Lower Merion School District The Lower Merion School District (LMSD), located in Philadelphia’s historic Main Line suburbs, serves the 62,000 residents of Lower Merion Township and the Borough of Narberth. Established as one of Pennsylvania’s first public school districts in 1836, LMSD enjoys a rich tradition of achievement, innovation and community partnership and a longstanding reputation as one of the finest school systems in the United States. The District’s six elementary schools, two middle schools and two high schools provide a challeng-ing, multidisciplinary academic program and a dynamic co-curricular experience to more than 8,000 students.

All of the District’s schools have received state and national recognition for excellence. LMSD schools rank among the highest in Pennsylvania for SAT and PSAT scores, total number of National Merit Semifinalists, total number of International Baccalaureate diplomas granted and appear in numerous “Top Schools” lists. Approximately 97% of high school graduates attend institutions of higher learning.

LMSD’s comprehensive instructional program encompasses an array of services for special needs and gifted children, community-based learning programs, extended daycare, early-intervention literacy support, an International Baccalaureate diploma program and a full menu of college prep, honors and AP courses. An extensive range of course offerings in core areas, music and the arts, technology and special subjects form the foundation of the District’s secondary curriculum. Themed, yearlong middle school programs offer students enhanced opportunities to explore subjects through hands-on, interdisciplinary study and block scheduling. The District’s world languages program enables all students to receive uninterrupted world language instruction from second grade until the time they graduate. More than 500 supervised academic, athletic, community outreach and performance oriented

co-curricular programs are available in the District, from elementary technology clubs to high school varsity sports. In addition to serving student programs, the District’s facilities are utilized by thousands of community members for enrichment programs, recreation and general use.

The District’s new strategic plan, All Forward, is the result of significant community collaboration and serves as a strategic compass for the next five years and beyond. Five “strategic pathways” form the framework of the plan, driving ongoing efforts around redefining student success, curriculum development, professional learning, student engagement and community partnerships.

The District’s professional staff consists of 768 full-time teachers, 89% of whom have advanced degrees. The faculty is complemented by a support staff of 633 skilled individu-als. A counselor and psychologist are available in every school.

LMSD maintains one of the lowest class size averages in Pennsylvania. In addition to providing a supportive teaching environment, the District offers competitive salaries and benefits and extensive staff development opportunities.

All ten of the District’s schools have been completely modernized in the past ten years to serve the needs of a 21st century education. LMSD was recently named one of the 14 nationwide recipients of the U.S. Department of Education’s first-ever Green Ribbon Schools District Sustainability Award, selected for its exemplary efforts to reduce environmental impact and utility costs, promote better health and ensure effective environmental education.

Committed to excellence and continuous improvement, LMSD strives to ensure that all students achieve their highest level of critical thinking and creativity, that they value themselves and the diversity of others, and they are knowledgeable, contributing citizens capable of excelling in a rapidly changing world. This is accomplished by individuals engaging in innovative, active experiences tailored to myriad ways of learning and in partnership with our community.

Dear LMSD Families,The annual LMSD Calendar has long been known as a showcase for the District’s exceptional student artwork. This year’s calendar continues that tradition, with works from all ten schools representing a variety of forms, genres, media and styles.

Art is a critical component of the LMSD educational experience. The study of art provides students with new ways of seeing themselves and the world. Our students are encouraged to express their ideas and come to understand the visions of their classmates and of professional artists. Guided by a team of experienced and dedicated art teachers, they explore the language of aesthetics and how to think critically about the art that surrounds them. They acquire technical skills, a broad knowledge of materials and media and the discipline and dedication necessary to complete complex projects. They learn and practice the process of creation and engage in the many decisions that lead to a work of art.

In addition to this publication, there are a number of opportunities throughout the year to enjoy student art, from the annual ISC Art Show and school-based art festivals to a walk through our school buildings, where permanent and temporary collections are on display. We encourage you to take a few moments this year to observe and appreciate this remarkable work.

While art and important event dates are the focus of the calendar, content has been expanded this year to include more extensive quick-reference information. Included are school start and dismissal times, emergency closing guidelines, communications resources, District policies, student services and much more. We hope you find these resources helpful. For more detailed information, including comprehensive calendar listings, announcements and updates, please continue to visit our website, www.lmsd.org.

Thank you for your continued support of the arts and our schools. Best wishes for a safe, successful and enjoyable 2016-17 school year.

