“With today’s release,Oklahoma is entering a newera of accountability andtransparency for ourschools,” Barresi said Thurs-day. “This landmark first forOklahoma gives parents andcommunity members clear-cut information about theperformance level of theirlocal schools.”

The coalition of superin-tendents who objected tothe formula used to deter-mine average state growthrecommended an alternateformula, which would haveincluded the performanceof every student, not justthose who showed im-provement.

In an email sent to super-intendents and shared withthe Times and Free Press, thestate school board associa-tion estimated the followingbreakdown in grades amongthe state’s public schools ifthe superintendents’ pro-posed formula was utilized:.6 percent F, 4.8 percent D,24.5 percent C, 57.4 percentB and 12.7 percent A.

In a news release issuedThursday, Barresi said thestate school board “thor-oughly considered” the su-perintendents’ concerns be-fore voting unanimously torelease the grades under theoriginal formula.

“As with any change, es-pecially one that measuresperformance and demandsaccountability, these reportcards will have their detrac-tors,” Gov. Mary Fallin saidin a statement issued Thurs-day. “Ultimately, however,this is about what is fair andright for Oklahoma’s chil-dren, who deserve to attendschools with high standardsand transparent measures ofsuccess.”

Commissioner Janet Clarkpointed out that the city’s cur-rent flood property buyoutprogram would increase thenumber of lots the city will beresponsible for mowing ashouses are cleared out of thefloodplain.

Foulk noted that part ofthe objection to outsourcinggarbage pickup is due to “theservice we’ve provided sowell for our customers.”

“I’m not convinced weneed to do it on the residen-tial side,” Jech said. “We al-ready have the investmentand the wear and tear won’tbe as much if we outsourcethe commercial service.”

Commissioner DustinHenry asked about the possi-bility of trading in both thecity’s current collection trucksand buying one good truckand instituting one day a weekpickup.

“I’m scared to go to onetruck because if it goes downyou’re in the position of pick-ing up the trash on a flatbedtrailer,” Slezickey said.“We’ve been in that positionand it’s not pretty.”

“If we’re going tooutsource one (commercial),I think we should do both sowe don’t have to go throughall this again,” Clark said.“People have pretty muchprepared their minds that thisis going to happen.”

Slezickey said that out ofthe city’s 2,012 trash custom-ers “I’ve interacted with about40-45 who have concerns”

about outsourcing.He said that even if an-

other company handles gar-bage pickup, the city will stillbe the contact point for anyissues that arise.

“If someone gets missedfor any reason, doesn’t gettheir cart rolled out in time orwhatever, we’ll have no prob-lem sending a pickup truckaround to get their trash,” hesaid. “It’s still going to be ourjob to make sure our custom-ers are being taken care of.”

Slezickey said that King-fisher is the last municipality

in this area that is still operat-ing an in-house sanitation ser-vice.

“In the past five years, allthe surrounding cities andtowns have gone tooutsourcing,” he said. “We’rethe lone wolf still out there.”

In other business, commis-sioners voted to take no ac-tion regarding the airportimprovement project, pend-ing the receipt of a requestedlegal opinion on how muchthe contract can be adjustedto account for the expense of a10-month work stoppage.

Kingfisher County com-missioners will consider au-thorizing a notice to bid onthe Chisholm Trail Museumremodeling project at theirmeeting at 9:30 a.m. Monday.

Commissioners rejected allbids in a bid opening on theproject last week because bid-ders failed to include a re-quired non-collusion state-ment.

In other action commis-sioners will consider a noticeof assignment of contract pro-ceeds, requested by RichardMeyer of Cooper CreekManufacturing and BancFirst,a resolution verifying the av-erage seven-day traffic counton a portion of Dover-Cres-cent Blacktop regarding astate road grant applicationin fiscal year 2017 for Com-missioner District 1, a resolu-tion stating a 55 mile per hourspeed limit on all county roadsunless otherwise posted anda resolution and project agree-ment with the state highwaydepartment for bridges androad approaches overCampbell Creek 4.9 mileswest and.1 mile north ofCashion

As colder weather sets in,Kingfisher Fire Chief RandyPoindexter urges area resi-dents to have their fireplacescleaned and their heating sys-tems serviced.

“The majority of housefires we work this time of yearare started by dirty fireplacesor defecting heaters,” he said.

Poindexter also remindsresidents to change the bat-teries in their smoke detec-tors twice a year and makesure they are working.

“A good way to rememberthat is to change the batterieswhen Daylight Savings Timeends Nov. 4 and when thetime changes again in thespring,” he said.

Elderly or incapacitatedresidents who need assistancechanging their smoke detec-tor batteries can call the firedepartment for help,Poindexter said.

Joyce Marie Pflueger, 64,of Rogers, Ark., formerly ofKingfisher, died Sunday, Oct.21, 2012, at Mercy-Rogers Hos-pital in Rogers.

Funeral services were at 2p.m. Friday in the FrontlineMinistries in Kingfisher withthe Revs. Ysbol Day and JoeInce officiating. Burial fol-lowed in Banner Cemeteryunder direction of SandersFuneral Service in Kingfisher.

She was born July 9, 1948,in Edmond to Arthur andBetty Brown.

She married DennisPflueger in Kingfisher onApril 10, 1964.

