Science Hill High School Army JROTC, in Johnson City Tennessee, will host the 6th Annual Appalachian Region ROTC Championship, Saturday on 7 April 2018. Facilities used include: Freedom Hall Arena Floor, three Gymnasiums, Football Stadium & Track, ~20 classrooms and the School Cafeteria

ARRC is comprised of four separate and distinct competition events with associated trophies (Drill Meet, Fitness Competition, Marksmanship Postal & Academic Bowl) in addition to the Overall Championship 1st/2nd/3rd Place Trophies. It is important to note that Drill, Academic, and Fitness competitive events are ongoing simultaneously throughout the day. The Postal Match is fired at homestation.

Overview of Competition

a. b. On 7 April 2018 - - Key Dates/Times a. Check-In time – 0615-0700. o Commander's Call will begin promptly at 0715 in the upper level of the

SHHS new gym. Instructors are requested to bring only cadet leaders to this briefing (Drill, Academic, Fitness & Marksmanship Team Commanders).

o The graded events begin at 0800. o Award Ceremony starts NLT 5pm (subject to change).

c. Overall ARRC (1st/2nd/3rd place) o Overall ARRC honors will be determined by consolidating overall scores from

each of the four separate major competitive areas (Drill, Academic, Fitness & Marksmanship Postal).

o In both Division I & Division II categories (large and small school respectively) a. Traditional 1st/2nd/3rd place winners will be acknowledged. (see

respective event Awards Distribution Appendices). o A key constraint for the overall ARRC competitive category is that to

“place” in the overall ARRC category…teams MUST have competed in all 4 subordinate competitive categories (Drill, Fitness, Academic and Marksmanship Postal)…AND within the Drill category, and MUST have competed in Color Guard and Personal Inspection).

o See respective Competition Annexes for detailed information o Overall ARRC Honors Tie Breakers.

a. First Tie Breaker: Points for highest Advanced Color Guard b. Second Tie Breaker: Total points earned by the team in the

Personnel Inspection c. Third Tie Breaker: Total number of correct answers earned by the

team in the Academic Bowl d. Fourth Tie Breaker: Total points earned by the team in the

Marksmanship Competition e. Fifth Tie Breaker: Total number of Curl-ups earned by the team in

the Fitness Competition

d. Competition Points Overview: o A win is a win, no weighting o Performances in each category of competition are ranked from first to last and

assigned points: 1st = 1pt; 2nd = 2pts; etc.,…8th = 8pts o Scores for each unit are summarized…lower scores win a. Overall ARRC Championship Honors, total scores for all schools are

summarized to determine ARRC 1st, 2nd & 3rd Place winners (low scores win). Of the 100% of points possible for Overall ARRC Honors, 25% comes from each of the four major competitive categories (Drill, Academic,

Marksmanship & Fitness). Of important note, it is entirely possible for a solid performing school in all categories to earn Overall Championship Honors and without earning a 1st, 2nd or 3rd Place spot in any of the four major competitive categories (Drill, Academic, Marksmanship and Fitness). To earn an Overall Championship ARRC Trophy, JROTC Units must be balanced across all competitive categories, not just really good in one or two areas.

For example, Unit A places 4th Overall in Drill, Academic, Marksmanship & Fitness Competitions…they therefore have earned 16 points toward Overall ARRO Honors

(4 + 4 + 4 + 4 = 16) Unit B places 1st in Marksmanship, 3rd in Drill, 8th in Fitness and 6th

in Academics…they have earned 17 points toward Overall ARRO Honors (1pt + 3pts + 8pts + 6pts = 18pts)

Unit A would therefore place higher than Team B toward Overall ARRC Honors. Low Scores Win

e. Judges/Judging Common Judges/Judging elements across all events:

a. Judges representing all services will be selected from among the Active Duty, Reserve, Senior ROTC Cadre & Cadets, and Guard component Service Members in the region as well as two teachers from SHHS.

b. Discussions with judges regarding interpretation of drill manuals or judging criteria is prohibited. Any and all communications with judges will be through the meet headquarters. Failure to abide by this rule may result in a school's disqualification from that event.

c. Once assigned an event, judges will remain with that event for its duration to ensure continuity of grading and avoid any disparities in judges' interpretations and scoring procedures.

d. See competition Annexes for additional information.

f. Determining Division I & II Groupings. Units will be placed into either Division I (large units) or Division II (small

units) based solely on the number of Cadets actually in JROTC class on 1 October of this school year (actual # of people in seats).