Sincerely,Robin Vann LynchPresident, Board of School Directors

Board of School DirectorsSchool Directors are elected at municipal elections on odd-numbered years to serve four-year terms, beginning on the first Monday in December following their election. The primary responsibility of the Board of School Directors is to set policies that define the nature of public education from kindergarten through the twelfth grade. Parents, staff, students and residents are encouraged to attend School Board meetings. Time is set aside for questions, comments, or suggestions from the public at each meeting. There is a Business Meeting each month during which formal action occurs. During the school year, an Education Committee & Supplementary Regular Board Meeting is also held each month, except during December and June. Meetings are held on Monday evenings at 8:00 pm in the LMSD Adminis-tration Building, Board Room. School Board meetings during the school year are usually videotaped and aired on the District’s Educational Access Channel. Unless otherwise noted on the cable channel or District website, airings occur on the Thursday after the meeting at 7:00 pm and again on Saturday at 10:00 am, Sunday at 7:00 pm, Monday at 10:00 am and Tuesday at 7:00 pm. Previously

videotaped meetings may also be viewed on the LMSD website www.lmsd.org. Please go to the “Board of Directors” section and click on “View Recent Meetings.” Directors also serve on various Board Committees, including: Communications, Curriculum, Facilities, Finance, Human Resources, Legislative, Policy and Ad Hoc Legal. The District’s automated messaging system may also be utilized. A voicemail and email message will be sent to emergency contact phone numbers provided by parents at the start of the current school year. The phone messaging system will only be used for weather-related announcements when these announcements can be made before 10:00 pm and after 8:00 am, unless advised otherwise.

FACTORS FOR SCHOOL CLOSINGSThe Superintendent of Schools and Operations Department administrators monitor weather conditions throughout the year, especially during the winter months. The extent to which winter weather affects the operation of our schools and bus trans-portation varies with the amount and type of precipi-tation. The time of day the storm occurs and the weather conditions during and after a storm are also factors that must be considered. The most important consideration is the safety of students and staff.

Additional ServicesSCHOOL COUNSELING SERVICESThe American School Counseling Association (ASCA) and the Pennsylvania School Counseling Association (PSCA) asserts that school counseling is an integral part of the overall educational experience. Lower Merion School District’s school counseling department is committed to providing all students with a comprehensive school-counseling program, which systematically addresses the three areas of academic, career and personal/social development. The goal is to assist students in exploring, planning and realizing their individual interests, abilities and goals, thus helping them to reach their full potential as productive members of society.

HEALTH SERVICESHealth Services are available in each school to support student health, learning and achievement. The Health Services team is composed of certified school nurses, staff nurses and consultants (dentist and physician). In addition to providing direct services to students, school nurses promote health and risk reduction and plan and coordinate ongoing, comprehensive health care programs and services for students in collaboration with families and treating medical professionals.

Direct services to students include: nursing assessment, diagnosis and treatment; physical/dental assessments and screenings mandated by the Pennsylvania Depart-ment of Health; management and control of acute and chronic disease; monitoring of immunization status and implementation of immunization programs; administra-tion of medication and skilled nursing procedures; and development of Individualized Health Care Plans as needed for individual students. Members of the health services team provide culturally competent health services, education and counseling to promote healthy living and to reduce health risks.

In addition to their roles as direct service providers and educators, nurses also develop and coordinate a continuum of ongoing, comprehensive health care programs and services for students in collaboration with their families, the school and the community. School Nurses support students by participation in building based teams including the Student Assistance Program, achievement teams, IEP teams, 504, crisis intervention and other school based teams. School nurses plan and present a variety of staff development programs and educational programs for students around health issues.

TRANSPORTATIONThe LMSD Transportation Department provides bus services for both the District and local private schools. Each day during the school year, LMSD buses transport more than 9,000 students to 136 school locations in the Delaware Valley. The District’s fleet of 120 vehicles includes 65 buses fueled by compressed natural gas (CNG), the largest fleet of alternative fuel school buses on the East Coast.

LMSD buses are monitored by a Global Positioning System (GPS) to help ensure an efficient, safe and secure transportation system. GPS-equipped buses enable the District to track the location, direction and speed of our vehicles. Beginning with the 2016-17 school year, a majority of buses are now equipped with security cam-eras. The cameras have proven to be an effective tool for districts nationwide seeking to deter misconduct on buses and can provide critical information in situations when disciplinary action may be considered.

