthefirst10monthsofoperation,bringinginroughly148,000visitors.TheSportsComplexismeanttobeacatalystforcommercialdevelopment,includinghotelsandrestaurants,intheareaneartheairport.
International Parkway - South TheInternationalParkwaySouthareaisanexistingmixed-useemploymentcenterwithinunincorporatedSeminoleCounty,andencompassestheHeathrowInternationalBusinessCenterandthecurrentAAAheadquarters.Thisareahasadditionalinfillopportunity,andisanattractiveareaforlargescaleemployerslookingtorelocateorexpandtheiroffices.

Whilechanginglandusepatternsandexpandingtransportationoptionsmayhavesomeimpactontravelpatternsinthefuture,roadswillremainthebackboneoftheCounty’stransportationsystemformanyyears.RoadwayLevelofService(LOS)isonefactorinassessingtransportationneedsandwasevaluatedduringPlandevelopment.TheLOSiscalculatedbasedonthenumberofcarsusingtheroad(volume)dividedbythecapacityoftheroadwayandhelpsdefineoperatingconditionsofroadwaysandratesthequalityofserviceatraveleronthefacilitytypicallyexperiencesonascaleof“A”(highestquality,freeflowconditions)to“F”(lowestquality,congestedconditions).TheLOSstandardforroadwaysinthisPlanarebasedontheSeminoleCountyComprehensivePlanPoliciesTRA1.1.1(forCountyRoadways),TRA1.1.2(forStateRoadways),TRA2.1.2(forroadwayswithinandoutsideoftheDenseUrbanLandArea/TransportationConcurrencyExceptionArea).TRA2.1.4(forPolicyConstrainedCountyFacilities),andTRA2.1.5(forPolicyConstrainedStateFacilities).Basedontheanalysiscompletedforthe2040Plan,eightroadwaysegmentswerefoundtohavea2016LOSofF,ofwhichfourof
thesesegmentswillbeaddressedthroughpreviouslyplannedcapacityimprovements.
ThePlananalysisconsideredfuturepopulationandemploymentprojections,aswellasthelocationsofrecentlyapprovedmajordevelopmentprojectsthatareexpectedtocontributetoadditionaltrafficgenerationbothinsideandoutsidetheCounty.FutureroadwayLOSwascalculated,onlytakingintoconsiderationroadwayimprovementswithdedicatedfundingforthenext5years.Basedonthisanalysis,6additionalcountyroadsegmentswillreachLOSFbytheyear2025,andatotalof22countyroadsegmentswillreachLOSFbytheyear2040.RoadwayLOSandtheprojectedyearoffailurewasconsideredduringprojectneedsidentificationandprojectprioritization.

Protecting rural areas TheCountycompletedthe2006RuralCharacterPlantopreserveruralareasineasternSeminoleCounty.Landintheruralareaisgenerallycharacterizedbylarge-sizedresidentiallots,naturallandscapesinenvironmentalmanagedlands,agriculturaluses,andscenicviews.TransitionareaswheretheUrbanServiceAreaabutstheRuralAreaarelocatedalongthewesternRuralAreaboundaryandconsistentlycontaindevelopmentpressuresfromhigherintensitylanduses.
TheSeminoleCountyHomeRuleCharterstatestheSeminoleCountyComprehensivePlanshallcontrolthedensityandintensityofRuralLands.TheBoardofCountyCommissionersmustapproveanychangestotheFutureLandUsedesignationsofallRuralLandsregardlessofsaidlandsarelocatedwithinamunicipalityorintheunincorporatedarea.
Multimodal Transportation OptionsTraditionally,atransportationsystem’soverallperformancewasprimarilymeasuredbyroadwayLOS.Inrecentyears,transportationplanninghasmovedawayfromthistraditionalideaofaccommodatingtheefficientmovementofcarsto anunderstandingthattransportationplanningshouldfocusonsafelyandefficientlymovingpeopleandfreight.Whilewideningroadwaystomeetfuturecapacitydemandsisoneapproachtomeetingfuturetransportationneeds,thereisagrowingunderstandingthatwideningroadwaysisnotalwaystherightsolutionorbestsolutiontomeetinglong-termneedsduetohighcostsandenvironmentalimpacts.Withthischangingparadigm,transportationplanningtodayfocusesonprovidingpeoplewithsafeandreliabletransportationoptions,whetherthatiswalking,biking,ortransit.

