  • SECTION II: INTRODUCTION

    Summary

    The McGehee Grain Drying Cooperative (CSN 21-0005), Highway 65 South, McGehee, Arkansas71654, currently operates under Arkansas Air Permit 473-AR-2. Operations include the receiving,cleaning,drying,storage, and shipping of rice and soybeans. The licensed storage capacity of the McGeheefacility is 2,700,000 bushels.

    The purpose ofthis pennit revision is for modification to McGehee's Unit #3. The renovation will consistof the installation of anew 7500 bu/hrShanzercolumn dryer (SN-32) equipped with 24 mesh screens, thereplacement (and/or) upgrade of all the headhouse elevator legs, a new grain cleaner, new distributors, newtripper floor drag conveyors, new tunnel conveyors, and anew receiving conveyor. The new grain handlingequipment will include a nuisance dust system. The new dust system will consist of a Pnuemafill bagfilter,model RAP 10.5-256-10 rated at 30,000 cfm and a 100 hp Twin City blower, model 365 BC (SN-33).

    The permitted throughput for soybeans and rice will remain unchanged as will the permitted usage ofpipeline natural gas.

    Sources to be eliminated due to the Unit #3 renovation are:

  • Process Description

    This facility is comprised of three grain receiving units that are identified as Unit #1 and #2, Unit #3, andUnit #4.

    Units #1 and #2. SN-01 thru SN-ll

    Unit 1and Unit 2 are combined to form a single receiving unit. The dump pit is physically connected to Unit1.This is because the grain cleaning is located in the Unit I headhouse. However, rice and soybeans aretransferred to Unit 2 for drying, storage, and shipping.

    Rice and soybeans are unloaded at a rate of 3 ,500 bu/hr at the Uni t1 and Unit 2 common Recei ving Pit(SN-O1). Fugitive dust emissions are generated due to the unloading operations. Ninety percent (90%)of these emissions are captured by the Unit 1 and Unit 2 common Multiclone (SN-02). The capturedparticulates are routed to the Unit 1 and Unit 2 common Trash Tank (SN-08). Rice and soybeans arecleaned by the use of a scalperator. Scalperatoremissions are controlled by the Unit 1and Unit 2 commonScalperator Cyclone (SN-Q3)_The Upper Nuisance dust system (SN -04) controls the emissions createdby the Unit 1elevator legs and upper conveyor belts. The Lower Nuisance Dust system (SN -OS) controlsthe dust generated by the lower conveyor belts in Unit 1. Dust captured by the Unit 1 cyclones istransferred to the Unit 1IUnit 2 Trash Tank (SN-08).

    The Unit 1 Amarillo Dryer (SN-06), the Unit 1 Hess Dryer (SN-07) and the Unit 2 Amarillo Dryer(SN -09) reduce the moisture content of the rice and soybeans prior to permanent storage and shipping.Emissions will come from the drying of grain and from the buming of natural gas.The particulate emissionsfrom the Unit 1 dryers are controlled by the use of Tech Air sweeps equipped with 50 mesh screens.Particulates captured on the Tech Air screens are sent to the Unit 1IUnit 2 Trash Tank. Fugitive emissionswill occur when the trash tank is emptied and point source emissions will be generated from the Trash Tankvent.

    The Unit 2 Upper and Lower Nuisance Dust system (SN-lO) provides control for the headhouse, upper(tripper floor) conveyors, and lower (tunnel) conveyors. Dust captured in this cyclone also goes to the Unit1IUnit 2 Trash Tank. All grain received into Units 1and 2 are shipped from the loadout spouts (SN-11)located at Unit 2. Fugitive emissions will occur at the loading areas when the trucks are loaded.

    Unit #3 (SN-12 thru SN-33)

    Grain receiving, cleaning, and handling rates of Unit 3 are being upgraded to 9,000 buJhr from 3500 bulhr.Once renovated, Unit 3 will have new receiving conveyors, elevator legs, scalperator, tunnel and topconveyors, and a new Shanzer dryer. Sources 13,14,15, 16,19 (Sanders Dryer), 20, and 21 will beeliminated.

