ABSTRACTThe Tollow-up component of the Youth Opportunities
Unlimited (YOU) program tracked the 127 students who graduated from1988, 1989, and 1990 Henderson State University YOU programsthroughout July 1989-June 1991. Students were contacted on a monthlybasis through phone calls, school counselor contacts, letters, andnewsletters. Findings indicated grades remained very stable andstudents maintained a stable attendance rate. The Junior-Senior HighSchool Personality Questionnaire (HSPQ) was used to determineself-esteem attitude changes. Students showed a great improvement intheir self-esteem scores, which were in the extreme range during thepretest. Scores in the posttest showed students in the normal range. These scores remained in the normal range after two years. Thestudent exit interviews showed a very positive attitude expressed byYOU students. These attitudes remained positive as verified by thespring counselor interviews. Of the 127 total Henderson graduates, 19graduated, 5 received General Educational Development certificates, 1
died, and 86 were still in school. In comparison with the graduationor stay-in late of 75 percent for Arkansas student:, the statisticssuggested an 85-88 percent stay-in rate. (The 11-page report isfollowed by these appendixes: monthly contact schedule and materials;attendance and grades collection form; profile of HSPQ results; exitand spring interviews; forms used in the retreat; and stay-instatistics.) I. INTRODUCTION
Problem:
The importance of the education of our youth cannot be
overly stressed. We live in a complicated and extremely
technological society. Our students will need a high school
diploma as a minimum criterion for even the most basicjob
entry requirements. Programs designed to encourage our yi)uth
to stay in school rather than dropping out should warrant our
highest priority.
The Youth Opportunities Unlimited (Y.O.U.) program is a
drop-out prevention program for students who are at-risk of
dropping out of high school. Y.O.U. is a comprehensive
program which is designed to encourage 14 and 15 year old
students to stay in school. It is funded by the Job Training
Partnership Act (J.T.P.A.). Y.O.U. provides economically
disadvantaged students a university-based work study program
with a wide range of support services. These services include
health care, counseling, educational classes, and work
training. Working with the whole child is an essential part
of the Y.O.U. program.
The students live on a college campus for eight and one
half weeks during the summer. They work a half-day and attend
a variety of classes the other half-day. These classes are
usually in English, math, or reading. Students can use this
1
6
experience for elective credit when they return to school.
Recreational activities, tutorial sessions, and enrichment
activities take up most of the students' evenings and
weekends.
Study:
As part of the Y.O.U. program, a Follow-up component was
developed to investigate the status of Y.O.U. graduates after
they leave the program. Through the research component of the
Carl Perkins Vocational Education Act Grant, the 127 students
who graduated from the 1988, 1989, and 1990 Henderson Y.O.U.
programs were carefully tracked throughout July 1989 - June
1991.
The intention of the Follow-up was to contact the Y.O.U.
graduates on a monthly basis. At the inception of the study,
graduate student was hired to accomplish this task. Students
were contacted on a monthly basis through phone calls, school
counselor contacts, letters, and newsletters (see Appendix A).
Various surveys and self-esteem inventories were also
administered to add to the data pool available about these
students. The information received through the contact was
combined with the other universities who were also collecting
this data from their schools. The University of Arkansas at
Pine Bluff, Arkansas State University, Southern Arkansas
University, The University of the Ozarks, and Henderson State
2
7
University participated in the Arkansas Follow-up Program.
The.University of Arkansas at Monticello joined the program in
the summer of 1991. This collection of data is reported in
the Final Report: Arkansas Youth Opportunities Unlimited
Follow-up, Steinmiller and Duncan, 1991.

II. METHODOLOGY
Grades:
The grades for the Henderson Y.O.U. graduates were
collected from the counselors on a quarterly basis (see
Appendix B). The junior high and high school counselors were
extremely cooperative in working with the Y.O.U. Follow-up
staff to provide grades and attendance materials needed for
the study. These grades were averaged for the year prior to
the Y.O.U. experience and then each year after.

As can be noted in Table 1, the grades have remained very
stable. No significant increases or decreases in grade
averages were noted.
Data was also collected regarding the students'
attendance. As can be noted in Table 2, there were no
significant attendance changes. Students maintained a stable
attendance rate.