Units will be rank ordered by size with the largest half competing in Division I and the remaining half in Division II.

g. Food/Concessions. A concession stand will be open throughout the meet where snacks and drinks will be available.

o There will be hotdog/chips/soda type food available for purchase in the SHHS cafeteria throughout the day.

o A package lunch meal will be available for purchase by teams in advance. Price and contents TBP.

o No food/drink will be consumed on the drill floors, rifle range or in the classrooms.

h. Optional Transportation to Exhibition Events. o All Exhibition events will be held in Freedom Hall on the Arena Floor. o Movement to/from Freedom Hall is up to the unit commander:

o A very short walk, directly behind to New Gym (see Annex G for area sketch) under the direction of unit’s JROTC Instructor. (unless the weather is bad, the quickest option is to walk)

o Utilizing unit internal transportation under the direction of the unit’s JROTC Instructor.

b. Every 15 minutes a Shuttle Bus will be available to take Cadets and/or family members to Freedom. The first lift departs the SHHS Main Flag Pole area at 0700, and continues until the last unit completes its performance at Freedom Hall (NLT 1500hrs), o Departs SHHS Main Flag Pole: 0700, 0715, 0730…etc o Departs Freedom NLT: 0707, 0722, 0737…etc

i. ARRC Competition TShirts. o $2 each. Tan TShirt with ARRC logo. First-come, first-served. Provide sizes

and quantities on your ARRC Registration form or purchase at the event. Supply is limited so letting us know your size and quantity needs early is important.

j. Registration.

o Registration is an easy and quick online, point and click process. o Website address for registration and LOI:

Personnel Inspection

Drill Floor Sketches 1. The Science Hill High School Army JROTC Cadet Battalion will host an invitational drill meet on Saturday, 7 April 2018, with 20 schools. Drill events will start at 0800hrs and end NLT 1500hrs. 2. Failing to enter the drill floor on-time subjects Team to disqualification for that event. 3. Competition will be conducted within Division I & II categories in the following events:

1. Armed Squad/Element – 1st Year 2. Armed Squad/Element – Advanced 3. Armed Platoon/Flight – Advanced 4. Unarmed Squad/Element – 1st Year 5. Unarmed Squad/Element – Advanced 6. Unarmed Platoon/Flight – Advanced 7. Color Guard – Advanced 8. Exhibition Individual (Armed) 9. Exhibition Dual (Armed) 10. Personnel Inspection (Unarmed) 11. Knockout (Armed and Unarmed)

4. Drill Meet Overview (1st/2nd/3rd place)

a. Overall Drill Meet honors will be determined by consolidating scores from Drill Team performances in Standard as well as Exhibition Drill events (see Drill Meet Annex). Each category of drill will have its own set of 1st, 2nd 3rd Place awards.

b. To compete for overall Drill Meet honors, units must at least compete in Color Guard and Personal Inspection.

5. Drill Weapons:

a. No bayonets (real or facsimile) b. Only Standard Heavy Rifles are to be used c. Heavy rifles are standard replica/demilitarized M1903 & M14 JROTC drill riffles

that weigh ~8-11 pounds d. All drill rifles MUST have either a rubber boot on the butt of the weapon or

at a minimum plastic tape on the butt of the weapon. (purpose is to protect the floor)

6. Drill Meet Uniform:

Standard Drill Uniform (less Color Guards): The designated uniforms for all Regulation Drill events in the drill meet will be the Service Dress, Class “A” uniforms (coats, no sweaters) or Seasonal “B”. To be clear, coat & tie for drill events. The wearing of nonstandard uniform items (gloves, sashes, ascots, spats, leggings, chrome helmets, etc.) will result in a reduction of the team’s score. Anodized brass and high gloss “KORFAM” style shoes are not authorized for the inspection unless they are standard issue to every cadet in the school’s JROTC program. Taps, cleats or other metallic/plastic devices on bottom of shoes/boots are prohibited on all drill floors (in this case, Cadets will NOT be allowed to compete). The wearing of these items by cadets, if not authorized, will result in point deductions by the inspectors. The ACU/BDU or camouflage/digital uniform is not considered an appropriate uniform for Cadets during this competitive event.

