Dear Brothers and Sisters in Christ,
June 29 of this year marked the first anniversary of the implementation of the pastoral plan for our archdiocese. Much has happened over the past year, and it is timely to share with you some of the progress we’ve made toward achieving the goals of the plan, as well as some of the challenges we continue to face in seeking to revitalize our archdiocese with God’s help.
When I announced the creation of an Archdiocesan Pastoral Plan in 2015, I described the overarching goal in this way: “We envision a local church characterized by spiritual vitality, organizational efficacy and accountability, social and financial responsibility — all for the sake of fulfilling our mission — to live a holy life, and to bring others into our shared communion with the Father, Son and Holy Spirit.”
This vision is founded on what Jesus himself has commanded, that we “… make disciples of all nations,” and it echoes the challenge Pope Francis presented in his apostolic exhortation The Joy of the Gospel. The Holy Father writes that a “parish is the presence of the church in a given territory, an environment for hearing God’s word, for growth in the Christian life, for dialogue, proclamation, charitable outreach, worship and celebration ... It is a community of communities, a sanctuary where the thirsty come to drink in the midst of their journey, and a center of constant missionary outreach.”
Pastoral planning has never been only about the external reorganization of our parishes, or their boundaries and buildings, as important and ongoing as these concerns are. They are related to the far deeper and more challenging call to spiritual renewal, to outreach, to a renewed sense of community in evangelization, worship and service. Thinking and acting proactively with a view to our mission as a Church — now and in the future — is something new and challenging, but it is necessary in light of Pope Francis’ observation that “the call to review and renew our parishes has not yet sufficed to bring them nearer to people, to make them environments of living communion and participation, and to make them completely mission-oriented.”
All these deeper challenges are part and parcel of what we can call “Phase II” of pastoral planning. Every pastor of our 128 parishes asked is expected to engage his parishioners in creating a strategic pastoral plan for his parish, one that will address both the organizational and the deeper challenges I mentioned above. Some parishes already are well on their way to achieving this goal; others have a ways to go.
In order to facilitate the work of “Phase II” the archdiocese also has been divided into seven geographical areas called “deaneries,” and I have appointed a priest to serve as “dean” in each one. It is the responsibility of the dean to work with the priests in his deanery to identify and share best practices; consolidate parish administrative functions where possible; determine collaborative Mass and Confession schedules, and to investigate opportunities for further consolidation of functions and churches. Each dean has been asked to submit a progress report to me by the end of 2018.
What is true of parishes and deaneries is also true of the central service offices of the Archdiocese of Hartford. In February of this year, I approved a restructuring plan that creates the following four Secretariats:

The goal of this restructuring is to make our archdiocesan service offices more pastorally responsive, effective and efficient in carrying out their responsibilities and in responding to our clergy, religious and laity, as well as the general public.
Finally, I have set in motion a synod for our Archdiocese, to be held in 2020. This involves, initially, consultative gatherings of priests, religious and laity to identify concerns that need to be addressed and, more importantly, a way forward in fulfilling our mission as a Church more effectively and fruitfully. The motto adopted for the Synod is: “Grow and GO,” which really says it all.

No one likes change. Not everyone is happy with the pastoral plan that was implemented a year ago, though I must say that by and large it has been very well received. For that I am grateful to God and also to our priests for their essential role. On Nov. 28, of this year the Archdiocese of Hartford will be 175 years old, and its history is filled with evolution and change, sometimes tumultuous and challenging. As someone has wisely observed, “to live is to change, and to be perfect is to have changed often.” The perfection we seek is not of this world, but the perfection of love, which is holiness, not just to save ourselves but for the salvation of the world. May the Lord bless our efforts and help us to grow ever stronger in our communion with Christ and with one another as we continue our missionary journey.

