DEFINITIONS

Term Definition Asbestos-containing materials (ACM)

Asbestos is defined as the fibrous form of mineral silicates including Amosite (Brown asbestos), Crocidolite (Blue asbestos) and Chrysotile (White asbestos) or any mixture containing one or more of these.

Friable Asbestos Material

Friable asbestos material is a substance that is easily crumbled or reduced to powder by hand pressure when dry. However, in the case of this project all materials have been determined by assessment, to be classified as Friable for the purposes of asbestos removal.

Non-Friable Asbestos material

A non-friable asbestos material is one that is manufactured in a bonded state with resins, cement, coatings and other substances to render the fibres firmly adhered within the matrix. The fibres cannot be released in respirable form from normal hand pressure. The main risk occurs when these materials are cut, drilled, abraded, sanded or sawn by power-operated tools to generate airborne respirable asbestos dust.

Asbestos Contaminated Dust

Asbestos contaminated dust can be generated from asbestos cement (AC) roofs or from former friable asbestos products such as limpet fire-proofing, pipe and vessel lagging. Licensed removal work is also required for asbestos contaminated dusts derived from asbestos containing materials.

Hazard A source of potential harm or a situation with the potential to cause loss.

Risk The potential assessed on likelihood (probability) and consequence (impact) of the hazard being realised causing injury or harm.

Respirable Asbestos Dust (Fibres)

Respirable-sized asbestos fibres are those nominally small enough to be inhaled into the deep parts of the lung tissues where they can be trapped and cannot be readily removed/displaced. Asbestos Legislation states that for a fibre to be classed as respirable, fibre dimensions for respirable fibres that are counted under a phase-contrast microscope must be less than 3 microns (millionth of a metre) in width, longer than 5 microns, and at least three times as long as they are wide. Respirable asbestos is not visible to the naked eye and must be detected by sampling air as performed by approved occupational hygienists in accordance with national prescribed test methods.

Asbestos Materials Register

The register is the compilation of the asbestos materials identification listing, sample analysis results, risk assessment and priority rating and control recommendations. The register may reference previously produced drawings, procedures and quantification of asbestos materials.

Asbestos Removalist

Licensed asbestos removalist is a contractor holding a business certificate for the prescribed activity of asbestos removal. An Unrestricted licensed asbestos removalist is required by state law for the removal of friable asbestos containing materials as defined by the regulation and this assessment

Term Definition commissioned the work and who has knowledge and skills to undertake visual inspections and/or air monitoring.

Site monitoring hygienist

A Hygienist appointed directly by the client and tasked to undertake daily air sampling during all phases of any proposed asbestos abatement.

Control Monitoring Control Monitoring uses static pumps to measure the level of asbestos fibres in an area and is designed to aid in assessing the effectiveness of the implemented control measures. The results of Control Monitoring do not have the same significance in terms of health consequence as Exposure Monitoring.

Exposure Monitoring

Exposure Monitoring involves the taking of regular samples within the breathing zone to determine a person’s risk from or level of exposure to airborne asbestos fibres. The method is intended to be used in occupational environments where the airborne fibres are known to be predominantly of asbestos. This includes activities such as maintenance and construction work.

EXECUTIVE SUMMARY At the request of the City of Subiaco, Site Environmental & Remediation Services Pty Ltd (SERS) has undertaken asbestos consultancy services at Lords Recreation Centre, 3 Price Street, Subiaco WA 6008 following the identification of asbestos containing dust and debris upon surfaces within the Recreation Centre. The asbestos consultancy services provided by SERS included airborne asbestos fibre monitoring at varying locations throughout the Recreation Centre in order to determine the background respirable fibre levels within the Recreation Centre. The collection of 54no. tape swab samples at elevated undisturbed surfaces (3m – 6m from the floor surface) was also undertaken throughout the Recreation Centre to identify if asbestos containing dust and debris was present upon these surfaces. All airborne asbestos fibre monitoring undertaken was reported as below the occupational criteria of 0.1 fibres/mL as denoted in the Adopted National Exposure Standards for Atmospheric Contaminants in the Occupational Environment [NOHSC:1003(1995)] which is consistent with normal background concentrations and considered satisfactory in accordance with current guidelines. The results of the airborne asbestos fibre monitoring are displayed as Appendix B. Of the 54no. tape swab samples taken and analysed for asbestos (by an independent NATA laboratory) 18no. samples have returned positive results for the presence of asbestos. The results of the tape swab samples have been recorded in Table 1 (Section 6) with sample locations detailed within Appendix D – Asbestos Sample Locations. All positive asbestos tape swab samples were sampled at varying heights (3m – 6m from the floor surface) within the building. Sample points were selected on a judgemental basis by the technician with the primary aim of delineating areas with a high probability of asbestos containing dust. In the planning and execution of the survey, areas immediately below the asbestos cement roof sheeting were deemed the most appropriate to delineate the presence of asbestos dust and debris. These areas selected were in non-accessible areas within the roofline of the Recreation Centre and are highly unlikely to be disturbed by the users or employees of the facility through daily activities. To complement the high level swab sampling to the Recreation Centre, respirable (asbestos) fibre monitoring locations were selected throughout the centre at set at the height of 1.5m to 1.8m, in order represent the breathing zone of users and employees of the facility. Air monitoring was conducted in parallel with swab sampling to replicate any potential settled dust disturbance in the general operation of the Recreation Centre. Based on the air monitoring results analysed, daily activities at the Recreation Centre are unlikely to produce an exposure pathway in exceedance of occupational exposure levels for asbestos of >0.1 fibres/mL by disturbance of dust and debris within the roofline.

