• The Archaeomap International Committee has to reflect, find and develop innovative methodologies and interdisciplinary indicators for:

1. measuring progress towards sustainable development of the Mediterranean coast; 2. supporting a regional action plan for the sustainable development of the Mediterranean’s

marine heritage, as follow-up to the World Summit on Sustainable Development in 2002;

�� evaluating the contribution of science and culture to sustainable development in the Mediterranean��

4. elaborating an integrated science policies for the Mediterranean’s coastal zone management.

2 MAIN TOPICS DISCUSSED AT THE FIRST DAY (06.03.2008)

2.1 Welcome and Introduction

2.1.1 The meeting was opened by XNP (Director of the “CENTRO D’ARQUELOGIA SUBAQUATICA DE CATALUGNA). He introduced the “Centro d’Arquelogia Subaquàtica de Catalunya”. As Soprintendenza del Mare, this one works in the field

of underwater archaeological sites management with an absolute autonomy in cultural heritage protection and management.

2.1.2 MET (Director of UNESCO, Natural Sciences Sector, Division of Science Analysis and Policies ) introduced :

- the need to identify some sustainable development indicators. As a matter of fact, these latest ones represent a management policy based on the model, unanimously recognized, of the UNESCO – Heritage Centre (see Annex A)

- the need to create a report flat proof to analyse thoroughly during Alexandria meeting.

2.1.3 GB: addressed some organisational matters, the agenda was adopted.

2.2 Item I of the administrative Agenda (WP 1)

2.2.1 GB gave a detailed presentation of SOPMARE organisational chart. Nominative organisation chart of all partners were analysed in order to verify data correctness. Nominative organisation chart reported in Annex B was confirmed. (see Annex B)

2.2.2 GB summed up project management subjects, consortium establishment, payment modalities, reports, following actions (See Annex C). By that time the consortium had already been put into order, almost all partners had signed FORM A – Accession to the Contract. The situation of the of Florina Museum, that, because of organizational problems asked to withdraw from the project, was discussed.

As far as the project fulfillment is concerned, MET undertook to spur Florina Museum managerial autonomy from the Ministry, in order to avoid the partner withdrawal.

GB, at the same time, gave also notice of doubts on participation, for declared

internal organizational problems, expressed by Fondazione Athena. Even though there are good chance in keeping its participation in the project, the question, still under discussion with its President, will be faced again during next meeting when partnership is updated.

2.2.3 Payment modalities

2.2.3.1 GB introduced the consortium financial responsibilities as below reproduced. The partnership is jointly and severally responsible for the advances received. In the framework of advances collected, in case of non suitable partner financial statement submission or in case of partner non return of EU sums advanced and left

unused, the consortium is considered jointly and severally responsible for their reimbursement. The International Committee discussed payment conditions, coming to the following agreement: partners can receive advances for travel expenses and meeting organizations. For all other expenses in the budget itemized, the agreements provides partners refunding, to pay exclusively against appropriate expenses receipts submission. Documentation can be presented in original or in certified copy, coupled with a financial auditor declaration. Just only UNESCO, with which a particular agreement has been signed, receives all in advance. On the other side, other partners’ request for advance will have to be followed by a case by case feasibility analysis.

2.2.3.2 SF, analysing budget in detail, asked for halving sums set aside for AAAIO travels, ascribing the resulting amount to one single person and allocating the difference to the “local staff”.

GB declared herself for acknowledging the request presented as well as for submitting the same one to EU judgment, if necessary.

2.2.4 Next Actions

2.2.4.1 SG e SF proposed to use web site as data bank for documents exchange too. GB informed participants of subsequent proposal submission to web master in order to verify its feasibility. Partner will be kept up to date.

2.2.5 Priority problems, next meetings, other topics

2.2.5.1 As far as priority problems to face are concerned, SF put in evidence that one of copyrights on the photographs to use during project fulfilment as a large part of the of those ones held by AAAIO’ are private owned. A similar problem is that one of the authorizations requested for public owned photos

A short debate led to the conclusion that partners’ photographs placed at project disposal for any kind of use will have to be handed over as unmerchantable products, free of charge and without rights reserved.

Every single partner will have to obtain copyrights before making photos available for project purposes and will have to manage itself in autonomy and in compliance with national legislation in case copyrights problems emerge. In any case, neither the International Committee nor the EC as well as the other ARCHAEOMAP partners could be considered responsible for the photos in use in the project inside as the sole one will be the transferring partner. For concluding, as far as photos on scientific documentation are concerned, participants closed with the agreement on a common policy for copyright management to propose to the EC.

