For the past nineteen years, AFFR has offered filmmakers a platform to showcase their view of the built environment. In collaboration with The Independent School for The City, the festival is launching a Film & Architecture Studio, a four-day masterclass for young designers and filmmakers. In addition, the festival is exploring the field of new media with the presentation of compelling VR productions and a study of the city and architecture in the world of gaming.

Furthermore, we are organizing a host of events with various programme and educational partners. They include a debate about women in construction with the Royal Institute of Dutch Architects (BNA), a Rotterdam Special with AIR, discussions about energy transition with the Vereniging Deltametropool, a talk about urban nature with the Goethe Institut, the ArchiNed Tips, the Architectenweb Best of AFFR, and an ever-growing series of film introductions by celebrated speakers.

We have to unite in our search for alternatives such as sustainable sources of energy, new forms of urban living and a realignment of consumption and production. Besides technological solutions, what mental transformation is required to ensure the survival of the planet? What role can architects, urban designers and planners play in the transition to another world that is likely to differ considerably from today’s world? The jam-packed and richly varied AFFR 2019 programme explores the full scope of the theme Lost in Transition, ranging from the most apocalyptic images to the most optimistic solutions.

A richer programme than ever!

The Architecture Film Festival Rotterdam is the world’s biggest international platform for films about the city and architecture. In this eleventh edition, the festival is once again programming a stunning selection of works about current themes related to society and the city. Broader and more topical than ever, the programme includes world premieres and films never previously screened in the Netherlands.

With the theme Lost in Transition, AFFR 2019 turns the spotlight on the major themes of today: energy transition, climate change, the depletion of natural resources, migration, and growing social inequality. As the world’s population is expected to reach almost 10 billion by 2050, questions about food, health and housing have never been so pressing. Urban and rural areas need to be organized differently, and the role of architects, urban designers and planners needs to be redefined.

LOST IN TRANSITION — A WORLD IN FLUX

Copying is as old as building itself. But what is real and what is a copy? Confusion about authenticity has only increased over the past half century under the influence of globalization. In The Real Thing, Benoit Felici offers an entertaining look at a world that is indeed lost in transition, one in which the quest for identity is more important than ever. Join him on a fascinating global tour of an architectural funfair. Whether it’s London’s Tower Bridge in China, Saint Peter’s Basilica in the Ivory Coast, or a makeshift Taj Mahal in rural India, the film presents a crazy Las Vegas-like carnival of amusement. What do these buildings say about the world from which they sprout? Is nobody concerned about The Real Thing anymore?

The Fence, the Island and the CityLada Hršak

The Calidris Pugnax stops by the marshy pastures of the Dutch Oostvaard-ersplassen on their journey from Siberia to West Africa. Migration is a funda-mental characteristic of this species. Through flight it transverses ecological, cultural, economic and social trajectories. But its freedom raises questions; where does this bird belong? Whose bird is this? The same goes for us hu-mans. ‘The foundations of culture are inseparable from the logistics of mi-gration.’ The flux of people, goods and species across the planet has brought richness, yet, as some birds want to be different than others, the questions follow; where are they from? Who’s responsible for them?

Migration knows many varieties - nomadic, circulatory, refugee, settler, tem-porary, and many more. What are the spatial implications of this flux? Three films presented at AFFR, translate global narratives on migration through personal spaces and stories. Two documentaries, one in Tyrol and the other in Barcelona, and a fictional documentary in Singapore show the complexity and contradiction of this phenomenon.

The closure of the ‘Balkan migration Route’ with walls of barbed wire and razor blades stretching into the landscape is a bitter memento to the abstract fear of others. The same fear, fired by populism, that masses of refugees would burst over the 1,300 metre-high Brenner Pass in the Tyrollean mountains instead, agitates within the film Border Fence. This documentary is almost a surrealist satire, with both a real and an imagined fence as the protagonist of the story. The ‘managing’ of migration has resulted in strict policies, regulations and a protracted limbo where newcomers cannot work or participate in society. If rejected they find themselves with no access to society, becoming invisible. Waiting for Barcelona by Juho-Pekka Tanskanen follows illegal migrant Mou collecting scrap metal throughout Barcelona’s disclosed passageways. Mou is filmed in abstract black-white retracing his social and emotional journeys. Presenting the frictional position of legal invisibility and the instability of this condition by questioning the moral and social codes around the right to live.

The recent paradoxical EU policy proposal of a punishment for saving a lives in the Mediterranean and the Lampedusa tragedies lubricate the fabrication of fear, demonstrating the frightening inability to understand and therefore separate. By constructing physical walls and non-physical policy walls we dismiss the connections and flux we rely on. If we consider ourselves one of earth’s many species and part of an ecosystem that will need to adapt to a shifting climate, we will need to radically rethink our co-existence. Are we capable of facing the discomfort, escaping the paranoia of emergency and constructing a new narrative for the world in flux? Them is us.

