Changes for 2007This list is for informational purposes only and lists the major changes that have occurred since the publication of the last regulation booklet. Individuals should thoroughly read and under-stand the appropriate regulations prior to making application or going afield.

No Online Applications, Licenses for the 2007 Spring Draw Only manual (paper) applications will be accepted for the 2007 Spring draw and first-come, first-serve issuance of permits. You also will not be able to purchase licenses online.

New Draw Cycle for Elk, Antelope Beginning in 2007, applications for all elk and antelope hunts will be accepted beginning in January with the drawing occurring in March. More information is forthcoming.

License, Stamp and Tag Fee Increases Be sure to note that all license, stamp, tag and application fees have increased for 2007. See the license fee tables on page 2 and 3 for prices.

Mandatory Harvest Check-in for Bears Hunters are required to physically present their bear. See Commission Order 9, page 9.

Reduced Juniors-Only Tag Fees The department is offering discounted hunt permit-tags for certain Juniors-Only hunts. The Juniors-Only resident and non-resident javelina tag costs $22.50, and the Juniors-Only resident and non-resident turkey tag costs $17.50.

Super Conservation Hunting License (Class M) This $118 general hunting license includes nonpermit (over-the-counter) tags for archery deer, archery turkey, fall bear, and mountain lion plus stamps for Unit 12A (Kaibab), Arizona migratory game birds and Arizona migratory waterfowl, along with enrollment in the hunter pool. This license can only be purchased at Game and Fish Department offices and is only available for residents.

Super Conservation Combination Hunting and Fishing License (Class N) This $163 combination license includes all the Super Conservation Hunting License privileges as listed above, plus a Class A General Fishing License, trout stamp and urban fishing license. This license can only be purchased at Game and Fish offices and is only available for residents.

Family Hunting License (Class J) This new family general hunting license is $32.25 (full price) for the first adult, $25.80 for the legal spouse, and $15 for each child. This license can only be purchased at Game and Fish Department offices and is only available for residents.

Family Combination License (Class K) This new family combo hunting and fishing license, which includes trout fishing privileges, is $54 for the first adult, $43.20 for the legal spouse, and $20 for each child. This license can only be purchased at Game and Fish offices and is only available for residents.

Super Conservation Fishing License (Class L) This new fishing license includes General Fishing license, Urban Fishing license and trout fishing privileges. The cost for residents is $53, or the cost for nonresidents is $63. This license will be available the fourth week in November at all license dealers statewide and Game and Fish offices.

2. If a paper hunt permit-tag application contains an error and it is re-ceived prior to this deadline, the department will make three attempts within a 24-hour period to notify the applicant by telephone (if a phone number is provided).

3. Department offices at Flagstaff, Kingman, Mesa, Phoenix, Pinetop, Tucson and Yuma will close for business at 5:00 p.m. (MST); however, completed applications will continue to be accepted at these locations until 7:00 p.m. (MST) on deadline days. No applications will be ac-cepted after this date and time regardless of the postmark.

4. First-come permits are issued if available. Applicants are advised to check with the department before submitting an application for left-over permits. There will probably not be any hunt permit-tags available after the drawing for these species: spring turkey, spring buffalo or spring bear.

Hunt permit applications for Spring 2007 hunts can be submitted by mail or at any department office. Deadline to submit all applications is Oct. 10, 2006 at 7 p.m. (MST).

Spring hunt permit-tags may be obtained only through application and drawing procedures prescribed in R12-4-104 or R12-4-114.

You must obtain a 2007 license in order to participate in the draw. If you are not licensed at the time you submit your hunt permit applica-tion form, you must apply for a license and include payment at the time you submit your paper hunt application form. NOTE: If not licensed, you must apply for and include fees with each application you submit.

If you apply for more than one genus, only one license will be issued in your name.

Enter your Social Security Number and Department I.D. Number (if different from your Social Security number) on the hunt application form. This is your permanent number and is to be used on all hunt ap-plications. It may be preferable to use your Social Security number so that you can remember it from year to year. Your S.S./I.D. number is vital to track your bonus points and to ensure that you receive the proper credits. Using a different number may result in your not re-

ceiving proper bonus points credits. An I.D. Number may be obtained by calling the department during business hours at (602) 942-3000 if you do not wish to use your Social Security number as your De-partment I.D.

