A big thank you to Dr. Romesh David (Chairman), Mr. Saliya Senanayake (International Vice President) and all the CILT Sri Lanka team who had worked so hard to deliver this wonderful and memorable Convention. More stories are found in:

Both Mr. Nishantha Fernando from CILT Sri Lanka (Industrial Engineer, Mountain Hawk Express (Pvt) Ltd., Licensee of Federal Express Corporation) and Mr. Leigh Williams from CILT Australia (Founder and CEO of eStore Logistics) were elected as joint winners of the CILT International Young Achiever Award this year in recognising their remarkable achievements in their career and transport/logistics profession.

The CILT International Convention 2013 was successfully held in early June in Colombo, Sri Lanka. The International Young Professionals Committee (IYPC) Meeting has also come to its unprecedented success with great participation of global future logistics leaders. It was not only a valuable opportunity for global young members from different countries to meet up and connect with each other, but also a valuable experience to understand and explore the culture, history, as well as the logistics and transport industry in Sri Lanka.

Over 30 young professionals and delegates from over 9 countries have gathered together and got involved in the event. During the meeting, the YPs got to know each other through interactive icebreaker and activities, as well as shared numerous knowledge within. In addition, IYPC members gave a few presentations on the committee itself, as well as knowledge based ones which are of their expertise. Participants have also had a thorough discussion and feedback on how to feel about and look at the event. Great ideas and suggestions have been well received to take away for further follow up and works. The discussion outcomes were presented in the International Council Meeting the next day by the International YP Convenor, Mr. Stephen Chan. The presentation was well received by international delegates.

During these few days of the convention, international YPs have also exchanged their views on how to enhance communication and connections among international young professionals and to share experience to help others develop, as well as how to encourage young professionals to actively participate in International Conventions to maintain continuity.

The Sri Lanka Young Professionals Forum has also successfully organised the first Research Symposium after the International YP Meeting on June 3rd morning. Four awardees presented their research findings in various fields of logistics with good data analysis and research methodologies.

YPs has also participated and had great fun in the WiLAT global launch event, Sri Lanka Night, President’s Dinner as well as in the technical visit to the Colombo Port, Excursion to Candy. Not to say self-explorations to local natural scenery and, landmarks and landscapes.

The convention is a global event that young members cannot miss. Thanks to CILT Sri Lanka and the YPF’s great support and organisation of this event, we all had a fruitful experience with it and we are looking forward to the next ICM in Malaysia in 2014.

The International Showcase Session took place on the afternoon of day two of the CILT International 2013 Conference in Colombo, and featured a combination of internal and external speakers - sharing best practices and industry perspectives. The showcase was chaired by professional speaker, MC and facilitator, Mr Mark Millar FCILT from Hong Kong and involved ten informative presentations, each of 20 minutes, with the program summarised as follows:

1. Karmjit Singh, Chairman, CILT Singapore Karmjit shared insights from Singapore about their e-Learning

Experiences. They offer a Range of Modules for both Diploma and Advanced Diploma, which – subject to successful completion of written exam – can result in qualification as Chartered Professional Logistician (CPL).

2. Steve Agg, CEO, CILT UK Steve outlined the International Opportunity for Systems

Migration, and explained how CILT UK had implemented an industry standard Customer Relationship Management (CRM) platform that includes multi currency financials, together with personalised & tailored membership packages, with online booking and payment for events.

3. Maggie Heraty OBE, Humanitarian Logistics Association Maggie gave a presentation describing the essential work that

gets done in very challenging circumstances, often in tragic circumstances, where logistics activities are focused on the basic needs of Food Shelter and Clothing; key learning point: “HQ doesn’t always know best”.

4. Adaora Nwonu, CILT Nigeria, Vice President WiLAT Nigeria Adaora gave a passionate presentation about Women Working

in Operational Areas. We learned how in Nigeria, 14 senior government positions are held by women. As a co-founder of WiLAT Nigeria, Adaora outlined how mentoring provides benefits both-ways, and encouraged everyone to ‘pull somebody along’.