The Code of Practice for Practice for the Management and Control of Asbestos in Workplaces [NOHSC: 2018 (2005)] recommends the sampling of dust to determine cleanliness following the removal of asbestos. The Code of Practice clearly states that the results of settled dust sampling should not be used as an indicator of a risk to health. This should be determined by appropriate exposure monitoring (e.g. airborne asbestos fibre monitoring). When assessing the exposure levels for the Recreation Centre, the assessment is based on estimating the level of contact of the exposed population will have with the contaminant (asbestos dust). The level of contact involves two factors: the location of nearby populations and the daily human activities that influence how often people come in contact with the contaminant. Estimating exposure involves calculating the frequency of use with the duration of exposure. Exposure Monitoring for asbestos involves the taking of regular samples within the breathing zone to determine a person’s risk from or level of exposure to airborne asbestos fibres. The method is intended to be used in occupational environments where the airborne fibres are known to be predominantly of asbestos such as confined asbestos removal enclosures or where asbestos is used in the production of goods. This also includes for maintenance and construction work being undertaken. Although the assessment of exposure levels is based on 1no. airborne asbestos fibre monitoring event, it has been assessed that there are two target groups for the potential of exposure to the asbestos identified within Lords Recreation Centre as outlined below. Employees and the General Public Actual exposure levels to asbestos cannot be quantified without more detailed exposure assessments, however the results of the airborne asbestos fibre monitoring event undertaken within the building would indicate that at present exposure to asbestos is below the occupational criteria of 0.1 fibres/mL and is indicative of background levels. Maintenance Staff and Construction Workers Although actual exposure levels to asbestos cannot be quantified without more detailed exposure assessments, however the results of the airborne asbestos fibre monitoring event undertaken within the building would indicate that at present exposure to asbestos is below the occupational criteria of 0.1 fibres/mL and indicative of background levels. It should be noted that based on the level of risk, exposure to asbestos is more likely to affect maintenance staff and construction workers due to the activities which these staff are expected to undertake during their normal daily work routines.

1 INTRODUCTION At the request of the City of Subiaco, Site Environmental & Remediation Services Pty Ltd (SERS) has undertaken asbestos consultancy services at Lords Recreation Centre, 3 Price Street, Subiaco WA 6008 following the identification of asbestos containing dust and debris to surfaces within the Recreation Centre. The asbestos consultancy services provided by SERS included airborne asbestos fibre monitoring at varying locations throughout the centre to determine the background fibre levels within the centre and in addition, the collection of 54no. tape swab samples a high level surfaces (3m – 6m above floor level) throughout the centre to identify if asbestos containing dust and debris is present on these surfaces throughout the centre. The building is currently utilised as a Sports and Recreation Centre with the main hall providing facilities for tennis, basketball and soccer with the addition of a café within the middle of the centre. This report reviews and provides recommendations for the management of the in situ ACM identified in the building adjacent to the Site in accordance with the Code of Practice for the Management and Control of Asbestos in Workplaces [NOHSC: 2018 (2005].

