From the Acting Vice Chancellor’s Desk

This issue of CUPB Newsletter marks the fifth anniversary of the Central University of Punjab which has gone on to achieve immensely in academics and several concurrent fields. The journey of this university began in 2009 from the vestiges of

a decrepit building of a spinning mill which has now been transformed into a strapping campus brimming with life and academic energy by the founder Vice Chancellor, Prof. Jai Rup Singh who selflessly worked for the progress of this institution. Today, all of us are enjoying the fruits of hardwork and farsightedness of Prof. Jai Rup who has helped CUPB attain a status of unparallelled success among newly formed central universities. The university now offers 20 courses in its 10 schools and 16 centres of studies. MoUs have been signed with acclaimed institutions such as Punjab Agricultural University, Ludhiana, Baba Farid University of Health Sciences, Faridkot and National Academy of Medical Sciences, New Delhi for collaboration in high end research, academic programmes and exchange of faculty and students. The university has attained the highest rank in terms of h-index and citation index among the newly established central universities. During the past five years, several eminent scholars from diverse fields were invited to deliver lectures and interact with the faculty and students. In addition to the academic excellence the university has nurtured the social, cultural and artistic impulses of the students. On different occasions, competitions like elocution, debate and creative writing, photography, painting, singing, dance, poetry recitation have been organised. To mark the Foundation day of the university several activities such as Blood Donation Camp, Athletic Meet, Cultural Evening, Kavi Darbar and Foundation Day Lectures were organised. During these five years, the university has also remained committed to its agenda of service to community, celebration of the culture of the region, eradication of social and environmental maladies and involvement with the region at grassroot levels. Central University of Punjab played a role in educating senior citizens through free computer literacy classes, it has organised educational and recreational activities for neighbouring slum children, it has also participated in the process of democracy in India by playing a role in elections and vote counting besides organising cancer and environment conservation awareness programmes. I have a firm belief that the university will continue to make unparalleled developments in all these fields and will go on to become an institution of international standing. Prof. P. Prof. P. Ramarao Joins as Acting Vice Chancellor

Prof. P. Ramarao, Ph.D. (Banaras Hindu University, Varanasi), Dean Academic Affairs and Dean, School of Basic and Applied Sciences joined as acting Vice Chancellor of Central University of Punjab, Bathinda on March 3, 2014. He joined after term completion of Prof. Jai Rup Singh. Prof. Ramarao did B.Pharm. in 1977 from Banaras Hindu University, Varanasi and completed his Ph.D. in 1986 from the same institution. He worked as Research Associate in the University of Illinois, Chicago during 1987-89 and became Research Fellow at Harvard University, Boston in 1989-90. He received a number of awards and honours in research work from national and international institutions. He also remained at key positions in his career such as in Analytical Testing Services as Pharmacologist in 1979-80, lecturer at Banaras Hindu University, Varanasi in 1980, Research Associate in Department of Surgery, Beth Israel Hospital, Harvard University, Boston in 1989 and then promoted as Reader in Pharmacology in BHU where he worked during 1990-95. He joined as Associate Professor in National Institute of Pharmaceutical Education and Research (NIPER), Mohali in 1995 and worked as Professor and Head, Department of Pharmacology and Toxicology at the same institution. Before joining CUPB, he held the key post of Director of the National Institute of Pharmaceutical Education and Research (NIPER), Mohali from 2004 to 2009.

MoU between CUPB and PBTI

Central University of Punjab, Bathinda signed Memorandum of Understanding (MoU) with Punjab Biotechnology Incubator (PBTI), Mohali for mutual cooperation to promote high end research and academic programmes in the areas of Biological Sciences, Chemical and Pharmaceutical Sciences, Environmental Sciences and other areas of mutual interest on February 3, 2014. Under this agreement Central University of Punjab, Bathinda will recognise PBTI, Mohali as an accredited centre for pursuing research for facilitating doctoral research for the students of the institute in several designated areas from the university.