5. Professor Alan Waller OBE, Immediate Past President, CILT International

Alumni in CILT – first we heard Cyril Bleasdale OBE FCILT, former

Director General of CILT, outlined the opportunity to leverage the vast experience of those seniors with passion for our Institute, to gain extended contribution and participation. Professor Waller then espoused how “Life is a Continuum, featuring Yesterday, Today and Tomorrow” and proposed that we formalise a network of past Office Holders, Award Winners - and others by invitation – to retain the CILT Corporate Memory through an ‘Inclusively Exclusive’ Alumni available to CILT, who – on request – would share experience, provide advice and be a sounding board for the office bearers of the Institute.

6. Mark Millar, Managing Partner, M Power Associates, Hong Kong

Industry speaker Mark Millar presented informed and independent perspectives covering “Asia Supply Chain Insights”, condensing two of his half-day seminars into an energetic and lively 20 minute presentation covering key supply chain trends and logistics developments in China, Vietnam, Indonesia, Philippines and Myanmar. He emphasised Knowledge and Networks as critical success factors in the diverse, complex and challenging landscapes in Asia.

7. Paul Brooks, Chairman IMC & International IVP In presenting our new Global Brand, Paul evangelised the need for

consistency throughout our organisation and how - globally - we must together consistently present one image and one message. We are all responsible to protect the identity and image – and integrity – of our new global brand. As a global family, we need to act like one organisation.

8. Robert Bell, Archomai Robert gave a presentation about Transforming the Global Skills

Agenda and discussed the additional challenges of logistics and supply chain management in land-locked countries, with specific examples from the African sub-continent. As supply chain ecosystems become inherently more complex, so the skills for efficient and effective management become more varied – wider and deeper skill sets are now needed, and it’s essential to combine global skills with local content and context.

9. Ebo Hammond, Education & Professional Development Officer, CILT Ghana

Ebo presented the CILT Ghana case study on Ensuring Quality Assurance of CILT Education Programs in Institute Branches, where they have successfully focused on Certification Standards, QA & Consistency, adopting and implementing “Global” considerations – accommodating both global and local aspects of professional development. Their experience is that reinforcement of brand consistency and professionalism results in membership growth.

10. Steve Rinsler, Honorary Secretary, CILT International Steve presented an update on our Charitable Foundation – Aspire,

where CILT is at the sharp end - influencing peoples’ aspirations and dreams. Funded through donations, Aspire performs good work for the greater good of the profession and the industry, including program of awards and scholarships. Steve encouraged us all to throw a lifeline and kick-start someone’s career, by contributing to Aspire.

In summary, the CILT International Showcase afternoon featured 12 speakers with almost 300 years of experience, sharing CILT insights, international best practices and industry perspectives, through a variety of concise and crisp presentations, which the full-house audience enjoyed with plenty of listening and learning.

The day concluded with Dato’ Abd Radzak Abd Malek, President of CILT Malaysia and IVP of CILT International, presenting the plans for the 2014 Convention, taking place early June next year in “Malaysia truly Asia” – following which we were treated to a colourful and lively show performed by the Malaysian Tourism Dance Troupe.

Mr. Franki Li, Hong Kong YMC Member:

“It is my pleasure to join the CILT International Convention 2013 at Colombo, Sri Lanka. It is a golden opportunity for me to widen my horizon in the field through the workshops, seminars, presentations and visit. I treasure the opportunity to share the experience and expertise with other delegates from different countries. As a young member, the convention provided a good platform to interact with other professionals which facilitate my career development.”

Female elites from Hong Kong, Malaysia, Nigeria, Namibia, Zambia, South Africa gathered at Sri Lanka Kingsburg Hotel for the Global launch of Women in Logistics & Transport (WiLAT) on 3 June 2013.