Estimados Hermanos y Hermanas en Cristo,
El 29 de junio de este año marcó el primer aniversario de la implementación del plan pastoral para nuestra arquidiócesis. Mucho ha sucedido durante el año transcurrido, y es oportuno compartir con ustedes algunos de los avances que hemos logrado para alcanzar los objetivos del plan, así como algunos de los desafíos que seguimos enfrentando para tratar de revitalizar nuestra arquidiócesis con la ayuda de Dios.
Cuando anuncié la creación de un Plan Pastoral Arquidiocesano en 2015, describí el objetivo general de esta manera: “Visualizamos una iglesia local caracterizada por la vitalidad espiritual, la eficacia y la responsabilidad organizacional, la responsabilidad social y financiera—todo con el fin de cumplir con nuestro misión—vivir una vida santa y atraer a otros a nuestra comunión compartida con el Padre, el Hijo y el Espíritu Santo”.
Esta visión se basa en lo que Jesús mismo ha ordenado, que “... hagamos discípulos de todas las naciones”, y hace eco del desafío que el Papa Francisco presentó en su exhortación apostólica La Alegría del Evangelio. El Santo Padre escribe que “la parroquia es presencia eclesial en un territorio, es un ámbito para escuchar la Palabra, para el crecimiento de la vida cristiana, para el diálogo, el anuncio, la caridad generosa, la adoración y la celebración. ... Es comunidad de comunidades, santuario donde los sedientos van a beber para seguir caminando, y centro de constante envío misionero”.
La planificación pastoral nunca ha sido solo sobre la reorganización externa de nuestras parroquias, o sus límites y edificios, aunque sean estos tan importantes y constantes como lo son. Están relacionados con un llamado mucho más profundo y desafiante a la renovación espiritual, a salir al encuentro del otro, a un renovado sentido de comunidad en la evangelización, la adoración y el servicio. Pensar y actuar de manera proactiva con miras a nuestra misión como iglesia — ahora y en el futuro — es algo nuevo y desafiante, pero es necesario a la luz de la observación del Papa Francisco que nos dice que “el llamado a la revisión y renovación de las parroquias todavía no ha dado suficientes frutos en orden a que estén todavía más cerca de la gente, que sean ámbitos de viva comunión y participación, y se orienten completamente a la misión”.
Todos estos desafíos más profundos son parte integrante de lo que podemos llamar “Fase II” de la planificación pastoral. Se espera que todos los pastores de nuestras 128 parroquias inviten a sus feligreses a crear un plan pastoral estratégico para su parroquia, uno que aborde los desafíos organizativos y más profundos que mencioné anteriormente. Algunas parroquias ya están en camino de lograr esta meta; otras tienen un camino por recorrer.
A fin de facilitar el trabajo de la “Fase II”, la arquidiócesis también se ha dividido en siete áreas geográficas llamadas “decanatos”, y he nombrado un sacerdote para que sirva como “decano” en cada una. Es responsabilidad del decano trabajar con los sacerdotes en su decanato para identificar y compartir las mejores prácticas; consolidar las funciones administrativas parroquiales siempre que sea posible; determinar horarios colaborativos de Misa y Confesiones, e investigar oportunidades para una mayor consolidación de funciones e iglesias. Se ha solicitado a cada decano que presente un informe de progreso antes de finales de 2018.
Lo que es cierto de las parroquias y decanatos también es cierto para las oficinas centrales de servicios de la Arquidiócesis de Hartford. En febrero de este año, aprobé un plan de reestructuración que crea las siguientes cuatro Secretarías:

El objetivo de esta reestructuración es hacer que nuestras oficinas de servicio arquidiocesanos sean más pastoralmente receptivas, eficaces y eficientes en el desempeño de sus responsabilidades y en responder a nuestro clero, religiosos y laicos, así como al público en general.
Finalmente, he puesto en marcha un sínodo para nuestra Arquidiócesis, que se celebrará en 2020. Esto implica, inicialmente, reuniones consultivas de sacerdotes, religiosos y laicos para identificar las preocupaciones que deben abordarse y, lo que es más importante, un camino a seguir para cumplir nuestra misión como iglesia de manera más efectiva y fructífera. El lema adoptado para el Sínodo es: “Grow and GO” (Crecer y AVANZAR), que realmente lo dice todo.

