About Us

Clifford Devlin is a privately-owned,family-run business which has beenproviding specialist services to theconstruction industry for over 50years.

Our portfolio of disciplines aremostly applied during the enablingphase of construction projects andinclude asbestos removal, strip-out,temporary works and structuraldemolition.

We also provide post-demolitionservices including land remediation,landscaping, building and refurbish-ment. Our services can be providedon a stand alone basis or integratedinto a package which allows us tomanage multi-disciplined projectsfor our clients.

Operating nationally from our HeadOffice in Central London, thecompany's development has beencharacterised by steady, incrementalgrowth and targeted investment inplant, equipment and humanresources.

We have adopted the systemsapproach to controlling our businessprocesses and implementing bestpractice. Demolition

Demolition has been CliffordDevlin's core service for over 50years. We carry out all types ofdemolition and dismantlinginvolving every conceivable structurefrom medium-rise office blocks toschools, hospitals, cinemas,infrastructure projects andresidential accommodation.

We offer the full range of demolitiondisciplines from site establishmentand temporary works through softstrip, structural demolition,groundworks, foundations,excavation and land remediation.

We have particular experience ofcomplex, city centre projects whereconfined space and the proximity ofsensitive receptors (e.g. residentialproperty, offices, retail outlets,pedestrians) present uniquechallenges. As a result, we have

developed sophisticated techniquesto minimise disruption to the localcommunity and our impact on theenvironment.

Our methodology is often betterdescribed as deconstruction as itinvolves the progressive, internaldismantling of the structure usingmini plant, remote controlled Brokkequipment, supplemented by handheld equipment which is very labourintensive. The age and architecturalsignificance of many of the buildingsinvolved, often requires complexenabling work to be carried out suchas the design and installation offaçade retention schemes which isan area in which we specialise.

We have been members of our tradeassociation, the National Federationof Demolition Contractors, since1972.

Clifford Devlin’s Asbestos Divisionhas been providing planned andresponsive asbestos remediation tosupport the construction sector forover 30 years.

The company has been continuouslylicenced since 1983 and is a memberof the industry's trade body, theAsbestos Removal ContractorsAssociation (ARCA).

The high risk nature of the work thatwe do means that health & safety isa fundamental issue to be managedand a core value which is central tothe company's philosophy.

Our commitment is demonstratedby an occupational health & safetymanagement system which iscertificated against the InternationalStandard, OHSAS 18001.

It is driven by risk assessment. Forevery project a risk assessment iscarried out in which all potentiallyhazardous elements are identified,documented and submitted to theclient and any other interestedparties at the tender stage.

This forms the basis of anyprocedures and measures to controlsafety on site.

Sustainability

Sustainability has become anincreasingly important issue for theconstruction industry. Theconservation of natural resourcesand reduction of the impact theconstruction process has on theenvironment are now key factorswhich are fundamental to the futureof the sector. At Clifford Devlin ourpolicy is always to endeavour tominimise the impact our activitieshave on the immediate surroundingsand their consequences for thewider environment.

For most projects we now routinelyprepare an environmentalmanagement plan which willdocument procedures to controlpollution and manage waste andenergy consumption and sustain thebiodiversity of the locations in whichwe work.

Every effort is made to not onlyreduce disruption but also tocontribute to the communities inwhich we work by investing in localbusiness and employment.

Our experience of working in innercity locations with proximity to'sensitive receptors' means we havedeveloped sophisticated systems tocontrol emissions of dust, noise andvibration which are monitoredthroughout the duration of projectsto ensure we keep within acceptablelimits.

We have developed industry leadingprocesses for managing the wastesthat our work generates. Weroutinely recover and re-use orrecycle >98% of the wastes wegenerate on demolition projects.

The level and quality of ourenvironmental reporting is anotherdifferentiating attribute. Weroutinely calculate and report ourenergy consumption in terms ofCO2 emissions (i.e. calculate ourcarbon footprint). We also haveexperience of working on severalprojects involving BREEAM targetsand achieving credits for our siteactivities. Our Project Close-OutReports include data about wastemanagement, pollution monitoringdata, energy consumption (CO2),and photographic evidence toillustrate our methodology.

Management Team

Background: Tim Clifford has been withClifford Devlin since leaving college in 1978.He worked as the company TransportManager for a number of years. In 1986 hebecame a Director of the company,succeeding to Managing Director in 1995.

Tim has excellent links with the asbestosindustry and currently sits on the ARCAGoverning Council and its TrainingCommittee.

Tim Clifford (Managing Director)

Background: Les Rose joined Clifford Devlinin 1984 specifically to project manage amajor dismantling / deconstructionprogramme for the London Borough of Hil-lingdon.