    Rice and soybeans are unloaded at a rate of 9000 bu/hrat the Unit 3 Receiving Pit (SN-12). Fugitive dustemissions are generated due to the unloading operations. Ninety percent (90%) of these emissions arecaptured by the Unit 3 Nuisance Dust Bagfilter & Trash Tank (SN-33). Rice and soybeans are cleaned

    by the use of a scalperator. Nuisance dust from all conveyors located in the headhouse, tripper floor, andtunnel and the scalperator are controlled by the Unit 3 Bagfilter (SN-33).

    The Unit 3 Amarillo Dryer (SN-18) and the new Unit 3 Shanzer Dryer (SN-32) reduce the moisturecontent of the rice and soybeans prior to permanent storage and shipping. Emissions will come from thedrying of grain and from the burning of natural gas. The particulate emissions are controlled by the use of24 mesh screens on all dryers. The new SN-33 Bagfilter will also be used as aTrash tank. It will have alive bottom with screw conveyors for loading trash into trucks. Fugitive emissions will occur when the trashtank is emptied and point source emissions will be generated from the Trash Tank vent.

    Rice and soybeans received at Unit 3 will also be shipped from Unit 3 at the truck loadout spouts (SN-22).

    Unit #4 (SN-23 thru SN-31)

    Rice and soybeans are unloaded at a rate of9000 bu/hr at the Unit 4 Receiving Pit (SN-23). Fugitive dustemissions are generated due to the unloading operations. Ninety percent (90%) of these emissions arecaptured by the Unit 4 Receiving Pit Multiclone (SN-24). The captured particulates are routed to the Unit4 Trash Tank Cyclone (SN-29). Rice and soybeans are cleaned by the use of a scalperator. Scalperatoremissions are controlled by the Unit 4 Scalperator and Upper Dust System Multiclone (SN-25). TheLower Nuisance Dust system (SN-26) controls the dust generated by the lower conveyor belts in Unit 4.Dust captured by the Unit 4 cyclones is transferred to the Unit 4 Trash Tank Cyclone and then to the Unit4 Trash Tank (SN-30).

    The Unit 4 Amarillo Dryer#1 (SN-27) and the Unit 4 Amarillo Dryer #2 (SN-28) reduce the moisturecontent of the rice and soybeans prior to permanent storage and shipping. Emissions will come from thedrying of grain and from the burning of natural gas. The particulate emissions are controlled by the use ofa hull settling chamber equipped with 24 mesh screens. Particulates captured in the Hull Settling Chamberare also sent to the Unit 4 trash tank (SN-30). Fugitive emissions will occur when the trash tank is emptiedand point source emissions will be generated from the Trash Tank vent. Grain received into Unit 4 will beshipped (SN-31) from truck loadouts or from the steelloadout tank associated with this Unit.

    The facility is subject to the requirements of the New Source Performance Standards, 40 CPR

    Part 60, Subpart DD- Standards of Performance for Grain Elevators for SN -33. The new dryer,

    because of screen openings less than 0.094 inches in diameter (24 mesh screens) is not subject toNSPS.

    4. Pursuant to §18.801 of Regulation 18, and A.C.A. §8-4-203 as referenced by §8-4-304 and§8-4-311, the permittee shall not cause or permit the emission of air contaminants, including odorsor water vapor and including an air contaminant whose emission is not otherwise prohibited byRegulation #18, if the emission of the air contaminant constitutes airpollution within the meaningof A.C.A. §8-4-303.

    6. Pursuant to §19.705 of Regulation 19 and A.C.A. §8-4-203 as referenced by §8-4-304 and§8-4-311, the pennitte shall not receive more than 79,875 tons of rice nor more than 18,000 tonsof soybeans at the facility per consecutive 12 month rolling period.

    7. Pursuantto §19.705 of Regulation 19 andA.C.A. §8-4-203 as referenced by §8-4-304 and §8-4-311, the facilityshall not use more than 40MMcf of natural gas per consecutive 12 month rollingperiod.

    8. Pursuant to §19.705 of Regulation 19 andA.C.A. §8-4-203 as referenced by §8-4-304 and §8-4-311, the pennittee shall maintain monthly records which demonstrate compliance with SpecificCondition #6 and #7. Records shall be updated by the fifteenth day of the month following themonth to which the records pertain. These records shall be maintained for the most current twoyears, the records need not be kept on site but shall be made available to Department personnelupon request.

