Iran over human rights violations, as the bloc prepared for a clash over whether to impose a new set of penalties in the hope of safeguarding a nuclear deal with the Islamic republic.

U.S. President Donald Trump has been a fierce critic of the 2015 nuclear accord between world powers and Iran. He has given a May 12 deadline to fix it, threatening otherwise not to extend U.S. sanctions relief on Iran related to the agreement. The EU is eager to safeguard the pact, under which Tehran agreed to curb its nuclear ambitions for at least a decade, but divided over how to achieve that.France has pushed for new sanctions over Iran’s missile programme and involvement in conflicts in the region, including in Syria where Tehran backs President

Bashar al-Assad. Paris hopes that would show Trump the EU takes his concerns seriously.

But Italy leads the sceptic camp, fearing any such move would upset Tehran and European firms’ chances of winning lucrative contracts there as the country opens up after decades of international isolation.

The preparatory and ministerial meetings

of the 29th Arab League summit began in Riyadh yesterday ahead of Sunday’s crucial meeting to be hosted in Dammam where some of the most contentious issues plaguing the region will come up for discussion.

The Saudi Minister of Foreign Affairs Adel Al-Jubeir said in his opening remarks at the ministerial meeting yesterday that Palestine and the situation there will top discussions at the Arab summit.

He also said that Iran and terrorism are two sides of the same coin, and called on Arab ministers to work together to stop Iran meddling in Arab affairs.

The Saudi foreign minister praised Saudi - Iraqi rapprochement and said that Riyadh has allocated $1.5 billion for the reconstruction of Iraq.

As part of his speech on the most important challenges facing the Arab world, the Saudi Foreign Minister Adel Al-Jubeir said that 117 Houthi

ballistic missiles had been fired at Saudi cities. He added that Houthi terrorist acts are destabilizing security and stability in Yemen.

Bahrain’s Minister of Foreign Affairs Shaikh Khalid bin Ahmed bin Mohammed Al Khalifa, participated in the consultative meeting.

The Secretary-General of

the Arab League Aboul Gheit said that the League condemns Iran’s interference in Bahrain and other countries in the region.

Aboul Gheit and the Special Envoy for Syria Staffan de Mistura met on the sidelines of the Arab foreign minister’s meeting.

The spokesman for the Arab

League’s Secretary-General Mahmoud Afifi said that Aboul Gheit was given a presentation by de Mistura about the latest results of his communications with international and regional parties that aim to allow political negotiations between Syrian parties to recommence in Geneva under the auspices of the United Nations.

bin Ahmed bin Mohammed Al Khalifa participated in the meeting of the Arab Quartet on the sidelines of the foreign ministers’ preparatory meeting yesterday. The Quartet deliberated on the crisis with Iran and its interference in the Arab states’ internal affairs.

The committee is made up of the United Arab Emirates (Head), Bahrain, Saudi Arabia, Egypt and Secretary General of the Arab League, Ahmed Aboul Gheit.

The meeting discussed the developments of the crisis with the Islamic Republic of Iran besides ways of confronting its interventions in the internal affairs of the Arab States. The Committee

issued a statement, condemning the Iranian interference in the internal affairs of Bahrain, lauding the Kingdom’s efforts to combat terrorism paying tribute to its security agencies for thwarting terrorist acts and plots that led to the arrest of 116 terrorist elements.

The terror elements belong to an organization formed and financed by the Iranian Revolutionary Guards and their external military arms, including the terrorist groups of Asaib Ahl Al-Haq and Hezbollah, denouncing the latter for forming, financing and training those elements and providing them with weapons and explosives to carry out terrorist acts to disrupt security and stability and hit the economy of the Kingdom of Bahrain.

Electricity and Water Affairs Minister Dr. Abdulhussain Mirza

yesterday inaugurated Bahrain’s first Wind Atlas, a map showing the presence of sufficient wind resource in different areas to operate turbines that generate clean energy and produce electricity from wind energy.

The Atlas is in keeping with the wise directives of His Majesty the King, His Royal Highness the Prime Minister and His Royal Highness the Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, to take advantage of clean and sustainable energy and to diversify Bahrain’s sources of energy for comprehensive development.

Dr. Mirza said the Wind Atlas was prepared in a scientific way after extensive study by EMD International, an international company specialized in this field, in cooperation with the Sustainable Energy Unit and with the support of the United Nations Development Programme (UNDP) to encourage investment by the private sector in wind energy. He said the Atlas will help contribute to achieving Bahrain’s national goals to have 5 per cent of its energy use as renewable by 2025, and 10 per cent by 2035.

The minister said that the support of the national plan by the Council of Ministers in particular and its support for the policy of Net Metering has transformed Bahrain’s energy resources and investment. He said the country has witnessed a rapid flow of investments in solar energy and the wind atlas study is complementary to this transformation. He said it holds the potential of new horizons that would contribute to the advancement of development and diversification of energy sources.

During the ceremony, Dr. Mirza also inaugurated the website of the Sustainable Energy Unit, which was prepared by INSOMNIA. This website will highlight the unit’s plan to activate its role in spreading awareness in the field of renewable energy and energy

Resident Representative of the United Nations Development Programme (UNDP) Amin Cherkaoui praised Dr. Mirza’s support in the fields of renewable energy and energy efficiency. He said that the adoption of the national plans and their initiatives and policies reflects Bahrain’s keenness to achieve relevant national commitments to achieving goals of sustainable development and, in particular, the goal of renewable energy.

The inauguration ceremony was also attended by executive heads of a number of companies interested in renewable energy and a large number of specialists and technicians in this field.