Recent Trends in Cancer Therapeutics: Seminar and Panel Discussion at CUPB

Central University of Punjab, Bathinda organised a seminar and panel discussion on “Recent Trends in Cancer Therapy” on World Cancer Day on February 4, 2014. Prof. A. K. Malhotra, Former Head, Department of Nuclear Medicine and Positron Emission Tomography, All India Institute of Medical Sciences (AIIMS), New Delhi was the Chief Guest while Prof. M. S. Kang, Former Vice Chancellor, Punjab Agricultural University (PAU), Ludhiana was the Guest of Honour. In the first session apart from Prof. A. K. Malhotra, Dr. J. S. Sekhon (Fortis Hospital, Ludhiana), Dr. Manjit Singh Bal (Government Medical College & Hospital, Patiala) and Dr. Rajesh Vashistha (Max Hospital, Bathinda) gave presentations on various cancer related topics.

The second session started with a talk by Dr. Neeta Kang (Christian Medical College & Hospital, Ludhiana) followed by the panel discussion moderated by Prof. Jai Rup Singh. Prof M. S. Kang, Prof. M. K. Mahajan (Director, Advanced Cancer Research, Diagnostics and Treatment Centre, Bathinda), Dr. Prabhat Gupta, Dr. Manjit Singh Bal, Dr. Neeta Kang, Dr. Raja Banipal (Baba Farid University of Health Sciences, Faridkot) and Dr. Rajesh Vashishtha participated in the Panel discussion.

Foundation Day Celebrations

Debate and Creative Declamation Organised In a series of events organised to celebrate 5th Foundation Day, Central University of Punjab, Bathinda held Debate and Creative Declamation Competitions on February 18, 2014. The topic of the debate competition was “Environmental Pollution is the Cause of Cancer”. Ten participants expressed their views in favour of and against the motion in an exciting and absorbing competition. The topic of Creative Declamation competition was “If you had the power to change, how would you change the world.” Twelve participants showed in different ways how with certain powers world could be changed for the better.

Cultural Competitions Organised Several cultural competitions were also organised on the same day. In the poem recitation competition 22 students regaled the audience with beautiful poems. This event was followed by Solo and Group Song competitions in which the 12 participants and 6 teams showcased their singing talent, respectively. A Solo Dance Competition, a Group Dance Competition and Traditional Dress Competition were also organised.

Foundation Day Celebrations

Second Annual Sports Meet Organised Central University of Punjab, Bathinda organised its Second Annual Sports Meet on February 19, 2014. Vice Chancellor Prof. Jai Rup Singh was the Chief Guest on the occasion. After the formal declaration of Sports Meet the Vice Chancellor hoisted the flag. The Sports Meet commenced with a colourful March Past by the students. On the first day of event, various track and field events were organised with the participants showcasing their sporting prowess. On the second day, several sports events and fun games were organised. Dr. Tarlok Singh Sandhu, an Olympian and academician was the Chief Guest for the closing ceremony.

Foundation Day Celebrations

International Mother Language Day Celebrated February 21 is celebrated as the International Mother Language Day every year all over the world with the purpose of preserving, protecting and promoting the linguistic diversity of the world. Central University of Punjab organised lectures by experts in history, economics, science and linguistics to celebrate International Mother Language Day on February 21, 2014. The Chief Guest on this occasion was Padam Shree and Jnanpith awardee famous Punjabi novelist S. Gurdial Singh. Prof. Prithipal Singh Kapur, Former Pro-Vice Chancellor, Guru Nanak Dev University, Amritsar was the special guest.

Special guests Prof. Surjit Singh Dhillon and Prof. Ramesh Kuntal Megh also expressed their views. Special speakers, Prof. Gian Singh and Prof. Paramjit Singh Dhingra spoke about the benefits of the use of mother tongue in imparting education at all levels.

Foundation Day Celebrations

Painting, Poster-making and Photography Competitions Organised Central University of Punjab, Bathinda organised a special competition of On-the-spot painting, Poster-making and Photography for school, college and university students on February 22, 2014. The Chief Guest of the programme was renowned photographer, Mr. Janmeja Singh Johal.

A total of 244 students from 12 schools, 17 colleges and CUPB participated in the competition including 30 students of Mahant Gurbanta Das Deaf and Dumb School, Bathinda and several economically weaker section children.