Color Guard Uniform: All items noted above for the Standard Drill Uniform apply except that Color Guards are allowed to wear the following: gloves, ascots, spats, leggings, chrome helmets, etc.

Exhibition Drill Uniform: Modified non-standard military style uniforms are authorized (unit choice). No “taps” on the bottom of shoes (in this case, Cadets will NOT be allowed to compete). Shoes and cover/hat required. Failure to maintain a military style uniform will result in point deductions, at the discretion of the judges.

7. Drill Meet Judges/Judging:

a. Judges representing all Services will be selected from among the Active Duty, Reserve, Senior ROTC Cadre & Cadets, and Guard component Service Members in the region.

b. FM 3-21.5, MCO P5060.20, and AFMAN 36-2203 will be the drill manuals of record for the drill meet.

c. JROTC teams will be required to march and call commands in compliance with their respective service manuals.

d. Mixing manuals is prohibited and will result in zero (0) points for each movement executed as such (EXAMPLE: an NJROTC unit opens ranks using FM 3-21.5. Result: loss of all points for that command.)

8. Drill Meet Tie Breakers:

9. Drill Event Locations - - IAW the Competition the Schedule, all Drill events will be in either the Old Gym, New Gym or Freedom Hall

11. Armed/Unarmed Squad/Element and Platoon/Flight

a. All movements must be completed on the respective drill card in the order listed, regardless of a team’s service affiliation. However, the commands used to achieve these movements vary from service to service. Commanders must commit all drill sequences to memory.

b. Team composition is directed in this LOI. In armed drill, all members of the unit must be armed and the commander must carry a rifle, saber, or sword. There is no such requirement in unarmed competition.

c. The commander will be evaluated on his/her voice projection, confidence, poise, and ability to lead the unit on the drill floor. The team will be evaluated on its marching precision, cadence, and rifle movements.

d. 1st year armed/unarmed units must be comprised entirely of cadets who are 1st year members of the JROTC unit, with the exception of the commander who may be an experienced member of the unit. (Amplification: Members of 1st year units may be freshmen, sophomores, juniors, or even seniors as long as they are in their 1st year of JROTC.)

12. Color Guard

a. All Color Guard movements must be completed in the order listed, regardless of a team’s service affiliation. However, the commands used to achieve these movements vary from service to service. Commanders must commit all drill sequences to memory.

b. The Color Guard must consist of 4 members. Two cadets will bear arms; the remaining members will serve as color bearers. The commander must be the National Color bearer.

c. Each color guard will be required to comply with its uniformed service regulations regarding staff length and type, pikes, flag size, regulation harnesses, and flag type (i.e., fringed flags, light/short poles or flags). Failure to comply will result in a point deduction for improper equipment.

d. If a school enters in more than one color guard event, the subsequent team must be comprised of completely different personnel than the first. Any unit found violating this rule will have both teams disqualified.

13. Exhibition Individual/Dual. o Competitors in exhibition events will have no limitations or requirements placed

on them regarding variety of movements, manual of arms and degree of difficulty except for a universal ban on the use of bayonets on any weapon and/or the use of blindfolds or other devices/methods that impair a participant’s vision. Judges are authorized to stop and disqualify a competitor who makes any attempt to violate this prohibition or who creates a dangerous situation for him/herself or spectators.

o Individual and Dual Exhibition Competitors will report at their discretion to the Exhibition Individual competition area, Freedom Hall Arena Floor (first-come first-served). There will be two sessions for this competition, 0800-1230 and 1300-1500. The cadet on the drill floor as time expires will be the final contestant for that session.

o Exhibition routine time limits: Individual & Dual – 2-4mins. Time starts once a unit enters the drill floor and ceases upon reporting out. Failure to meet these time constraints will result in zero points being awarded to the unit.

14. Personnel Inspection. The personnel inspection will be unarmed.

o A failure to meet the manning requirement for this event will result in disqualification from the Personnel Inspection.

