Dear President,Dear Bureau Members and delegates,

It is with great pleasure that we invite you to the FEI General Assembly 2015 in San Juan, Puerto Rico.

For those of you that had the pleasure of attending the 1997 General Assembly in Puerto Rico, you will recall the people’s warmth, generosity and hospitality and I want to take this opportunity to thank Rosana Roig, the President of the National Federation and member of the FEI Solidarity Committee, for hosting the FEI General Assembly once again. The cultural diversity, the people’s resilience and the stunning surrounds will undoubtedly provide the ideal backdrop to steer our wonderful sport to new heights and embrace the values that make it so unique. We are really delighted to be back and looking forward to a memorable event!

The General Assembly 2015 will take place by the beach in the Caribe Hilton San Juan Puerto Rico where many of you will stay during the General Assembly and where some of you sojourned in 1997.

In San Juan we will continue the discussions on the future of our sport. To all of you that have taken part in this process so far - including providing input to the Questionnaire which was sent out to National Federations following the FEI Sports Forum - thank you for your active participation.

The 2015 General Assembly will close with our annual FEI Awards ceremony which this year will take place at the magnificent Museo de Arte de Puerto Rico and will, as always, reward some very deserving individuals.

You will find the full programme of our four days together on the pages that follow.

FOREWORD

Dear All,

It is with great pleasure and deep pride that we invite you to participate at the FEI General Assembly 2015 in San Juan, Puerto Rico from 10-13 November.

The Shining Star of the Caribbean… our own small paradise of an Island surrounded by beautiful beaches and an enticing atmosphere of hospitable warmth.

Our mix of Indian, Spanish, and African heritage provides for a social milieu of beautiful people that will make your stay memorable.

Discovered by Christopher Columbus in 1493, our Island has witnessed an array of historic events that have molded who we are today. By embracing the best from each of those experiences we have become an example of endurance and perseverance. Today, as a United States territory, and as American citizens, we still stand proud of our heritage and the diversity that permeates throughout our culture; our music; our food; our dancing; our customs; and, our eternal festive mood.

Considered one of the top five cities in the world with the best economic incentives, Puerto Rico offers the potential investor unique opportunities for capital investment, particularly in the real estate and business development areas for which special visas issuance can be arranged.

Items proposed by NFs for the GA agenda must reach the FEI ([email protected]) at least twelve weeks before the General Assembly.

FEI publishes the Agenda, Annexes and the programme of the General Assembly week.

Final deadline to provide the FEI with the Power of Attorney Form B either by fax (+41 21 310 47 60) or email to [email protected].

NFs will automatically receive the Power of Attorney Form B by email with their confirmation of registration. The Form is interactive and may be completed electronically but will still need to be printed in order to include the NF Stamp and/or signature.

DEFINITIONS OF MEETINGS AND ASSEMBLY

BUREAU MEETING(Statutes, 23rd Edition, Art, 19.1& 20.1)

The Bureau, which is composed of the President, Vice Presidents, Chairs of Regional Groups, Chairs of Technical Committees (S, D, C, A, E & Vet), Athletes’ Committee and Audit & Compliance decide on all matters not otherwise reserved for another body of the FEI.

The Bureau meets twice during the GA week; (1) at the beginning of the week to prepare matters and decisions to be taken at the General Assembly and tosupervise their implementation, and (2) following the General Assembly to finalise the decisions and welcome the newly-elected FEI Bureau Members.

REGIONAL GROUP MEETINGS

These meetings are conducted by the Chairs of Groups I through IX. The aim of these meetings is to exchange views of common interest between NFs in their Groups, as well as to promote and coordinate the activities of equestrian sport within the Group (e.g. guidelines, courses, seminars, support for shows, etc.).

Groups that wish to extend the length of their meeting or hold joint meetings should inform the FEI ([email protected]) as soon as possible.

The NFs are invited to send suggestions for agenda items directly to their Group Chair.

REGIONAL GROUP MEETINGSWITH THE BUREAU

Regional Groups report together to the Bureau by topic. Items that are specific to a region are presented to the Bureau at the end of the agenda.

SESSIONSSubjects will be communicated later.