Bahrain Chamber of Commerce and Industry

(BCCI) needs to clarify the progress made on the Manama Traditional Market (Manama souq) renovation project and the budget allocated to it, an activist has urged.

Manama Traditional Market Committee Deputy Chairman Mahmood Al Namliti said that BCCI needs to clarify the budget allocated for the revamp project amid rumours that the chamber is reviewing the funds allocated for the projects. The renovation project has a budget of BD6 million with BD3 million coming from the Ministry of Industry, Commerce and Tourism while the remaining is poised to come from the BCCI.

According to Namliti, there is a lack of clarity about the BCCI part of the funding.

Namliti said that the chamber must clarify if it will use its own funds or funds from sponsors. He urged the chamber to use its own funds for the project, rather than

from private sector sponsors, adding that any funding from private sector should be seen as a bonus rather than as part of the BD3 million pledged by the BCCI.

“Now there are concerns that the funds allocated will be restructured after a review. While previously it was agreed that BD3 million would be funded by the chamber, now

there are suggestions that the chamber will have to seek banks and private sector companies to get funding. I think any additional funding received from private sector should be seen as a bonus and in addition to the original BD3 million pledged by the chamber,” he said.

“We also need clarity on the progress of the project. The

work needs to start, a detailed plan has already been made now it needs to be executed,” he said.

“Manama souq is an important part of Bahrain. It is the face of the culture and tradition of Bahrain. Any investment that goes there will not only benefit the Souq, but also the whole country,” he added. Mahmood Al Namliti

Speaking during the Northern Governorate’s majlis yesterday, Al-Asfoor said that the announcement by the Higher Committee for Natural Resources and Economic Security of the discovery of huge tight oil and deep gas resources is a source of optimism, stressing that the sound directives of His Majesty King Hamad bin Isa

Al Khalifa have contributed to developing the oil industry in the Kingdom, increasing economic growth and diversifying income resources.

Referring to the Bahrain Formula 1 Grand Prix Race, hosted recently by the Kingdom, the Northern Governor extended, on behalf of the governorate’s citizens, profound congratulations to HM King Hamad, His Royal Highness Prime Minister Prince Khalifa bin Salman Al Khalifa and His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince, Deputy Supreme Commander and First Deputy Premier, on the outstanding success of the event, noting that the Bahrain F1 Grand Prix is one of the landmark achievements

attained by the Kingdom under the royal Reform Project.

The Northern Governorate’s Majlis discussed a number of issues, including the celebration of the GCC Environment Day, marked as part of the governorate’s “We Are All Partners in Peace” initiative.

The Majlis also received a delegation from the Bahrain Autistic Society, who submitted a proposal to design Bahrain mural paintings as part of the “We Are All Partners in Peace”.

The governor instructed the relevant sides to take the necessary procedures and cooperate with the Bahrain Autistic Society to choose the site and implement the proposal.

The Vice Prime Minister and Foreign Minister

of the Republic of Georgia, Mikheil Janilidze, received the Undersecretary of the

Ministry of Foreign Affairs for International Affairs, Dr. Shaikh Abdullah bin Ahmed Al Khalifa at the Georgian Foreign Ministry in the capital Tbilisi.

Mikheil Janilidze welcomed the Undersecretary saying the visit will promote bilateral

cooperation in various fields.Janilidze pointed out

the consensus between the Kingdom of Bahrain and Georgia on promoting international cooperation and development, supporting efforts to spread peace and

stability, and confronting terrorist groups and their sources of funding.

Shaikh Abdullah bin Ahmed Al Khalifa conveyed the greetings of the Minister of Foreign Affairs, Shaikh Khalid bin Ahmed bin Mohammed Al Khalifa, to Janilidze, expressing his happiness that the meeting coincided with the celebration of the 25th Anniversary of the establishment of diplomatic relations between the two friendly countries.

The Undersecretary of the Ministry of Foreign Affairs for International Affairs outlined the principles of Bahrain’s foreign policy and its responsible and consistent positions on regional and international issues as well as its contributions to international peace and security.

He also referred to the comprehensive reforms and qualitative achievements witnessed by the Kingdom of Bahrain under His Majesty King Hamad bin Isa Al Khalifa. The meeting also

dealt with a number of issues of mutual concern, especially the development of the friendly relations and cooperation, in a way that enhances the interests of both countries and peoples.

In the context of the official working visit, Dr. Abdullah attended a working lunch, hosted by His the Georgian Vice Premier and Minister of Foreign Affairs in honour of His Excellency and his accompanying delegation during which ways of broadening bilateral ties were reviewed.

Dr. Shaikh Abdullah said the Kingdom of Bahrain welcomed the strengthening of relations between the two countries in many areas and hopes to seek greater cooperation with its friendly country, especially since both countries have a lot of common values and noble goals. He added that Bahrain Is the land of promising investment opportunities as it keep abreast of the new technological developments of the world, expressing his

pride in the 25 years of the establishment of bilateral diplomatic relations.

The Georgian Vice Premier welcomed the intensification of cooperation with the Kingdom of Bahrain as an advanced and civilized country in the light of the Kingdom’s development and thanks to the leadership of His Majesty the King, stressing that this visit represents a bridge for translating the common will and strengthening diplomatic ties in order to maximize cooperation on the ground.

It is to note that the first round of political consultations was held between the Ministries of Foreign Affairs of the Kingdom of Bahrain and the Republic of Georgia in the capital Tbilisi during which the two sides discussed mutual support for the candidates of the two countries in international organizations, investment opportunities in tourism and agricultural sectors and increasing the number of flights.