Dangerous by DesignThe 2016 Dangerous by Designreportranksmorethan100ofthelargestmetroareasinthecountrybythePedestrianDangerIndex(PDI).PDIcalculationconsidersthenumberofpedestrian-commutersinanarearelativetothetotalnumberofpedestrianfatalities.The2016Reportranks8Floridametropolitanareasintheirtop10mostdangerouspedestrianmetropolitanregionsnationwide,rankedthird-mostdangerousistheOrlando-Kissimmee-SanfordareaofwhichSeminoleCountyispart.

PLAN OVERVIEWDistracted DrivingAnyactivitythatdivertsadriver’sattentionfromcontrolofthevehicleisconsidereddistracteddriving.Commondistracteddrivingactivitiesincludetalkingortextingonthephone,eating,drinking,conversingwithothers,changingradiostations,oralteringthenavigationsystem.Nationwide,distracteddrivingclaimed3,477livesandinjured391,000peoplein2015.Amongalldriversandagegroups,teensarethelargestagegroupreportedasdistractedatthetimeoffatalcrashes.Amongalldrivers,theNationalOccupantProtectionUseSurveyfound2.2percentofdriversnationwideusecellularphoneswhileoperatingamotorvehicle.Distracteddrivingcandisrupttrafficflowandleadtoincreasedcongestionduetoanincreaseincrashesandmoreerraticdrivingbehaviors.TheCountyhasbeenandshouldcontinuetocoordinatewithMetroPlanOrlandotoeffectivelyaddressdistracteddriving,andconsiderpotentialsolutionstocurbdistracteddrivingduringprojectdevelopmentphases.
Floridahasenactedsecondaryenforcementlawsagainstdistracteddriving.DriversmaynotbestoppedandissueddistracteddrivingticketswithoutfirstbreakingalawrequiringprimaryenforcementinFlorida.Floridaalsohasapplicablepreemptionlawsthatexcludelocaljurisdictionsandcountiesfromdevelopingtheirowndistracteddrivinglaws.Developingdistracteddrivinglawsasaprimaryoffensecouldreducedistracteddrivingbutwouldrequirelawmakingatthestatelevel.
Future TechnologiesThetechnologyrevolutionthattransformedmobilephonesinthelastdecadeisnowintheearlystagesoftransformingmotorvehiclesandthefundamentalwaysinwhichwetravel.Intelligenttransportationsystems,suchasadaptivesignaltiminganddynamicmessageboardsprovidingrealtimetrafficinformationtotravelers,allowformoreefficientuseofexistinginfrastructure.Paperlesspaymentoptionsandintegratedpaymentsystemsacrosspublictransportationserviceproviders(suchascommuterrailandbus)aswellasreal-timetravelinformationaccessiblefrommobilephonesaremakingpublictransportationamoreattractiveoptionformanytravelers.
Concurrentwiththeseadvances,privateindustryisbeginningtoplayamoreactiveroleinthefunctionalityofthetransportationsystem.Globalpositioningsystem(GPS)applications,suchasWaze,providereal-timetrafficinformationtoindividualdriversandallowtheexistingsystemtouseexistingcapacitymoreeffectively.TransportationNetworkCompanies(TNCs),suchasUberandLyft,whichprovideprearrangedridesforcompensationusingadigitalplatformthatconnectspassengerswithdriversusingapersonalvehicle(sometimesreferredtoasride-sourcing),andcar-sharingcompanies,suchasZipCar,havealsobeenmadepossiblewithtechnologyadvances,andprovideviablealternativestopersonalautomobileownership.UberPOOL,whichhaslaunchedinsomelargercities,isfurtherchangingtheindustry,bycombiningtheconceptsofride-sourcingandcarpoolingtoprovidecheaperfaresforthosethatwishtosharearidewithotheruserstravelinginthesamedirection.Asthesetechnologiesarequicklybecomingcommonplace,majorautomakerslikeTesla,BMW,GeneralMotors,aswellasTNCssuchasUberareattemptingtoredefinetheautomotiveparadigmwithautonomous/connectedvehicles.