Students and Staff of CUPB Donate Blood Supporting the national cause of saving human lives, a blood donation camp was organised by Central University of Punjab on February 24, 2014. The 2nd blood donation camp was inaugurated by chief guest Dr. G. P. I. Singh, Vice Chancellor, Adesh University, Bathinda. During the camp, more than 150 units of blood were collected.

CUPB Organises ‘Kavi Darbar’ and ‘Malwai Lok Gayan’

Central University of Punjab organised ‘Kavi Darbar’ and ‘Malwai Lok Gayan’ on the evening of February 24, 2014. Famous poet and Punjabi writer, Dr. Surjit Patar was the chief guest of the programme who recited his poems. The other poets who regaled the audience with their poetry were Sukhwinder Amrit, Jaswant Zafar, Gurbhajan Gill, Trilochan Savi, Surinderpreet Ghaniya, Jagwinder Jodha and Hardarshan Sohal.

Cultural Evening Mesmerises CUPB A cultural evening was organised by the university on February 25, 2014. Prof. R. S. Bawa, Vice Chancellor, Chandigarh University graced the programme with his benign presence. The cultural programme began with a religious song and then a welcome song was sung by university students. This was followed by the performance of a play of renowned Punjabi dramatist, Ajmer Singh Aulakh titled ‘Jhana De Pani’. After the play, Manmeet Singh presented a Punjabi folk song. This was followed by a short skit titled ‘Kaun Banega Pradhan’ which depicted the atrocities committed upon women. A mime depicting environmental problems was performed followed by a Rajasthani dance by Amita, a student of the university.

Special Lectures to Mark the Fifth Foundation Day To commemorate the Fifth Foundation Day, special lectures were organised in the university. Shri Avinash Chander, Secretary, Department of Defence, GOI was the Chief Guest on this occasion and Prof. S. K. Salwan, Former Vice Chancellor, Punjab Technical University was the guest of honour. The Chancellor, Prof. S. S. Johl presided over the function. Prof. S. K. Salwan delivered his talk on the “The Philosophy Underlying Universities”. Chief Guest, Shri. Avinash Chandra spoke on the evolution of futuristic technologies which shall create new and unseen challenges for the national security. Prof. S. S. Johl, in his presidential address shed light on the extent of progress achieved by the university faculty and students. Three Publications related with progress of university namely: Plant Biodiversity of Central University of Punjab Main Campus, Newsletter Vol.2 No.1, Central University of Punjab: A Rising Star in Higher Education were also released by the Chief Guest.

Obeisance Paid to Shaheed-E-Azam Bhagat Singh, Rajguru and Sukhdev Students of Central University of Punjab observed 83rd Martyrdom Day of Bhagat Singh, Rajguru and Sukhdev by organising a patriotic programme in the auditorium of Central University of Punjab on March 25, 2014. The programme started with a guest lecture by Prof. Chaman Lal. During his lecture, he showed photographs of Bhagat Singh, his family, his comrades and monuments built in India and abroad in the memory of Shaheed Bhagat Singh. After the lecture, university students performed ‘Butt Bol Paya’ a play based on present state of affairs in India. This was followed by presentations of patriotic songs by students Mandeep Singh and Manmeet Singh.

Condolences to Prof. G. K. Chadha Acting Vice Chancellor of CUPB, Prof. P. Ramarao condoled the death of Prof. G. K. Chadha, President, South Asian University (SAU), New Delhi. Prof. P. Ramarao along with CUPB faculty, staff and students conveyed deep sympathy to the bereaved family members and prayed for the departed soul in a condolence meeting held at the university auditorium on March 4, 2014. Emeritus Professor and former Vice Chancellor of Jawaharlal Nehru University, New Delhi, Prof. G. K. Chadha had written 16 books along with more than 100 research papers in national and international journals on various development issues relating to India, China, Indonesia and other developing Asian nations. It is pertinent to mention that Prof. Chadha, former advisor in planning commission, was also a member of the Executive Council of Central University of Punjab.