Nebula, an initiative launched by C5 in

collaboration with Amazon Web Services (AWS), has announced an essay competition for female students and professionals to explore technology’s potential for greater gender equality and women’s empowerment.

Two winners of the contest will be selected to attend the AWS Public Sector Summit in Washington DC from June 20-21 for a chance to spend time with members of the AWS executive team as well as an opportunity to meet the team of C5 PeaceTech Accelerator.

The competition, which was launched on the April 9, is open to Bahraini women university undergraduate or graduate students enrolled in any accredited college, or university in Bahrain or abroad.

Bahraini women professionals over the age of 18 with an appetite for tech are

also eligible and will compete in a separate category. The contest is open till April 30.

Nebula, C5’s “Women in tech” initiative was launched

in September 2017 by Hadyah Fathalla, Executive Director of C5 Accelerate, as an initiative that aims to inspire and encourage aspiring women

technopreneurs to explore and develop cloud-based products and solutions and engage and excel in the tech space through mentorship, connectivity,

and technology to increase awareness, appetite, and aptitude.

“Contestants may write on any topic at the intersection of technology and gender equality like How digital fluency and access to technology can lead to gender equality, How STEM programs and open-source education can help upskill and empower women or Why/How the tech industry solves different problems if women played more leading roles wherein the essays can be submitted online at our website,” Hadyah said.

“Providing Bahraini women equal opportunities in the workplace so that they advance their careers and contribute towards building a better Bahrain is an integral part of BisB strategy towards diversity and inclusion. BisB’s partnership with C5 is a modest contribution toward empowering Bahraini women,” Hassan Jarar, Chief Executive Officer of Bahrain Islamic Bank, the official sponsor of the competition, stated.

“On a global scale, women

are statistically poorer and have lower literacy rates and fewer opportunities to access non-traditional skills than men. This often leads to socioeconomic deprivation and exploitation and creates a distinctive gender bias in the workplace. Technology is fundamentally changing how we live, largely for the better, and it has the power to equally impact and improve women’s lives,” Hadyah said.

at the Ministry of works, Municipalities Affairs and Urban Planning, has said that the ministry will take measures against the stray dogs menace in residential areas soon.

The ministry will adopt the best practices adopted around the world to address the stray dogs phenomenon. The measures will span one year during which work will be done in partnership with the private sector’s licensed veterinarian clinics to carry out the castration process on stray dogs to stop their breeding.

The ministry will bear the costs of carrying out these operations until the completion of construction of a permanent shelter for stray animals, the third phase of this plan will address the phenomenon of stray dogs. The ministry is currently preparing the terms of reference to float a public tender.

Dr. Abulfateh added that the Municipalities Affairs is continuing in

cooperation with the municipal councils to spot the locations where these animals do gather in order to deal with them as per the approved plan set by the ministry in coordination with the relevant entities. An expanded meeting was held to decide on the criteria through which veterinarian clinics will be selected to carry out the castration operations on stray dogs.

He added that during this phase an intensive campaign will be launched collectively with the efforts of various entities to address and put this phenomenon to an end according to plans that observe numerous aspects and criteria. The campaign will take place in coordination with the concerned societies and organisations and stakeholders in the community who will take dogs in various areas to the veterinarian clinics with which a contract would be signed to carry out the castration operation.

Dr. Ibrahim Yousef, Acting Assistant Undersecretary for Agriculture and Head of the Team said that during this phase four field teams will be allocated five days per week to respond to the incoming

notifications received by the ministry regarding the presence of stray dogs in residential areas. The teams will be increased to banish stray dogs from the various areas.

The head of the team said Thursday’s meeting will communicate with the veterinarian clinics capable of carrying out the castration operation on astray dogs to competitively negotiate to obtain the best offer for castration of dogs and to move them to other locations.

He said the surgical castration operation is the key to prevent the breeding and reproduction of dogs and to control the rate of their reproduction. The castration of dogs is considered one of the widespread operations in veterinary medicine all over the world where such phenomena are found. Some governments, shelters and organizations resort to castration of stray dogs to prevent their reproduction and dissemination in residential neighbourhoods. The castration operations will also reduce the number of stray dogs that are smashed to death in the streets on daily basis.

provides qualified nurses in schools, to follow-up on chronic or emergency health conditions on a daily basis, in addition to their awareness and guidance roles.

He also highlighted the role of the Psychological and Academic Guidance Centre to follow-up on many cases related to the behaviour of students. He affirmed that School Health Department at the Ministry of Education coordinates on a daily basis with the competent authorities at the Ministry of Health, and communicates with them in various aspects related to school health. The Taliban stormed a government compound

in central Afghanistan early yesterday, triggering an hours-long gunbattle that killed 15, including three top local officials, police and government officials said.

The blistering attack in the Khuja Omari district was the latest insurgent assault in Ghazni province, which is now largely under Taliban control. The Taliban planted mines to prevent government reinforcements from coming to help and quickly took responsibility for the attack, said Mohammad Arif Rahmani, a lawmaker in the Afghan Parliament.

The insurgent group’s spokesman, Zabihullah Mujahid, told The Associated Press by telephone that after the attack in Khuja Omari — not far from the provincial capital also called Ghazni — all security posts in the district were under Taliban control. The district center, however, was still in government hands.

The province of Ghazni is located south of Kabul province, the seat of the country’s capital, Kabul, and lies along a key route. Travel by road between the capital and

southern Kandahar province, a traditional Taliban heartland, is considered dangerous because of large swaths that are now under insurgent control.