You must sign the application.

Each application must include appropriate payment. NOTE: If the same person is applying for a juniors-only hunt and a regular hunt on the same application, the higher of the tag fees must be enclosed.

Each payment enclosed with a paper hunt permit-tag application shall be made by certified check, cashier’s check, money order, or person-al check in U.S. currency only, payable to the Arizona Game and Fish Department. Cash will not be accepted. One personal check or money order can cover all required fees for the application.

The department will notify you of errors in your application and al-low you to correct those errors or re-submit your application, only if the application is received in department offices by 5 p.m. (MST) on Sept. 22, 2006. If you wish to participate in this service, please list a telephone number where you can be reached. You are not required to enter your telephone number.

Complimentary combination hunt and fish license privileges are for those qualifying as: • pioneer (70 years of age and older pLuS 25 consecutive years as an Arizona resident immediately preceding application for license) or • Disabled Veteran (1+ years resident AND a certification from the Veterans Administration confirming permanent service connected disabilities rated as 100% disabling).2. Before and throughout the calendar year of their 20th birthday. Youth license valid for both residents and non-residents. 3. Resident Lifetime licenses may only be purchased at an Arizona Game and Fish Office. Fees are dependent on age.4. For youth 14-17 years of age. 7. Permit-Tag fees are for “Juniors-Only” designated hunts. If (-) is listed, use respective resident or non-resident fees. If the same person is applying for a juniors-only hunt and a regular hunt on the same application, the higher of the tag fees must be enclosed.

Family LicensesThese are great values for married couples and parents with children under age 18. The first adult pays full license price, a legal spouse receives a 20-percent discount, and license fees are greatly discounted for every child in the immediate family under age 18.

Eligibility: Residents only. Licenses may be purchased at any Game and Fish office. Family licenses may be issued to members of an immediate family residing in the same household. Immediate family means one adult, or two adults who are married to each other, and their children under age 18, including adoptive children, stepchildren, foster children, and other children for whom they are legal guardians.

Turkey Notes:1. Camp Navajo in Unit 6B is open to turkey hunting only to properly licensed hunters

holding a valid Camp Navajo hunting permit. A hunter education course is required. Hunt numbers must be obtained from the Arizona National Guard. For more information on how to apply for a Camp Navajo hunt, go to www.campnavajo.com and select Hunting. Increases in Force Protection may result in hunt cancellations at any time with little or no prior notification. In the event a hunt is cancelled due to an increase in security, hunters drawn for these permits will not be reimbursed or otherwise compensated by the Arizona Game and Fish Department. Applications for these hunts must be submitted to the Arizona Game and Fish Department by the published deadline.

2. The Grand Canyon-Parashant, Vermilion Cliffs, Sonoran Desert, Ironwood Forest, and Agua Fria National Monuments are open to hunting.

3. Turkeys in Unit 35A are Gould’s turkeys.

4. The Fort Huachuca Military Reservation in Unit 35A is open to turkey hunting only to properly licensed Fort Huachuca military and civilian personnel holding a valid Fort Huachuca post hunting permit. Hunt numbers must be obtained from Fort Huachuca (Phone 520-533-1867 or 520-533-7083). Applications for these hunts must be submitted to the Arizona Game and Fish Department by the published deadline.

5. The U.S. Forest Service has expressed concern regarding road damage during wet weather. The department is working with the U.S. Forest Service to provide limited access via designated core roads in units 5A, 5B, 6A, 6B, 7, 8, and 9 that will remain open during periods when other roads may be closed. When weather is deemed severe, the core roads may also be closed to prevent excessive road damage, provide for public safety, and protect natural resources. Roads that have been closed are closed to all users. Hunters should respect and obey road closures and drive responsibly during wet periods. It is recommended that hunters contact the appropriate Forest Service office to determine current road status for their hunt area (see the Index: Hunting on Public Lands).

Buffalo Notes:1. A hunter with a buffalo hunt permit-tag for the Raymond Wildlife

Area herd shall be accompanied by an authorized department employee who shall designate the animal to be harvested and shall hunt in the order scheduled by the department in accordance with R12-4-306.