Autonomous vehicles (alsocalledself-driving,driverlessorrobotic)includeatleastsomeaspectsofasafety-criticalcontrolfunction,suchassteeringorbraking,whichoccurwithoutdirectdriverinput.TheSocietyofAutomotiveEngineersdevelopedfivelevelsofvehicleautomation,withLevel1correspondingtovehiclesthatcansometimesassistdriverscompletesomedrivingtasks(suchascruisecontrol)andLevel5correspondingtovehiclesthatcancompletealldrivingtaskswithoutdriverintervention.Afullyautonomouscarcansenseitsenvironmentandnavigatewithoutanyhumaninput.Level1and2personalvehiclesareavailableonthe
markettoday,withcarmanufacturerstestingLevel4vehiclesthatcouldbeonthemarketbytheearly2020s.
Connected vehicles cancommunicatewithothervehicles,infrastructure,anddevicesthroughwirelessnetworktechnology,suchasGPS,Wi-Fi,andradiofrequencies.Vehiclesandinfrastructureequippedwithconnectedvehicletechnologycanalertdriversandothersystemuserstoissueslikenearbyincidents,diversions,heavytraffic,openparkingspots,therebyimprovingtransportationsafety,mobilityandtheenvironment.
Whiletheultimateimpactscannotbeknown,theadditionofthesetechnologiesmaychangeourcurrentunderstandingofroadwaycapacity.Connectedcarsareabletosafelytravelatcloserfollowingdistancesandpossiblyinnarrowerlanes,combiningclosermovementswiththecoordinationofsignaloperations,itispossiblethatadditionallanesinthefuturemaynotbeneeded.
Althoughnonewinfrastructureisnecessaryfortheinitialdeploymentofthesetechnologies,thedeploymentofautonomousandconnectedvehicletechnologiesfaceseveralchallengeswhichthefederalDepartmentofTransportationandautomotiveindustryareworkingtoaddress.Thesechallengesincludestandardizingtechnologies,electronicsecurity,human-machineinterface,liability,andprivacy.
Somepredictthebiggestimpactofemergingtechnologieswillbeonvehicleownership,transit,andsignaloperations.TheCentralFloridaRegionalTransportationAuthority(LYNX)LYNX ForwardinitiativeisintheprocessofreevaluatinghowtobestmeettheirmissionofprovidingamoreefficientandreliablepublictransportationsystembyevaluatingmobilityconnectionsbetweenSunRail,ride-sourcingservicessuchasLyftLineandUberPOOL,andintegrationwithbicycleandpedestrianfacilities.LYNX’sgoalistomoveawayfromprovidingtransitservicewithrigidroutesandlongheadways,andisreimaginingservicesbyutilizingtheappropriatetechnologythatbestfitsthedemand.Real-timetravelinformation,digitalpaymentoptions,andprovidingmoreseamlessintermodalconnections(e.g.,anintegratedpaymentsystemforLYNX,SunRail,andpartnershipswithrideshareandbikeshare)mayhaveasignificantimpactonvehicleownershipandtransportationchoicesinthenearfuture.
CitieswithinSeminoleCountyhavehadaheadstartinexploringthepossibilitiesofthesepublic-privatepartnerships.InlieuoftheirplannedFlexBusservice,aproposedservicebetweenandwithinMaitland,Longwood,AltamonteSprings,andCasselberry,anddescribedasatechnologicallyenhancedtransitservicethatwouldprovidetripstomajordestinationswithinadefinedserviceareaandconnecttoSunRailstationswithinthesejurisdictions,thecitiesoptedtoadoptaoneyearpilotprograminJuly2016thatpartneredwithUbertoprovide20%discountsoffrideswithintheirrespectivecitylimits,and25%ofridesthatbeginorendataSunRailstation.ThesuccessofthisprogramhasresultedintheextensionofthisprogramduringthetimeofthisPlandevelopment.

