EXECUTIVE SUMMARY

Toronto Catholic School Board (Client) retained Pinchin Ltd. (Pinchin) to conduct an asbestos building

materials assessment of Immaculate Heart of Mary Catholic School located at 101 Birchmount Road,

Toronto, Ontario. The assessment was performed on March 19, 2015.

The objectives of the assessment were to document the locations of asbestos building materials, evaluate

their condition and develop corrective action plans as required for the purposes of long term

management. The results of this assessment are not intended for construction, renovation, demolition or

project tendering purposes.

The assessed area consisted of the entire building. The building was vacant at the time of the

assessment work.

SUMMARY OF FINDINGS

Asbestos-containing materials (ACM) were confirmed to be present as follows:

• Plaster, containing chrysotile asbestos in the skim coat, is present throughout the

building.

• Texture finish, containing chrysotile asbestos, is present on walls of the Ground Floor and

Second Floor Corridors.

• Aircell pipe insulation, containing chrysotile asbestos, is present on straight sections of

hot water pipes.

• Parging cement, containing chrysotile asbestos, is present on fittings of hot water heating

pipes.

• 12” x 12” beige with grey streaks vinyl floor tiles, containing chrysotile asbestos, are

present in the building.

• 9” x 9” red with white streaks vinyl floor tiles and associated mastic, containing chrysotile

asbestos, are present within the building.

• 9” x 9” brown with dark brown and white streaks vinyl floor tiles and associated mastic,

containing chrysotile asbestos, are present within the building.

• 9” x 9” green with white streaks vinyl floor tiles, containing chrysotile asbestos, are

present within the building.

• 9” x 9” brown with white streaks vinyl floor tiles and associated mastic, containing

chrysotile asbestos, are present within the building.

• 12” x 12” beige with brown and white streaks vinyl floor tiles and associated mastic,

containing chrysotile asbestos, are present within the building.

• 12” x 12” beige with grey and white flecks vinyl floor tiles (non-asbestos) and associated

mastic, containing chrysotile asbestos, are present within the building. Due to the mastic

containing asbestos, the composite material (tile and mastic) must be treated as

asbestos-containing.

SUMMARY OF RECOMMENDATIONS

The following is a summary of significant recommendations; refer to the body of the report for detailed

recommendations:

1. Prepare an Asbestos Management Program (AMP);

2. Perform a re-assessment of asbestos materials on an annual basis;

3. Perform a pre-construction assessment and remove all ACM prior to alteration or

maintenance work or if ACM may be disturbed by the work;

4. Follow appropriate safe work procedures when handling or disturbing asbestos;

5. Remediate the following asbestos-containing materials:

• 5 square feet on cracked plaster in Stair B.

• 3 square feet of damaged plaster in Room 210 (Janitor’s Closet).

• 5 square feet of cracked plaster on the wall of the Second Floor Corridor.

• 2 square feet of damaged plaster behind the radiator in Room 204.

• 2 square feet of damaged exposed plaster in Room 204.

6. Refer to Section 4.0 of this report for detailed recommendations regarding administrative

and remedial actions.

1.0 INTRODUCTION AND SCOPE

Toronto Catholic School Board (Client) retained Pinchin Ltd. (Pinchin) to conduct an asbestos building

materials assessment of Immaculate Heart of Mary Catholic School, located at 101 Birchmount Road,

Toronto, Ontario.

The assessment was performed by Mike Horobin, Senior Project Technologist on March 19, 2015. The

surveyor was unaccompanied during the assessment. The building was vacantat the time of the

assessment.

The objectives of the assessment were to document the locations of asbestos building materials, evaluate

their condition and develop corrective action plans as required. This assessment is only to be used for the

purposes of long term management and routine maintenance. The results of this assessment are not to

be used for construction, renovation, demolition or project tendering purposes.

1.1 Scope of Assessment

The assessment was performed to establish the location and type of asbestos building materials

incorporated in the structure(s) and its finishes. The assessed area consisted of all parts of the building.

2.0 BACKGROUND INFORMATION

3.0 FINDINGS

Please note references to sample numbers in the following refer to those samples obtained by Pinchin for

asbestos analysis. References to samples previously obtained by Jacques Whitford are indicated as

such.

3.1 Asbestos

3.1.1 Suspect Building Materials Not Found

The following types of building materials may historically contain asbestos but were not observed in the

building and are not discussed in the report findings:

• spray-applied fireproofing or thermal insulation;

• asbestos cement products;

• firestopping;

• sealants, caulking, and putty.

3.1.2 Texture Finishes (Acoustic/Decorative)

Texture finish is present on the plaster walls throughout the Ground Floor and Second Floor Corridors

(Samples 0013A-E) chrysotile asbestos was found to be present in the texture finish. There is

approximately 1,000 square feet of asbestos-containing texture finish that was found to be in good

condition.

Asbestos-containing texture finish on the Corridor walls.