A nadie le gusta el cambio. No todos están contentos con el plan pastoral que se implementó hace un año, aunque debo decir que, en general, ha sido muy bien recibido. Por eso estoy agradecido con Dios y también con nuestros sacerdotes por su papel esencial. El 28 de noviembre de este año, la Arquidiócesis de Hartford tendrá 175 años y su historia está llena de evolución y cambio, a veces tumultuoso y desafiante. Como alguien ha observado sabiamente, “vivir es cambiar, y ser perfecto es haber cambiado a menudo”. La perfección que buscamos no es de este mundo, sino la perfección del amor, que es la santidad, no solo para salvarnos a nosotros mismos, sino a para la salvación del mundo. Que el Señor bendiga nuestros esfuerzos y nos ayude a crecer cada vez más fuerte en nuestra comunión con Cristo y con los demás mientras continuamos nuestro viaje misionero.

Easter in our Midst: A Year of the Cross and Resurrection in the Archdiocese of Hartford
In the midst of each celebration of the Eucharist, the worshipping community recalls aloud the Paschal Mystery — the very essence of our faith: “We proclaim your Death, O Lord, and profess your Resurrection, until you come again.” Before us in each church is a crucifix, reminding us that Jesus’ suffering and death was the only path that led to his new and eternal life.
That mystery of death become life is the ultimate hope of our individual lives in Christ. However, moving through the cross to resurrection is also the experience of our church as community.
The sadness and loss that church closures and parish consolidations have brought are clear. We have inherited a network of parishes, many of which are the product of the faith and incredible sacrifice of our ancestors. Yet, our communities of faith as we have known them are changing with the significant demographic and societal shifts around us. In contrast to our situation, many southern areas of our nation are seeing new parish communities founded and church buildings being constructed, responding to the needs of a growing population. The way for us has not been easy. Many communities of faith in the Archdiocese of Hartford and throughout our nation have experienced the cross intensely during the last few years. However, honoring these struggles as Catholic Christians also demands that we not lose sight of the Mystery of Faith, “so that,” as St. Paul cautioned, “you may not grieve like the rest, who have no hope.” (I Thes 4:13b) Our Faith does not end at Calvary; it lives in the Resurrection. It is those signs of new life that we present here as we mark one year since the implementation of our parish pastoral plan. Through these stories, may we experience the risen Christ, who never leaves us without hope.

In Bristol:St. Ann and St. Anthony churches joined to form St. Francis de Sales Parish. This brought two congregations, one French and the other Italian, together.
“Most of the people knew each other because they grew up in the same neighborhood, worked in the same facto-ries or shopped in the same places,” said Rev. Alphonso Fontana. “What divided them before was ethnicity, but now they’re united by their faith in Jesus.”
In Hamden:Four churches were merged to become Christ the Bread of Life Parish, two of those four having been closed. They report that it has been “amazing to see all our parishioners working together to make this a family rather than just a parish.” All four foundation churches have former parishioners equally and actively involved in devel-oping a welcoming, inviting place to worship and socialize. A perfect example of this collaboration is how their choir, folk group and Spanish choir, have joined together to sing at holidays and special events. These Masses are always bilingual and the combined choir performs the responses and songs in English and Spanish and it is beautiful to witness.
Also in Hamden, Divine Mercy Parish was created when St. Stephen and St. Rita merged. According to Fa-ther Joseph DiSciacca, “Pastoral planning has presented challenges and opportunities for the Archdiocese of Hartford.” One opportunity for these two parishes was bringing them together to celebrate Divine Mercy Sunday. They invited the general public and Archbishop Leonard Blair to help in the celebration and prayer. The celebration included confessions, a procession from one church building to the other, and devotions including the pray-ing of the Chaplet of Divine Mercy and benediction. During the season of Lent, prayer and study of Divine Mercy was of-fered to all parishioners. In the coming year, follow-up is be-ing done to coordinate all ministries through the lens of the corporal and spiritual works of mercy, said Father DiSciacca.
In “Hartford”:St. Michael and St. Justin parishes became one of the first to partner together becoming St. Justin-St. Michael. Parishioners recognized the new union by organizing a procession led by its pastor, Father Emmanuel Ihemedu. Today, they enjoy success through shared ministries and consider the north end of Hartford to be revitalized.
When St. Peter and Sacred Heart churches closed, the parish of Maria Reina de la Paz, located at St. Lawrence O’Toole, was created and welcomed parishioners from these two churches. Father Alex Avendano is excited to have seen the congregation grow. “It brings me great joy to be able to spread the Word of Jesus Christ and to evangelize. Every new parishioner is a blessing for me and makes the parish community stronger. I like meeting new people and I pray that I can make a positive difference in their lives,” he says.