As the first female International President of The Chartered Institute of Logistics and Transport (CILT), Dr. Dorothy Chan highlighted the importance of promoting the status of women in the Logistics and Transport Industry worldwide, “The gender diversity in our sector is very important. To cope with fast changing economy and environment, diversity is needed. Indeed, women are usually more effective in communication and detailed-minded, more adaptive to market changes.”

The World’s Women 2010 Report published by the United Nations stated that companies where at least three women serve as board members show stronger than average results in financial performance. “More and more women groups in various industries and sectors have been established to close the gender gap in the workplace and facilitate their career and leadership development.” added by Dr. Chan.

WiLAT global launch ceremony consists of unveiling the “Flying Bird” logo by Dr. Dorothy Chan (CILT International President), Mrs. Aisha Ali Ibrahim (WiLAT Global Convenor) and Professor Allan Waller (CILT International Immediate Past President). The logo’s initial letter “W” for women is replicated as a flying bird to signify that women are flexible, industrious, holistic, strategic and elegant. Birds are

usually gregarious and work in team which is also the core value in our logistics world.

WiLAT is a new initiative in the Chartered Institute of Logistics and Transport, eight countries successfully formed their local WiLATs in a year. Following Nigeria, WiLAT is now present in Middle East, Malaysia, Sri Lanka, Uganda, Hong Kong and South Africa. Currently, there are about 3,000 WiLAT members among them.

Ms Alice Yip, Founding Member of WiLAT Hong Kong, was also invited to share the latest development of WiLAT Hong Kong to around 200 audiences worldwide in the global launch ceremony of WiLAT. “From the first meeting to the inauguration in April, it was only 6 months. Tremendous time and effort volunteered by our convener, founding members and advisors have set us on the right direction. It is glad to see the invaluable support from both male and female members in making our past events very successful.” Ms Yip said.

Along with the global launch, the first Global WiLAT Committee meeting was also held in Sri Lanka for the future development of WiLAT. The meeting concluded with fruitful discussion outcomes on five aspects: global committee structure, membership, funding, local activities, and performance measurements. It is expected more countries will establish their local WiLATs in the near future, women’s spirit and status is growing across the industries and country boundaries.

Meeting Former & Current Chairmen/Presidents

CILT Hong Kong is celebrating our 45th Birthday this year. Since our establishment in 1968, the driving force behind the Institute’s growth from a Branch of CIT UK to become a respectful professional body was the selfless devotions of our former Chairmen/Presidents.

To commemorate this special occasion, we opened this special section in the Newsletter by inviting our respectful former Chairmen/Presidents to share with us the sweet memories, challenges they were facing during their time of office.

Mr. Stephen Cheng, Chairman (1984-1985)How the Institute (The Chartered Institute of Transport) operated in the mid 80s’?

I recalled the biggest challenge was time management to ensure CIT delivering services to members timely. I must express my gratitude to the then Secretary, Mr. Peter Stobart (Traffic Manager of China Motor Bus), who made my work much easier. There were lots of expatriates joining CIT and served the Committee; but the Institute run in harmony even cultures of members were unlike. CIT and our profession was unique and received high status in the community and government. I remembered our Guest of Honour of the Annual Ball was the late Dr. the Hon Chan Nai-keong, then Secretary for Lands and Works.

Dr. Dorothy Chan, Chairlady (1989-1990)You were the 1st chairlady of CIT HK and currently is the International President (2nd woman in history), what were and will be your missions?

There were about 700 members when I was elected as the Chairlady in 1989. Though the term of chairmanship was only 1 year, myself and members of the Committee worked together towards the same mission – growing in membership.

I’m so pleased to have another opportunity to serve members in HK and worldwide in the capacity of International President. In this 2-year’s term, I’ll put extra effort in bonding CILT Councils in Asia region and help upgrading CILT China, CILT Taiwan and to develop a representation in Macau. My 2-year’s plan will be in 4 areas: growing in membership, upholding the profession/education, nurturing the young professionals, establishing WiLAT in each CILT Council.