2 METHODOLOGY SERS undertook extensive airborne asbestos fibre monitoring throughout the Recreation Centre on Monday 24th March 2014. All samples were collected using approved techniques and analysed in a NATA accredited laboratory in accordance with the Guidance Note on the Membrane Filter Method for Estimating Airborne Asbestos Fibres 2nd Edition [NOHSC:3003(2005)]. The results of the airborne asbestos fibre monitoring are summarised within Appendix B – Air Monitoring Certification and Appendix C which presents the airborne asbestos fibre monitoring locations. Professional judgement and experience was used in the identification and location of dust materials suspected of containing asbestos on undisturbed high level surfaces. Tape swab samples were taken from 54no. undisturbed high level surface locations throughout the centre. The results of the sampling event has been summarised in Table 1 (Section 6) of this report. Appendix D – Asbestos Sample Locations summarises the sample locations and provides results on whether asbestos was absent or present. The tape swab samples were chosen onsite as the most efficient method for obtaining non-homogeneous samples for asbestos bulk identification from the centres high level undisturbed surfaces. Although, this is the most effective sampling technique in the circumstances within the centre the analysis does not allow for the detection of respirable fibres in accordance with the Method for the qualitative identification of asbestos in bulk samples AS 4964-2004. It should be noted that the tape swab sampling exercise was undertaken at the same time as the airborne asbestos fibre monitoring, by utilising a mobile scissor lift. The Australian Standard AS4964-2004 sets out a method for the qualitative identification of amosite, crocidolite, and chrysotile asbestos in bulk samples by polarised light microscopy (PLM) and dispersion staining techniques. For valid asbestos identification, there must be sufficient sample of the unknown fibres for them to exceed the practical detection limit of the technique used. To report ‘trace’ levels using confirming techniques, the fibres must be observed at ‘trace’ levels by PLM because of the difference in detection limits between the techniques. A non-homogeneous sample is defined as a sample containing small, discrete amounts of asbestos distributed unevenly in a large body of non-asbestos material including floor sweepings and non-asbestos fibres or dust ‘contaminated’ with asbestos. Where asbestos has been identified in the sample it has been recorded as Asbestos Detected for each fibre type.

3 OCCUPATIONAL EXPOSURE STANDARDS Occupational Exposure Standards taken from the Adopted National Exposure Standards for Atmospheric Contaminants in the Occupational Environment [NOHSC: 1003(1995)] are established by Safe Work Australia and regulated through state legislation. They represent the airborne concentration of a particular substance or mixture that must not be exceeded. There are approximately 700 Exposure standards for substances and mixtures within this Standard. The airborne concentration of any substance or mixture that is considered hazardous to health must be kept as low as reasonably practicable to minimise the risk to health, regardless of whether there is an exposure standard. The 8-hour time-weighted average (TWA) means the average airborne concentration of a particular substance when calculated over an eight-hour working day, for a five-day working week. The TWA for all forms of asbestos is 0.1 fibres per mL of air. Control levels for monitored airborne asbestos fibres are levels which when exceeded indicate a need to review current control measures. These control measures are occupational hygiene best practice measures and not health based standards. The first control level within the Code of Practice for the Safe Removal of Asbestos [NOHSC: 2002 (2005] is set at less than 0.01 fibre per millilitre of air (> 0.01 f/mL). The Code of Practice for the Management and Control of Asbestos in Workplaces [NOHSC: 2018 (2005] also uses this airborne fibre level for completion of asbestos removal works. The control level set at 0.01 f/mL represents the detection limit in accordance with the Guidance Note on the Membrane Filter Method for Estimating Airborne Asbestos Fibres 2nd Edition [NOHSC:3003(2005).