SunRail SunRailisa61.5-milecommuterrailcorridorconnectingVolusia,Seminole,Orange,andOsceolacounties.SunRailconstructionhasbeendividedintothreephases.Phaselis31.5milesandisoperational,connectingDeBaryinVolusiaCountytoSandLakeRoadinOrangeCountywith10stopsinclusive.PhaseIISouthwillextendthesystem17.2milessouthfromSandLakeRoadtoPoincianainOsceolaCountyandisexpectedtobeginserviceinJuly2018.PhaseIINorthisa12-mileextensionfromDeBaryStationtotheDeLandAmtrakStationinVolusiaCounty,addingonestop.Thisphaseisnotfullyfundedforconstruction.BasedontheneedtoconnecttoOrlandoInternationalAirportandlocalattractions,SunRailPhaseIIIisbeingconsideredforadvancementintotheprojectdevelopmentanddesignstages.
WithinSeminoleCountySunRailhasfourpassengerboardingstationslocatedinthecitiesofAltamonteSprings,LakeMary,Longwood,andSanford.Mostlandsurroundingthestationsisincorporated,butportionsoflandabuttingtheSanfordandAltamonteSpringsstationsareunincorporated.
ThestationsthemselvesandtheirparkingareasaretheresponsibilityofSeminoleCounty.Thesestationsitesandsurroundingsitesholdsignificantpotentialforfuturemixed-usedevelopmentsthatmay,inturn,supporttheCounty’smultimodalmobilitystrategy.
In2021,theCentralFloridaCommuterRailCommissionwilltakeoverSunRailoperations.SeminoleCountyparticipatesinthestakeholdertaskforce,whichistaskedwithidentifyingstrategiestoensurecontinuedoperationandmaintenanceofSunRailaftertheFDOTFundingPeriod.FundingpartnersincludeVolusia,Seminole,Orange,OsceolaCountiesaswellastheCityofOrlando.Assuch,this2040PlanshallincluderecommendationsoninfrastructureneededtohelpSunRailridersgettothestations.
Wekiva Parkway (SR 429)The27-mileWekivaParkwayisthelastsegmentofabeltwayaroundthemetropolitanOrlandoregionthatprovidestrafficrelieftotheheavily-congestedI-4.TheWekivaParkwaytollroadgoesthroughpartsofOrange,Lake,andSeminolecountiesandisbeingcompletedbymultipleagencies(CentralFloridaExpressway,FloridaDepartmentofTransportationDistrict5andFlorida'sTurnpikeEnterprise).Itisexpectedtobecompletein2021,relievingcongestiononUS441,SR46,I-4,andotherlocalroads.Muchoftheparkwaytravelsthroughtheenvironmentally-sensitiveWekivaRiverBasin,ofwhich3,400acresareprotectedforconservation.TheWekivaParkwaywillconnecttoSR417inSeminoleCounty.
Thisestimated$1.6billionprojectincludes$500millionofnon-tollroadimprovementsincluding:widening7milesofSR46inLakeandSeminoleCounties;providingnon-tolled,one-laneserviceroadsparalleltotheparkwayinpartofeastLakeandSeminoleCounties;buildinga10-mile,multi-usetrailalongportionsoftheparkwayineastLakeandSeminolecounties;rebuildingtheUS441/SR46interchange
inMountDora;andshiftingtheCR46AconnectiontoSR46toallowwildlifetomovesafelybetweenhabitats.ThecompletionoftheWekivaParkwayisexpectedtosignificantlyimprovethemobilityandconnectivitywithinthewesternportionoftheCounty,aswellasrelievesomeofthecongestionexperiencedontheCounty'slocalroadways.
I-4 UltimateI-4isamajorhighwayconnectingtheTampaBayareaontheGulfofMexicothroughMetropolitanOrlandoandontoDaytonaBeachontheAtlanticcoast.FDOThasstudiedthecorridorthroughoutthepastdecadesandhascarriedoutmanyimprovementprojectsincludingroadwaywidening,constructingadditionallanes,andimprovinginterchanges.
Themostrecentproject,knownasI-4Ultimate,isa21-mileimprovementprojectwhichwilladdfournewexpresslanesinthecenterofI-4.TheI-4UltimateprojectcoverstheareaofI-4fromwestofKirkmanRoadinOrangeCountytoeastofSR434inSeminoleCounty.Theexpresslaneswillrelievetrafficcongestionbygivingtravelerstheoptiontousetheexpresslanesbypayingatoll.ThetollpricingwillbedynamicandvariableuponthevolumeoftrafficonI-4atthegiventimeoftravel.Constructionisexpectedtobecompleteby2021.TheprojectincludesmajorreconstructionoftheinterstateinterchangesinSeminoleCounty(SR400[I-4]fromwestofKirkmanRoadinOrangeCountytoeastofStateRoad434inSeminoleCounty)includingSR436andSR434.