We live in a divided world. On the one hand, mankind is causing the planet’s climate and nature to develop in alarming ways. Mankind has come to dominate the development of the planet to such a degree that scientists have coined a term for the age in which we live: the Anthropo-cene. On the other hand, more and more people are sounding the alarm, and awareness of the problems facing us is growing. Films that provide visual evidence of the existence of the Anthropocene make a significant contribution in this area. This edition of AFFR is screening numerous works of this kind. Stories that help us fathom the challenges at stake and stimulate the search for alternative ways to treat our planet. A task in which there is an important role to play for architects, urban designers and landscape architects.

All films make clear that an ‘apocalypse’ is no longer approaching but has already arrived. Dutch photographer Kadir van Lohuizen, for example, with his series of films about rising sea levels, shows that the people of Bangladesh are already up to their necks in water.

So it’s no surprise that documentary makers increasingly resort to imagery from the disaster movie genre to capture

that reality. For instance, the documentary Anthropocene: The Human Epoch starts with the image of a huge inferno. A symbolic warning: the world is on fire. If the theme wasn’t so alarming, the film could be consid-ered beautiful. Because for Anthropocene, filmmakers Jennifer Baichwal, Nicholas de Pencier and Edward Burtynsky zoom in on the epic reality produced in an age dominated by mankind: deep mines that reduce people to ants, staggeringly huge factory complexes, and farmland that stretches beyond the horizon.

The film Soyalism by Enrico Parenti and Stefano Liberti demonstrates that the systems devised by mankind under the guise of progress have often become infinitely complex. This documentary captures in detail how our food chain has become a messed-up system that spans almost the entire world. Moreover, the advantages — cheap meat and high profits from the mass production of meat — lead many people to turn a blind eye to the disadvantages — polluted groundwater and the clearance of rainforests.

What is the price of this ‘progress’? And who is paying the price? That is the question posed by Jasmin Herold and Michael Beamish in the film Dark Eden after they arrive in Fort McMurray in northern Canada. Here lies the largest oil-related industrial site in the world. In the end, their search unintentionally results in a real disaster movie. For they experience a true apocalypse first hand. A warning that mankind still has little control over very many processes in life.

That those processes can sometimes produce fascinating results is demonstrated by the documentary Natura Urbana by Matthew Gandy. He shows how Berlin’s ‘Brachen’ — vacant patches of land in the city created by wartime bombs and the division between East and West Berlin — have produced a wealth of biodiversity. Nature is everywhere, interlaced with even the darkest pages of the city’s history, as this film illustrates. But the result is beautiful: a laboratory for botanists and an oasis of calm for city-dwellers. As the filmmaker himself says: ‘A marvel of non-design’.

The cave in which captive onlookers watch images projected from behind them on a wall, by puppeteers who carry puppets along a parapet, from which shadows are cast by an anterior fire, is a primary platonic story (mythos). Because they are chained prisoners, only able to look directly in front, they cannot realize the deception: the shadows are not the puppets. One prisoner escapes and is blinded by the sunlight above ground. The blinded escapee slowly recovers sight and confirms the nature of the previous flickering, delusional shadow-play, and the new reality of truth and light. The deepest reality of the new visible is that it is inexpressible. The newly emancipated prisoner is compelled to return and enlighten the others of the discovery of the truth of Forms, and the illusions of the phenomenal world in which they are held and incarcerated.

We might ask today: can it be shown: the real? Such a question directly in-forms the work of Mario Botta, the recent recipient of the Ratzinger prize, with Pope Francis remarking during the award ceremony, that sacred buildings were necessary to combat “dehumanizing urbanism”. Botta has dedicated himself to creating sacred space whilst acknowledging architecture as a community act; insisting, however, that the autonomous patrimony of architecture still derives from forces, forms, function, the rational inheritance, and the irrational subjectivity of the architect’s vision.

With Botta the push back against the ‘disenchanted world’ (Max Weber) and the ‘loss of aura’ (Walter Benjamin) takes place through an insistence on the ethical and not aesthetic dimension in the conception of a sacred space. His idea of a dialectical play between territory, and the artificial project, also points to a culture/nature dichotomy. The truth of volumes -given in lucid geometry, the Platonic solids of the Timaeus- and voids that open the experience of the sublime.

There is a reality of luminous play that marries exterior and interior, sur-face and depth: the external light, and internal distribution, is the key to the organization of space. It requires great humility to learn how to enact the tradition without descent into pastiche, and how fundamental forms can marshal deep experiences in layers: where the press of building communicates earth and world, and tenders shelter and reverence for the world, wresting from the dark earth its great force and grace of giving, through culture: cultivation. As in the Vedas, the sacred will seek to sing in stone and water, in sun and land, in food and drink, in animal and man. Ritual finds the means and expression for a theology built in stone, or diverse materials, the Vedic hymns chant the resonance of all that exists.