3.1.3 Thermal Systems Insulation (TSI)

3.1.3.1 Pipe Insulation

Parging cement, containing chrysotile asbestos, is present on pipe fittings (elbows, valves, tees, etc.) on

hot water systems (Previously sampled by Jacques Whitford). Parging cement is a friable insulation,

jacketed with canvas and is in good condition.

A white corrugated paper insulation (trade name Aircell), containing chrysotile asbestos, is present on

straight sections of hot water system pipes (Previously sampled by Jacques Whitford). Aircell is a friable

insulation, jacketed with canvas and is in good condition.

A tar layer is present over top of the asbestos-containing Aircell pipe insulation in the Basement Crawl

Space. Three samples of the tar layer (samples 0003A-C) were collected. No asbestos was detected in

the tar layer.

Non-asbestos fibreglass insulation is present on straight sections and fittings of remaining pipe in the

building. There was no asbestos parging cement noted on the seams of the insulation at the locations

inspected.

until further sampling proves otherwise.

3.1.5 Plaster

Plaster is present on walls and ceilings throughout the building. A total of seven (7) samples of plaster

(Samples 0001A-G) were collected and found that the plaster contains chrysotile asbestos in the skim

coat. Plaster is non-friable while in place, but generates friable dust upon removal.

Plaster was found to be in good condition with the exception of the following area:

• 5 square feet on cracked plaster in Stair B.

• 3 square feet of damaged plaster in Room 210 (Janitor’s Closet).

• 5 square feet of cracked plaster on the wall of the Second Floor Corridor.

• 2 square feet of damaged plaster behind the radiator in Room 204.

• 2 square feet of damaged exposed plaster in Room 204.

Closet, Room 210.

3.1.6 Drywall Joint Compound

Asbestos in drywall joint compound was banned in Canada in 1980. Drywall joint compound in Room 204

was installed after 1985 (1980 plus a reasonable non-compliance period based on our experience) and is

assumed to not contain asbestos.

3.1.9 Levelling Compound

The levelling compound associated with the 12” x 12” beige with grey flecks vinyl floor tile was sampled

(Samples 0007B-C). Since only two samples of the levelling compound were found, the levelling

compound is presumed to contain asbestos until further sampling is performed.

Levelling compound is often used in scattered and isolated areas and without removing all flooring may

not always be detected.

3.1.10 Presumed Asbestos Materials

A number of materials which might contain asbestos were not sampled during our assessment due to

limitations in scope and methodology. Where present, these materials must be presumed to be an

asbestos material and are best sampled during project planning and preparation of contract documents

for their removal. Materials presumed to contain asbestos include:

• roofing, felts and tar;

• concrete floor levelling compound;

• moulded plastic components (laboratory bench tops);

• vermiculite in concrete block wall cavities;

• caulking;

• mechanical packing, ropes and gaskets;

• fire resistant doors or metal clad finishes; and

4.0 RECOMMENDATIONS

4.1 General

Perform a detailed intrusive assessment prior to building renovation or demolition operations. The

assessment should include destructive testing (i.e. coring and/or removal of building finishes and

components), and sampling of other hazardous materials (lead, mercury, PCBs, mould, etc.) and

materials not tested in this study (e.g. roofing materials, caulking, mastics).

4.2 Remedial Work

Perform the following remedial work to comply with existing regulations, due to the condition and location

of the material:

4.3 On-going Management and Maintenance

The following recommendations are made regarding on-going management and maintenance work

involving the asbestos materials identified.

4.3.1 Asbestos

Prepare an Asbestos Management Program (AMP). The AMP should address and document asbestos

work practices, worker training, notifications, policies and responsibilities.

Perform a re-assessment of asbestos materials on an annual basis. The next re-assessment of ACM

should be performed prior to March 2016 to remain in compliance.

Remove all ACM prior to alteration or maintenance work or if ACM may be disturbed by the work. Follow

appropriate asbestos precautions for the classification of work being performed.

Update the asbestos inventory report upon completion of any abatement and removal of ACM.

5.0 LIMITATIONS

The work performed by Pinchin Ltd. was conducted in accordance with generally accepted engineering or

scientific practices current in this geographical area at the time the work was performed. No warranty is

either expressed or implied by furnishing written reports or findings. The Client acknowledges that

subsurface and concealed conditions may vary from those encountered or inspected. Pinchin Ltd. can

only comment on the environmental conditions observed on the date(s) the survey is performed. The

work is limited to those materials or areas of concern identified by the Client or outlined in our proposal.

Other areas of concern may exist but were not investigated within the scope of this assignment.

Bulk samples are checked visually and scanned under a stereomicroscope. Slides are prepared and observed under aPolarized Light Microscope (PLM) at magnifications of 40X, 100X or 400X as appropriate. Asbestos fibres are identified by acombination of morphology, colour, refractive index, extinction, sign of elongation, birefringence and dispersion stainingcolours. A visual estimate is made of the percentage of asbestos present. A reported concentration of less than (<) theregulatory threshold (see chart below) indicates the presence of confirmed asbestos in trace quantities, limited to only a fewfibres or fibre bundles in an entire sample. Bulk samples are checked visually and scanned under a stereomicroscope. Slides are prepared and observed under aPolarized Light Microscope (PLM) at magnifications of 40X, 100X or 400X as appropriate. Asbestos fibres are identified by acombination of morphology, colour, refractive index, extinction, sign of elongation, birefringence and dispersion stainingcolours. A visual estimate is made of the percentage of asbestos present. A reported concentration of less than (<) theregulatory threshold (see chart below) indicates the presence of confirmed asbestos in trace quantities, limited to only a fewfibres or fibre bundles in an entire sample. This method complies with provincial regulatory requirements where applicable.Multiple phases within a sample are analyzed and reported separately.