All NFs are requested to actively take part in these Sessions which are structured in order to allow all participants to contribute and give their views ‘freely’.

GENERAL ASSEMBLY (GA)(Statutes, 23rd Edition, Art. 9 & 10)

The General Assembly of the National Federations is the supreme authority of the FEI.

Each National Federation has a right to participate in the GA and to cast a vote on the resolutions of the GA. Each NF may be represented at the GA by another NF. One NF may not represent more than two other NFs at the GA.

To the extent permitted in its Internal Regulations, the Bureau has the right to invite third parties to attend thr GA as observers or presenters.

Delegates/ NFs wishing to organise ad hoc meetings and to reserve a meeting room for that purpose should contact the FEI ([email protected]) as soon as possible.

Hotels apply strict cancellation policies:- Cancellation occurring 7-3 days prior to arrival, 50% of the reserved stay is due- Cancellation occurring 3 days prior to arrival, 100% of the reserved stay is due- No show on the day of arrival, 100% of the reserved stay is due

ONLINEREGISTRATION

TRAVEL

EXPENSES

Online registration is mandatory. Please click here to register. During the registration process you will be able: - to book your accommodation (if needed) - to give us your travel details so your pick-up upon arrival in San Juan (PUR) airport can be organised - for NFs only: to get the necessary Power of Attorney that will give you the right to cast your vote at the FEI GA.

ARRIVAL IN SAN JUAN LUIS MUÑOZ MARIN INTERNATIONAL AIRPORT

The transport from San Juan Luis Muñoz Marin International airport to both hotels will be organised for all delegates having submitted their travel details to the FEI.

CONGRESS FEES – NATIONAL FEDERATION REPRESENTATIVES

A congress fee of CHF 200 per delegate will be charged to each NF in order to financially support the organisation of the FEI General Assembly. This amount includes the lunches.

Each National Federation is allowed to be represented by two (2) official delegates with the exception of NFs belonging to Annual Subscription Level 1, who are allowed three (3) delegates. In addition to the congress fee, NFs with more than two delegates or three for Level 1 will be charged a further contribution of CHF 200 for each extra delegate.

CONGRESS FEES – OBSERVERS

A congress fee of CHF 200 will also be charged to Observers.

ACCOMPANYING PERSONS

Accompanying persons will be asked to pay a contribution of CHF 200 to participate to the various functions organised during the General Assembly week.

All fees will be charged to the credit card given when registering online.

SIGHTSEEING PROGRAMMEThe PUR NF will propose various sightseeing tours of San Juan and its surroundings, such as: - Walking tour in Old San Juan with tasting of local food and drinks- Visit the San Cristobal and El Morro forts- Hiking adventure in El Yunque Rainforest- Visit of the famous Bacardi House with Rum Tasting, etc. More details will be given in the programme of the FEI General Assembly which will be published mid-October. You will be able to register in advance at that time.

The FEI Awards are our opportunity to celebrate outstanding individuals and reward excellence, commitment, dedication and courage within the equestrian community. For the past six years, the FEI Awards have called upon the public to make nominations in five categories: Longines Rising Star, Reem Acra Best Athlete, Best Groom, Against All Odds and FEI Solidarity. Following these nominations, the FEI Awards 2015 panel of judges which includes Ingmar De Vos, FEI President; Carmen Barrera, FEI Bureau Member and Chair of FEI Group V and Ulf Helgstrand, President of the Danish Equestrian Federation and Vice President of the European Equestrian Federation select the winners who are then flown to the glittering Gala evening that closes the FEI General Assembly. This year's judging panel will be chaired by a very special guest who will be announced shortly.

This year the FEI Awards Gala evening presented by Longines will be held at the Museo de Arte de Puerto Rico a centre of culture in Puerto Rico that plays host to a myriad of events year-round. We are delighted that our Top partner Longines is supporting the Rising Star Award once again and that Reem Acra, title sponsor of the FEI World Cup™ Dressage Western European League and overall Final, is continuing her support of the Best Athlete Award. We hope you will join us on 13 November and look forward to meeting and congratulating the winners of this year’s edition.