For questions, requests and concerns, please visit the Transportation page on the District website and click the Information Request Form. Complete safety guidelines are also available on the website and should be reviewed before the start of each school year. For specific bus

assignment, bus stop and pick-up time information, please contact your school.

NUTRITIONAL SERVICESLMSD Nutritional Services provides more than 7,000 meals per day in the District’s ten public schools and nearly 500 meals to satellite operations and private schools throughout the area. This includes a full service breakfast and lunch program. The department also offers extensive catering services for meetings, banquets and special events.

Each school has a fully equipped kitchen and all food is prepared on site. Students carrying their own lunches may purchase assorted milk products and 100% juices as well as a-la-carte products. The District participates in the National School Breakfast and Lunch Program, which provides free and reduced-price lunches based upon need. A salad bar or equivalent is offered at all schools. Information regarding breakfast and lunch programs is distributed on the first day of school. Menus for elemen-tary, middle and high schools are published regularly on the District website.

LMSD Nutritional Services has taken a leadership role in the effort to promote healthy choices in the school cafeteria. The District was among the first in Pennsylva-nia to eliminate the use of cooking oils that contain trans-fats and became the first District in the state to eliminate all items with trans-fats from the menu. The District’s School Health Advisory Council (SHAC), com-posed of parents, dieticians, health care professionals, students, faculty and other community members, has worked together to assist the District in the development of wellness and nutrition policies that promote healthful eating through nutrition education and a school environment that is supportive of healthful eating. The District employs a full-time dietician.

As part of our Child Find responsibilities, the District’s School Age Transition Team (SATT) assesses the educational needs of students transitioning from early intervention programs and also consults with local pre-schools regarding the educational needs of incoming students. In addition, the educational needs of students attending District schools are monitored by each school’s Achievement Team. These teams focus on meeting the educational needs of students within the general educational classroom with increasing intensity and frequency of general education supports as indicated by data.

INCLUSIONLMSD has a long-standing commit-ment to the inclusion of students requiring specially designed instruc-tion within the general education environment to the extent appropriate for the individual child. Students with disabilities participate in general education across all ten schools. The inclusion of special education students is extensive and continues to exceed state averages. This strong commitment begins with the IEP team’s determination of the individual strengths and needs of each student and the supports necessary for the student’s success in the general education program.Jon Berman, Grade 9, Lower Merion

PARTNER SCHOOLINGIn an effort to maintain favorable class sizes, preserve programs, maximize existing resources and provide planning flexibility at the elementary level, the District utilizes a “partner school” plan. The plan caps certain sections of grade levels in elementary schools when they reach pre-deter-mined class size targets. When sections are capped, students who register thereafter will be enrolled at a “partner school” – a Lower Merion elementary school that can accommodate further enrollment in that class section.

For example, if a new student registers for first grade, but there are no open first grade seats in his/her “home school,” the student would be assigned to first grade in the “partner school” where there are open seats. When a child is enrolled in a partner school, he/she will receive all the benefits of attending the home school, including transportation, etc. and have the opportunity to return to the home school once space becomes available.

Rules and RegulationsRules, regulations and policies help to ensure a safe, efficient and positive school environment. Please take time to review expectations as they relate to students, families and the public.

STUDENT ATTENDANCE: PARENT REMINDERS• Encourage punctuality and school attendance. • Absences are excused for medical reasons, death in the

family, religious holidays, court appearances or other valid reasons approved by Board policy.

• Notify school on the day of your child’s absence and submit a note explaining the child’s absence on his/her return to school.

• If a child is absent and/or late without notification, school officials will contact parents/guardians to confirm the reason.

DISTRICT POLICIESDistrict policies are reviewed regularly by the administra-tion and the Board’s Policy Committee, in consultation with the District solicitor. Committee recommendations are submitted to the full Board of School Directors for a final review and vote. The public is welcome to attend Policy Committee meetings to provide feedback on proposed updates and changes. A complete list of all District policies and administrative regulations covering Board Procedures, Programs, Pupils, Employees, Finances, Property, Operations and Community can be found on the LMSD website on the District Policies page.

CODE OF CONDUCTThe District maintains a Code of Conduct for students outlined in Policy 235: Student Rights & Responsibilities. The Code of Conduct, which is available on the District website, outlines expectations for student behavior and consequences for infractions. This information is also included in student handbooks, which are provided by schools and available on the District website.
