in cooperation with several institutions:

Christian de Boissieu received a Ph.D. in economics in 1973 at the University of Paris-IPanthéon-Sorbonne. He was post-doctoral fellow at Harvard University andNorthwestern University (1973–74), and visiting scholar at the University of Minnesota(1978) and at the Board of Governors of the Federal Reserve System (1982).He is currently professor at Pantheon-Sorbonne University, where he is the director ofthe famous master's degree in Banking and Finance. Moreover, he taught at theCollege of Europe of Bruges (1999–2004).He was consultant to the World Bank and to the European Commission, and has beenin charge of a TACIS program mission in Russia on domestic arrears, monetary policyand banking regulation. He is also economic adviser to the Paris Chamber ofCommerce and Industry, and member of the "Conseil National du Crédit", "Comité desEtablissements de Crédit et des Entreprises d'Investissement" (CECEI) and of the"Comité de la Réglementation Bancaire et Financière". He is honorary President of theFrench Finance Association and of the Société d'Economie Politique.He was a member of the advisory board of J.P. Mohamed Louadi, a University Professor holds a Master of Sciences in ManagementInformation Systems (MIS) from the University of Wisconsin-Madison and a PhD in MISfrom the University of Pittsburgh. He is University Professor of MIS at the University ofTunis. Prior to that, he had taught in the US, Canada, the UAE, and Lebanon. He is theauthor of four books on IS and IT; “Technologies de l’Information et de la Communication”published in 2005 (CPU), the two volumes of the first edition of “Systèmes d’informationorganisationnels”, in 2007 (CPU), and “Systèmes d’information” published in 2012 (IHE). Henow teaches at Institut Supérieur de Gestion (ISG) de Tunis and at the MediterraneanSchool of Business (MSB).

More than 4000 years ago, somewhere in Mesopotamia, a king, named Hammurabi, wasbehind what is today known as the Code of Commerce, one of the first Codes of Law. Todayavailable in European museums, this Code shows that the first casuistic structures in theform of (if crime then punishment) date from several millennia. It was based on thesecasuistic forms (if ... then) that the programming of the first computers was made possible.The same applies to the first inference engines of artificial intelligence (AI). From Codes ofLaw we found ourselves dealing with code and law in code (smart contracts). Similarly, itwas during Hammurabi’s time that the idea of a common and exhaustive book oftransactions was born. The first ledger in history was born. It was inscribed on stone, bonesand animal skin, Today, what is promising to be one of the most disruptive IT innovations ofthis century is the natural extension of these ideas. It is in the light of this that we willtherefore explore the application of the continuing interplay between AI and DistributedLedger Technologies and their implications to modern day economies.

Biography

Nowadays, Digital Fiat Currency (DFC) is perceived as one of the pillars of a digitally driveneconomy. It constitutes an alternative to physical currency, which is costly to design, print,ship, collect, destroy, and replace. Moreover, apart from in-person transactions, its use issubstantially limited. One of the main features of DFC system is that it increases thespectrum of market actors responsible for managing and distributing government-backedfinancial instruments. This extension of the scope of financial systems introduces new riskscenarios and new needs in term of security. Trust is among the most important propertiesof a financial system. In the context of DFC, the use of traditional trust models is not straightthrough since new actors are involved in the transactions. This talk introduces blockchain asan alternative to establish trust in DFC systems. The ability of blockchain to handledistributed and decentralized trust creates new opportunities to develop new solutions thatadapt to the new challenges of modern digital economies.