2.2.5.2 RT before proceeding any further asked for project’s aims specification. Both ST and MET stated that the project aims at creating a common strategy for following ten years. The International Committee’s task is to create a moment of reflection in order to carry on an interdisciplinary modern management of coastal and underwater archaeological sites

2.2.5.3 Participants agreed upon following meetings dates. SG, in consideration of the importance of the next Alexandria meeting, a 3 days

event was proposed instead of the 2 days dedicated and planned in the project. In fact this medium term meeting will be the first real occasion to reflect after the cultural and scientific presentation made by all partners. In consideration of the works carried out during these two first meetings, project deliverable could be defined, starting from publication up to sustainable development guidelines and passing through the distant teaching module. It will be the occasion for presenting and for discussing the proposals aimed at developing sites management, improvement and fruition.

Partners declared to be in favor of the proposal. GB, pointed out that almost all partners have a per diem sufficient for protracting the stay for one other night. For partners without sufficient budget, money saved on other costs items could cover these expenses. Therefore, except for some little budget adjustments to make and approve in order to face financial needs, gave its approval.

2.6 Item I of the scientific Agenda: training workshops on Empuria pilot site (didactic visit of the archaeological Empuria site) (WP 2)

2.6.1 SG introduced the scientific objectives to reach. The requirement to single out four-five main problems for thwarting underwater and coastal sites management and the need to face a discussion for dealing with and for solving problems themselves emerged. The files describing the ten pilot sites as well as the files prepared by partners responsible for scientific research to apply to pilot sites will not serve project only. They will represent the basis for recommendations and for the guidelines. They will be a resource for creating an opportunity of development. They will be used to produce a methodology for heritage improvement, for bringing it more into light, for preserving it and for rendering the same one enjoyable with the lesser possible environmental impact. All the files produced will be analyzed and during Alexandria and Paris meeting they will be called into question for proposing new policies of management, safeguard, fruition at national and international level.

Pilot sites will become laboratories for reflecting on work carried on till present time, on the existing agreements and directives and of what could be done in the future.

2.6.2 XNP introduced Empuria archaeological site (see Annex D)

2.6.3 the visit to the Empuria archaeological site concluded the first day session

3 MAIN TOPICS DISCUSSED AT THE SECOND DAY (07.03.2008)

3.1 Item II of the scientific Agenda: progress report on the standard format to be used for presentation of Archaeomap pilot sites and publication plan (WP 2 - WP 3)

3.1.1 WP 2 “THE CONTRIBUTION OF CULTURE TO SUSTAINABLE

DEVELOPMENT AROUND THE MEDITERRANEAN BASIN” 3.1.1.1 This section was chaired by SG (WP leader for scientific coordination).

The session was opened with the presentation of ARCHAEOMAP study cases and their related programmes to manage cultural resources of Gibraltar Museum, Liaisons Mediterrranée, of the Soprintendenza del Mare, AAAIO’and of ASPMV .

3.1.1.2 DF (Gibraltar Museum Deputy Director/ Education, Research & Survey Officer) introduced the activity carried out by the Gibraltar Museum: this one covers study, management and safeguard of all ages wrecks and archaeological sites, by turning to sea surveys.

One of the main study sectors is addressed towards the analysis the bay use under all points of view. Sources of information can be considered the archaeological findings, Neanderthal human bodies discovered in the coastal caves, once upon a time 30 meters over sea level

The main activities consist in underwater archaeological sites mapping, in the museum management, in teaching activities and in awareness-raising initiatives. In particular, carried on research projects have led to map underwater sites up to a depth 200 meters. Sonar sounding has been used to identify wrecks and to create a database put in order for similarities and for clusters. Standard criteria for sites evaluation have been identified; among the others: historical value, the condition, the conservation level, etc… During the management phase, these criteria allow to identify the most significative sites that need urgent interventios. (see ANNEX E)

3.1.1.3 OBS (Scientific coordinator of Liaisons Mediterranée) introduced the Carthaginian pilot site

underling that, for land site management a lot of funds have been assigned and a lot of permissions allowed. It has not been the same for the underwater site. So, data related to underwater site are scarce and fragmentary. On the contrary the situation concerning the land site, especially protected by building legislation, is excellent.