15. Knockout.

a. Knockout will be judged in accordance with each service's drill manual to the greatest extent possible.

b. There will be both armed and unarmed knockout events. c. Commands will consist of manual of arms, facing movements, and other

"stationary" drill commands. "Trick" commands will NOT be given. Cadets must leave the drill floor once "tapped out".

d. Units can compete with as many Cadets as desired. e. Knockout participation is free to all Cadets

16. Drill Floor Areas. The drill floors used in the meet are all indoor surfaces:

PERSONNEL INSPECTION 1. General

a. Team Composition – The Personnel Inspection will consist of 10 cadets (Division I) or 6 cadets (Division II). Cadets will be inspected individually. There is no platoon/squad formation and no commander.

b. Uniform – The designated uniform will be the Service Dress, Class “A” or Seasonal Service “B” uniform (all must wear coat & tie). Cadets must wear all awarded ribbons and badges. “Stripped down” cadets who wear less than their full complement of awards will be penalized for doing so.

c. Personnel Inspection will be the 1st event of the day. Location is in the New Gym. d. Personnel Inspection is an unarmed event.

2. Inspection Procedures

a. Cadets to be inspected will form in squad formation at the end of the inspection area parallel to the end line of the basketball court in the order specified, see enclosure. Inspectors will form on the end line at the opposite end of the basketball court. Science Hill Cadets will assist cadets in locating their positions.

b. At the signal, the first squad of cadets will march forward across the floor and halt facing their respective inspector. Each cadet will carry his/her score sheet in the left hand and deliver it to the inspector.

c. The cadet will report to the inspector in a normal voice, giving his / her cadet rank and name. Example: “Sir / Ma’am / Staff Sergeant, Cadet Smith reporting for inspection.”

d. The inspector will have two minutes to inspect the cadet’s uniform, grooming, bearing, and knowledge. He / she will ask the cadet a series of four questions about leadership, uniform regulations, service history, general military knowledge, and the chain of command. Questions will only be asked specific to that cadet’s service affiliation (example: Air Force cadets will only be asked questions pertaining to Air Force history/uniform regs/drill/chain of command).The inspector will not have the cadet remove any uniform parts or the cover other than to inspect the cadet’s haircut. e. Upon completion of the cadet’s inspection, the inspector will dismiss the cadet. The cadet will exit the inspection deck by the most expeditious route. At the signal, the next squad of cadets to be inspected will march forward as stated above.

f. The end result will be as fair an inspection as can be constructed: every cadet having been inspected at the beginning of the meet and one cadet from each unit having been inspected by each of the inspectors. 3. Inspection Questions a. The asking of questions is an important aspect of the personnel inspection process. An inspector may ask questions as a means of determining cadet poise, knowledge, and confidence. The ability of a cadet to respond to these questions will be taken into account when determining the inspection grade. b. There are limits to a cadet’s military knowledge. The questions asked of a cadet will not be intended to harass or embarrass, but to gauge his / her ability to think and respond under conditions most will agree are demanding. Though cadets should anticipate an intense, often rapid fire interrogation from an inspector, they will not be “stressed” during the inspection. c. Inspectors will ask a series of four (4) ‘official’ questions of each cadet during the inspection; the response to which will be part of the grading process. These questions will be about uniform regulations, Service history, drill and ceremony, and the chain of command. The list of ‘official’ questions an inspector may pose to a cadet are contained in this LOI. A cadet will only be asked questions regarding his / her specific service affiliation. (Example: AFJROTC cadets will be asked questions about Air Force history, uniform regulation, chain of command, etc.) d. Inspectors will also be given the latitude to ask ‘unofficial’ questions to measure a cadet’s poise and bearing. These questions will be limited to: - Cadet’s Name, Rank / Rate - Cadet’s Age - Number of years Cadet has been in JROTC - Cadet’s class / year in school - Questions regarding ribbons / devices on the uniform - Description of cadet rank insignia e. Cadets should respond to questions in a clear, distinct voice. It is not necessary, nor desired, that a cadet yell his/her responses to an inspector’s questions. As the inspector will be asking the same ‘official’ questions of each cadet in his / her line, any cadet who yells out the answer has just aided the competition.

