    Te issue o delisting grizzly bears in Montana hasperiodically been in the news over the last couple odecades. Every time the population goals were reachednongovernment organizations (NGOs) sued and the barwas raised. Apparently, delisting may finally be gettingclose to becoming a reality. I you are like me, you have been ollowing thisconvoluted circus with a detached relie that it doesnt

    concern us in eastern Montana. Wrong! Allen Schallenbergers article in the March20, 2014 issue o Western Ag Reporter was a wakeupcall. Allen discussed the Southwest Montana GrizzlyBear Plan recently finalized by Montana Fish, Wildlieand Parks (FWP). Te plan outlines the areas FWP willrecommend to U.S. Fish and Wildlie Service (USFWS)to delist the grizzly bear. It does not include easternMontana. I wrote to FWP Director Jeff Hagener orclarification. He responded that since grizzly bearsare an endangered species, the authority and decisionto delist the bears lies solely with USFWS. He urthernoted, designation o distinct population segmentsand boundaries o DPS are ultimately the decision and

    authority o the USFWS, not FWP, as they are chargedwith implementing the Endangered Species Act. Apparently, the distinct population segment (DPS)boundary only encloses the area where the grizzlypopulation is considered recovered. Since there arecurrently no grizzlies in eastern Montana, we are notbeing considered or delisting. Does this mean there areplans to recover them in eastern Montana? Grizzlybears have been extending their range eastward recentlyand the trend will probably continue. In addition, whatis to stop FWP rom taking problem bears rom themountains and dumping them on the CMR NWR alongthe Missouri River? It can probably saely be said the majority o easternMontana residents do not want grizzly bears in their

    back yards. Other states (e.g. WY, NV, ID) are startingto stand up to the USFWS and taking back managemento their resident wildlie. What is wrong with Montana?It is time our state wildlie agency (FWP) got somecollective backbone and stood up or its citizens againstthe USFWS and the NGOs and insist grizzlies be delistedin all o Montana.

    Te Endangered Species Act (ESA) is broken! Amajor problem is that Washington bureaucrats and NGOsar removed rom the on-the-ground issues are makingstupid decisions and imposing actions that are harmuland, in many cases, disastrous to both the citizens and theresident wildlie. Te examples are legion that USFWS isnot capable o managing resident wildlie. Te solution is simple. Go back to the successulprogram that was in place prior to enactment o theESA. It is time the State Governments in the westernStates took a stand and said, enough is enough andtook back the management o resident wildlie species

    rom the Washington bureaucrats! Each state wouldbe responsible or the wildlie species within theirboundaries and the eds role would be to assist withinormation and resources. Tis would not mean the demise o the grizzly. Itwould mean management decisions would be made ona local level. In practice, i a bear was accidentally killedor killed protecting lie and/or property you would nothave to deal with the wrath o the ESA. Instead, statestatues would determine any penalties. In other words,the people o Montana would have a major say in themanagement o this dangerous predator.

    In closing, the grizzly bear population in Montanahas increased and is thriving to the point it is no longerunder a threat o becoming extinct in the oreseeable

    uture. Tereore, it no longer meets the requirementsto be listed under the ESA and should be delisted in allo Montana. Te citizens and the wildlie populationso Montana would benefit rom this delisting. Te onlyones that would suffer would be the NGOs that wouldlose their access to their cash cow, the Equal Access toJustice Act payments. ~ Ron Stoneberg, Hinsdale