Vinyl asbestos floor tiles contain very fine fibres of asbestos and may be missed by some laboratories using the PLM method. Internal verification studies performed by Pinchin indicate that the chance of missing asbestos in floor tiles is no higher than about 2%. The vinyl tile study and laboratory documentation on measurement uncertainty is available upon request. The analysis of dust samples by PLM cannot be used as an indicator of past or present airborne asbestos fibre levels.

1.0 GENERAL

Pinchin Ltd. conducts a room-by-room survey (rooms, corridors, service areas, exterior, etc.) to identify

the hazardous building materials as defined by the scope.

Information regarding the approximate quantity, location, and condition of asbestos building materials

encountered and visually estimated quantities are recorded. The locations of any samples collected are

recorded on small-scale plans.

As-built drawings and previous reports are referenced where provided.

1.1 Limitations on Scope

The assessment excludes the following:

• Owner or occupant articles (e.g. stored items, furniture, appliances, etc.);

• Underground materials or equipment (e.g. vessels, drums, underground storage tanks,

pipes, etc.);

• Building envelope, structural components, inaccessible or concealed materials or other

items where sampling may cause consequential damage to the property;

• Energized systems (e.g. internal boiler components, elevators, mechanical or electrical

components);

• Controlled products (e.g. stored chemicals, operational or process-related substances);

and

• Materials not typically associated with construction (e.g. settled dust, spills, residual

contamination from prior spills, etc.).

The assessment is limited to non-intrusive testing. Concealed spaces such as those above solid ceilings

and within shafts and pipe-chases are accessed via existing access panels only. Pinchin Ltd. does not

conduct demolition of walls, solid ceilings, structural items, interior finishes or exterior building finishes, to

determine the presence of concealed materials.

1.2 Asbestos

Pinchin Ltd. conducts an inspection for the presence of friable and non-friable asbestos-containing

materials (ACM). A friable material is a material that when dry can be crumbled, pulverized or powdered

by hand pressure.

A separate set of samples is collected of each type of homogenous material suspected to contain

asbestos. A homogenous material is defined by the US EPA1 as material that is uniform in texture and

appearance, was installed at one time, and is unlikely to consist of more than one type or formulation of

material. The homogeneous materials are determined by visual examination, available information on the

phases of the construction and prior renovations.

Pinchin collects samples at a rate that is in compliance with Table 1 of O.Reg. 278/05.

The sampling strategy is also based on known ban dates and phase out dates of the use of asbestos;

sampling of certain building materials is not conducted after specific construction dates. In addition, to be

conservative, several years past these dates are added to account for some uncertainty in the exact

start/finish date of construction and associated usage of ACM.

In some cases, manufactured products such as asbestos cement pipe are visually identified without

sample confirmation.

Drywall joint compound is sampled at exterior walls, columns or other locations that are unlikely to have

been renovated in an attempt to determine the presence of asbestos in the original drywall compound.

Delineation of asbestos-containing drywall compound from newer, non-asbestos drywall compound is not

conducted.

Flooring mastic or adhesive is sampled and analyzed if present on the underside of flooring samples

(vinyl floor tile and vinyl sheet flooring).

Pinchin Ltd. submits the bulk samples to a NVLAP2 accredited laboratory for analysis. The analysis is

performed in accordance with Test Method EPA/600/R-93/116: Method for the Determination of Asbestos

in Bulk Building Materials, July 1993.

The asbestos analysis is completed using a stop positive approach. Only one result of greater than the

regulated criteria (0.5%) is required to determine that a material is asbestos-containing, but all samples

must be analysed to conclusively determine that a material is non-asbestos. The laboratory stops

analysing samples from a homogeneous material once a result greater than the regulated criteria is

detected in any of the samples of that material. All samples of a homogeneous material are analysed if no

asbestos is detected. In some cases, all samples are analysed in the sample set regardless of result.

Where building materials are described in the report as non-asbestos, or described as containing no

asbestos, this is subject to the limitations of the analytical method used, and should be understood to

mean no asbestos was detected.

Asbestos materials are evaluated in order to make recommendations regarding remedial work. The

priority for remedial action is based on several factors:

• Friability (friable or non-friable);

• Condition (good, fair, poor, debris);

• Accessibility (ranking from accessible to all building users to inaccessible);

• Visibility (whether the material is obscured by other building components); and

• Efficiency of the work (for example, if damaged ACM is being removed in an area, it may

be most practical to remove all ACM in the area even if it is in good condition).
