1. GENERAL INTRODUCTION

A. GENERAL PROJECT INTRODUCTION

The Project CREADIS3 Smart Specialization Creative Districts in which the Region of Western Greece participates through the Regional Development Fund, aligns territorial public policy agendas to support the development of more efficient culture and creative industries policies and generate innovation and economic development in European regions. To tackle economic, social and environmental challenges, innovation is needed, not only based on the technological sectors but in allying these sectors to culture-based creativity. The main objective of CREADIS3 is to align territorial public policy agendas to support the development of more efficient CCI policies in territories aiming togenerate innovation and economic development in European regions.

It gathers six European partners, sharing best practices and lessons learnt from their local experiences:

- The Regional Government of the Basque Country;

- The Regional Council of Central Finland;

- Emilia Romagna Region;

- Public Service of Wallonia;

- The Ministry of Culture of the Slovak Republic;

- The Regional Development Fund on behalf of the Region of Western Greece.

The project started in January 2017 and will end at the end of the year 2021. It has a 1.462,700 euros budget.

B. THE GENERAL CONTEXT OF 5TH STUDY VISIT

The Region of Western Greece includes three regional units (NUTS3): Aitoloakarnania (EL631), Achaia (EL632) and Helia (EL633). Consists of 19 municipalities and the number of inhabitants is 679,796 according to the 2011 census (the 6,28% of the population of Greece), with a population density of 60 inhabitants/km2. The surface covers 11.350 km² (the 8,6% of the surface of Greece). The Project Partner paired is Emilia-Romagna Region.

The 5th Study Visit of CREADIS3 project was held in the Western Greece on the 11th and 12th April. The 2-days programme of the Study Visit was focused on the topic: CULTURE AND INNOVATION IN CCIs ECOSYSTEMS: MOBILISING LOCAL RESOURCES.

It was combined with the start of the 6th Technology Transfer Exhibition - Patras Innovation Quest (Patras IQ) in Patras. This international exhibition (https://www.patrasiq.gr/index_en.php) was held on 12-14 of April 2019 and co-organized by the Ministry of Education, Research & Religious Affairs, the Ministry of Economy and Development, the University of Patras, the Chamber of Commerce of Achaia, the Region of Western Greece, the Hellenic Open University and the Technological Educational Institute of Western Greece. Its main objective was to create a critical competitive advantage both in the research community and in the productive sector

through a continuous effort to solve problems and apply innovative ideas for the development of new and optimization of existing products and services that aspire to take part in the national and global markets.

2. SITE VISITS AND STUDY TIMES

A. INTRODUCTION

The 1st day of the CREADIS3 Project’s operations took place in Ancient Olympia, the Olympic Games birthplace and more specific at the International Olympic Academy Venue. During the first day two workshops were organized and were leading by two of the project partners: Emilia-Romagna Region and the Regional Department Fund of the Region of Western Greece.

The subthemes of the two workshops were the following:

a) Support international territorial attractiveness to increase investment in the creative potential of the region and retain talents / creative entrepreneurs

b) Support the internationalization of SMEs through new business models

The 2nd day of the CREADIS3 Project’s operations included a visit tours in local and regional venues where cultural and scientific activities are being applied.

An interactivity session took place during the afternoon, in the thematic axe: CREATIVE ECOSYSTEMS IN EUROPE. INSIGHTS AND REFLECTIONS into the frames of PATRAS IQ Exhibition.

B. SESSIONS OF 11TH APRIL

1. CREADIS3 PARTNERS’ STEERING COMMITTEE AND INTERNAL SESSION FOR ACTION PLANS’ DEVELOPMENT

On Thursday 11th April the Study Visit Works has been opened with the Steering Committee meeting and the Internal Session devoted to CREADIS3 Action Plans. During the Steering Committee meeting CREADIS3 Partners’ representatives discussed various issues about the progression of the CREADIS3 Project. In detail, the representatives disussed the approval of last Steering Committee minutes and updated the progress report. Also, they discussed about the proposed best practices and the financial issues of the project.

After the Steering Committee meeting, CREADIS3 Partners discussed about the Action Plans’ situation and development. Each Partner presented only the critical aspects of their Action Plan. In detail, the CREADIS3 Partners discussed about the advices and the resources for the elaboration of the Action Plan, the Action Plan Timeframe & Steps and the main actions and challenges of each Action Plan.