1. Dr. Inder Pal Singh, Associate Professor, Department of Natural Products, National Institute of Pharmaceutical Education & Research, Mohali delivered a guest lecture on March 28, 2014 which was titled as “Isolation and structure elucidation of natural products”.

2. Prof. Asit K. Chakraborti, Head, Department of Medicinal Chemistry, National Institute of Pharmaceutical Education & Research, Mohali delivered three guest lectures on April 4, 2014 which were titled as:

a) Medicinal Chemistry Education and Research: The Necessity and Pitfalls b) Enriching the Medicinal Chemists’ Tool Box: Emerging Trend and Paradigm Shift

in Discovery Chemistry c) Sustainable Chemistry for Novel Anti-inflammatory Scaffolds

High End Instruments Added to CUBP Laboratories

Central University of Punjab believes that the conduct of scientific research requires some antecedent investment in specific equipment which can further enhance the frontier of scientific knowledge through an expansion in observational and experimental capabilities. In this regard some new instruments such as H1 Monochromatic Microplate Reader, Deep freezers, Automatic pipette washer, High speed centrifuge, BioRad Thermal cycler, Vertical autoclave and Binocular research microscopes have been added to various laboratories. The recently established Physics laboratory procured major teaching and research instruments for Digital Electronics such as Digital Workstation, Logic Gates Trainer, Universal Gates Trainer, De-Morgan's Theorem Trainer, Adders and Subtractors Trainer, Flip-Flop Trainer, Multiplexer and Demultiplexer Trainer, Encoder and Decoder Trainer, Asynchronous Counters, Shift Registers Trainer and Cathode Ray Oscilloscope. Various set ups for the Modern Physics Laboratory such as Franck Hertz Experiment Set up, Millikan’s Oil Drop Experiment Set up, Photoelectric Effect Set up, Four Probe Methods Set up, Michelson Interferometer, He-Ne Laser with Diffraction Grating and Dual Nature of Electron Set up were also procured. The Solid State Physics Laboratory procured Hall Effect Set up, Dielectric Constant Set up, Hysteresis Loop Tracer, Gauy's Method Set up, Magneto-resistance Set up and Electron Spin Resonance Spectrometer. In addition to these, some other equipments for research have also been added such as Manual Hydraulic Press, Function Generator and Microwave Synthesizer (Monowave). Such advanced infrastructure will enable valuable work that will develop a passion for research in students who are the next generation scientists.

2. Dr. Bawa Singh presented a paper on “Mapping SAARC’s Role in the Changing Geopolitical and Geostrategic Landscape” in a national seminar on SAARC: Problems and Prospects organised by Department of Political Science, University School of Open Learning, Panjab University, Chandigarh; March 24-25, 2014.

3. Dr. Felix Bast delivered an invited talk on “Strong Endemism of Bloom-forming Tubular Ulva in Indian West Coast, with Description of Ulva paschima. nov. (Ulvales, Chlorophyta)” in a National Conference on Recent Advances in Algology, Mycology and Plant Pathology at University of Madras Guindy Campus; February 19-20, 2014.

4. Dr. Kiran K. Singh presented a paper on “Diminishing the space through Transport Integration: A Study of South Asia” in an international seminar on Global Politics and Governance in 21st Century: Emerging Trends and Global Concerns organised by Department of Political Science, School for Ambedkar Studies, BBAU, Lucknow; March 22-23, 2014.

5. Dr. Naresh Singla presented a paper on “Linkages Between Fresh Food Supermarkets and Farmers In India: A Case Study from Punjab” in an ICSSR sponsored national seminar on Agro-Processing Industry in North-Western States of India-Performance: Prospects and Problems, Guru Nanak Dev University, Amritsar; March 28-29, 2014.

6. Dr. Nishtha Kaushiki presented a paper on "Geopolitics of Responsibility to Protect and Responsibility while Protecting: India at the Crossroads of Principles and Reality" in an international seminar on Re-imagining Indian Foreign Policy: Emerging Challenges and Strategies conducted by Department of Political Science, Faculty of Social Sciences, Banaras Hindu University, Varanasi; April 4-5, 2014.