Dr. Mohamed Hamdi (PhD, habilitation) is currently the founding director of ElagzalaInnovation Center. He is leading the implementation of high added-value innovative projectsin this national pilot experience. He has contributed as an international expert incybersecurity and cyberterrorism to the implementation of national cybersecurity strategiesin Africa and Europe. Bewteen 2012 and 2015, he was a visiting researcher at theNorwegian Computing Center, where he was involved in the ASSET project. His maincontibution was to develop risk-based security models for IoT based on game theory. He co-authored more than 150 scientific publications published in international books, journalsand conferences. Ilobtient une maîtrise en physique de l'université Pierre-et-Marie-Curie en 1989,un DEA en géophysique de l'École normale supérieure et de l'université Paris X -Nanterre en 1990 et un diplôme d'ingénieur en géophysique de l'Institutfrançais du pétrole en 1992.En janvier 2010, il fonde en Tunisie un cabinet international de conseil entechnologie, avec une expérience dans la gestion et le développementd’entreprises dans les domaines des technologies de l'information et de lacommunication, bancaire et énergétique. Il occupe par ailleurs des postes dedirection dans des sociétés comme Schlumberger, KPMG et Atos et gère desfiliales de multinationales en France, en Indonésie, à Singapour, en Suède, auRoyaume-Uni, en Tunisie, en Libye et en Algérie.Cofondateur du parti Afek Tounes en 2011, il est élu le 23 octobre de la mêmeannée à l'assemblée constituante, comme représentant de son parti dans lapremière circonscription de Nabeul ; il est réélu au sein de l'Assemblée desreprésentants du peuple le 26 octobre 2014.Le 6 février 2015, il est nommé ministre des Technologies de l'Information etdes Communications dans le gouvernement Habib Essid.En 2017, il a fondé à Tunis B@Labs, un incubateur de startups soutenu par labanque tunisienne BIAT.

Le laboratoire BESTMOD a été créé en 1999. Son but était de jouer un rôle actif dans le domaine de la modélisation, prévision etsimulation des phénomènes économiques, financiers, sociaux, etc.Au départ l’équipe BESTMOD comptait 67 membres. Cette équipe s’est donnée comme objectifs de participer activement à la réalisationdes projets de recherche qui ont des retombées socio-économiques et qui s’inscrivent dans le cadre des propriétés nationales. Dans lecadre d’une coopération entre BESTMOD et l’Institut Tunisien des Etudes Stratégiques (ITES), BESTMOD a pu développer un modèled’évaluation et de simulation des politiques énergétiques à long terme (ENERGIE 21), horizon 2030 pour la Tunisie.

Dans ce même cadre, la coopération BESTMOD-ITES, et en collaboration avec l’Institut National des Statistiques (INS),l’équipe BESTMOD a participé à la conduite de l’enquête « La Tunisie à l’écoute de sa jeunesse », la conception duquestionnaire jusqu’au traitement automatique des données et leur interprétation. BESTMOD a réalisé aussi pour le comptede l’ITES des travaux dans le domaine de la démographie économique. D’autres travaux ont été réalisés pour le compte del’Institut d’Economie Quantitative (IEQ) et consistent en la modélisation du taux de change : comparaison internationale.

En 2017 le laboratoire a signé une convention avec le laboratoire CRISTAL à l’Ecole Nationale des Sciences Informatiques (ENSI). L’objectifest d’établir une coopération scientifique et technologique afin de pouvoir développer des applications destinées à résoudre lesproblématiques liées à la finance moderne de marché de l’entreprise. Ces applications apporteront des solutions à l’optimisation desportefeuilles financiers, l’évaluation des actifs et la gestion des risques. Ces plateformes présenteront un outil d’aide à la décision pour lestraders, les gestionnaires de portefeuille et les risk managers.

Les travaux de recherche du laboratoire se basent sur des outils informatiques, financiers etstatistiques. Les thématiques du laboratoire visent l’excellence scientifique ettechnologique en matière de recherche et de production scientifique. Elles répondent àtrois enjeux majeurs et prometteurs en termes de compréhension des phénomènes, demodélisation et d’application. Il s’agit notamment :

• D’étudier les nouveaux équilibres sociaux, économiques et financiers qui émergentdes mutations actuelles.

• De contribuer à une meilleure compréhension des risques économiques et financierset de leur évaluation.