2. CREADIS3 STAKEHOLDER SESSION

Also, on Thursday, 11th April a Stakeholder Meeting was held from 10:30 to 12:15 at the Ancient Olympia and International Olympic Academy venue.

The Stakeholder Meeting had a thematic session, Exploring the cultural and artistic potential in CCI ecosystems. Implications for internationalization, where stakeholders had the opportunity to interact with each other and exchange their experiences, according to their specializations.

After all the stakeholders introduced themselves, three different focus group were developed.

The first group gave some insight regarding entrepreneurship, SME’s and organizations. In this group only local members took part, and as a result, experiences exchanged were from local organizations and experience regarding entrepreneurship, methodology and tools from other countries in order to identify a better path for our situations in CCI’s industries. Some initial findings that were identified were the fact that, when young people want to start a new company, they usually aim the sector of high and new technologies and not any traditional activities. In Greece, another fact is that parents want education in high institutes for their kids and because unemployment nowadays is very high in youth, especially around the ages of 18-30, young people seek even higher education.

In advanced countries, cultural and, in general, creative industries are being considered as real industries. The conclusion was that strong support infrastructure is needed around the world and especially in Greece, where the support must be multiplied in the form of incubators. Co-working spaces, knowledge platforms in computer languages, marketing, the use of technological or marketing platforms, identification and search of funding mechanisms for new enterprises ought to educate people in the form of an intensive sort of training programme, like in Israel, UK, France and in general in the most advanced countries.

This education must start at high school and not only at university level, which is a weakness of the Greek system and reality. After finishing university education, people should have efficient knowledge, abilities and specialization. Digital activities, for instance, would help to develop their activities or to close them. As far as internalization, it is a one-way ticket for companies in order to succeed, but first of all we need to improve our infrastructure, training structures, coworking spaces, technology parks, incubators. All of them have the capacity and the mechanism to assist new companies in order to internalize their activities. It is hard to file a patent in cultural and creative industries which is a problem of Intellectual Property Rights. Despite this, there is always a mechanism that protects your property. For a new company and an entrepreneur, coworking spaces and mechanism structures with big companies will help them because they have the know-how.

The second group focused in technological innovation/research and issues regarding cultural/creativity companies. They focused in the knowledge of what kind of technology is needed in order to be useful and what are the challenges in this sector. There is a lot of potential in technology to really create new experiences and make new interactions between people with different cultures. However, on the one hand there are a lot of constraints regarding engagements in the prospective of a company and, on the other hand, the materials are expensive and the market is small. If someone overcome these difficulties, then the most promising method is virtual reality, which enables new experiences and interactions between the visitors and the cultural venue that they are visiting at the moment.

Another approach is to place in a device such as a mobile, a bandage and try to create technologies that can associate devices to the experience and move part of the application from one device to another and also combine shared connections (a visit to a museum). In order to do so, people should be educated in the use of a new technology and they should be able to get as much information as they want when they visit a cultural venue. We are living in a time where technology is growing rapidly and development takes a lot of money, time and effort. These facts should be considered when a company likes to make an investment.

The third focus group discussed issues regarding cultural economy. They considered the fact that culture is a tool for social economic development and for branding cities and regions and also the role of public institutions in this sector. We need to upgrade the skills and the know-how that people who are working in the cultural sector have parallel to a good leader. A problem is that the public sector and its bureaucracy will respond very slow to an application or to what the market develops. Rapid responses from state institutions on the market are needed in combination to the knowledge that most of the things is based on political decisionsbut people don’t have the capacities to understand what creative cultural industries are. We need to grow rapidly so the networking of the public institutions with private ones must be a solid one in order to share experiences and be more creative.

Considering the fact that CCIs have a lot of specialities we begin to understand that they all have different challenges and expectations and they should expand their knowledge in order to come up with a more solid plan for their future.

After finalising the three focus groups sessions, representatives from each focus group, presented the individual conclusions to the participants of the study visit, both, stakeholders and Project Partners.

3. OLYMPIA INTERNATIONAL FILM FESTIVAL FOR CHILDREN AND YOUNG PEOPLE & INTERNATIONAL OLYMPIC ACADEMY PRESENTATIONS

Mr. Panteloglou, Deputy Art Director of OIFF, presented the CREADIS3 good practice Olympia International Film Festival for Children and Young People, adressing the following topics:

The beginning of the Olympia International Film Festival.