Annex C (Academic Bowl) - - Letter of Instruction (LOI) Academic Bowl CATEGORY - - APPALACHIAN REGION ROTC CHAMPIONSHIP (ARRC) 1. Competition Overview: The Science Hill High School Army JROTC Cadet Battalion will host an Academic Bowl with up to as many as 20 schools. 1st/2nd/3rd place and top three individual scorers earn trophies and/or medallions. Team results feed into overall ARRC standings. 2. Judging: A SHHS Science Teacher serves as the academic completion judge. 3. Uniform: Service Class “A” or Seasonal Class “B”.(Everyone in Coat & Tie) Failure of the unit to all be in the same uniform will result in point deductions by the judges. 4. Content Areas: The test challenges academic knowledge only. There will be no military specific knowledge tested (except incidental to an academic area). An approximate breakdown of questions:

a. Math (Algebra/Geometry/Trigonometry/Calculus) 20% b. Science (Earth Science/Biology/Chemistry/Physics) 20% c. Social Studies (U.S. History/Government/Geography) 20% d. English (Grammar/Literature/Spelling) 20% e. Mechanical/Electrical 10% f. Current Events/Pop Culture 10%

5. Tie Breakers

a. First Tie Breaker - shortest amount of time the last team member took to answer all questions

b. Second Tie Breaker – shortest amount of time the first team member took to answer all questions

6. Team Composition. Unit sizes are established as follows:

a. Each academic team is comprised of 4 Cadets from any year group (no gender consideration).

b. Only one academic team per school. 7. Location of Academic Bowl TBA. 8. Teams will report to the testing room at their own convenience but no later than 1300. 9. ALL TEAM MEMBERS MUST REPORT AND TEST TOGETHER. 10. There will be 60-75 questions in a time limit of 45 minutes. 11. Pencils and testing materials will be provided. 12. Calculators will not be allowed. Math and science questions will be of a nature that will test math ability but requiring only basic calculations.

13. Questions will be multiple choice and range in difficulty from basic to advanced. 14. Each competitor will be timed on the completion of their test. 16. Upon completing the test, security is the responsibility of the competing team. Open discussion of the test in front of a school that has not competed will be at their own detriment. 16. Penalties.

a. Failure to report-in on time will result in Team disqualification. b. Team members consulting in any way with another team member or referring to

information brought-in to the competition area such as notes or use of electronic devices will result in disqualification. Participants must provide their own individual answer, determined without further assistance.

1. The Science Hill High School Army JROTC Cadet Battalion will host a Fitness Competition with up to as many as 20+schools. Competition will use the Presidential/National Fitness Standards (less the Flex Arm Hang): 2. Fitness Competition Overview: (1st/2nd/3rd place; top male & female)

Presidential/National Fitness Award events are: 1 Mile Run, Shuttle Run, Pull-Ups (No Flex Arm Hang), Curl-Ups and V-Sit Reach or Sit & Reach

3. Team Composition

Each fitness team is comprised of 4 Cadets (two males and two females) from any year group

Only one fitness team per school 4. Fitness Uniform: Seasonal Service Style fitness attire (shirt, gym shorts, socks and tennis shoes). No tank tops. No hats. No spiked track shoes; only regular running shoes are authorized. 5. Fitness Judges/Judging:

ETSU ROTC Cadre and Cadets are judges

Presidential Fitness Standards will be used, less the use of the Flex Arm Hang. 6. Fitness Competition Tie Breakers

First Tie Breaker: Total # of Pull-ups earned by the fitness team

Second Tie Breaker: Total# of Curl-ups earned by the fitness team

Third Tie Breaker: Fastest 1 Mile Run time the fitness team

All Fitness Teams will report NLT 0800hrs to the SHHS Football Field. Weather permitting all fitness events will be conducted at the Football Field.

In case of bad weather, the fitness competition in-part will be conducted in the hallways of the main school building. If in climate weather causes the run to be cancelled, then fitness team scores will still be computed but without run scores included. Your unit’s SHHS Cadet Escort will ensure you know where to go.

Appendix 2 to Annex D (National Fitness Standards). National Fitness Standards - - APPALACHIAN REGION ROTC CHAMPIONSHIP (ARRC) CADET CHALLENGE