In Harwinton:Even before the archdiocese announced its parish pastoral plan, Harwinton’s Immaculate Heart of Mary Church merged with Immaculate Conception in New Hartford, where proactive parishioners decided to form Our Lady of Hope Parish. Despite taking the initiative, Father Michael Ruminski says it was difficult for them. “The first six months were the hardest. There has to be a period of mourning and a recognition of what was lost,” he explains. But he says now the parish is growing, noting that 90 new families have joined Our Lady of Hope.
In Manchester:The blue and white habit of the Mission-aries of Charity, founded by St. Teresa of Calcutta, is recognizable worldwide. In Manchester, when the parishes of St. Brid-get and St. Bartholomew merged to form St. Teresa of Calcutta Parish, parishioners from both campuses prayerfully and art-fully poured blue and white sand into a vase as a powerful symbol of their union.
In Newington: Newington’s Annunciation Parish con-tinues to grow in its identity following the merger of St. Mary and Holy Spirit churches. Parish festivities are taking on a bigger scale since the union and have be-come something of a town-wide event, according to Father Shawn Daly. One such example has been the now-an-nual Comedy Night, which sold out quickly and brings the community together for a night of fun and fellowship.

Catholic Elementary Schools
The restructuring of Catholic elementary schools also has been part of pastoral planning. In the upcoming 2018-2019 academic school year, several schools will implement a new and exciting teaching model called STREAM, which stands for Science, Technology, Religion, Engineering, Arts and Math. This approach to education is an interdisciplinary design that connects learning in all content areas to a real world application. Learning is enhanced through the use of integrated technology and personalizing learning experiences for all students.
Four schools will merge to form two successor schools; another will remain in its current configuration and adopt the STREAM curriculum; and one will adopt a new governance structure. The schools are:
1. East Shoreline Catholic Academy, Branford: This will be the successor school to St. Mary School (Branford) and Our Lady of Mercy School (Madison) with a fully integrated STREAM instructional model.
2. Catholic Academy of Waterbury: A STREAM Model and Heritage School of St. Mary and Blessed Sacrament Schools is a merger between St. Mary and Blessed Sacrament in Waterbury.
3. New Haven Catholic Academy: St. Aedan-St. Brendan School in New Haven is keeping its location and changing its instructional framework to a fully integrated STREAM model and school.
4. St. Timothy and St. Thomas the Apostle in West Hartford will remain separate schools, but will adopt a new governance structure with one principal overseeing the two campuses and an assistant principal on each campus. St. Thomas the Apostle still will educate students in grades PreK-5 and St. Timothy Middle School will continue to educate grades 6 through 8. This will strengthen the partnership between these two sister schools. Emphasis is placed on differentiated and personalized instruction in both schools, supplemented by technology.
Our Lady of Victory School in West Haven and St. Francis-St. Hedwig School in Naugatuck will close at the end of the 2017-2018 school year.

I am very pleased to present the financial report of the Archdiocese of Hartford for the year ending December 31, 2017.
Our Archdiocesan Pastoral Plan includes a commitment to organizational efficacy and accountability, as well as social and financial responsibility, for the sake of fulfilling our mission as a local Church.