    9. Pursuant to §19.705 of Regulation 19 and A.C.A. §8-4-203 as referenced by §8-4-304 and§8-4-311, the permittee shall use only pipeline quality natural gas as the only fuel at this facility.

    10. Pursuant to 40 CPR Part 60, Subpart DD -- Standards of Performance for Grain Elevators,SN-33 is subject to the New Source Performance Standards (NSPS). This includes but is notnecessary limited to the following:

    On and after the date on which the performance test required to be conducted by § 60.8 iscompleted, no owner or operator subject to the provisions of this subpart shall cause to bedischarged into the atmosphere from SN-33 any emission which:

    a. Contains particulate matter in excess of 0.023 g/dscm (ca. 0.01 gr/dscf).b. Exhibits greater than 0 percent opacity.

    SubpartDD requires performance tests for SN-33. The test report shall be kept on site, and shallbe made available to Department personnel upon request. A copy of the report shall be submittedin accordance with General Condition #7.

    11. Pursuant to § 18.501 of Regulation No. 18 and A.C.A. §8-4-203 as referenced by §8-4-304 and

    §8-4-311, during the loading of waste material generated from grain cleaning and pollution control

    devices from trash tanks onto trucks for the purposes of disposal, Riceland shall be limited to 20%opacity, to be determined by averaging all readings taken in accordance with USEP A Method 9,

    over a period of thirty-six consecuti ve minutes. If, at any time, Riceland exceeds the opacity

    limitation, the occurrence shall be reported to ADEQ in accordance with Regulation 18.

    Riceland shall maintain a written log at the facility which documents each time material is loaded

    from the trash tanks onto a truck. Each entry shall include the approximate weight of the material

    loaded, and the duration of the loading operation.

    The activity shall be conducted in such a manner as to cause no nuisance to the surrounding

    community. ADEQ reserves the right to rescind this authority if, at any time, the emissions from

    the operations become a nuisance to the surrounding community.

    SECTION V: INSIGNIFICANT ACTIVITIES

    No insignificant activity emission were submitted by the permittee in an application dated 27 March 2000.

    The following types of activities or emissions are deemed insignificant on the basis of size, emission rate,production rate, or activity in accordance with Group A of the Insignificant Activities list found in Regulation

    18 and 19 Appendix A and the Operating Air Permit Program Update dated April 1996.

    SECTION VI: GENERAL CONDITIONS

    1. Any terms or conditions included in this permit which specify and reference Arkansas PollutionControl & Ecology Commission Regulation 18 or the Arkansas Water and Air Pollution ControlAct (A.C.A. §8-4-1O1et seq.) as the sole origin of and authority for the terms or conditions 3{enot required under the Clean Air Act or any of its applicable requirements, and are not federallyenforceable under the Clean Air Act. Arkansas Pollution Control & Ecology CommissionRegulation 18was adopted pursuant to the Arkansas Water and Air Pollution Control Act (AC.A§8-4-101 et seq.). Any terms or conditions included in this permit which specify and referenceArkansas Pollution Control &Ecology Commission Regulation 18or the Arkansas Water and AirPollution Control Act (A.C.A. §8-4-101 et seq.) as the origin of and authority for the terms orconditions are enforceable under this Arkansas statute.

    2. Pursuant to AC.A. §8-4-203 as referenced by AC.A §8-4-304 and §8-4-311, this permit shallnot relieve the owner or operator of the equipment and/or the facility from compliance wi th allapplicable provisions of the Arkansas Water and Air Pollution Control Act and the regulationspromulgated thereunder.

    3. Pursuant to §19.704 oftheRegulations ofthe Arkansas Plan of Implementation for Air PollutionControl (Regulation 19) and/or AC.A. §8-4-203 as referenced by A.C.A. §8-4-304 and §8-4-311, the Department shall be notified in writing within thirty (30) days after construction hascommenced, construction is complete, the equipment and/or facility is first placed in operation, andthe equipment and/or facility first reaches the target production rate.

    4. Pursuant to §19.41O(B)of Regulation 19 andlor§18.309(B) of the Arkansas Air Pollution ControlCode (Regulation 18) and A.C.A §8-4-203 as referenced by A.C.A §8-4-304 and §8-4-311,construction or modification must commence within eighteen (18) months from the date of permitIssuance.