Following completion he returned to HeadOffice and progressed to his current position.Les has been involved in the constructionindustry for over 40 years working withSindall Construction on major new housingschemes as a Site Agent for eight years priorto joining Clifford Devlin.

Les Rose (Operations Director)Responsibilities: Les is responsible foroverseeing all major contracts undertaken byClifford Devlin from the bid stage todevelopment of methodology, through tocompletion of the works.

He adopts a 'hands on' approach and hispractical, site based experience enables himto evaluate and contribute to the preparationof method statements, assess key risks andprovide expert analysis of procurementmodels.

Background: Ian O'Connor has beeninvolved in health & safety in theconstruction sector for over ten years. Hejoined Clifford Devlin in 2015 after spendingthe previous eight years in various health &safety roles in the industry.

Ian is a Chartered Member of IOSH and sitson the British Safety Council's ConstructionSector Interest and Building & ServicesGroups.

Ian O’Connor (Group Health & Safety Manager)Responsibilities: Ian oversees all of theactivities of Clifford Devlin's Health & SafetyDepartment and is ultimately responsible forsupervising all duties including: riskassessment, auditing, accident investigation,safety reviews, training, subcontractorassessment and for managing the company'sCDM responsibilities.

He is also responsible for implementing ourhealth and safety management systems andmaintaining accreditation againstInternational Standard OHSAS 18001.

Responsibilities: Tim has specificinvolvement in the pricing of work and thedevelopment of tender submissions He is indaily contact with other Directors and seniormanagers, maintaining a constantly updatedknowledge of current work performance.

In his role as MD, he is responsible for theestablishment and maintenance of corporatepolicy and procedures for demolition,asbestos removal, building and thecompany's health & safety managementsystem.

David Hodgkins (Senior Demolition Project Manager)Responsibilities: As Project Manager Davidis ultimately responsible for ensuring majordemolition projects are delivered accordingto programme, price and specification. He isresponsible for the coordination andsuccessful completion of all disciplines fromasbestos removal and strip-out to structuraldemolition and any associated groundworks.

David compiles method statements and riskassessments; assists in the design and instal-lation of temporary works; supervises ourteams and subcontractors and is responsiblefor stakeholder liaison.

Background: Damien Flatley has spent thelast 21 years in the construction sectorbuilding up experience in various capacitiesand disciplines from Quantity Surveying toProject Management.

He has hands-on knowledge of all theelements of complex inner-city demolitionprojects with complex enabling works fromservice disconnections to asbestos removal,soft-strip, structural demolition andgroundworks. Damien's key strength is hisability to communicate effectively with allstakeholders involved.

Damien Flatley (Head of Demolition)Responsibilities: Damien is ultimatelyresponsible for ensuring that demolitionworks are carried out according toprogramme, price and specification. Hisduties include compiling method statementsand risk assessments for more complexissues, in support of contracts managersworking under his direction; overall supervi-sion of the activities on-site, coordinating ourteams and any subcontractors, liaising withother contractors, site representatives andother stakeholders. His quantity surveyingbackground also enables him to manage thecommercial aspects of projects.

Background: David is into his second spellat the company having worked as aDemolition Project Manager for nine yearsbefore moving to John F Hunt in 2017 thenreturning to Clifford Devlin two years later.

His first spell at Clifford Devlin followed aperiod of 15 years serving in HM Forceswhere he worked as a Freelance CivilEngineer on various projects before workingas a Senior Land Surveyor for Tarmac MajorProjects.

Background: Liam joined Clifford Devlin tooversee the company's operations in 2019from Mick George Ltd where he had spentthree years as its Demolition Director.

Previously he performed a variety of rolesduring eleven years at McGee, working hisway up from Demolition Operative throughhealth and safety and asbestos managementto eventually managing high-value, complexdemolition projects.

Liam Hennessy (Head of Group Operations)Responsibilities: As well as overseeingoperational performance and strategy, Liamworks closely with the company'sCommercial Department to identify anddevelop new business opportunities for ourAsbestos and Demolition Divisions.

His hands-on knowledge of a range ofconstruction disciplines enables him to bringa holistic approach to the management ofoperational issues. Able to communicateseamlessly at all levels he is a key part of ourcommunications both externally with clientsand stakeholders and internally with projectteams and helping staff reach their fullpotential.

Background: John Harding has over 40 yearsexperience in the construction sector and hasspecialised in the commercial aspects of theindustry.

His career started at Sheffield based PritchardWilliam & Hunt before moving to Henry BootConstruction. Since then he has worked for anumber of high profile companies, typicallyin a quantity surveying or commercialmanager role.

John Harding (Senior Surveyor)Responsibilities: John typically takesresponsibility for planning and managing thecommercial elements of our larger or morecomplex projects.