Mujahid gave a higher casualty figure among the Afghan forces, which the Taliban often do, exaggerating their achievements on the battlefield, and a significantly lower death toll among the insurgent attackers.

Rahmani said the district governor, intelligence service director and a deputy police official were among those killed

in Thursday’s attack. He said the fighting began around 2 a.m. with the Taliban storming the highly secure compound in Khuja Omari district.

President Ashraf Ghani condemned the attack and the killing of Ali Dost Shams, the district governor, and the others in the assault, which he said was carried out by “Afghanistan’s enemy” — a reference to the Taliban.

Ramazan Ali Moseni, deputy chief police in Ghazni province, said seven killed were police officers and five were members

of the country’s intelligence agency known by the acronym NDS were also killed. Moseni also said 45 Taliban were killed and eight members of the Afghan security forces were wounded.

The casualty figures are impossible to independently verify because of the remoteness of the area.

Every life matters. But, sadly, 257 people have lost their lives in Wednesday’s air crash, near Algeria ’s capital city

Algiers.The military plane had crashed within minutes after it had

taken off from a military airport, west of Algiers. We do not know the reason yet. But it has drawn focus, once again, to the fears of travelling by air. And to that big question, we all have.How safe is air travel, really?

Simple logic tells us that, when air travel increases globally, the chances of an air crash could also increase. Right?

Wrong.Air safety has, in fact, become better. Or that is what experts

say.It is a fact that, over the last few years, there has been a big

boom in the commercial aviation sector, with more planes and more passengers, in more countries on more flight paths. But, it is also a fact that, proportionately, there has been less number of air crashes.

It brings us to infer that we can still, fully, rely on air travel as ‘a safe mode of transport’.

Here is yet another important fact.“2017 was the safest year in history, for commercial airlines,

according to industry research,” says a BBC news report (‘2017 Safest Year for Air Travel as Fatalities Fall’, BBC, 2 Jan 2018).

Actually, this news had even prompted US President Donald Trump to tweet like this: “Since taking office I have been very strict on Commercial Aviation. Good news - it was just reported that there were Zero deaths in 2017, the best and safest year on record”!

Okay. You may not agree with his taking personal credit for this good news. But, if you check his tweet dated 2 January 2018, you will agree it is good news.

There is an ‘Airline Safety Network’ graph, showing year-wise air accidents since 1946, which I had found somewhat reassuring.

A Fortune Magazine article titled “Which Is Safer: Airplanes or Cars?” says, “Americans have a 1 in 114 chance of dying in a car crash, according to the National Safety Council. The odds of dying in air and space transport incidents, which include private flights and air taxis, are 1 in 9,821”.

The global policies and procedures on aviation safety have become increasingly strict. And these are ensuring that aircraft manufacturers and aircraft maintenance engineers pay close attention all factors related to aircraft safety.

The regulations related to air traffic planning and airport infrastructure have also become better.

The growth of information technology itself has given today’s pilots, enormous power. Unlike ancient devices which used to give unreliable data on speed, altitude and pressure, today’s software can give it instantly, and with high precision.

Technological developments made in the field of engines and lubricants too have helped in making long-haul flights more efficient. So much so, that just a few weeks ago, we saw the first non-stop scheduled flight from Perth, Australia to London, UK which had taken 17 hours to travel 9,240 miles (14,875km).

However, the challenges ahead include the need to fight complacency within processes. Ensuring pilots’ adaptability to cockpits’ rapidly changing digital systems is also critical.

Boeing and Airbus, the two players in the duopoly of the large jet airliner market, since the 1990s, promise on their respective websites that they are seriously committed to ‘safety’ and are willing to go beyond public policy. Allianz, in its report on aviation insurance, says that “Big improvements in technology, training and risk management have together resulted in laudable improvements” in commercial aviation.

Perhaps, we must simply learn to trust them. They know too, that all lives matter.

President Donald Trump said yesterday that an attack on Syria

could take place “very soon or not so soon at all,” arguing he had never signalled the timing of retaliation for a suspected chemical weapons attack that he had suggested was imminent a day earlier.

On Capitol Hill, Democrats grilled Defense Secretary Jim Mattis on the legality and constitutionality of Trump ordering an attack on Syria without explicit authorization from Congress. Mattis insisted it would be justified as an act of self-defence; he insisted he could not talk about military plans because an attack “is not yet in the offing.”

Mattis said the president’s National Security Council would be meeting later yesterday to “take forward the various options” for Trump. He said the president has not yet decided whether military force would be part of a U.S. response in Syria.

Trump made his latest statement in a tweet yesterday morning. Trump on Wednesday had warned Russia to “get ready” for a missile attack on its ally Syria. But yesterday, Trump tweeted: “Never said when an attack on Syria would take place.”

At a House Armed Services Committee hearing on the Pentagon’s 2019 budget request, Mattis said that because the U.S. had no one at the site of the suspected chemical attack in Syria last Saturday, the U.S. has

no hard evidence of what happened. But he said he personally believes it was an “inexcusable” use of chemical weapons.

Asked about the risks of U.S. military retaliation, Mattis cited two concerns, starting with avoiding civilian casualties.

“On a strategic level, it’s how do we keep this from escalating out of control, if you get my drift on that,” he said.