    5. Pursuantto §19.705 of Regulation 19 and/or §18.1004 of Regulation 18 and AC.A. §8-4-203as referenced by AC.A. §8-4-304 and §8-4-311, records must be kept for five years which willenable the Department to determine compliance with the terms of this permit--such as hours ofoperation, throughput, upset conditions, and continuous monitoring data. The records may beused, at the discretion of the Department, to determine compliance with the conditions of thepermi t.

    7. Pursuantto §19.702ofRegulation 19 and/or§18.1002 of Regulation 18 andA.C.A. §8-4-203as referenced by A.c.A. §8-4-304 and §8-4-311, any equipment that is to be tested, unless statedin the Specific Conditions of this permit or by any federally regulated requirements, shall be testedwith the following time frames: (1)Equipment to be constructed or modified shall be tested withinsixty (60) days of achieving the maximum production rate, but in no event later than 180 days afterinitial start-up of the permitted source or (2) equipment already operating shall be tested accordingto the time frames set forth by the Department. The permittee shall notify the Department of thescheduled date of compliance testing at least fifteen (15) days in advance of such test. Compliancetest results shall be submitted to the Department within thirty (30) days after the completed testing.

    8. Pursuantto §19.702 of Regulation 19 and/or §18.1002 of Regulation 18 andA.C.A. §8-4-203as referenced by A.C.A. §8-4-304 and §8-4-311, the permittee shall provide:

    a. Sampling ports adequate for applicable test methodsb. Safe sampling platformsc. Safe access to sampling platformsd. Utilities for sampling and testing equipment

    9. Pursuantto §19.303 of Regulation 19 and/or§18. 1104 of Regulation 18 andA.C.A. §8-4-203as referenced by A.c.A. §8-4-304 and §8-4-311, the equipment, control apparatus and emissionmonitoring equipment shall be operated within their design limitations and maintained in goodcondition at all times.

    10.. Pursuantto §19.601 of Regulation 19 and/or §18.1101 of Regulation 18 andA.C.A. §8-4-203as referenced by A.C.A. §8-4-304 and §8-4-311, if the permittee exceeds an emission limitestablished by this permit, they shall be deemed in violation of said permit and shall be subject toenforcement action. The Department may forego enforcement action for emissions exceeding anylimits established by this permit provided the following requirements are met:

    a. The permittee demonstrates to the satisfaction of the Department that the emissionsresulted from an equipment malfunction or upset and are not the result of negligence orimproper maintenance, and that all reasonable measures have been taken to immediatelyminimize or eliminate the excess emissions.

    b. The permittee reports the occurrence or upset or breakdown of equipment (by telephone,facsimile, or overnight delivery) to the Department by the end of the next business day afterthe oc¢urrence or the discovery of the occurrence.

    c. The permittee shall submit to the Department, within five business days after theoccurrence or the discovery of the occurrence, a full, written report of such occurrence,including a statement of all known causes and of the scheduling and nature of the actionsto be taken to minimize or eliminate future occurrences, including, but not limited to, actionto reduce the frequency of occurrence of such conditions, to minimize the amount by whichsaid limits are exceeded, and to reduce the length of time for which said limits areexceeded. If the information is included in the initial report, it need not be submitted again.

    11. Pursuant to A.C.A. §8-4-203 as referenced by A.C.A. §8-4-304 and §8-4-311, the permitteeshall allow representatives of the Department upon the presentation of credentials:

    a. To enter upon the permittee's premises, or other premises under the control of thepermittee, where an air pollutant source is located or in which any records are required tobe kept under the terms and conditions of this permit

    b. To have access to and copy any records required to be kept under the terms andconditions of this permit, or the Act

    c. To inspect any monitoring equipment or monitoring method required in this permitd. To sample any emission of pollutantse. To perform an operation and maintenance inspection of the permitted source

    12. Pursuant to AC.A. §8-4-203 as referenced by AC.A §8-4-304 and §8-4-311, this permit isissued in reliance upon the statements and presentations made in the permit application. TheDepartment has no responsibility for the adequacy or proper functioning of the equipment orcontrol apparatus.