These documentaries and films search for the new cultural consonance, as dwelling, sacredness, the numinous atmosphere of what is wholly other, the subtle attuning of territory and objects, the relation of culture and nature, the power of transformation through earthly love to reach the very invisible and unsayable which prompts all wonder and is philosophy not as a point in the past but an an awesome Urspring, literally a leap out of origin, a release of the essential.

LOST IN TRANSITION — A world in flux

Does gentrification spell the end of urbanism?Tim Verlaan

How the Bijlmer district went from a ‘no-go area’ to an exciting neigh-bourhood. That was the tenor of a recent headline in the quality British daily The Independent. And if one of the British quality papers reports on gentrification in a Dutch neighbourhood, then you know that things are moving fast. Though described with the usual sensationalism and exaggeration, the changes in the Bijlmer are indeed striking. Does a similar fate await Ommoord in Rotterdam? The middle classes seem to have rediscovered metropolitan living everywhere, even in districts that were high on municipal demolition lists less than a decade ago. With critical documentaries such as Priced Out and I am Gentrifica-tion, AFFR expresses reservations about our assumptions concerning gentrification processes.

Until a decade ago, it was mostly Marxist geographers and other critical urban researchers who used the G word. The process began in the 1960s in the run-down neighbourhoods of American and Western European cities, where well-educated young people and bohemians moved in to take the place of workers’ families who moved out to the suburbs in search of a better life. Attracted by the romanticism of run-down yet affordable buildings and the authenticity of working-class districts, the new arrivals opposed large-scale renewal. Their struggle was successful, and since then gentrification has been discovered by public officials as a policy goal and by property developers as an earnings model. If it wasn’t for the emergence of a new urban middle class, popular and famous districts such as the Jordaan in Amsterdam, Brooklyn in New York and Islington in London would probably have suffered another fate than conservation and restoration.

Priced Out follows these historical developments in Portland — a mid-sized city by American standards in the north-western state of Oregon. As is so often the case with people who write or make films about gentrification, the journalist himself is both offender and victim. In 1998 Cornelius Swart made a documentary about the northern part of the city — at the time still a largely black neighbourhood plagued by decline and crime. But change was hanging in the air, and less than two decades later the streets were the domain of white double-earners and trendy cafés furnished with rough wood and industrial lamps. Progress? Not according to local residents who’ve lived here since before the transformation. Although there’s plenty of debate among academ-ics about the phenomenon, one of the leading figures is explicit about what gentrification means for her personally: pain, loss and sadness.

Swart puts his finger not only on the paradoxes but also on the complex his-tory of gentrification. In the post-war years, black Americans moved to the industrial cities of the north in search of work at exactly the time that industrial employment started to decline and white Americans departed in droves for the suburbs. And now that the latter group has rediscovered urban living, the poor Afro-American residents are being forced out. By following their lives closely, the filmmaker does something that many urban researchers neglect to do: chart the future of departing residents.

I am Gentrification is a somewhat lighter account, told by a Swiss journalist who unintentionally leaves a trail of gentrification around the world. Full of self-mockery and scorn for compatriots who think that their cities are be-coming overcrowded, director Thomas Haemmerli makes it from squatter to home-owner in Sao Paolo, Tbilisi, Mexico City, Paris and Zurich. Haemmerli succeeds in eclectic fashion in linking his life story to the post-war develop-ment of these cities, thereby giving a human face to an abstract socio-eco-nomic process. Perhaps the greatest achievement of I am Gentrification and Priced Out is the evidence that gentrification is no longer limited to trendy districts in a handful of Western cities, but has become a global phenomenon that affects the lives of millions of city-dwellers every day.

With the theme Lost in Transition, AFFR turns the spotlight on the major themes of today: energy transition, climate change, the depletion of natural resources, migration, and growing social inequality. As the world’s population is expected to reach almost 10 billion by 2050, questions about food, health and housing have never been so pressing. Urban and rural areas need to be organized differently, and the role of architects, urban designers and planners needs to be redefined.

We have to unite in our search for alternatives such as sustainable sources of energy, new forms of urban living and a realignment of consumption and production. Be-sides technological solutions, what mental transformation is required to ensure the survival of the planet? What role can architects, urban designers and planners play in the transition to another world that is likely to differ considerably from today’s world?

The jam-packed and richly varied AFFR 2019 programme explores the full scope of the theme Lost in Transition, ranging from the most apocalyptic images to the most optimistic solutions.