Survivors include hermother, Betty Brown of King-fisher; husband, Dennis of thehome; three sons, Ray Pfluegerand wife Abbie of EurekaSprings, Ark., Roy Pfluegerand wife Lucy of Huntsville,Ark., and Troy Pflueger andwife Teresa of Rogers; onedaughter, Susan Birdsong andhusband T.J. of Pea Ridge,Ark.; 12 grandchildren, and10 great-grandchildren.

In the last two weeks a veryrare bird was spotted at LakeOverholser in Oklahoma City -an unusual location for the en-dangered whooping crane.Standing at nearly five feet tall,the whooping crane is the tallestbird in North America and canbe seen passing through the stateuntil mid-November. The Okla-homa Department of WildlifeConservation asks state resi-dents to report sightings .

“Just over 300 whoopingcranes are en route from theirnesting grounds in Canada totheir wintering location alongthe central Texas coast,” saidMark Howery, wildlife diver-

Howery advises Oklaho-mans to keep watch for thecranes around shallow wet-lands, marshes, river bottomsand partially-flooded pasturesand grain fields in the westernhalf of the state.

“Whooping cranes typicallymigrate during the day ingroups of one to six birds,”Howery said. “They can be iden-tified by their large size, boldwhite plumage, black tips ontheir feathers, red and blackmarkings on their heads, andtheir long legs that extend be-yond their tail feathers while in

flight and long, stretched neckduring flight.”

Despite their distinct appear-ance, they are often confusedwith the white pelican (shortlegs with a large band of blackfeathers along the trailing edgeof each wing - not just the tip),snow goose (short legs not vis-ible beyond tail feathers, usu-ally flies in large flocks of 30 ormore birds), and great egret (noblack feathers on its wings, holdsits neck in an S-shape when inflight). Also, during low light orbacklit conditions, whoopingcranes and sandhill cranes willboth appear dark and can looksimilar.

Josh Holliday, the newOklahoma State Universitybaseball coach in Stillwater,visited the Kingfisher RotaryClub Tuesday and laid outhis plan to return the OSUprogram to national promi-nence.

He said he planned to re-cruit more players from Okla-homa high schools so that hecould have them in the pro-gram longer in order to pro-vide continuity.

He emphasized the impor-tance of the college experi-ence.

“You can get that justonce,” he said.

He recalled his time as anOSU student-athlete as thebest time of his life.

He said he turned down a$400,000 pro contract right outof high school to play probaseball and has never regret-ted it.

He still got to play profes-sional baseball a couple ofyears after college with theToronto Blue Jays organiza-tion.

Holliday, the son of formerOSU coach Tom Holliday andbrother of St. Louis Cardinalsteam member Matt Holliday,pointed out this isn’t the 1980s(the heyday of the OSU base-ball program) and that hefaced a lot of competition forrecruits.

However, he predicted theCowboys might surprise a lotof people next season, whichkicks off in February.

“This is no longer the BigEight and there are a lot ofgreat schools out there,” hesaid. He predicted therewould never be the avalancheof home runs in college ball

again with the replacementof the older, lighter aluminumbats with a newer version thatperform more like woodenbats.

He said this is a good thingbecause it reduces the chancesof injury to pitchers.

He said his first goal atOklahoma State is to get theplayers on the roster to likeeach other and come togetheras a team, to understand theirresponsibility to each otherand to their school.

“There are a million thingsto do, but I just have to dowhat I can each day,” he said.

On a personal note, he saidthat his mother recently wasoperated on for cancer, put-ting a new perspective on ev-eryday concerns.

She is doing well, he said.He said he had collected

an outstanding staff to assisthim in the effort to return OSUto greatness, including MartyLees, formerly of Oregon Statewhere he was the head coach-designate, and Rob Walton,who resigned as head coachat Oral Roberts to take theassistant’s position at Okla-homa State.

He said scholarship limits– OSU has 11.7 to spread outover the roster – hinder theassistance that can be givenstudent athletes.

However, he said the op-portunity to be part of a close-knit organization like a col-lege baseball team is an expe-rience like no other.

He noted that a number offormer players came to a re-cent practice, tailgating at thebaseball field.

He said he appreciated theex-players’ continued inter-est in the program and hewants to include them as partof the program, whatever erathey participated.

“I embrace all the formerplayers; I appreciate everysingle one of them.

“To reach out to them andbring them on board to sup-port our players is what I hopewe’ll join forces to do,” hesaid.

The soft-spoken Hollidaygrew up around the OSU pro-gram.

Raised in Stillwater onCowboy baseball, he also be-came a star, finishing amongcareer leaders while playingas a catcher and third-baseman for teams coachedby Gary Ward and his dad.

He is OSU’s 15th headcoach.

He said OSU’s history, itsplayers and coaches, arethings that set it apart.

He said that when OSUAthletic Director Mike Holderasked him if he wanted tovisit OSU and look over thefacilities and campus, he re-plied he would like to visitbut was already acquaintedwith the school.

Holliday built a reputationas one of the nation’s topyoung coaches and recruiterswhile working at North Caro-lina State, Georgia Tech, Ari-zona State and Vanderbiltwhere he spent the last threeseasons.

He said he felt fortunate tohave been able to work atwhat he loved for the pastnine years, but OSU was hisdream job.

He advised parents whowould like to help their sonsto get a college baseball schol-arship to send them to campsat their college of choice.

He said he was institutingsome camps at OSU. Detailswould be available on theCowboy baseball website.