    13. Pursuant to §19.410(A) of Regulation 19 and/or §18.309(A) of Regulation 18 and A.C.A.

    §8-4-:-203as referenced by AC.A. §8-4-304 and §8-4-311, this permit shall be subject torevocation or modification when, in the judgment of the Department, such revocation ormodification shall become necessary to comply with the applicable provisions of the ArkansasWater and Air Pollution Control Act and the regulations promulgated thereunder.

    14. Pursuant to §19.407(B) of Regulation 19 and/or §18.307(B) of Regulation 18 and A.C.A.§8-4-203 as referenced by AC.A. §8-4-304 and §8-4-311, this permit may be transferred. Anapplicant for a transfer shall submit a written request for transfer of the permit on a form providedby the Department and submit the disclosure statement required by Arkansas Code Annotated §8-1-106 at least thirty (30) days in advance of the proposed transfer date. The permit will beautomatically transferred to the new permittee unless the Department denies the request to transferwithin thirty (30) days of the receipt of the disclosure statement. A transfer may be denied on thebasis of the information revealed in the disclosure statement or other investigation or, if there isdeliberate falsification or omission of relevant information.

    15. Pursuant to AC.A §8-4-203 as referenced by AC.A. §8-4-304 and §8-4-311, this permit shallbe available for inspection on the premises where the control apparatus is located.

    16. Pursuant to A.C.A §8-4-203 as referenced by §8-4-304 and §8-4-311, this permit authorizesonly those pollutant emitting activities addressed herein.

    17. Pursuant to Regulation 18 and 19 and A.C.A. §8-4-203 as referenced by §8-4-304 and§8-4-311, this permit supersedes and voids all previously issued air permits for this facility.

  • Subpart DD-Standards ofPerformance for Grain Elevators

    § 60.300 Applicability and designationof affected facility.

    (a) The provisions of this subpart apply 10 eachaffected facilily at any grain terminal elevator orany grain storage elevator, except as providedunder § 60.304(b). The affected facilities are eachtruck unloading station, truck loading station,barge and ship unloading station, barge and shiploading station, railcar loading station, railcar un-loading station, grain dryer, and all grain handlingoperations.

    (b) Any facility under paragraph (a) of this sec-tion which commences construction, modification,or reconstruction after August 3, 1978, is subjectto the requirements of this part.

    § 60.301 Definitions.

    As used in this subpart, all terms not definedherein shall have the meaning given them in theact and in subpart A of this part.

    (a) Grain means com, wheat, sorghum, rice,rye, oats, barley, and soybeans.

    (b) Grain elevator means any plant or installa-tion at which grain is unloaded, handled, cleaned,dried, stored, or loaded.

    (c) Grain terminal elevator means any grain el-evator which has a permanent storage capacity ofmore than 88,100 m3 (ca. 2.5 million U.S. bush-els), except those located at animal food manufac-turers, pet food manufacturers, cereal manufactur-ers, breweries, and livestock feedlots.

    (d) Permanent storage capacity means grainstorage capacity which is inside a building, bin, orsilo.

    (e) Railcar means railroad hopper car or boxcar.(f) Grain storage elevator means any grain ele-

    vator located at any wheat flour mill, wet commill, dry com mill (human consumption), ricemill, or soybean oil extraction plant which has apermanent grain storage capacity of 35,200 m3(ca. I million bushels).

    (g) Process emission means the particulate mat-ter which is collected by a capture system.

    (h) Fugitive emission means the particulate mat-ter which is not collected by a capture system andis released directly into the atmosphere from anaffected facility at a grain elevator.

    (i) Capture system means the equipment such assheds, hoods, ducts, fans, dampers, etc. used tocollect particulate matter generated by an affectedfacility at a grain elevator.

    (j) Grain unloading station means that portionof a grain elevator where the grain is transferredfrom a truck, railcar, barge, or ship to a receivinghopper.

    (k) Grain loading station means that portion ofa grain elevator where the grain is transferredfrom the elevator to a truck, railcar, barge, or ship.

    (I) Grain handling operations include bucketelevators or legs (excluding legs used to unloadbarges or ships), scale hoppers and surge bins(garners), turn heads, scalpers, cleaners, trippers,and the headhouse and other such structures.

    (m) Column dryer means any equipment used toreduce the moisture content of grain in which thegrain flows from the top to the bottom in one ormore continuous packed columns between twoperforated metal sheets.