4 EXPOSURE LEVELS & ASBESTOS CEMENT Asbestos is a naturally occurring substance, therefore some asbestos fibres can be naturally liberated into the atmosphere from a number of sources. These can be from naturally occurring asbestos in the atmosphere from areas such as those from Wittenoom, previous asbestos manufacturing activities including the milling of asbestos and the release of asbestos from the un-controlled removal of asbestos products in the built environment. Therefore there is a natural ambient level of asbestos in the atmosphere that everyone is exposed to at all times. This exposure can occur whilst working under an asbestos cement roof, walking in the city or during outdoor recreational activities. Health studies have shown that these natural low levels are not considered to cause a risk to human health. Fibre levels become dangerous when the level of free fibres is increased above background levels by uncontrolled releases of asbestos. Various studies have shown that buildings which contain asbestos cement products usually have ambient air levels that are on average below 0.0005 fibres/mL, and usually below the limit of detection of the methods used to determine these levels. The Guidance Note on the Membrane Filter Method for Estimating Airborne Asbestos Fibres 2nd Edition [NOHSC: 3003(2005) gives detailed methods for estimating airborne fibre levels. The greatest proportion of fibres in buildings is usually Chrysotile, whereas Crocidolite, which is regarded as the most hazardous form, is usually present in far lower amounts. The health risks associated with installed, undisturbed AC products are therefore considered negligible. Weathered AC roofing has been proven to not release significant amounts of airborne fibres unless the material is disturbed or handled in a way that releases fibres (i.e. cutting or high impact activities). Often, the airborne level will be below the limit of detection in such situations. Based on the extrapolation of the dose-response relationship following occupational exposure, it has been estimated that life-time exposure to this level would represent less than a 1 in 100,000 life-time cancer risk. In deriving this risk, it has been noted that the true risk may be even lower, if not nil if the dose-response relationship at very low exposure levels is not linear, or if there is a threshold. The Code of Practice for Practice for the Management and Control of Asbestos in Workplaces [NOHSC: 2018 (2005)] stipulates that the results of settled dust sampling should not be used as an indicator of risk to health because the results do not represent the respirable environment at the time of sampling. This should be determined by appropriate exposure monitoring which in this instance has occurred.

5 CURRENT CONDITION AT LORDS RECREATION CENTRE Activities within the Recreation Centre include tennis, basketball and soccer. All of these activities have the potential to damage and disturb the asbestos cement roof increasing the potential for fibre release. The asbestos cement roof at the time of the inspection was noted to be in a fair condition (typical for its age and construction). Due to the age of the asbestos cement roof within the main Recreation Centre weathering has occurred over the years, with damage occurring presumably from the activities below it and also possibly from maintenance particularly to external gutters and down pipes. The roof was also to be cracked and damaged in several places within the main Recreation Centre. Internally, the main Recreation Centre the roof was observed to have been historically painted presumably for encapsulation purposes. There were also visible fibres present to edges where the asbestos had been cut at the edges during installation. Although the ACM is painted in places it does not appear to be forming a full encapsulated layer to the edges of the ACM. The upper undisturbed levels within the main Recreation Centre have also accumulated a significant layer of dust presumably from the roof over the years. No adequate protective netting was observed to be present within the Recreation Centre to prevent this disturbance to the asbestos cement roof from sports activities below. The results of the sampling suggest that due to the numerous positive “Asbestos Detected” results within the main Recreation Centre that the release of asbestos cement debris on to surfaces below the roof has been accelerated by activities undertaken within the building. The roof within the first floor void space was noted to be unsealed with raw cut edges similar to those identified within the main Recreation Centre. A significant amount of dust and debris was identified to the upper undisturbed surfaces of the first level void space. A significant layer of dust was also present within the suspended ceiling grid within the first level ceiling void space. Tape swab samples taken from the first floor void space returned results of “No Asbestos Detected”. Sampling within this area was limited to areas deemed safe to access during the sampling exercise and may not reflect overall conditions within the first floor void space especially to those areas not accessible.

6 RESULTS 6.1 Airborne Asbestos Fibre Monitoring Airborne asbestos fibre monitoring has been conducted as prescribed in the Guidance Note on the Membrane Filter Method for Estimating Airborne Asbestos Fibres 2nd Edition[(NOHSC:3003 (2005)], which has a detection limit of 0.01 fibres per millilitre of air. All of the airborne asbestos fibre monitoring results were reported as <0.01 fibres/mL, consistent with normal background concentrations and considered satisfactory in accordance with current guidelines. All airborne asbestos fibre monitoring results are below the occupational criteria of 0.1 f/mL as denoted in the Adopted National Exposure Standards for Atmospheric Contaminants in the Occupational Environment[NOHSC:1003(1995)]. The results of the airborne asbestos fibre monitoring have been included as Appendix B. 6.2 Tape Swab Samples Of the 54no. tape swab samples taken and analysed for asbestos (by an independent NATA laboratory) 18no. samples returned a result of “Asbestos Detected”. This represents 33% of the tape swabs samples taken from the upper undisturbed surfaces (3m – 6m from the floor surface) of the main Recreation Centre confirmed as containing asbestos. The results of the tape swab samples have been recorded overleaf in Table 1. The tape swab sample locations have been summarised in Appendix D – Asbestos Sample Locations. Table 1 (overleaf) records the sampling locations and summarises whether asbestos has been detected or not in each sample. Where asbestos has been detected further details of the asbestos type have been recorded on the Certificate of Analysis included as Appendix E.