1. Curl-ups: Conduct this event on a flat, clean surface, preferably with a mat. Start cadets in a lying position on their backs with their knees up so their feet are flat on the floor and about 12 inches from their buttocks. Cadets should have their arms crossed with their hands placed on opposite shoulders and their elbows held close to the chest throughout the exercise. The feet are to be held by a partner at the instep. At the command "ready, go," cadets raise the trunks of their bodies, curling up to touch the elbows to the thighs. They must then lower their backs so that their shoulder blades touch the floor/mat. This constitutes one repetition of a curl-up. During each repetition, bouncing off the floor/mat is not allowed and the fingers must touch the shoulders at all times. Cadets must try to complete as many curl-ups as possible in 60 seconds. 2. Pull-ups: Conduct this event using a horizontal bar approximately one and one-half inches in diameter. A doorway bar or a piece of pipe can serve the purpose. The bar should be high enough so that cadets can hang with their arms fully extended and their feet free of the floor/ground. Have cadets assume the hanging position on the bar using either an overhand grasp (palms facing away from body) or underhand grip (palms facing toward body). Cadets begin the exercise by first raising their body until the chin is over the bar without touching it. To complete one repetition, the body must be lowered to the full-hang starting position. During each repetition, the body must not swing; legs must not kick or bend, and the pull must not be jerky. Cadets are scored on the number of pull-ups they can correctly execute. There is no time limit on this event. (Flex-Arm Hang Not Authorized) 4. Sit and Reach: A specially constructed box with a measuring scale marked in centimeters, with 23 centimeters at the level of the feet. Cadet removes shoes and sits on floor with knees fully extended, feet shoulder-width apart and soles of the feet held flat against the end of the box. With hands on top of each other, palms down, and legs held flat, cadet reaches along the measuring line as far as possible. After three practice reaches, the fourth reach is held while the distance is recorded. Participants are most flexible after a warm-up run. Best results may occur immediately after performing the endurance run. Legs must remain straight, soles of feet against box and fingertips of both hands should reach evenly along measuring line. Scores are recorded to the nearest centimeter. 5. One-Mile Run/Walk: Conduct this event on a flat area that has a known measured distance of one mile with a designated start and finish line. Give cadets a lightweight numbered device to carry or wear in any manner that will not slow them down while running. (Note: Use of the numbered device makes it possible to have many cadets run at one time by having them pair off before the start of the event, then having one cadet from each pair run while the other cadets keep track of the number of laps their partners complete as well as listening for their times as they cross the finish line.) Start cadets at the standing position. At the command "ready, go," start the cadets running the one-mile

distance. Although walking is permitted, encourage cadets to cover the distance in the shortest time possible. Scoring should be to the nearest second. 6. Shuttle Run: Conduct this event on an area that has two parallel lines 30 feet apart. The width of a regulation volleyball court can serve as a suitable area. Start cadets at the standing position. At the command "ready, go," have the cadets run to the opposite line, pick up one block, run back to the starting line, and place the block behind the line. Cadets then run back and pick up the second block, which they carry across the line. Two runs are allowed for this event with the better of the runs recorded. Scoring should be to the nearest tenth of a second.

Annex E (Marksmanship). Marksmanship Competition CATEGORY - - APPALACHIAN REGION ROTC CHAMPIONSHIP (ARRC) 1. The Science Hill High School Army JROTC Cadet Battalion will host an invitational Marksmanship Competition firing Standing/Kneeling/Prone. The competition will be Postal Match. 2. Marksmanship Match Overview: (1st/2nd/3rd place; top three individual firers in Division I and Division II)

3X10 Postal returned to SHHS Instructors for scoring not later than 1 March 2018. Orion Targets with unique SHHS Competition Labels will be mailed to units as soon as registration forms are received but not later than 1 March.

The intent of this match is to promote competitive marksmanship and safe weapons handling. The competition will take place by using Large & Small School Categories in the following events:

4. Postal Match 3x10 Course Of Fire.

6. Rifles:

This is a Sporter class only competition with rifles limited to National Three Position Air Rifles officially approved for Sporter Class air rifle competitions are the AirForce Air Guns Edge, Crosman CH2000 (CO2), Crosman CH2009 (CO2 or compressed air), Daisy M853/753/953/853CM (pneumatic), Daisy 888/887 (CO2), Daisy XSV40 Valiant (compressed air), Air Arms T200 (compressed air, with non-adjustable cheek-piece and butt-plate) and the Champions Choice T200 (CZ 200T, compressed air, with adjustable cheek-piece and butt-plate). Daisy 887/888 rifles may have 2010 model replacement stocks.

7. Uniform: Coaches should review the 2016-2018 National Standard Three-Position Air Rifle Rules with regard to authorized equipment and shooter clothing. 8. Judges/Judging:
