Demolish Structures on TMK 1-3-7-02:018 and 077, 5839 and 5841 Kalanianaole Highway Kalauhaihai Fishpond (Lucas Spring), Kuliouou, Oahu, Hawaii Dear Mr. Luke: Element Environmental, LLC (E2) is pleased to submit this report that presents the sampling results of suspect hazardous materials that need to be managed prior to the demolition of the structures at 5839 and 5841 Kalanianaole Highway, Kuliouou, Oahu, Hawaii. The State of Hawaii Department of Land and Natural Resources (DLNR) plans to demolish these two homes and garages on one parcel at this Kalauhaihai Fishpond (Lucas Spring) site.
According to the DLNR, the goal is to restore the spring flow to the fishpond, which was cut off during the widening of Kalanianaole Highway in the 1990s. The site and two homes were acquired by the State of Hawaii Department of Transportation (HDOT) and subsequently turned over to the DLNR in 2012 for jurisdiction, maintenance, liability, and operation. One of the homes has a unique feature in a glass floor over the pond. The Maunalua Fishpond Heritage Center (MFHC) has a right-of-entry to the site from the Land Division for scientific, education, and conservation purposes.
The residence at 5839 Kalanianaole Highway (the Makai house on the Western lot) is a single-family, masonry 1,720-square foot (sf), two-story structure (1,048 sf on the 1st Floor and 854 on the 2nd Floor), built in 1960. It has three bedrooms, two full baths on the 2nd Floor, and a half-bath on the 1st Floor. The garage, which has a wood frame and concrete floor, was built in 2001 (E2 was informed in the field by MFHC that this garage would not be demolished.) No suspect asbestos or painted materials/surfaces were observed in the attic in the house.
The residence at 5841 Kalanianaole Highway (the Mauka house on the Eastern lot) is a single-family, single-walled wood 1,902-sf (1,136 sf on the 1st Floor and 766 on the 2nd Floor), two-story structure, built in 1960. It has three bedrooms and two full baths on the 2nd Floor (one bath was not observed during the survey). The garage, which has a wood frame and concrete floor, was also built in 1960. (A room on the 1st Floor along the east side the residence was inaccessible during the field effort. The room may be a laundry room with a full bathroom, so it is assumed its construction is similar to the other bathrooms.) No suspect asbestos or painted materials/surfaces were observed in the attic in the house.
The field work was performed on March 18 and 21, 2016. The field work was based on E2’s accepted revised fee proposal dated February 15, 2016. Additional point-count analyses were approved in April 2016. Digital color photographs were taken to document the field

investigation, and select photographs are included in Appendix A. In addition, E2 was not provided as-built drawings or copies of available previous sampling reports.
Asbestos Survey
The asbestos survey consisted of the collection of a total of 61 and 60 samples from the structures at 5839 and 5841 Kalanianaole Highway, respectively.
5839 Kalanianaole Highway: 17 homogeneous sampling areas (HSAs) consisting of three or five samples each (based on the HSA’s square footage area), collected from ceiling panels, floor tiles and mastic, carpet padding, kitchen under-sink coating, gypsum wall board system with joint compound, ceramic tile grout and trim with skim coat/joint compound, asphalt shingle roofing and felt, window caulking, brick/concrete walls, and brick/concrete window sills.
5841 Kalanianaole Highway: 16 HSAs consisting of three samples each (based on the HSA’s square footage area), collected from ceiling panels, floor tiles and mastic, sheet flooring and mastic, carpet padding and mesh, kitchen under-sink coating, gypsum wall board system with joint compound, ceramic tile grout and trim with skim coat/joint compound, brick/concrete walls, and brick/concrete window sills.
A HSA contains a material that appears uniform in color, texture, and function. Bulk sampling was destructive in nature. Chain-of-custody (COC) forms, which designates the analyses desired for the samples recovered, were completed and placed in the package to be shipped.
Austin Lutey (#HIASB-3199) and Bernice Balete (#HIASB-0449), the asbestos inspectors who completed the sampling, are certified in accordance with the inspector training requirements of the Asbestos Hazard Emergency Response Act (AHERA) and the State of Hawaii Department of Health (HDOH) Asbestos Inspector Certification Program (Hawaii Administrative Rules [HAR] 11-503 and 11-504).
Forensic Analytical Laboratories, Inc. (Forensic) of Rancho Dominguez, California provided asbestos analytical services. Forensic is registered with the HDOH, Indoor and Radiological Health Branch, Asbestos Section (L-06-002). Forensic is accredited by the California Environmental Laboratory Accreditation Program (ELAP) Branch, #1366; the American Industrial Hygiene Association (AIHA) under the Industrial Hygiene Laboratory Accreditation Program (IHLAP) for asbestos/fiber microscopy core, #101629; and the National Voluntary Laboratory Accreditation Program (NVLAP) for bulk asbestos fiber analysis, #101459-1. Samples were analyzed by polarized light microscopy (PLM) with dispersion staining (visual estimation), in accordance with United States Environmental Protection Agency (EPA) Interim Method of the Determination of Asbestos in Bulk Samples, Appendix E, Subpart E, 40 Code of Federal Regulations [CFR] 763, EPA Method 600/R-93-116, Visual Area Estimation, for standard building materials.
Results were compared to standard presence/absence criteria for asbestos, i.e., materials containing over 1% asbestos are considered asbestos-containing material (ACM).
Table 1 provides suspect asbestos sample data results and sample locations; and Appendix B contains the complete suspect asbestos analytical laboratory reports. Of the bulk samples collected from the building during this field effort, asbestos was found in the following materials:

Non-ACM floor tiles with ACM mastic should be disposed of as ACM, as well, since the ACM mastic is probably still adhered to the tiles.
Re-analysis of bulk samples with trace results and sufficient sample material was accomplished using National Emission Standards for Hazardous Air Pollutants (NESHAP) Point Counting (400 points), which is required by the HDOH to prove the material is non-ACM. In lieu of this additional analysis, the material is PACM.
Lead Paint Survey
The lead paint survey consisted of the collection of a total of 26 and 25 paint chip samples from the structures at 5839 and 5841 Kalanianaole Highway, respectively. Paint chip sampling was destructive in nature. COC forms were completed and placed in the package to be shipped.
Austin Lutey (#PB-0440) and Bernice Balete (#PB-0449), the paint inspectors who completed the sampling, are certified by the HDOH Lead Activities Inspector Certification Program.
Forensic also provided the lead analytical services. Forensic is accredited by the AIHA under the Environmental Lead Laboratory Accreditation Program (ELLAP), #101629. Samples were analyzed by Atomic Absorption Spectrometry (AAS), in accordance with EPA Method 3050B/7420.
Results were compared to standard presence/absence criteria for lead, i.e., paint containing 0.5% by weight or 5,000 milligrams per kilogram (mg/kg) or more of total lead were considered lead-based paint (LBP). Paint with any detectable amount of lead is considered lead-containing paint (LCP). Both LBP and LCP are worker protection issues. Table 2 provides paint sample results and approximate sample locations; and Appendix C contains the complete paint chip analytical laboratory reports. Analytical results indicate that painted surfaces contain lead in the following concentrations:

Two paint samples are considered LBP: white tongue and groove (TnG) wood wall (sample 5839-L21; 21,000 mg/kg) and the wood closet shelf (sample 5839-L22; 37,000 mg/kg), both in the Southeast (SE) Bedroom.
Eighteen (18) paint samples are considered LCP ranging in concentrations from 80 to 3,000 mg/kg.
The other six samples were non-detect (ND) for lead above the laboratory reporting limit (RL).
5841 Kalanianaole Highway
Four paint samples are considered LBP, all appearing light yellow in color: wood inner sliding door frame in the Living Room (sample 5841-L10; 8,600 mg/kg), wood Kitchen cabinet interior (sample 5841-L14; 9,700 mg/kg), TnG wood wall in the Middle Bedroom (sample 5841-L20; 7,000 mg/kg), and the wood closet jamb in the SE Bedroom (sample 5841-L22; 6,500 mg/kg).
Twenty-one (21) paint samples are considered LCP ranging in concentrations from 80 to 2,900 mg/kg.
Canec Survey
Suspect canec ceiling panels were observed on both floors of the residence at 5839 Kalanianaole Highway; and suspect canec ceiling panels were observed in the garage and on both floors of the residence at 5841 Kalanianaole Highway. A subset of the bulk samples collected for asbestos that appeared to be suspect canec material was requested to be analyzed for total arsenic (a total of two and three samples from the structures at 5839 and 5841 Kalanianaole Highway, respectively).
5839 Kalanianaole Highway: All ceiling panel samples contained detectable levels of arsenic, ranging from 5,700 to 7,200 mg/kg arsenic.
5841 Kalanianaole Highway: All ceiling panel samples from the residence and garage contained detectable levels of arsenic, ranging from 630 to 7,700 mg/kg arsenic.
The total arsenic sample results are summarized in Table 3. The complete analytical laboratory reports are provided in Appendix D.
PCB Ballasts and Mercury Bulbs Survey The inspectors also conducted a visual inventory for suspect polychlorinated biphenyls (PCBs) in light fixture ballasts and mercury light bulbs.
The Toxic Substance Control Act (TSCA) banned the production of PCBs in 1976 in the US because there was evidence that PCBs may accumulate in the environment and could pose a human health hazard. In fluorescent light fixtures, PCBs are usually found in ballasts either within small capacitors or in the form of a black tar like compound. The following guidelines are used to determine if the ballasts contain PCBs:
All ballasts manufactured before July 1, 1978 are assumed to contain PCBs;

Ballasts manufactured after July 1, 1978 that do not contain PCBs should have been labeled “No PCBs” by the manufacturer in accordance with the federal regulations; and
If a ballast is not labeled “No PCBs”, it is best to assume that it contains PCBs.
All light fixtures observed were of the incandescent type, with the exception of both full bathrooms in 5839 Kalanianaole Highway and the West Bathroom in 5841 Kalanaianaole Highway, which each had two fluorescent bulbs near the mirror.
Conclusions
Asbestos was found in a subset of the samples collected from both 5839 and 5841 Kalanianaole Highway during this field effort. Samples with trace PLM results and inaccessible and/or hidden suspect materials not sampled during this field effort are PACM until sampled/analyzed and proven otherwise.
Arsenic was found in the ceiling panels samples collected from both 5839 and 5841 Kalanianaole Highway. Inaccessible and/or hidden suspect materials not sampled during this field effort should be presumed arsenic-containing until sampled and proven otherwise. Prior to renovation and/or demolition, arsenic-containing canec should be removed whole, segregated, wrapped in plastic or placed in plastic bags during transportation and disposed of similarly to asbestos at a permitted landfill facility. Canec building materials are exempt from State laws requiring a hazardous waste determination to be made prior to disposal. As a result of this exemption, testing canec for arsenic content or leaching characteristics is not required by the state for disposal. The exemption applies whenever canec building materials are segregated from other building materials and disposed of separately. When canec is mixed with other building demolition waste, the combined waste could be subject to hazardous waste determination before disposal. The permitted landfill should be notified prior to disposal of canec materials so the canec can be appropriately segregated or handled in a manner to prevent landfill employees from being exposed during their operations.
In addition, lead was found in some of the paint samples collected at the project site during this field effort. Lead that will be encountered at the project site will require proper handling, removal, and/or disposal in accordance with Federal and State regulations. Appropriate worker protection measures for lead should be taken during the lead removal and demolition work. Metal debris should be recycled when possible to decrease the amount of waste taken to the landfill and to possibly minimize the likelihood of the Toxicity Characteristic Leaching Procedure (TCLP) samples exceeding leaching criteria. A representative TCLP sample(s) of the remaining waste stream(s) will need to be collected and analyzed prior to landfill acceptance. Prior to repair work, the landfill should be consulted as to their requirements and procedures for the disposal of lead-contaminated waste and debris at their facility.
Prior to renovation and/or demolition, the contractors should remove and segregate the ballasts without “No PCBs” labels and mercury-containing bulbs prior to disturbance at the site, and dispose of the materials as universal waste, in accordance with federal, state, and local regulations.
Future demolition activities will need to address the presence of these hazardous materials. Appropriate worker protection measures should be taken during the demolition work. In addition, future demolition documents should include appropriate plans and specifications to address abatement, handling, recycling, and/or disposal of any other suspect materials not sampled due to inaccessibility or hidden from view.