The main characteristics of the Olympia International Film Festival.

The main regional and international events that they have been organized by Olympia International Film Festival.

The new establishment (home) of the Olympia International Film Festival.

The good practices that they have been applied and the various workshops that have been hosted.

The collaborations of Olympia International Film Festival.

4. GUIDED TOUR TO THE MUSEUM AND ARCHAEOLOGICAL SITE OF ANCIENT OLYMPIA

After the lunch break, the representative of the Ephorate of Antiquities of Helia, Ministry of Culture and Sports, Mr. Kostantinos Antonopoulos, guided the participants through a tour of the archaeological site and Museum of Ancient Olympia. Participants, had the opportunity to feel the Olympic Games’ spirit running through the ancient stadium.

Then, Mr. Papalymperis carried out a presentation on the Annual World Cultural Heritage Youth Symposium, dealing with the background history and the objective purposes of this educational event. Delegations from 14 countries participated in this event, held 10-14 April 2019, where Costa Rica was the honoured country.

5. HOSTING AND CO-HOSTING PARTNERS’ WORKSHOPS

During the afternoon hosting and co-hosting Partners organized two parallel workshops. Stakeholders were divided into two groups in order to interact with each other and exchange their experiences according to their specializations.

The two project partners Emilia Romagna Region and the Regional Development Fund on behalf of the Region of Western Greece led the two workshops with the following subthemes, respectively:

a) Support international territorial attractiveness to increase investment in the creative potential of the region and retain talents/creative entrepreneurs

b) Support the internationalization of SME’s through new business models

The main conclusions of the first workshop, by Emilia Romagna Region were the following:

Creativity plays a crucial role in connecting the various aspects of economics. In some way the design is a factor that can connect technology, management, humanity resources and finances. For example, the design can be the element that can become the link that unites those types of competencies and can create a dialog between them during the business process.

The second aspect is the fact that many entrepreneurs during their experience managing their business or when they retired from them understood the value of the local factor regarding the identity.

The result was that many of them invested in this factor. They invested in order to help the local identity to develop not only with the help of the technology but also with the sharing of their experiences.

As a result, there are many academies that were established from companies that want to invest in the local community and to make their knowledge available to the system and also because they understand that the connection between technology, management, humanity resources, finances and the local factor is very important. The creation of a cluster like this, is very important and the Region of Emilia Romagna is working towards this direction. Their future policies are based on these elements in order to reinforce the construction and cooperation of the cluster with similar ones and most important to introduce creativity as a basic factor of innovation.

The conclusions of the second workshop, by Regional Development Fund on behalf of the Region of Westerm Greece were the following:

Collaborative spaces.

The first idea is that coworking spaces are not necessarily collaborative ones. Guidance and specific programs are needed so that the synergies can become more realistic. The second idea is why does anyone want to collaborate? Especially for free lances the collaboration is needed in order to work among people and also it gives the advantage of minimum economic cost regarding equipment, human resources etc and it gives more flexibility regarding big and complex projects. In collaborate spaces you can easily promote public or private ideas, products or services and you can increase the trust between the companies because not all of them are competitive ones. You get to know each other through specific programs, the marketing becomes easier.

However, there are many difficulties regarding collaboration between different sectors. In general, the sectors speak different languages and they have different goals regarding their future for their companies. Another difficulty is the role of the public sector. It is common that the public sector doesn’t know its role in this environment and it needs innovation and on the other side the collaborate policy of the private sector is more evolved. There are various collaborative spaces because they can be either physical, digital or clustersand various ways of promoting collaboration between SME’s and big companies through public tendering. In this direction, private or public sector can through EU programs be able to collaborate with different territories but they also need to have a director that can see the benefits and the value of collaboration and is able to make the decisions towards collaboration.

Financing CCI’s & Business models.

The main subject was the funding of businesses which in many countries is not available except for the EU programs. There has been noticed that there is a lot of skepticism about crowdfunding especially because they are related to skims and many of them are being accused of laundering money. There is innovation in the field therefore there are sites for specific innovation and actions regarding them which gave some great ideas. Throughout this there must be a specific policy regarding the funding, a strong structure and more specifically when and who should get the money. It was mentioned that regions are more open now to the idea of crowdfunding but there has to be a clear policy on how to support this process, there has to be an agreement with banks considering the way the funding can be realistic and can provide mutual guarantees and last clusters play an important role in all of this especially cause they can attract more funds, be more innovative.

