APPROVAL OF FIRST AMENDMENT – ML 53431-OBA – EXPLORATION AGREEMENT WITH POTASH LEASE OPTION (SCH) On March 16, 2017, upon request from Thena Corporation, 447 North 300 West, Suite #3, Kaysville, UT 84037, permittee of the above-numbered exploration agreement, the Board of Trustees of the School and Institutional Trust Lands Administration approved an amendment to include 2,825.49 acres of additional lands to the agreement. The lands are subject to the original agreement terms. The permittee is required to pay an additional bonus bid of $28,260 at the time the lease option is exercised, as well as an additional $11,304 in annual rental, as consideration for the amended lands.

APPROVAL – ML 53499-OBA – BITUMINOUS/ASPHALTIC SANDS LEASE (SCH) On March 16, 2017, the Board of Trustees of the School & Institutional Trust Lands Administration (“SITLA”) approved the issuance of the above-referenced Bituminous/Asphaltic Sands Minerals Lease, pursuant to Utah Code Ann. Section 53C-2-401(l)(d)(ii), which authorizes to enter into agreements and Other Business Arrangements (“OBA”) for disposal of trust mineral resources. The approved terms are:

The land status has been examined utilizing both the digital plats and the Business System and the lands were found to be open and available. The application has been checked for completeness, and found to be in proper order. The lease administrator has had this legal description reviewed by the GIS Group. FUND: SCH Annual Rental: $679 Annual Minimum Royalty: $6790 Due: $9,506 Upon recommendation of Mr. Jerry Mansfield, and as approved by SITLA’s Board of Trustees, the Director approved the issuance of the Bituminous/Asphaltic Sands Minerals Lease, ML 53499-OBA, under the terms as presented above. APPROVAL – ML 53489 – METALLIFEROUS MINERALS LEASE The following-described Metalliferous Minerals Lease application has been received with a minimum annual rental rate of $500 per lease or $1 per acre, whichever is greater. The production royalty is 8% for fissionable minerals and 4% for non-fissionable minerals, based on the gross value of the ore. The land status has been examined utilizing both the digital plats and the Business System and the lands were found to be open and available. The application has been checked for completeness, and found to be in proper order. The lease administrator has had this legal description reviewed by the GIS Group. April 17, 2017 Page 4 CORRECTION OF DIRECTOR’S ACTIONS OF JUNE 21, 2010 AND AUGUST 11, 2014 – ML 46731 (SCH) On the Director’s Actions of June 21, 2010, page 3, an operating rights assignment was approved for 75% interest in and to the above-referenced lease to Foundation Energy Fund III-B Holding, LLC, 16000 North Dallas Parkway, Suite 875, Dallas, TX 75248, by Pioneer Natural Resources USA, Inc., with no override reserved. The top of this assignment form did not indicate that the assignment included record title; however, it is apparent from the body of the document that the intent of the parties was to convey record title, operating rights and overriding royalty interests. The companies attempted to correct the form by filing a second assignment that did indicate record title was to be transferred. This second assignment was approved on the Director’s Actions of August 11, 2014, page 13, but was not necessary and was a duplicate of the original. The School and Institutional Trust Lands Administration recognizes that the original assignment, approved on June 21, 2010, did effectively transfer record title, operating rights and overriding royalty. The Business System has been updated to reflect this correction. This correction was submitted by Ms. Aly Hale for record-keeping purposes. RECORD TITLE ASSIGNMENTS – ML 51899 – OIL, GAS, AND ASSOCIATED HYDROCARBONS A record title assignment has been submitted for a divided 100% interest in and to the above-numbered lease to assignees as listed below by Robert L. April 17, 2017 Page 13 RIGHT OF ENTRY NO. 6429 On April 4, 2017, Mr. Gary Bagley, Resource Specialist, pursuant to R850-41-200 and in accordance with direction and delegation of authority, approved the request of the Sugarloafers Motorcycle Club, a Utah Nonprofit Corporation, c/o Mitch Underwood, President, 653 W 1850 S, Syracuse, UT 84075, to occupy the following described trust lands in Juab County, for the purpose of organized motorcycle races on a pre-determined course on existing roads and trails as reviewed and administered by the Bureau of Land Management. Only a small portion of the race course is on trust lands. The permit was issued for a one day period, April 22, 2017. The permittee is required to abide by the same rules and procedures established for the entire race course event and to the terms required in this permit. The permitted trust lands parcels involved in the motorcycle races include the following:

The route of the races is up to 10 feet in width and is depicted on a map in the permit file.

The majority of the route of the race is on federal lands, with only a small portion on trust lands.