LYNX SR 436 Tranist Corridor Study LYNXisconductingatransitcorridorstudyalongSR436,fromSR434inAltamonteSpringstoOrlandoInternationalAirport’sSouthernTerminal.ThisstateroadisalsoknownasAltamonteDriveinAltamonteSprings.ThiscorridorstudytraversesSeminoleCounty(fromSR434totheSeminole/OrangeCountylinenearCasselberry)andOrangeCounty.SR436ismaintainedandoperatedbyFDOTandservesregionalandlocaltraffic.Italsolinksseveralcommunitiesandgivecitiesandservesasa
gatewayintoOrlandoInternationalAirport.LYNXcurrentlyoperates11routesalong23milesoftheexistingSR436.Goalsofthestudyinclude:

TheC2CtrailcrossesthroughSeminoleCountyfromVolusiaCounty.TheSeminole/VolusiaGap(about0.8miles)consistsofsmallgapsinSeminoleCounty’sRinehartTrailandtwosegmentsinVolusiaCounty,whichmustbecompletedtoachievetheC2Ctrail.TheSpringtoSpringConnectorTrailproject(FPID436434-1)isunderconstructionasofAugust10,2017(6-monthduration)toaddressthesegapsandcompletetheC2CthroughSeminoleCounty.
UltimatelytheC2CwilllinkcommunitiesbetweenSt.PetersburgandTitusville,providinga“safe,scenicandsunsational”multi-usetrailallowingresidentsandvisitorstoexploreCentralFloridabybicycleandonfoot.ThisconnectorwillbethefirstofitskindinFloridaandhasalreadyfueledtheeconomicrevitalizationofcommunitiesalongitsroute,suchasDunedinandWinterGarden.About75%oftheconnectoriscurrentlyinoperationorfundedforconstruction.ConnectionstoandfromtheC2CtotherestoftheSeminoleCountynetworkisatoppriority.

CSX Transportation (CSXT)CSXTransportation(CSXT)isthesolefreightrailprovideroperatinginSeminoleCounty.CSXTisaClassIproviderthatoperatesonexistingStrategicIntermodalSystem(SIS)railroadtrackslocatedinbothunincorporatedCountylandsandmunicipalities.ThefreightoperatorsharesrailroadtrackswiththeSunRailcommuterrailandAmtrakpassengerrailonalllinesexceptforashortsegmentinthenorthwesternportionoftheCityofSanfordandunincorporatedSeminoleCountyaroundtheSunRailSanfordstation.
AmtrakAmtrakoperatestheSilverStarandSilverMeteorservicedailybutdoesnotstopinSeminoleCountyoritsmunicipalities.AmtrakalsooperatestheAutoTrainbetweenSanford,Florida,andLorton,Virginia,andtransportspassengersandtheirvehicles.Thisserviceisofferedoncedailyineachdirection.TheCityofSanfordoffersshuttleservicebetweentheSanfordstationanddowntownSanford.

Orlando Sanford International Airport (SFB)TheOrlando-SanfordInternationalAirport(SFB)islocatedwithintheSanfordcitylimitsnorthofLakeJesup.Theairportisapproximately2,700acresinsize,servesmorethan2millionpassengersannually,andranksamongthe100busiestairportsnationally.
SFBisidentifiedbytheFederalAviationAdministration(FAA)asaSmallHubPrimaryCommercialServiceairportfacilityintheirNationalPlanofIntegratedAirportSystems.Twoterminalsservecommercialflightoperationsforfiveairlines;includingTerminalA(239,100squarefeet)andTerminalB(165,959squarefeet).SFBhasseensteadygrowthinpassengerseachyear.In2016,SFBsawatotalof2.75millionpassengersandexpectsover3millionpassengersin2017.Theairportiscurrentlyworkingona$43millionexpansionprojecttoaddnewgates,baggagecarouselsandsecuritylanestoaccommodateexpectedfuturegrowth.