After the workshops coclusions, the participants returned to Patras, where they took part in a social dinner in the city centre.

B. SESSIONS OF 11TH APRIL

1. PATRAS SCIENCE PARK

On Friday 12th April, the group of participants had the opportunity to visit some main organizations of CCI’s sectors and Innovation HUB, in the Patras area.

First, they headed to Patras Science Park, where its President, Mr. Vasilis Anastasopoulos, made a presentation of this venue and of the main activities which are carried out there: Incubation, Pre-incubation, Technology transfer, Proof of concept, Accelerator, Innovation Hubs, Networking and Current projects.

Afterwards, the Business Developer Managers, Mr. Trachylis Dimitrios and Mr. Mixalis Prevenios, showed to the particpants the activities and the purposes of Clean Tech Energy - Innovation Hub and the Blue innovation Hub, respectively.

2. ARCHAEOLOGICAL MUSEUM OF PATRAS

Right after visiting the Patras Science Park, the delegation was carried to the Archeological Museum of Patras. The participants knew details about this infrastructure and its contribution to the regional cultural prominence and they were also able to deepen into the CREADIS3 good practice Building a new relationship with the children's audience. "Building" the visitors of the future. Therefore, Mrs. Chavela Konstantina, Representative of the Ephorate of Antiquities of Achaia - Ministry of Culture and Sports, guided a tour.

3. PATRAS CARNIVAL LAB

The next visit was the one to the famous Patras Carnival Laboratory, a CREADIS3 good practice, too. Mr. Vasilis Papaionnou, Representative of the Municipality of Patras, offered a guided tour to the participants, where he showed this space of carnival and artistic creativity with its pioneer and innovative character and its contribution to the regional cultural prominence.

4. APOLLON THEATER – PATRAS MUNICIPAL THEATER

After lunch in a typical Greek restaurant in the city centre, in the afternoon the participants visited the Apollon Theather, Patras Municipal Theater, guided by Mrs. Siglitiki Vlachaki.

5. 6TH TECHNOLOGY TRANSFER EXHIBITION - PATRAS INNOVATION QUEST

Finally, the participants took the bus to the 6th Technology Transfer Exhibition - Patras Innovation Quest (Patras IQ). There, an open session was organized, Creative ecosystems in Europe. Insights and reflections, starting with Mr. Apostolos Katsifaras’ welcoming, President of Regional Development Fund and Regional Governor of the Region of Western Greece, and Prof. Demostenes Polyzos, Vice Rector of Research and Development – University of Patras, President of the Organization Committee of Patras IQ.

Then, Mr. Spyros Papaspyrou, CREADIS3 Western Greece Partner representative, explained The creative ecosystem in Western Greece. Afterwards, Basque Country’s stakeholders’ representatives, Mr. Rubén Otero, Director of eServices Area, Tecnalia Research & Innovation and Mr. Mikel Zorrilla, Head of Digital Media, Vicomtech, presented KSI Berritzaile: Technology Transfer to the CCI’s sectors. The Basque experience.

Also Prof. Flaviano Celaschi, President of the Emilia-Romagna regional cluster on Cultural and Creative Industries and Mrs. Elena Vai, Creative Director Bologna Design Week presented the Creative ecosystem in Emilia-Romagna Region.

Subsequently, Mr. Theodoros Tsoumpelis, Achaia Chamber of Commerce - General Secretary, presented the “PATRAS IQ brief history, evolution and innovation ecosystem” and Prof. Vasilis Avdikos, Regional Development Institute - Panteion University of Athens, presented the Creativity and collaborative spaces; recent transformations and policy implications.

Mr. Andreas Tsiliras, Cultural Manager and Co-founder of Mosaic // Culture & Creativity, concluded the session with his presentation titled Creative points in Western Greece. Evolution and prospects

Then discussion followed and the session concluded with Mr. Apostolos Katsifaras, President of Regional Development Fund and Regional Governor of the Region of Western Greece, making relevant statements on local channels, expressing his satisfaction referring to the results of the CREADIS3 Project Partners and Stakeholders interaction as well as the thematic workshops that have been implemented during the two days Study Visit event.