His extensive knowledge and experienceenables him to manage all aspects fromsupply chain arrangements to procurementand preparing individual cost plans,valuations and variations as project progress.

Background: Derek Aslett has a backgroundin finance and boasts almost 30 yearsexperience in the construction sector havingacted as Finance Director at both GallifordTry Partnerships and Chorus Group beforejoining Clifford Devlin in 2015.

He was instrumental in the taking of ChorusGroup from start-up to a £140 millionturnover business, led an MBO of Chorus outof the Withey Group in 2000 and managedits sale to the Byrne Group four years later.

Derek Aslett (Head of Commercial)Responsibilities: Derek is responsible forsupervising the commercial processes andprocedures of the company which includeassessing and interpreting commercial risks,budgeting and forecasting and themanagement of Clifford Devlin's supplychain.

Martin Doble (Head of Building)Responsibilities: Martin is responsible forthe performance of all building projectsensuring they are delivered on-time. to-budget and specification. This hands-on roleinvolves managing all aspects of projectlifecycles from procurement to scoping,resourcing, deployment and implementationthrough to delivery, O&M and sign-off.

One of his key roles is business developmentand he is responsible for setting theDivision's growth strategy, identifyingopportunities and working closely with ourin-house commercial team during tendering.

Background: Martin joined Clifford Devlin in2017 to head-up its Building Division havingspent over 25 years in the constructionsector. His career started as a traineeestimating surveyor at John LelliottConstruction before joining Bovis (LendLease) in 1993 where he managedhigh-spec fit-out and refurb projects.

Martin joined the Chorus Group in 2002 tohead-up its Special Works Division whichinvolved overseeing complex buildingprojects for among others Jones Lang Lasalle,Cadogan Estates and Grosvenor Estates.

Background: Nick has worked in a variety ofroles across the construction industry fornearly 20 years. His career starting in 2000 asa Trainee Commissioning Engineer atCommtech Group where he gained valuablepractical knowledge of working with siteteams installing heating and ventilationsystems.

Since then he has widened his commercialexperience to include facilities management,building services, logistics and enablingworks.

Nick Atkinson (Estimator)Responsibilities: The addition of Nick to theCDL Pre-construction team brings a freshapproach to a well-established area of theDemolition Business.

His practical knowledge and experience ofthe Industry allows him to contributecreatively and with a Commercial focus toensure our estimating of Demolition works isalways competitive.

Background: Kieron joined Clifford Devlin'sBuilding Division in 2017. He was able toseamlessly integrate into the team havingspent over 15 years working alongside keymembers of our existing management team.

Twenty four of his 40-years in the construc-tion sector were spent in various roles at theChorus Group. His multi-disciplinedknowledge enables him to bring his hands-on experience to developing practicalsolutions and strategies for logistics, pro-gramming, procurement and technicalcontent for the organisation's tenders

Kieron Murphy (Pre-Construction Manager)Responsibilities: Kieron is an integral part ofour bid management function workingclosely with our commercial team to plan andgenerate technical as well as financialelements of bids. He is involved throughoutthe tender process applying risk-opportunityevaluation to client requirements to developour strategy for design, programme, procure-ment as well as the detailed methodology tobe applied. His experience and creative skillsenable Kieron to identify opportunities toimplement efficiencies and add value and hewill typically attend pre and post tendermeetings.

Background: Brendan has worked in theconstruction industry for over 20 years and ishighly experienced in the refurbishment andfit out sector.

He joined Clifford Devlin's commercial teamin 2018 from construction consultancy Form4 Limited having previously he had spentover 8 years working at Chorus Group'sInteriors Division as a Senior Project Surveyorresponsible for Cat A and B fit-out and refur-bishments. Brendan has particular experienceof working in the renovation of heritagebuildings.

Brendan Budden (Senior Surveyor)Responsibilities: Brendan takes an activerole to manage all of the commercial aspectsof project-work undertaken by our BuildingDivision.

His responsibilities include: Review andmanagement of contract-related matters;procurement and tendering; sub-contractresourcing; management of supply chainresources; processing of change-controlrequests; financial reporting throughoutproject lifecycle including the preparationand submission of final accounts.

CASE STUDY

LONDON BUSINESS SCHOOLLONDON W1

Clifford Devlin was appointed to carry out theenabling works for the £50m renovation and refur-bishment of Old Marylebone Town Hall near BakerStreet which will transform the Grade II listedbuilding into modern teaching facilities.

The enabling works involved all three of CliffordDevlin's Divisions: Our demolition team wereresponsible for the deconstruction and removal of a3-storey teaching block at the rear of the site whichrequired attendance of our Asbestos Division toremove ACMs which were unexpectedlyencountered during the work.