At stake in Syria is the potential for confrontation, if not outright conflict, between the U.S. and Russia, former Cold War foes whose relations have deteriorated in recent years over Moscow’s intervention in Ukraine, its interference in the 2016 U.S. presidential election and, most recently, its support for Syrian

President Bashar Assad.Russian lawmakers have warned

the United States that Moscow would view an airstrike on Syria as a war crime and that it could trigger a direct U.S-Russian military clash. Russia’s ambassador to Lebanon said any missiles fired at Syria would be shot down and the launching sites targeted — a stark warning of a potential major confrontation.

At the House hearing, Rep. Tulsi Gabbard, a Democrat of Hawaii, disputed Trump’s legal authority to act without congressional authority and suggested that a U.S. strike would lead to war with Russia.

concerns, after an air safety watchdog warned of potential military strikes on Syria in the coming days.

Kuwait Airways said that it took the decision “on the basis of credible security warnings received from the Cypriot authorities regarding the danger of flying over Lebanon’s

Kuwait Airways halts Beirut flights as tensions grow

he would respond to “proof” that the regime of Syrian President Bashar al-Assad had used chemical weapons, “at a time of our choosing.”

“We have proof that chemical weapons were used last week, at least chlorine, and that they were used by the regime of Bashar al-Assad,” Macron said during an interview on France’s TF1 television.

Macron added that he was in daily contact with US President Donald Trump and that they would decide on their response “at a time

of our choosing, when we judge it to be the most useful and the most effective.”

The French leader, who had made the use of chemical weapons in Syria a “red line”, said one of his aims in Syria was to “remove the regime’s chemical attack capabilities”.

But he repeated that he wanted to also avoid “an escalation”.

“France will in no way allow an escalation or anything that would harm regional stability, but we cannot allow regimes that believe they can act with impunity to violate international law in the worst possible way.” (AFP)

The global oil stocks surplus is close to evaporating,

OPEC said yesterday, citing healthy energy demand and its own supply cuts while revising up its forecast for production from rivals who have benefited from higher oil prices.

U.S. shale oil output has been booming over the past year since OPEC reduced its own production in tandem with Russia to prop up global oil prices.

But as oil production collapsed in OPEC member Venezuela and is still facing hiccups in countries such as Libya and Angola, the oil exporters’ group is still producing below its targets meaning the world needs to use stocks to meet rising demand.

The Organization of the Petroleum Exporting Countries said in its monthly report oil stocks in the developed world reversed a rise in January to fall by 17.4 million barrels in February to 2.854 billion barrels, around 43 million barrels above the latest five-year average.

“We have achieved an over 150 percent conformity level,” OPEC Secretary-General Mohammad Barkindo told Reuters in New Delhi, referring to OPEC’s commitments under the supply-cutting pact. He

said the glut has effectively shrunk by nine-tenths since the start of 2017.

“We have seen an accelerated shrinkage of stocks in storage from unparalleled highs of about 400 million barrels to about 43m above the five-year average,” Barkindo said.

Stock levels are now 207 million barrels below their level in February 2017, with crude stocks in a surplus of 55 million barrels and product stocks in a deficit of 12 million.

“Looking forward, a healthy global economic forecast for 2018, positive car sales data in recent months, stronger 2018 yea-on-year U.S. product consumption in January and potentially tighter global product markets are expected to boost gasoline and distillates demand ...,” OPEC said.

“High conformity levels observed by OPEC and non-OPEC producing countries ... should further enhance market stability and support crude and product markets in the months ahead.”

The 14-member, Vienna-based producer group said its collective output, according to secondary sources, fell 201,000 bpd to 31.96 million bpd in March from February, driven by declines in Angola, Algeria, Venezuela, Saudi Arabia and Libya. (Reuters)

Artificial intelligence will solve Facebook’s

most vexing problems, chief executive Mark Zuckerberg insists. He just can’t say when, or how.

Zuckerberg referred to AI technology about 23 times during his five-hour testimony before a joint Senate committee hearing on Tuesday, saying that it would one day be smart, sophisticated and eagle-eyed enough to fight against a vast range of platform-spoiling misbehaviour, including

fake news, hate speech, discriminatory ads and terrorist propaganda.

Over the next five to 10 years, he said, artificial intelligence would prove a champion for the world’s largest social network in resolving its most pressing crises on a global scale – while also helping the company dodge pesky questions about censorship, fairness and human moderation.

“We started off in my dorm room with not a lot of resources and not having the

AI technology to be able to proactively identify a lot of this stuff,” Zuckerberg told the lawmakers, referring to Facebook’s famous origin story.

Later in the hearing, he added that “over the long term, building AI tools is going to be the scalable way to identify and root out most of this harmful content.”

But Facebook’s AI technology can’t do any of those things well yet, and it’s unclear when, if ever, it will be able to.

Tech experts had a

different opinion on why Zuckerberg spent so much time offering tributes to the much-hyped but largely unproven tech advancement: The shapeless technology could help the company pawn off blame from the humans creating it.

“AI is Zuckerberg’s MacGuffin,” said James Grimmelmann, a law professor at Cornell Tech, using the film term for a plot device that comes out of nowhere to help the protagonist to save the day.

“It won’t solve Facebook’s problems, but it will solve Zuckerberg’s: getting someone else to take responsibility.”

amorphous super-technology of science fiction, animating friendly computers and killer robots.

Silicon Valley leaders often promote that vision of AI by suggesting that it will serve humanity as a quasi-magical force for good. But today’s artificial intelligence is now being used in far more basic forms: driving cars, tracking cows and giving a voice to virtual assistants like Siri and Alexa.

Facebook uses AI in understated but important ways, such as for recognising people’s faces for tagging photos and using algorithms to decide placement of ads or News Feed posts to maximise users’ clicks and

Most Gulf stock markets closed lower yesterday

as the threat of U.S. military action in Syria kept investors on the sidelines, but the Saudi Arabian market stabilised after a sell-off on the previous day.

In Egypt, the index fell 1.8 per cent as investors booked profits, overwhelming a 1.4pc gain on Wednesday. Banking and property stocks were hit hard with Commercial International Bank falling 3.3pc.

Property firm Madinet Nasr for Housing and Development dropped 6.5pc after soaring on Wednesday on news that it would discuss a possible merger with SODIC. SODIC rose a further 1.8pc.

Saudi Arabia’s index was up 0.3pc, regaining some strength after Wednesday’s 1.9pc slide. The index is still up 8pc this year on fund

flows that occurred before index compiler FTSE Russell announced in late March that it would upgrade Riyadh to emerging-market status.

“One has to remember that the Saudi market’s recent rally has been mainly flow-driven, so investors will be tempted to book profits in the short term,” said Nishit Lakhotia, head of research at SICO.

Al Rajhi Bank ended 0.9pc higher, but many other banking shares ended lower with Saudi British Bank falling 2.6pc.

Retailer Jarir Marketing edged down 0.1pc, closing well off the day’s lows, after reporting a fall in first-quarter estimated net profit to 219.1 million riyals ($58.4m), in line with analysts’ estimates.

Dubai’s index closed 1.2pc lower, weighed down by property stocks. Emaar Properties, the largest property developer, dropped

DXB Entertainments rose early after it said first-quarter visits totalled a record 851,000, up 45pc from a year earlier. But the rally ran out of steam and the stock closed 1.6pc lower.

The diplodocus -- a herbivorous giant measuring 12 metres long from nose to tail -- fetched 1.44 million euros, compared with 1.41 million for the carnivorous allosaurus, a minnow in dinosaur terms at

just 3.8 metres (12.5 feet) long.The two dinosaurs roamed

the Earth during the late Jurassic period, around 150

million years ago.Only about five dinosaur

skeletons are put up for auction around the world every year, mostly snapped up by ultra-rich collectors or museums in Europe or the US.

But auctioneers have noted a surge in interest in China.

“Dinosaurs have become cool, trendy -- real objects of decoration, like paintings,” fossil sales expert Iacopo Briano told AFP ahead of the auction, citing Hollywood actors Leonardo DiCaprio and Nicolas Cage as fans of such outsize prehistoric ornaments.

organizing a conference entitled “Empowerment of women through higher education” to be held on the 18th and 19th of April.

The conference, being held under the patronage of Dr. Majid bin Ali Al Nuaimi, Minister of Education and Chairman of Higher Education Council, will take place at the RUW campus located in West Riffa.

The conference highlights the issue of women empowerment in the field of education, the challenges that arise, and how higher education can be used as a tool for progress and empowerment and development. The conference will also touch on issues such as equal opportunities in the workplace, the progress of women in higher education, the achievements and present case studies.

The conference aims at presenting the latest developments and scientific papers related to the empowerment of women and the equal opportunities and leadership in many fields.

In addition, the conference aims to shed light on the role of women in leadership positions

and entrepreneurship as well as the variety of fields where the role of women has had a monumental impact.

The conference provides an ideal arena for academics, researchers, students and experts in the field to participate in discussion sessions focusing on the empowerment of women with more than 120 participants and participants from several countries, such as Malaysia, Kuwait, Saudi Arabia, Sudan, United Arab Emirates, Pakistan, United Kingdom and the United States. A Belgian zoo on Wednesday welcomed

its third baby elephant of the past six months, delighting visitors and zookeepers alike.

The new arrival, an Asian elephant still without a name, was the first male born at Planckendael zoo this year.

“We got our third baby, three in a row, three healthy babies. You can’t make an

elephant zookeeper happier,” said Ben Van Dyck who looks after the animals.

On his feet within fifteen minutes of his birth and now walking well, the newborn is perfectly healthy, the zoo said.

He became the tenth member of the elephant family at a zoo whose breeding programme aims to help repopulate the endangered species. (Reuters)

An elderly polar bear at Singapore zoo, one

of the site’s most beloved animals, may be put down after its health deteriorated markedly, zoo operator said.

Inuka, the first polar bear born in the tropics, has reached the grand old age of 27 -- well into his 70s in human years and two years older than the average lifespan of the creatures in captivity.

Zoo operator Wildlife Reserves Singapore said an

April 3 examination revealed that the health of Inuka, who has been receiving treatment for arthritis for some time, had declined markedly.

The bear’s activity levels have fallen over the past three months and he now prefers resting over interacting with his keepers, a statement said.

Inuka -- who was born at the zoo, which describes him as their “most prominent senior resident” -- had been popular with visitors due to his playful antics in his pool enclosure. (AFP)

the Commonwealth Games, organizers said yesterday, after eight competitors from Cameroon were suspected of fleeing a day earlier.

Gold Coast organizers confirmed reports that athletes from Rwanda and Uganda were thought to have gone missing, while they were also looking to verify the whereabouts of two squash players from Sierra Leone.

“We’re obviously

looking at it very carefully,” Commonwealth Games Federation chief executive David Grevemberg told reporters.

“We have a service to people who have legitimate visas to be in this country,” he added.

“Until it becomes a true issue and somebody has outstayed their visa, or have formally applied for asylum, we just need to continue to monitor the situations.

A surrogate mother has given birth to a baby boy

in China four years after his parents died in a car crash, Chinese media reported.

The deceased couple was undergoing fertility treatments before the fatal accident in 2013.

Their parents fought a drawn-out legal battle to gain access to the couple’s fertilised embryos, kept in a hospital in the eastern city of Nanjing.

The baby boy -- nicknamed “Tiantian,” or “sweet” in Mandarin -- was born on December 9 to a Laotian surrogate, the Beijing News reported Tuesday.

Surrogacy is illegal in China, forcing those who can afford it to look for potential options abroad.

Laos has become the latest impoverished nation in Asia

to witness a flourishing but legally opaque commercial surrogacy industry after countries like Thailand, Cambodia and Nepal outlawed the practice in recent years.

“He’s always smiling. His eyes are like my daughter’s, but he looks more like his dad,” new grandmother Hu Xingxian, told the state-run newspaper.

The grandparents had to clear several hurdles to transport the embryos out of China and prove the paternity and nationality of the baby once it was born.

“First we thought of using air freight, but none of the airlines were willing to take the thermos-sized bottle of liquid nitrogen where the four embryos were stored,” Liu Baojun, a surrogacy expert who assisted the families, told The Beijing News.

So the families decided to transport their precious cargo by road to Laos, where commercial surrogacy is legal.

The next problem was getting the baby back into China. Children born through surrogacy outside the country need to have a DNA test proving that one of the biological parents is a Chinese national.

To get around the issue, the Laotian surrogate mother was brought to China on a tourist visa and the families arranged for her to give birth at a private hospital in the southern city of Guangzhou.

The child was kept in the hospital for 15 days, until all four grandparents gave blood and DNA tests, establishing the baby was indeed their grandson and that both parents were Chinese nationals. (AFP)

In the heart of Arizona’s high desert, one of America’s greenest

schools is protecting the planet and its endangered culture by drawing inspiration from Native American values.

Classes at the STAR School, on the edge of the vast Navajo Nation reserve, are divided between English and -- when the fast-paced curriculum allows -- the local native language, known as diné.

In kindergarten, a teacher shows a handful of toddlers traditional weaving, while the children of elementary school age, some in traditional braids, discuss the rudiments of fiction writing or computing.

“I like this school because I have many family members here,” one softly-spoken but happy girl, 11-year-old Akura, tells AFP.

The school’s stellar name -- an acronym for “Service to all Relations” -- emphasizes the Navajo philosophy that every living thing is connected, from the smallest plant to the largest mammal.

“We teach children traditional peacemaking. We haven’t had a fist fight in eight years,” says the school’s founder, Mark Sorensen.

“I’ve been a principal for 40 years and I can tell you, it’s

extraordinary.”

The STAR, which caters to pupils of up to the end of middle school, generates all its electricity from two wind turbines and 300 solar panels.

It is an initiative born of ideology but also necessity, with no power grid out in the sticks, some 25 miles (40 kilometers) from the nearest city, Flagstaff.

“It has been estimated that between the Arizona and Nevada deserts (solar) panels could power half the country,” says Sorensen, an ecologist who has been “off the grid” for years.

‘Historical trauma’ He founded the STAR school 17

years ago with his wife, paying for the first building with his own credit card.

The campus is now home to 130 students and has added a gym and a greenhouse, where students grow vegetables and herbs that are used in the canteen.

They learn to live in “renewable” mode but also become familiar with t e c h n i q u e s in cultivating vegetables that

have almost disappeared from dinner tables in the remote region where food is scarce.

The Navajo community, plagued by poverty and rife with drug addiction, domestic violence and health problems such as diabetes, still suffers from “historical trauma,” as the locals term it.

In the mid-19th century, about 9,000 Navajos were driven off their land by the US military, deported on foot and marched hundreds of miles to be interned at Fort Summer in New Mexico.

A treaty was signed in 1868 authorizing them to become part of a federally-recognized protected area, the Navajo Nation reservation.

The children were sent away to boarding

schools, where they were bullied and their language proscribed.

“It’s a model that was used all over the world, with the aborigine people of Australia, everywhere,” says Sorensen.

“Schools were this place where psychological violence was made to the people and the culture. There’s lots of pain and anger among native

families about school.”The STAR School and others like it are at the

forefront of attempts to revive a culture that has been eroded by the Anglo-Saxon influx onto native lands.

As with any other public institution, the STAR

is not without its internal conflicts and competing priorities.

To hold on to its funding, it has to educate to the standard of local public schools, which means pupils attaining average C grades in what the US News rankings site describes as one of the worst states for education.

Non-native teachers lament the fact that attention to tradition impinges on class time which would otherwise be devoted to reading or mathematics.

Navajo teachers, on the other hand, complain that just two hours a week is dedicated to the study of their endangered language.

“(The authorities) tell you what to teach -- that this is more important than that -- and it’s always the dominant western culture,” says Revalane Nez, who’d like to spend time on stories of Navajo heroes and other aspects of history and culture.

She does what she can to keep her heritage alive via a Navajo culture club, a spring wellness camp and Navajo language camp.

But in Navajo families, it is sometimes only the grandparents who still speak the language fluently,

while television blares out English in every home. (AFP)

Nick Kyrgios has set his sights on winning his first major grass-court title after joining

Former heavyweight champion Tyson Fury will

return to boxing on 9 June against an unnamed opponent in Manchester - his first fight since 2015.

Fury, 29, has not fought since claiming the IBF, WBA and WBO world titles from Wladimir Klitschko in November 2015.

Fury was suspended in 2016 amid “anti-doping and medical issues” and accepted a backdated two-year ban in December.

“I can’t wait to get in there and prove I am the best even after all this time out,” Fury said.

“I’m coming into the prime of my life now. I’m stronger, faster, more confident. Looking at the competition out there, it should be relatively easy.”

Fury first fought as a professional in December 2008 and has won all 25 of his pro bouts.

During his absence, fellow Briton Anthony Joshua has taken the IBF, IBO, WBA and WBO world heavyweight titles, while unbeaten American Deontay Wilder holds the WBC belt.

Fury had his licence reinstated this year and has now signed with promoter Frank Warren.

Hoffman set to defend Ironman Crown

Ben Hoffman is set to defend his Ironman

African Championship crown in Port Elizabeth this weekend in a highly competitive field that includes past champions and podium finishers.

The American first won the South Africa race in 2016 and successfully defended the title last year. Should he win again, he will be the first man to win three consecutive times and only the second man to win the title thrice since Raynard Tissink accomplished the feat in 2011.

Hoffman says, “My expectations are to leave everything on course and execute my best day, no matter the competition or conditions. Of course I would love to win, but as with every Ironman, the number one goal is finishing, which will tick the box for Kona this October.”

Having raced the Cape Epic multi-day mountain bike race a few weeks ago for the Ironman Foundation, Hoffman has had a challenging lead-up into the Ironman. “Recovery from the Epic has been a little bit of a rollercoaster, with some

initial fatigue and lingering stomach issues, and a couple small niggles. Overall I think I gained some valuable racing experience and toughness from the event. One thing is for sure, I learned about a new level of suffering during the Epic, so I am hoping it plays to my benefit on Sunday.

“As always, I will give everything I have on the day to defend the title and get the absolute best out of myself. The energy and beauty of the race in Port Elizabeth is truly special, and I know it will help carry me through the challenging

moments. I’m not sure if the course actually ‘suits’ me that well on paper, but I always seem to find an extra gear when I get on the run here.”

Alistair Brownlee returns to racing after his Commonwealth Games campaign last week at Ironman 70.3 Liuzhou.

A call to activate partnership with sports

authorities came out on the concluding day of the First Arab Conference on Sport, which was recently held in Bahrain.

The conference was organised by the Ministry of Youth and Sports Affairs in cooperation with the United

Nations Office in Bahrain and the International Council for Health, Physical Education, Sports and Recreation (ICHPER.SD).

This subject was announced in the final session of the conference, presented by Jordan’s Dr Moayyed Wahsha, in an attempt to achieve sustainable development goals.

Joined by other participants,

Jordan’s Hashemite University associate professor Wahsha said the responsibility of activating the initiatives to promote the role of sport in the societies is not limited to one side, and considered it is an integrative process between various authorities in any nation.

“The problems can’t be limited to certain parts, and the solutions can’t be limited

to others,” he said during his session, which focused on the role of sport in achieving social confidence from an economic point of view. “One hand does not clap, roles must be defined and call things by their proper names”

He added: “A country is responsible to provide its support by monitoring budgets that helps in guiding the youth to sport exercising, and this is an certainly an indirect way for investment.”

On his part, Dr Ashraf Sobhi of Egypt described sport as the ‘Mine’, which should be rediscovered in different periods for its impact in boosting sustainable development movement, especially in countries that have long-term sports plans.

He reviewed several files in his keynote, which includes economic and sport investment dimension, the most prominent of which is the use of technology in

promoting sport as one of the priorities in any society, considering that sport has direct economic and social dimensions and must be coordinated through technological progress.

Shaikh Saqer bin Salman Al Khalifa, the ministry’s assistant undersecretary for youth centres, said the Kingdom of Bahrain is aware of the role of sport in the sustainable development and general policies to terminate poverty and develop citizens lifestyle.

“The role of sport in achieving sustainable development goals is a reflection of the efforts of His Highness Shaikh Nasser. Sport is a ‘Culture’, and has economic, political, social and health dimensions that can help to make a big change in any nation,” said Shaikh Saqer.

I would have had a go. That’s what Daniel Ricciardo said when asked if

he, in Valtteri Bottas’s shoes, would have attempted a final-lap pass on race leader Sebastian Vettel in Bahrain last weekend.

With fresher tyres than his rival, Bottas chased down Vettel in the closing stages of last Sunday’s Grand Prix in Sakhir, as the Ferrari driver began to fade following a long stint on soft rubber.

But despite an apparent performance advantage - and access to the DRS overtaking aid - Bottas failed to make a serious move for the win and Vettel eventually hung on for his second successive triumph.

“I definitely would have sent it, 100 per cent,” he told UK broadcaster Sky Sports. “I would have gone. There’s a gap, you’re finishing second anyway, and if you overshoot you’re finishing second.

“Last lap, for the win, you have to go. You have to go. Take them both out [if it goes wrong].

“How the race would have gone, I don’t know. I don’t want to say I would have won, but if that was me on the last lap you can bet everything that I was going for it.”

Ricciardo said even if Bottas felt the best opportunity was at Turn 4, it was still worth a shot at Turn 1 first.

“I was watching and I was like ‘make a move, go, go, go!’ because obviously the fans want to see it as well but obviously, he didn’t,” he said when speaking to the media later in the day.

“Maybe in Valtteri’s head he was like ‘I will get him in Turn 4 in the end’. For me, the first opportunity you have to take. If he locked up and went wide, he’s still finishing second.

“Anyway, I don’t want to tell him all of my tips of what I would do, but I wouldn’t be content. If it’s for a win, you just can’t. That’s not in me at least, I don’t think.”