After a tour through Patras IQ Exhibition, to finalize the study visit the participants had dinner, in the Patras city centre.

3. CONCLUSIONS AND LESSONS LEARNT

A. OVERALL EVALUATION

To evaluate the study visit’s perception of the participants, a survey was submitted to them. On the basis of the 28 answers received, we could draw the following conclusions. The participants were classified in three different groups, being the group of stakeholders, the one with more responses, as illustrated in the diagram below.

The visit was rated perfect or very good (grades 1 or 2) by 42% of respondents and 25% of the

respondents thought it could be improved (grades 4 or 5).

All members attributed positive adjectives to this study visit, such as: connecting, interesting,

fascinating or rewarding. The majority of participants (57%) agreed to say the visit was useful.

Almost half also considered the visit rewarding or instructive. Nevertheless few participants

considered it was disconnected from the project’s objective or unfocused.

Some of the common feedback from participants are the following:

The visit covered many topics so that useful and interested projects from different sectors were presented

The agenda went through very different aspects of creative industries (sport, film, tourism, museum, innovation and clusters, festivals, theatre, start-ups market...) and the

days were not thematically or logically organized so it was difficult to follow or invite appropriate stakeholders.

It allowed for networking and sharing of information

The global evaluation of the organization of the event is very positive, most participants (90%) think that workshops are a good tool to work on a defined theme and a great majority (85%) agreed that the site visits were worth it. Even though rhythm was considered too intensive and according and that theoretical and practical work could be better balanced the following aspects were ensured:

The schedule permitted both learning and discovering (68%),

The animation/dynamization was well done (68%),

The study visit was interactive and dynamic (61%),

Stakeholders and CREADIS3 members managed to interact (78%)

At the same time, a few areas of improvement on scheduling were suggested such as:

Reduce some parts of program, so many small presentations were difficult to attend to and too much information to get in to days

Split program into 3 days instead of 2 days

The first day was far too exhausting. The timetable was too tight and it collapsed already at the beginning.

Focus on a theme, follow a coherent path and less small presentations. Start the SV with a global presentation of the creative ecosystem in Western Greece and then focus the visits, the presentations and workshops on a particular theme so that we can go deeper in the subjects

Less travels and visits but deepening in the most relevant ones

Also on the CREADIS3 Project some news were published and like in other study visits, Twitter was the main tool used to disseminate news about the study visit, being very active before, during and after the event. The discussions can be followed on the project profile @Creadis3Europe and using #creadis3.

C. CONTENT: MAIN LESSONS LEARNT AND TRANSFERABILITY

Regarding the content of the activities, the most valued activities were, the Steering Committee

for CREADIS3 members only, the Olympia Film Festival, Olympia site visit and the good

practices of the Carnival Lab and Apollon Theater.

Good connections were done or reinforce in this 5th Study visit, seem to be just the beginning, due to the fact that 71,4% of the respondents thought they will stay in contact with other SV participants.

When asked about the added value of the visit for their organization, respondents underlined

the following items:

Networking and new possible collaborations specially between stakeholders

Cooperation prospects.

New ideas and useful information (inspiration)

More clarified action plans of the partners

If we pay attention to potential transferability of the activities and concepts shared in the visit, the ones who were the most likely transferred in assistant’s territories are:

The Basque institutes of technology.

I think that we need to work especially on active and open communication with stakeholders and active citizens. It is the only way how we will be able to create strategic documents reflecting actual situation.

The MOSAIC creative hub.

Creative economy and local branding workshop

Mosaic and Creativity and collaborative spaces; recent transformations and policy implications, transfer ability

D. NEXT STEPS: RECOMMENDATIONS

With the aim of improving the contents for upcoming study visits, based on the evaluation

survey, these are the main recommendations for the next study visit to Emilia-Romagna:

More technical visits, which explain how the projects have been launched and what their structures and objectives are.

Contents with clearer link to CCIs activities.

More time to discuss and facilitating infrastructure / space to promote debate.

Also, taking into consideration some indications made by Interreg Joint Secretariat concerning

dissemination purposes, we recommend to prepare some short videos including Partners’ and

stakeholders’ quotes that can be integrated within the storytelling of the next study visit to

Emilia-Romagna. These videos should include some relevant information referring to the action

plans and the experience exchange process with the CREADIS3 Partners up to date.