Self-Esteem:
1
To determine self-esteem attitude changes test, we used
the Junior-Senior High School Personality Questionnaire
(H.S.P.Q.). The areas measured in this questionnaire were
cool or warm personalities, concrete or abstract thinking,
emotional or emotionally calm, phlegmatic or excitable,
submissive or dominant, sober or cheerful, 'expedient or
conforming, shy or bold, tough or tender minded, vigorous or
withdrawn, self assured or apprehensive, group-oriented or
self-sufficient, undisciplined or self-disciplined, and
relaxed or tense.
Students entering the Y.O.U. program filled out the
inventory during their first week on campus. They were then
given the post-test seven weeks later during the last week of
the Y.O.U. program. The results from each graduating group
are profiled in Appenlix C.
As can be derived from the profiles the pre-test measures
show that, upon entering the Y.O.U. program, the students are
tested in the extreme ranges for the measured areas. At the
completion of the program, the results of the post-test
demonstrated scores in the normal range.
During the retreat (see page 8) in 1989 and 1990, the
students were again tested using the HSPQ Inventory. As can
be noted in Appendix C, the results of the questionnaire
illustrate the normal range scores for the Y.O.U. students.
Therefore, it highly suggests that the self-esteem of the
6
11
Y.O.U. graduates remained stable over this two year time span.
Exit Interviews:
At the end of each Y.O.U. program, an exit interview (see
Appendix D) was administered to the students. Students were
asked questions to determine their attitude about the program
and growth from the program. Of primary interest were the
answers to question 14 "What changes have occurred for you
during the Y.O.U. program?" and question 15 "What final
statement would you like to make (about Y.O.U.)?
Comments such as " its going to help me have a better
attitude about things," "I study better than before," "I'd
like to return," and "I get along better with others" were
very common responses. Included in Appendix D is a random
sampling of the students' responses to question 14 and
question 15.
Spring Interviews:
During the spring of each year, the school counselors
were asked to interview the parents, siblings, and students
who graduated from the Y.O.U. programs (see Appendix E). They
also completed a self-interview. The counselors were offered
a $10.00 stipend for their time and efforts in conducting the
interviews.
7
.12
The responses to the questions are similar to those in
the exit interviews. The students maintained a very positive
attitude about the program and expressed in statements their
intention to complete high school.
Retreat:
As part of the Follow-up, the graduates from the
Henderson Y.O.U. programs were invited back for a two-day
retreat at the campus. Included are some of the forms used in
this process (see Appendix F).
The Y.O.U. staff transported the students to and from
their hometowns and the Henderson State University campus.
During the retreats, activities included dances, breakfasts,
cookouts, and "rap" sessions in the dorms.
During the first retreat year, 1989, twenty-five students
returned for the retreat. During the 1990 year, fifty
students attended the retreat, and in 1991, forty-three
students attended.
We also took this opportunity to retest the students
using the H.S.P.Q. inventory. As noted on the page 5, the
positive self-esteem measures have been maintained throughout
the school years. (see Appendix C).
8
13
Stay-In Statistics:
As mentioned earlier, the primary objective of the Y.O.U.
Follow-up Program was to determine how many of the students
who graduated from the Y.O.U. program stayed in school and
graduated from high school. Of the 42 students who graduated
from the 1988 program, 19 graduated from high school, 4
received General Education Diplomas (GEDs), 12 are in high
school, 1 has died, 6 are not in school at this time, and the
Follow-up has not lost contact with any 1988 students.
Of the 41 students who graduated from the 1989 program,
1 has received a General Education Diploma (GED), 34 are in
high school, 6 are not in school at this time, and the Follow-
up has not lost contact with any 1989 students.
Of the 44 students who graduated from the 1990 program,
40 are in high school, 4 are not in school at this time, and
the Follow-up has not lost contact with any 1990 students (see
Appendix G). The statistics are reported as of October 31,
1991.
Of the 127 total Henderson graduates, 19 have graduated,
5 have received G.E.D.s, 1 is deceased, and 86 are still in
school. Only 16 are currently not enrolled in school. This
shows an 86% success rate at this time. The Henderson State
University has not lost contact with any Y.O.U. student as of
this report.

III. CONCLUSION
The Henderson Youth Opportunities Unlimited Follow-up is
a very important part of the dropout prevention effort in
Arkansas. The results of the study affirm the positive impact
the Y.O.U. program makes on the lives of its participants.
Although there were no significant grades nor attendance
increases, we must also note there were no significant
decreases either. Students who consider dropping out of
school will often let their grades slide. As can be noted by
the stable nature of both grades and attendance, this is not
the case.
The students showed a great improvement in their self-
esteem scores. The scores during the pre-test were in the
extreme ranges where scores in the post-test showed students
in the normal range. These scores continued to remain in the
normal range after a two-year time span.
The student exit interviews showed a very positive
attitude expressed by the Y.O.U. graduates. Again, these
attitudes continued to remain positive as verified by the
spring counselor interviews.
The spring retreat was a wonderful opportunity for the
Y.O.U. staff. It allowed an opportunity to recommune with
students, as well as retest them. Again, attitudes and self-
esteem remained positively stable.
Of most importance though, are the stay-in statistics.
10
15
The dropout rate for students in Arkansas is approximately
25%, thus leaving a graduation or stay-in rate of 75%.
So far, the statistics suggest a stay-in rate ranging
from 85% to 88%. It is important to remember that these
statistics are of a very high risk population. We are pleased
with these results.

programs over the past three years, please refer to the Final
Report: Arkansas Y.O.U. Follow-up, Steinmiller and Duncan,
