Introduction

The Woollahra Artist in Residence Program is based at the EJ Ward Paddington Community Centre on Underwood Street, Paddington. It provides four rent-free, non-residential unfurnished studios for artists to work in over a six to nine month term, beginning in March 2015. One of the four artist residencies shall be dedicated to a writer in residence.

In return for rent free use of the studio space, the resident artist will devise and deliver a creative project reflecting an aspect of life in the local area. Resident artists are also expected to:

grant studio access to visitors

conduct Artist led projects which require active participation of Woollahra residents

During the residency, the artist is also encouraged to pursue their own work

These guidelines provide information on:

Council’s strategies for arts and culture, plus its current program and facilities

the Artist in Residence Program and the application process

Applicants should read these Guidelines carefully before completing the Woollahra Artist in Residence Application Form. Information about Woollahra and the local area and community should be used when developing a concept for a creative project.

Woollahra Today

Background

Woollahra has through history been the home of many of Australia's most acclaimed artists, authors and film makers including - poet Banjo Patterson who created 'Waltzing Matilda' and noble prize winning author Patrick White, iconic opera singer Dame Joan Sutherland as well as internationally recognised artists Martin Sharp, Russell Drysdale, Donald Friend, Fairlie Kingston, Margaret Olley, Charles Blackman and Lloyd Rees.

Our role is to facilitate a creative and vibrant community where people of all ages and backgrounds have access to lifelong learning opportunities and cultural activities. This is achieved through the development of policies, strategies, partnerships and events.

The area

Woollahra is an area steeped in natural beauty and heritage appealing to residents, visitors and tourists who enjoy its many parks, waterfront locations and historical buildings. Our community is culturally diverse, creative and well educated, featuring a skilled and varied business community.

The name ‘Woollahra’ is thought to be derived from an Aboriginal word meaning ‘meeting ground’. Located in Sydney's eastern suburbs, near the Sydney CBD, Woollahra is bounded by Sydney Harbour in the north, the Waverley Council area in the east, Randwick City in the south and the City of Sydney in the west. It includes the suburbs of Bellevue Hill, Darling Point, Double Bay, Edgecliff, Paddington (part), Point Piper, Rose Bay (part), Vaucluse (part), Watsons Bay and Woollahra.

Our people

In 2007 our population was approximately 53,000. By 2030 we are projected to grow to 56,000. We are mostly a community of families, young adults, and older people, with the population ageing at a rapid rate and a growing number of couples with children. Residents from a diversity of cultural backgrounds live here. Some areas of Woollahra have a transient population, with over 50% of residents moving to the area since 2001.

How we live

In many suburbs, most of our housing is medium or high density with a high proportion of people living in flats and about 50% of housing being single dwelling. We also have a high number of lone person households.

Significant natural and cultural sites

The area is culturally and historically rich with many sites of Aboriginal significance, heritage conservation areas and items listed on the Register of the National Estate. Major natural features of our area include Sydney Harbour National Park and Gap Park, Watsons Bay. Woollahra’s leafy harbour side parks and beaches are a major attraction for its community and visitors. Woollahra also has the greatest concentration of private galleries and major art auction houses in Australia.

History

The original custodians of Woollahra were the Cadigal and Birrabirragal people. European settlement dates from 1790, although development was minimal until the 1860s when the Woollahra district became a Local Government Area. Woollahra largely developed as a residential locality. A few small local industries were established in Woollahra, Double Bay and Paddington, but with the gentrification of Paddington and Woollahra in the 1960s, most of these cottage industries had vanished by the end of the 20th century. Woollahra's cultural heritage has been enriched by the influx of people from many different cultural backgrounds. Some of the influential immigrants to Woollahra have been the Chinese market gardeners, who began leasing land in Double Bay gully and Rose Bay in the 1880s; the Portuguese whalers who settled at Watsons Bay in the 19th century, building a church and becoming a part of the village life, and the many Europeans who migrated after World War II and helped change the face of commercial centres such as Double Bay.

About the EJ Ward Paddington Community Centre

The EJ Ward Paddington Community Centre is a former public house, opened in 1898 and situated on the corner of Underwood Street and McGarvie Street Paddington.

It is a two storey, heritage listed, "L" shaped building with two main wings, a courtyard and a shed.