Dr. Wang Liang-huew, Chairman (1990-1992)1 October 1991 was an important date to CIT when we were upgraded from HK Section to National Council (now named Territorial Organisation). What

were other unforgettable events?

The first event was CIT co-hosted a very successful public seminar with HKU on New Airport on 6 October 1990. It attended by over 400 people. It was the first time Hong Kong and Mainland government officials were invited as speakers. The seminar generated heated debates for and against the building of the new airport at Chek Lap Kok. The second unforgettable issue was a long debate on the last clause of the “Code of Professional Conduct” at the International Council Meeting in Malaysia. It took us 40 minutes to convince the British to accept the viewpoint and put “Actively promote international understanding, goodwill and cooperation” as a standard.

Mr. Pedro Ching, President (2000-2003)There were great events held during your presidency, would you share the great moments with us?

Indeed, there were quite a few significant changes, albeit good, at CILT Hong Kong. CIT was renamed CILT in 2001 in line with CILT International. The Institute Logo was also introduced to match the new status. Ms. Sandra Lee Shuk-yee, then Secretary for Economic Services officiated at our re-naming ceremony held at the Sheraton Hotel. In early 2000, logistics was identified by HKSAR Government one of the four pillar industries. That year witnessed a significant membership growth due to the inclusion of professionals with logistics background. CILTHK was appointed as an Institute Member of the newly established LogsCouncil of HKSAR. Last but not least, that year’s annual ball held at the Conrad Hotel was graced by the presence of Sir John Major, former Prime Minister of the UK (1990-1997) as our Guest of Honour and key note speaker. In the following year, efforts made to introduce CILT to China were finally rewarded with CILT curriculum being adopted by Beijing as recognised professional standard.

Email from Mr. Richard Meakin, Chairman (1985-1986)

Hello Fellow Chairmen and Dorothy,

I’m happy to help mark the 45th Anniversary of CIT in Hong Kong.

I have many photos of CIT people and functions during the period 1974 to 1995. One of the highlights was the invited visit of a CIT delegation to China in 1977. I think you would not recognise China as it was then. We were used as ‘guinea pigs’ to test whether the travel and hotel infrastructure was adequate to allow foreign tourism to begin. I attach a photo of the CIT group outside Mao’s birthplace, plus the name list. We were treated as VIPs, but carefully herded by ‘minders’ to make sure we were thoroughly indoctrinated and didn’t see anything that might leave a bad impression.

Best to all,Richard MeakinPhuket, Thailand CILTHK

transport policy committeeSince the 1970’s Government has relied on periodic strategic reviews to determine the way ahead for transport infrastructure projects, namely the Comprehensive Transport Studies, the Railway Development Studies and more recently the Strategic Highways Reviews. These reviews have served Hong Kong well in setting out a blueprint to follow on the major infrastructure road and rail projects we need.

We suggest that Government should consider carrying out strategic reviews of the following:

• Congestion

…..We suggest establishing a high level Working Group on Congestion with members from government and the private sector, and with a broad remit to examine the problem and identify solutions (e.g. fiscal measures including ERP, off-road facilities (hillside escalators, moving walkways etc), park and ride schemes, traffic management and traffic engineering).

• Mandatoryelectronicpaymentoftunnelandbridgetolls

Traffic stopping and starting to make cash payments at toll plazas pollutes the air, and is energy and space inefficient. …..We suggest reviewing how compulsory electronic charging should be implemented at all toll plazas.

• Reviewoftunnelandbridgetollpolicy

A comprehensive toll policy should achieve better use of our limited road space, for example by diverting traffic from the congested Tuen Mun Road to the under-used Tai Lam Tunnel; and environmental and other economic benefits accruing from more efficient traffic flow. …..We suggest carrying out a comprehensive review of tunnel and bridge toll policy

• Feederarrangementstoserverailways

…..We suggest a review to identify what improvements might be made, including possible infrastructure to allow for “cross platform” interchange from other transport modes to the railway.

…..Other aspects may include improving access to existing PTI’s, through infrastructure or traffic management improvements.

…..We suggest that the review should also consider how to remove fare penalties for those interchanging from other modes to the railway.

• BusRapidTransit

…..We suggest reviewing how Bus Rapid Transit infrastructure might be developed to give buses dedicated road space on major bus corridors on Hong Kong Island and in Kowloon. …..The result should be fewer buses on the main corridors, but operating a highly efficient service on protected routes with good ancillary facilities.

• Electrictransportmodes

…..We suggest that Government invite the bus operators and the MTR to test trolley bus schemes with public funding.

…..We suggest that Government review how to maximise the use of the Hong Kong Tramways which already provide electric services along the north of Hong Kong Island.

• Pedestrianinfrastructure

…..We suggest a pedestrian infrastructure review should aim to develop world-class, barrier-free, all-weather pedestrian schemes.

…..We also suggest reviewing whether Des Voeux Road Central could be developed into a tram and pedestrian zone after the completion of the Central-WanChai Bypass and the Kennedy Town extension of the MTR.

• Cycling

…..We suggest that cycling should be promoted as a green form of transport in the New Territories and the New Towns such as Tin Shui Wai, where reasonable cycling infrastructure already exists, and where many find the cost of internal public transport too high.

…..To this end, we suggest that cycle hire schemes be further developed in these New Towns.

Submission to the Secretary for Development: Enhancing Land Supply Strategy - Stage 2 Public Engagement (PE2)

logistics policy committee

Development of logistics industry

In the past, the logistics industry in Hong Kong had clear advantages internationally and was highly competitive. However, due to the changes in the business environment, the industry has been facing many challenges i.e. competition from other local logistics companies in China, especially in South China, a shrinking market share on the shipping side and increasing operating costs.

On the other hand, the development of the global supply chain transcends physical boundaries. In this connection, Hong Kong adapts continuously, and is now taking on bridging and differentiating roles in third-party logistics services. All these support the tapping of the local enterprises into new markets, like the ASEAN and BRICS countries. Thus, despite the keen competition in the region the logistics industry in Hong Kong is expected to prosper for the following reasons.

• Transformation towards the provision of high value-addedlogistics services

• Competitiveadvantagesofbeingasafreeportandwithasoundlegal system

• Implementation of new infrastructural facilities developmentsincluding

- HK-Zhuhai-Macao Bridge- HK Airport Third Runway - HK-SZ Airport Co-operation- Container Terminal 10 - HK-SZ Joint Lok Ma Chau Development

Due to the above developments, Hong Kong will have an edge in handling and distributing high-value goods to different markets, and the logistics industry has potential to further expand its regional services, thereby strengthening Hong Kong’s position as a logistics hub.

Land resources and logistics industry

The logistics industry covers a broad spectrum of service areas, including sea, land and air terminals; carriage of goods; freight forwarding; storage and supply chain management. Given the switch of the logistics industry to the provision of storage, distribution and transit services for high value goods, more land will be required for the work processes of storing, devanning and consolidating containers.

According to the statistics of the Rating and Valuation Department, private warehouses with a total area of about 3.47 million square metres were recorded as at end 2011 are now widely located in industrial sites across various districts to provide storage facilities for the logistics industry. Yet, there has all along been a lack of logistics sites for many years.

In Hong Kong, land is a scarce resource. In fact, the shortage of and supply and in turn high land costs have been imposing constraints in the development of logistics industry. As a result, the logistics industry has been suffering from higher operating costs. Whilst appreciating the Government’s initiative to reserve potential sites and Tuen Mun West for the development of logistics facilities, we opined it is not enough.