7 EXPOSURE & RISK 7.1 Assessing Exposure This human health exposure assessment is based on estimating the level of contact of the site users will have with the contaminant (asbestos). The level of contact involves two factors: the location of site users and the daily human activities that influence how often people come in contact with the contaminant. Estimating exposure levels involves calculating the frequency of use with the duration of exposure. Exposure Monitoring of asbestos involves the taking of regular samples within the breathing zone to determine a person’s risk from, or level of exposure to airborne asbestos fibres. The method is intended to be used in occupational environments where the airborne fibres are known to be predominantly of asbestos. This includes for maintenance and construction work being undertaken. The Code of Practice for Practice for the Management and Control of Asbestos in Workplaces [NOHSC: 2018 (2005)] recommends the sampling of dust to determine cleanliness following the removal of asbestos. The Code of Practice clearly states that the results of settled dust sampling should not be used as an indicator of a risk to health. This should be determined by appropriate exposure monitoring (e.g. airborne asbestos fibre monitoring). Although this exposure assessment is based on 1no. airborne asbestos fibre monitoring event, two target groups have been identified as having the potential to be exposed to the asbestos identified within Lords Recreation Centre. The two groups are outlined below. 7.2 Employees and the General Public Actual exposure levels to asbestos cannot be quantified without more detailed exposure assessments, however the results of the airborne asbestos fibre monitoring event undertaken within the building would indicate that at present exposure to asbestos is below the occupational criteria of 0.1 fibres/mL and is indicative of background levels. 7.3 Maintenance Staff and Construction Workers Although actual exposure levels to asbestos cannot be quantified without more detailed exposure assessments, however the results of the airborne asbestos fibre monitoring event undertaken within the building would indicate that at present exposure to asbestos is below the occupational criteria of 0.1 fibres/mL and indicative of background levels. It should be noted that based on the level of risk, exposure to asbestos is more likely to affect maintenance staff and construction workers due to the activities which these staff are expected to undertake during their normal daily work routines.

8 RECOMMENDATIONS The Guidance Note on the Membrane Filter Method for Estimating Airborne Asbestos Fibres 2nd Edition [(NOHSC:3003(2005)] provides guidance for undertaking air monitoring in determining risk to asbestos exposure. It recommends that air sampling and monitoring should not be used as a substitute for frequent and thorough inspections by an occupational hygienist experienced in asbestos, as these regular inspections will reveal situations where future contamination issues may develop. The removal of all dust in such situations should also reduce contamination in these areas to below detectable levels. It is recommended that asbestos abatement options are considered and actioned prior to re-opening the Recreation Centre. Due to the potential “friable” nature of the asbestos it is recommended that an asbestos removalist contractor holding an asbestos “Unrestricted” license be engaged to undertake this work. On completion of the asbestos abatement project, (unless removal is the preferred option) adequate protective netting should be installed to prevent the likelihood of future damage and disturbance to the roof. It is recommended that a full Technical Specification is prepared by the Client/Competent Person (Removalist) in accordance with the Code of Practice for the Safe Removal of Asbestos 2nd Edition [NOHSC:2002(2005)]. The Technical Specification should include but not limited to providing descriptions of the ACM to be removed, the details of the type and condition of the ACM, quantities and presence of dust and debris, locations of ACM to be removed and any associated hazards such as working at heights. It is recommended that prior to any asbestos abatement works commencing on site that a full risk assessment for the asbestos abatement works is prepared by the appointed licensed asbestos removalists or a Competent Person. It is recommended that potential exposure levels to the identified target groups are evaluated for current and future onsite activities prior to or during the abatement works. Any data collected which does not represent the typical onsite conditions may have no value in determining risk and may lead to the spread and cross contamination of asbestos. The Code of Practice for Practice for the Management and Control of Asbestos in Workplaces [NOHSC: 2018 (2005)] clearly states that the results of settled dust sampling should not be used as an indicator of risk to health. This should be determined by appropriate exposure monitoring. If detection of respirable fibres is required, it is recommended that analysis by other means of the dust and debris at elevated levels is undertaken. As summarised in Section 3, the Method for the qualitative identification of asbestos in bulk samples AS 4964-2004 there are limitations to detecting asbestos in non-homogeneous samples and care should be taken in interpreting results from further sampling exercises.
