    • Creating Enterprise Design Patterns, which are enterprise-level guidance documents that provide a reusable set of standards, policies and capability frameworks.

    To support VA’s Health customers by analyzing their needs, objectives and strategic plans through the advocacy of enterprise-wide solutions and creation of product strategies and roadmaps.

    To engage with VBA and NCA to identify opportunities where technology can improveservice delivery and advance organizational goals.To support VA’s corporate and activity management customers by analyzing their needs,objectives and strategic plans through the advocacy of enterprise-wide solutions andcreation of product strategies and roadmaps.

    Propose customer focused solutions and plans to ASD product managers and externalstakeholders that improve and enhance information interoperability and expand the useof enterprise shared services (ESS).

  • Types of Cost Estimates

    ‒ Life-Cycle Cost Estimate (LCCE): Cradle-to-grave estimate includes

    R&D, production, operations/support, and disposal

    ‒ Independent Cost Estimate (ICE): ICE of most likely cost developed

    by an independent Government Team

    ‒ Budget Estimate: For inclusion in budget to support current or planned

    technology requirements

    ‒ Rough-Order-of-Magnitude (ROM): Pre-design effort, with very little

    specific information about the project

    ‒ Analysis of Alternatives (AoA): Evaluates costs, benefits, advantages

    and disadvantages of different alternatives

  • Definition: Cost Estimating is the process of collecting and analyzing historical data and

    applying quantitative annual models, techniques, tools, and databases to predict the future

    cost of an item, product, program, or task.

    How do we Estimate?

    Cost Estimation for emerging technology is based on items

    that are significant cost drives such as: Hardware,

    Infrastructure, Network, Software’s, and FTE’s required to

    perform on an “Annual basis”.

    There are four defined methods for cost estimation: Parametric,

    Analogy, Engineering Estimation and Actual Costs. With most

    of our cost estimation we use more than one of these methods.

    ASD CE Team uses three Estimation Methods Technique:

    SPECIFICALLY: We used the following approach.

    1. Analogy – is used to estimate cost based on historical data

    2. Engineering Estimation – break down the cost of Hardware &

    Software

    3. Actual Costs - from prototypes, engineering development

    models, and/or early production items are used to project

    estimates of future costs for the same type system.

    Translate requirements associated with programs,

    projects, or processes into multiyear budget requests

    Assess reasonableness of the budget

    Quickly/accurately determine impacts of budget cuts

    on program baselines and associated functionality

    Assess resource implications of technology

    Assist in source selection/design trade-offs