    (n) Rack dryer means any equipment used to re-duce the moisture content of grain in which thegrain flows from the top to the bottom in a cas-cading flow around rows of baffles (racks).

    (0) Unloading leg means a device which in-cludes a bucket-type elevator which is used to re-move grain from a barge or ship.

    § 60.302 Standard for particulate mat-ter.

    (a) On and after the 60th day of achieving themaximum production rate at which the affected fa-cility will be operated, but no later than 180 daysafter initial startup, no owner or operator subjectto the provisions of this subpart shall cause to bedischarged into the atmosphere any gases whichexhibit greater than 0 percent opacity from any:

    (I) Column dryer with column plate perforationexceeding 2.4 rom diameter (ca. 0.094 inch).

    (2) Rack dryer in which exhaust gases passthrough a screen filter coarser than 50 mesh.

    (b) On and after the date on which the perform-ance test required to be conducted by § 60.8 iscompleted, no owner or operator subject to theprovisions of this' subpart shall cause to be dis-charged into the atmosphere from any affected fa-cility except a grain dryer any process emissionwhich:

    (I) Contains particulate matter in excess of0.023 g1dscm (ca. 0.01 gr/dscf).

    (2) Exhibits greater than 0 percent opacity.(c) On and after the 60th day of achieving the

    maximum production rate at which the affected fa-cility will be operated, but no later than 180 daysafter initial startup, no owner or operator subjectto the provisions of this subpart shall cause to bedischarged into the atmosphere any fugitive emis-sion from:

    (I) Any individual truck unloading station, rail-car unloading station, or railcar loading station,which exhibits greater than 5 percent opacity.

    (2) Any grain handling operation which exhibitsgreater than 0 percent opacity.

    (3) Any truck loading station which exhibitsgreater than 10 percent opacity.

    (4) Any barge or ship loading station which ex-hibits greater than 20 percent opacity.

    (d) The owner or operator of any barge or shipunloading station shall operate as follows:

    (I) The unloading leg shall be enclosed fromthe top (including the receiving hopper) to thecenter line of the bottom pulley and ventilation toa control device shall be maintained on both sides

    of the leg and the grain receiving hopper.(2) The total rate of air ventilated shall be at

    least 32.1 actual cubic meters per cubic meter ofgrain handling capacity (ca. 40 ft3/bu).

    (3) Rather than meet the requirements of para-graphs (d)(I) and (2) of this section the owner oroperator may use other methods of emission con-trol if it is demonstrated to the Administrator'ssatisfaction that they would reduce emissions ofparticulate matter to the same level or less.

    § 60.303 Test methods and procedures.

    (a) In conducting the performance tests requiredin § 60.8, the owner or operator shall use as ref-erence methods and procedures the test methods inappendix A of this part or other methods and pro-cedures as specified in this section, except as pro-vided in §60.8(b). Acceptable alternative methodsand procedures are given in paragraph (c) of thissection.

    (b) The owner or operator shall determine com-pliance with the particulate matter standards in§ 60.302 as follows:

    (I) Method 5 shall be used to determine theparticulate matter concentration and the volumetricflow rate of the effluent gas. The sampling timeand sample volume for each run shall be at least60 minutes and 1.70 dscm (60 dscf). The probeand filter holder shall be operated without heaters.

    (2) Method 2 shall be used to determine theventilation volumetric flow rate.

    (3) Method 9 and the procedures in §60.11shall be used to determine opacity.

    (c) The owner or operator may use the follow-ing as alternatives to the reference methods andprocedures specified in this section:

    (I) For Method 5, Method 17 may be used.

    §60.304 Modifications.

    (a) The factor 6.5 shall be used in place of "an-nual asset guidelines repair allowance percent-age," to determine whether a capital expenditureas defined by §60.2 has been made to an existingfacility.

    (b) The following physical changes or changesin the method of operation shall not by themselvesbe considered a modification of any existing facil-ity:

    (\) The addition of gravity loadout spouts to ex-isting grain storage or grain transfer bins.

    (2) The installation of automatic grain weighingscales.

    (3) Replacement of motor and drive units driv-ing existing grain handling equipment.

    (4) The installation of permanent storage capac-ity with no increase in hourly grain handling ca-pacity.