The EJ Ward Paddington Community Centre is easily accessible to public transport in the Oxford Street, Paddington district.

Woollahra Artist in Residence Program

Eligibility

The Woollahra Artist in Residence Program is open to artists practising all art-forms. One of the four residencies will be dedicated specifically to a writer. Artists who take up residencies will be required to have public liability insurance at the commencement of the residency. Artists must be Australian citizens or permanent residents and aged 18 years or older. Artists who take up residencies are not eligible to apply in the following year.

Selection Process

The Artist in Residence Program will be advertised annually. Artists interested in the residency should complete the Application Form and provide other material in support of their application.

Once the application period has closed, Woollahra convenes a selection panel to review and assess all residency applications received. The selection panel may be made up of members of Council’s cultural committees, Council staff and local artists. The selection panel assess applications with consideration given to:

potential for the artist’s proposed ‘Community Engagement’ creative project to be reflective of the local community as well as the level of community involvement.

artistic merit, experience and qualifications, professional development aspirations.

suitability of the creative practice for the studio space and experience of collaborative working.

amount of hours per week able to commit to the residency (minimum of 15 hours).

If there are two or more preferred artists are of equal merit in all other respects, preference will be given to artists who are current residents of the Woollahra LGA.

A report with recommendations for the allocation of studios will then be prepared for consideration and approval by Council.

Residency Duration

The duration of each residency is six to nine months. Artists should indicate a preference for their residency terms to occur in either January-June or June-December. Council cannot guarantee artists will be granted their preferred term.

Community Engagement Project

Resident artists are required to deliver a community engagement project that directly involves the Woollahra community. The creative project aims to support Council’s objective of facilitating a creative and vibrant community where people of all ages and backgrounds have access to lifelong learning opportunities and cultural activities.

Council encourages applicants to be inventive when developing a concept for their community engagement project. Applicants should consider the unique features of the Woollahra LGA in their proposal, as well as Council’s aim to present professional works to our communities and to engage the community with creative arts and artists. Applicants should describe their project concept, including involvement of other partners/galleries/groups, marketing plans, timelines and whether arts funding will be sought from other bodies.

Please provide a well-developed concept for the ‘Community Engagement’ project at the time of application. All community engagement projects must be delivered during the six to nine month residency period, unless otherwise negotiated with Council.

An example of themes for the ‘Community Engagement’ creative project could (but not limited to) includes:

retail precinct revitalisation

environmental education and community gardening

know your neighbour

Details of the creative project will be finalised and negotiated with the successful applicant prior to signing of a formal agreement.

Preparation, Travel Arrangements and Insurances

The resident artist is responsible for any preparation required to commence the residency and all materials and supplies they will require throughout the residency. It is the

responsibility of the resident artist to make their own travel and accommodation arrangements and secure their own travel, medical and other appropriate insurances.

Publicity

The resident artist is required to participate in publicity activities related to the residency organised by Council. They are required to provide images, give interviews or talks at forums and other events to promote the program. The artist retains copyright of their images and creative works at all times and Council will gain written permission from the artist before reproducing the artist’s work.

Collaborative Residency

Up to four artists will share the overall studio space at any given time. Artists participating in the program must agree to share the facilities and the common areas (kitchen, bathroom, storage, and courtyard). Participating artists must also agree to respect the privacy and needs of hirers of the EJ Ward Paddington Community Centre and fellow studio residents. The residency is an opportunity to work alongside other artists.

Non-residential Unfurnished Studios

The studios provided under this program are non-residential, unfurnished spaces and without internet/phone connections. Artists participating in the program cannot reside or live in the studios. Artists must provide their own accommodation during the residency. Please see the floor plan for the dimensions of the individual and shared spaces.

Resident artists are expected to fund their own work and other costs arising. Woollahra Council provides letters of support to artists applying for arts grants to assist with the residency.

Residency Agreement

Prior to the formal commencement of the residency, resident artists and Woollahra Council will enter into an agreement that covers all relevant provisions from this document. A copy of this agreement may be obtained upon request. The agreement formalising the residency will outline the obligations and expectations of both the artist and Council in relation to the residency and the studio space at the EJ Ward Paddington Community Centre.