Moreover this latest site, declared UNESCO Heritage, has become an Archaeological Park. Thanks to this safeguard operation the Carthaginian site has become a source of local

economic development. In fact, all around the same one, circles a micro-economy linked to the objects on sale, touristic guides, hotels, restaurants, etc… Moreover the local population has been involved both under the didactical point of view as well as for the site management, giving a contribution for making it a social heritage. (see ANNEX F)

3.1.1.4 ST (Soprintendente del Mare della Regione Siciliana) introduced the activity carried out by

the Institution he belongs to. This latest one thanks to the creation of a GIS system has allowed a geo-referentiated mapping of underwater archaeological sites, open to the world outside and that can be enriched with management data coming from other agencies, for ex. the navigation, or the environment ones, etc…Moreover, the Soprintendenza, with its management activity, it follows the UNESCO Agreement on the Protection of Underwater Cultural Heritage dating back to the General Conference of 2 November 2001. Following the application of this Convention, the Soprintendenza looks at leaving findings in situ trying to transform the underwater site in an area of cultural and naturalistic interest.

To do this, underwater routes have been created: accessible on request, these solutions link biodiversity aspects with the cultural and the touristic ones.

An emblematic ex. of this kind of management is the Cala Minnola site (Egadi Islands) where after excavations, an underwater route and a remote control TV switch have been respectively created and set into motion.

Really, this latest one is one of the buttonhole flower of the Soprintendenza as it allows to reach two fundamental objectives: the site control, reducing the risks of findings stealing and the underwater site vision without diving.

It is a broadcast live on biodiversity as in UNESCO Agreement. The remote control systems used are still in evolution: starting from a static solution the system is arrived to an interactive one, that at present time can be used via internet; a little ROV will be the next step.

With its activities, the Soprintendenza maps sites by using oceanographic instruments with low environmental impact that allow to identify and to mark off the sites without excavation operations. Thanks to this method, the new site at the north of Levanzo Island has been identified and marked off; in this case, the excavation operations will be carried out with robots and in a restricted area, reducing at the minimum the environmental impacts produced by the activities themselves. Description on the other sites in the Egadi Island follows. (see ANNEX G)

In order to enlarge this activity, the Soprintendenza shares the GIS system with the control authorities and with the Universities. With reference to the repression and control, protocols of intent with the five Corpi di Polizia that operate for creating and inter force on the sea, are being drawn up. In order to increase the prevention, the Soprintendenza is engaged in involving the local populations and diving clubs. In particular the agreement with diving clubs provide for conducted tours earnings in exchange for surveillance on and safeguard of sites. To do this, every single finding in the sites is listed and put under periodic control.

3.1.1.5 SF (AAAIO’s President) introduced a video for explaining the civilization of the nuraghi disappearance and the possible development of research in this field. In particular SG proposed to create, in cooperation with the South Mediterranean

Countries, a scientific centre to study the tsunamis that hit the Mediterranean in the past. (see ANNEX H).

3.1.1.5 ED (CNRs representative, in cooperation with ASPMV) introduced the cultural activity

carried out by ASPMV in the Rada di Villefranche, committing to the next meeting the scientific research activity description. The cultural activity is mainly addressed towards educational and communicative aspects as well as to professional excavations.

The activity is also based on the organization of informative days with media and on the organization of teaching laboratories for children and youths. In the Rada, can be almost found roman glass relics and pieces of pottery together with wrecks. These archaeological finds give important cultural information on the human customs and biodiversity in the Rada. Nevertheless being little objects, these findings are easy to steal and make the application of Sicilian system management impossible. The present ASPMV’aim is, first of all, to protect the cultural heritage and then to put the same one at the studies disposal. In this framework contacts with Palazzo Strozzi (Italy) and with the Victoria and Albert Museum (UK) are working. ED proposed the creation of a “Museum of fragments” or a “Museum the world fallen to pieces” for weaving a network with other similar Museums in the Mediterranean, in the wake of Sea Museums network. (see Annex I)

ED underlined that present excavations are concretely blocked for Posidonia Oceanica protection. On the matter, a discussion developed in order to find a solution between environmental protection and archaeological excavations. ST asserted that Posidonia disappearance is mainly attributable to pollution so that the removal of 50 mq requested for and archaeological excavation do not produces influences on the total. In Sicily, every 2-3 years a mapping of Posidonia grasslands is traced; all the operations carried on in this area have been put under Environmental Impact Evaluation This prevents from doing activities in the Posidonia grasslands but at the same time it allows special derogations for research activities, subsequently compensated with tiling with Posidonian floor tiles in the same area or in the border ones. In any case, the techniques at low environmental impact towards which the Soprintendenza is addressed to, like for ex. geosonar and geophisic sonar, can give a support in abstaining from non necessary excavations, allowing, at the same time, a site data base creation. The International Committee is for seeing the problem with a sense of proportion avoiding the creation of stiff indicators and standards and looking for solution on case by case basis for reaching a compromise between environmental safeguard and research needs. This is one of the matters the International Committee will have to deal with, trying to find a compromise of sustainable development for research carrying out in the framework of cultural safeguard.

3.2 Item III of the scientific Agenda: strategy of Archaeomap communication plan (WP 3

– WP 4) 3.2.1 WP 3 “RESULTS ELABORATION, PREPARATION OF EDITORIAL

PUBLISHING AND DISTANCE TEACHING MODULE” 3.2.1.1 Distance teaching module EA (UNINETTUNO) during the next meeting will propose a basis structure for distant

teaching module recurring to the support of an operator to integrate in the project by using available material.

3.2.1.2 Results elaboration, preparation of editorial publishing ST re-proposed the preparation of an archaeological sites file composed of 15 pages to draw

up in compliance with UNESCO publishing standards.

SG committed herself to send, not later than one week, publishing information for file drawing up JB offered his contribution for adapting the Soprintendenza’s GIS file to coastal sites. XNP will made available the Mediterranean archaeological sites Chart.

Subsequently, GIS schedules for underwater and land archaeological sites will be fitted out with indicators and evaluating elements used by UNESCO as well as with the Gibraltar Museum ones. In particular these latest criteria will be added with a methodology to develop considering the situations occurred on a case by case basis. The publication will be shared out in four tranches: a descriptive part in which the pilot sites files will be inserted; a technical part for research matters inclusion; a book of maps for the inclusion of GIS files and photos; the sustainable development guidelines for the management and the protection of land and underwater cultural heritage. Sites description will have to provide for: an historical description; a status quo description; the present day site role (its economic-social role); indications for site development under scientific-technical and research point of view; site relevant aspects under the political, social and economical point of view.

3.2.2 WP 4: “DIFFUSION, DISSEMINATION AND TRANSFERABILITY OF

RESULTS” 3.2.2.1 The different logo proposed by partners have been put under examination. No one met the

International Committee satisfaction. In consideration of this, other ideas will be presented fitted out with a modern theme, with the name in evidence and with ARCHAEOMAP network sense clearly inferable.

3.2.2.2 The web site prototype has been examined; the general layout met participants favor; an

agreement has been reached over a biggest character dimension and over the EC positioning

3.3 Item IV of the scientific Agenda: progress report on the standard indicators to be used for the Archaeomap management guidelines resorting from the pilot site experiences (WP 5)

3.3.1 WP 5 “ TECHNICAL AND SCIENTIFIC COORDINATION” 3.3.1.1 SG informed participants on the indicators made available in the inside of UNESCO study:

these represent a starting point for the methodology to develop. Every single partner will have to adapt these indicators to its own pilot site, analyzing the

related problems and identifying power and weak points (see Annex A). 3.3.1.2 ARCHAEOMED partners put under evaluation the possibility to adapt the project file to

ARCHAEOMAP but the idea fell as ARCHAEOMED file has been conceived for scientific research activities so that it will not suit ARCHAEOMAP aims the best.

3.3.1.3 in order to support partners in the concrete use of UNESCO indicators, SG and ST proposed to apply the integrated methodology to the Egadi Island pilot site; during next meeting the application over other sites.

3.3.1.4 In order to give a further facilitation in the application of the integrated methodology, on

one side, Liaisons Mediterranée will prepare a first sites socio - anthropological analysis; on the other side, SOPMARE will prepare a first environmental analysis to apply to pilot sites.

The two analysis collected in the inside of two related files will be of support for GIS files. Where these latest ones will give fundamental information on every single site cultural

aspects, the socio-anthropological file and the environmental one will provide for fundamental information useful for the identification of the positive as well as for the technical critical aspects. Following these basis information, indicators will be identified and aims for reaching every single site sustainable development will be proposed.