Conclusion & Recommendations

In conclusion, we support the Government’s Enhanced Land Supply Strategy. However, the Government should explore means to gain public acceptability. Given the potential for logistics industry continue to prosper, the Government should allocate more land in support of the industry’s development. In this connection, we have the following recommendations.

• the use of additional land reserve should be optimised withemphasis to support prospering economic sectors, like the logistics industry

• thelanddevelopmentshouldbestrategicallyplannedtosuitthetransport infrastructures nearby

• thetransportandrelatedinfrastructuresasrequiredshouldbestrategically planned to suit the land development

• theGovernmentshouldconsiderdesignatinglandswithleaseforexclusive use of third party logistics, thus helping to lowering the bidding price

• theGovernmentshouldconsiderconstructingpublicwarehousesfor leasing to the small and medium enterprises with concessionary rentals or even at cost

• theGovernmentshouldconsiderearlyconstructionoftheLogisticsPark at Lantau to meet the demand that might arise from the enhanced infrastructural facilities

While the increasing direct sourcing and shipment from/to the Mainland with further development of Mainland’s ports will have impact on our freight transportation services, the competitive edges of Hong Kong’s air transport services, the continuous improvement in transportation network and infrastructure as well as the demand originating from the Pan-Pearl River Delta region will still provide growth momentum to the manpower requirement of the sector as a whole.

Due to the aging population, growing manpower requirement and continual wastage, it is apparent that manpower shortages are likely to become increasingly acute in the sector, in particular that logistics companies building Mainland businesses would draw on the Hong Kong skills pool to facilitate this growth.

Proposed Improvement Measures

There is a need to tackle the problem of manpower shortage through a concerted effort by different stakeholders. It is important that the Government could take the lead while the other concerned parties to render their support as and when required. In general, measures for improving operating efficiency, job attractiveness, staff capability and manpower availability etc. can be effective in relieving manpower shortage problems. CILTHK Seminar on Wine Judging and Logistics, 23 April 2013Flat, corked, baked are the usual faults on wine. Temperature, lighting, humidity and vibration are what elements affect the taste of wine and should be well under control in wine logistics. Wine rating techniques have been around since the day that wine was created and there are a number of scales used to rank or rate a wine. The history of cellar and method of preventing fake wine have been introduced by Mr. Sammy Leung. In the seminar, wine business potential including vineyard, winemaking, wine trading, oenology research, etc. were also presented. Moreover, the participants had the opportunity to know more about who the wine judges are, why they are, and how to become judges as well as the wine market prediction on the Post-Parker era.

Joint Conference on Challenges and Opportunities Faced by the (Air) Freight and Logistics Industry in Hong Kong, 19 June 2013Hong Kong International Airport (HKIA) is the world’s busiest international cargo airport. It is uniquely positioned in the Greater Pearl River Delta region where is often described as the manufacturing center of the world. With the continuing development of airports throughout mainland China, however, Hong Kong faces significant competition: as a consequence our government must maintain attractive policies and well-established airport infrastructure. The conference provided a chance for industry practitioners exchanging the knowledge and experiences in freight and logistics industry.

This joint conference organised by CILTHK, Asian Institute of Supply Chains & Logistics, CUHK and Hong Kong Shippers’ Council at Hong Kong Productivity Council Building was attended by 140 participants. The conference is well received by the logistics practitioners, policy makers, as well as scholars. We were suggested to organise more similar events to exchange the idea, challenges, and plan so that the logistics industry in Hong Kong can keep on improving the operation, efficiency, and competitiveness.

The event was officiated by Ms. Cissy Chan, Executive Director, Commercial, Airport Authority Hong Kong. It was also our honour to have Mr. Edward Hui, Ir Dr. Anthony Lau, Mr. John Chai, Mr. Cliff Sullivan, Mr. Jimmy Pang, Mr. Raymond Ng, Ms. Yvonne Ho and Mr. Jimmy Tam be our speakers as well as Prof. Jeff Yeung and Mr. Albert Lo leading the panel discussions.