2. An unsuccessful hunter, or hunter who did not hunt, with a buffalo hunt permit-tag for the House Rock Wildlife Area herd shall check out in person or by telephone at either the department’s Flagstaff regional office or the House Rock Wildlife Area headquarters within three days following the close of the season. A successful buffalo hunter shall report information about the kill to the department within five business days after taking the buffalo either in person at the House Rock Wildlife Area headquarters or in person or by telephone at the department’s Flagstaff regional office. If the kill is reported by telephone, the report shall include the name of the hunter, the hunter’s tag number, the sex of the buffalo taken, the number of days hunted, and a telephone number where the hunter can be reached for additional information (R12-4-306).

BuFFALO BAG LIMIT: One (1) buffalo in a lifetime except as prescribed in R12-4-120.HOuSE ROCK BuFFALO HuNT SpECIAL NOTE: During the fall and spring hunts at the House Rock Wildlife Area (HRWA), a significant portion of the herd has in the past moved to the Grand Canyon National Park where hunting is not allowed. Hunters are advised that if this occurs, their ability to successfully harvest a buffalo may be significantly impacted. As with any hunt, circumstances beyond the control of the Arizona Game and Fish Department may prevent the permit holder from being successful. The Arizona Game and Fish Department and Commission disclaims any responsibility to reissue or replace a permit, to reinstate bonus points, to refund any fees, or to provide any other form of relief. The HRWA buffalo hunt is considered to be one of the most difficult hunts in the state. Buffalo can be difficult to locate. Plan on spending the entire season hunting, as an abbreviated hunt will lower your chances of success. Buffalo hunters must dress and care for their own animals; the Department will not assist. Take time to improve your physical condition. Hunters are often required to walk considerable distances (up to 8 miles) every day over rugged terrain. House Rock hunters should be prepared for remote and primitive conditions. High clearance or four-wheel drive vehicles are recommended. Some portions of HRWA are included in the U.S. Forest Service wilderness system that does not preclude hunter access but does limit their means of transportation and equipment usage. ↑ wHEN AppLYING FOR BIG GAME HuNT pERMIT-TAGS, YOu MuST uSE HuNT NuMBERS!LICENSE AND pERMIT REQuIREMENTS: Any valid hunting license (except Class H) plus Spring Bear hunt permit-tag obtained only through application and drawing procedures as prescribed in R12-4-104 and R12-4-114. Applicants must apply by Hunt Number.LAwFuL TAKING METHODS: Bow and arrow as prescribed in R12-4-304 and R12-4-318 and crossbow as prescribed in R12-4-216.

BEAR BAG LIMIT: One (1) bear per calendar year except as prescribed in R12-4-120.BEAR SpECIAL REGuLATIONS: As prescribed in R12-4-308, all hunters must contact an Arizona Game and Fish Department office in person or by telephone at 1-800-970-BEAR (2327) within 48 hours of taking a bear. The report shall include the hunter’s name, hunting license number, tag number, sex of the bear taken, management unit where the bear was taken, and telephone number at which the hunter can be reached to obtain additional information. Within 10 days of taking a bear, the hunter shall present the bear’s skull, hide, and attached proof of sex for inspection. If a hunter freezes the skull or hide before presenting it for inspection, the hunter shall prop the jaw open to allow access to the teeth and ensure that the attached proof of sex is identifiable and accessible (pursuant to R12-4-308). A premolar tooth will be removed during the inspection. Successful hunters are encouraged to contact the nearest Department office by telephone to coordinate inspections.

Bear Notes:1. No person shall knowingly use any substance as bait at any time to attract or take

bear (R12-4-304).

2. The use of dogs is prohibited during Bear hunts from January 1 to July 31 (R12-4-318).

3. Bear hunt units will close at sundown the Wednesday immediately after the female harvest objective is reached for that hunt, or on the date indicated in the spring bear regulations, whichever comes first. The female harvest objective is combined for

Unit 35A/35B and Fort Huachuca hunts, and both hunts will close when the female harvest objective is reached for Unit 35A/35B.

4. The Fort Huachuca Military Reservation in Unit 35A is open to bear hunting only to properly licensed Fort Huachuca military and civilian personnel holding a valid Fort Huachuca post hunting permit. Hunt numbers must be obtained from Fort Huachuca. Applications for these hunts must be submitted to the Arizona Game and Fish Department by the published deadline.