CUPB Bids Farewell to Founder Vice Chancellor Prof. Jai Rup Singh

On term completion of Prof. Jai Rup Singh, faculty, staff and students of Central University

of Punjab, Bathinda organised a farewell for founder Vice Chancellor of Central University

of Punjab, Bathinda. Prof. Jai Rup Singh successfully completed his five years term from

2009 to 2014 as founder Vice Chancellor of CUP, Bathinda. Prof. Jai Rup selflessly worked

to build up Central University of Punjab, Bathinda and today CUPB has attained a status of

unparalleled success among the newly formed central universities. His work will continue to

give strength, guidance, direction and encouragement to the staff and students of CUPB. A

felicitation inscription containing the parting sentiments of faculty, staff and students was

also presented to him. In his address, Prof. Jai Rup Singh said that in his five years of term at

CUPB as Vice Chancellor, he received a lot of love, respect and support from staff and

students which empowered him to perform for the university with dedication. He hoped that

in coming years, CUPB will progress by leaps and bounds.

Words become grossly inadequate while writing in felicitation of Prof. Dr. Jai Rup Singh, a teacher and researcher par

excellence, an able administrator, an adorable Vice Chancellor and a considerate mentor on his successful completion of

the term (2009 – 2014) as the founder Vice Chancellor of the Central University of Punjab. As such, when a stalwart of

multifarious capabilities retires, life pauses for a moment.

After completion of Ph.D. from the All India Institute of Medical Sciences, New Delhi, Prof. Dr. Jai Rup Singh served Guru

Nanak Dev University, Amritsar for 36 years in various capacities, including that of its Vice Chancellor. Prof. Dr. Jai Rup

Singh, a pioneer in Human Genetics in India, is known worldwide for his researches in pre- and post-natal diagnosis of

Genetic Diseases, Genetics of infertility and eye diseases, particularly for his work on location of the genes causing

congenital cataract in Indian populations. Prof. Dr. Jai Rup Singh was Visiting Professor to nearly 20 universities in

several European and American countries and he delivered over 60 invited lectures at various international forums in

USA, Germany, United Kingdom, France, Japan, Australia, Netherlands, South Africa and many more. Prof. Dr. Jai Rup

Singh guided over 50 students for their Ph.D., M.Phil., M.D. and M.Sc. research and published 4 books, 11 manuals and

over 95 research articles in reputed peer reviewed journals.

Prof. Dr. Jai Rup Singh has been bestowed membership of several prestigious national and international committees, he

has organised many seminars and conferences and received research grants from national as well as international

agencies.

As an inspiring mentor, Prof. Dr. Jai Rup Singh has taught his colleagues and students the joy of learning and helped

them in shaping their careers for which he enjoys a very special place in their hearts.

After becoming the founder Vice Chancellor of the Central University of Punjab, Prof. Dr. Jai Rup Singh was shown by the

state authorities many risible sites like shopping complexes, marriage palaces etc. to start the university, but it is his

unrivalled wisdom that he selected the present site, the premises of dilapidated Bathinda Co-operative Spinning and

Ginning Mill (BACOSPIN) lying in ruins, as the site for the Transit Campus. Under his leadership, this site has been

metamorphosed in to a green Wi-Fi university campus with state of the art laboratories, an ultra-modern computer

centre and a resource rich and fully automated high security enabled library providing stimulating academic ambience to

the faculty and students. Consequent upon the facilities created and the selection of highly competent faculty by him,

the students and faculty of the university have excelled in academics, especially in research in comparison to their

counterparts which is evident from the fact that the Central University of Punjab has been ranked number 1 amongst

the newly established Central Universities by the international agencies.

Clairvoyant and striving for perfection in everything, immense passion and dedication to work for the university

tirelessly to complete the unfinished tasks with meticulous attention to every details makes Prof. Dr. Jai Rup Singh

enormously special and inordinate. His path breaking services has undoubtedly inscribed his name in golden letters in

the annals of this university and in the individual lives of all of us.

All members of Central University of Punjab immensely thank him for his supreme contributions to the university and

wish him all success in his future endeavours.