The project also included a package of structuralalterations carried out by our Building Division tore-model the building. Formation of new openings,installation of structural steelwork and reinforcedconcrete floor slabs have been supplemented withblockwork/brickwork and installation of a newdrainage system.

The iconic property, where Beatles Paul McCartney,Ringo Starr and Liam Gallagher were all married, isa Grade II listed building and required arrangements

to be made to protect a number of heritage features.Vintage flooring and decorative items located closeto the works were encased in plywood andCorrex applied to surfaces.

Lack of space and its Central London location alsomade this project logistically challenging. Theconfined site provided little or no space for storingmaterials or wastes requiring a just-in-time deliveryschedule to be implemented throughout theproject's duration. This demanding logistics exercisewas exacerbated by the fact that the site waslocated in one of London's busiest intersections(Marylebone Road and Gloucester Place) requiringcarefully planned transport management toschedule precise vehicle movements in and out ofthe site.

Even by West End standards this was a challenging demolition project. CliffordDevlin rose to the occasion by devising techniques to overcome multiple obstaclessuch as confined space, transport limitations, neighbouring properties and thepublic interface to deliver a professional enabling works package.

CASE STUDY

ABACUS HOUSELONDON, EC2

Clifford Devlin was appointed to carry out a packageof enabling works to facilitate the refurbishment andrenovation of this office block located in the heart ofLondon's financial district.

The eight storey block which has two basements isof concrete framed construction with external stonecladding.

The works involved demolition and structuralalterations to enable significant re-modelling of thebuilding's interior and exterior. Extensive temporaryworks were installed to protect and support thestructure during the works.

A reinforced concrete shear wall was carefullydemolished from 7th floor down to ground floor levelusing remote controlled demolition equipment sup-plemented by diamond drilling and saw cuttingtechniques.

New riser openings were formed throughout thestructure:

■ Sections of the first floor slab were removed toextend the property's existing reception areaincluding removal of stone clad mullions to openup the existing entrance

■ A new entrance was formed on Gutter Lane byremoving first floor beams and mullions

■ Internal and external reinforced concrete stairswere demolished from ground to basement level

■ Areas of the ground floor structure were removedto form new lightwells

Other items removed included the building's roofcoverings and its cradle access system.

Skanska appointed Clifford Devlin to carry out theenabling works at Borough Viaduct which involvedthe demolition of several structures to make way fora new section of viaduct and accommodateadditional through traffic from London BridgeStation.

Following the strip out of various arches andremoval of a few small structures (to make way forpiling works) we commenced the demolition of ablock of four storey buildings on Borough HighStreet.

Demolition was carried out in a careful, progressivemanner on a top down, floor-by-floor basis usinghand held tools to minimise noise, dust andvibration emissions to the surrounding area.A T3 possession enabled us to erect a scaffoldscreen to the rail facing elevation to prevent debrisand dust from entering the live rail environmentwhile the high level structure was demolished. Thisallowed most of the works to be completedalongside the operational railway in normal workinghours.

A section of the new viaduct passes through asection of the Borough Market and the next phaseinvolved the removal of part of the Market's iconicroof (by others).

A number of traders were relocated before wecommenced carefully removing the polycarbonateglazed sections of the industrial roof which is not tobe retained, concrete channels and finallydismantling and removing the roof's steel trusses.Our Asbestos Division was called in to removeACMs from roof vents under controlled conditions.

Following this we undertook the demolition of 3properties in Bedale Street, the removal of the roofand top floor of the Wheatsheaf Public House andthe demolition of a four storey retail/office block at11-15 Borough High Street. This required the instal-lation of a steel frame temporary works to supportthe adjacent structure which borders the main road.

We found Clifford Devlin to be a very professional and competent partner during theenabling phase of the Borough Viaduct project. They were pro-active in devisingsolutions to the many obstacles we have encountered and successfully minimiseddisruption to the local community during the demolition of High Street premises withvery few, if any, complaints raised by occupants of the adjoining Borough Market.

PARNELL HOUSELONDON SW1

Clifford Devlin won a competitive tender to providethe enabling works for the £35m redevelopment ofParnell House in Central London.

The eight storey commercial building, located onWilton Road directly opposite Victoria undergroundstation, is being remodelled to deliver additionaloffice floor area, and the construction of anadditional three floors for 14 residential apartments.

The works involved the removal of the building'sroof structures & plant, atrium roof glazing, removalof external cladding, internal cladding to atria andthe demolition of the 7th floor slab to enable thestructure to be extended upwards.

The project was notable for the safe removal of apost-tensioned concrete slab at 7th floor level.

Orthodox demolition techniques cannot be used todeconstruct in situ post-tensioned concrete as thereis a risk of uncontrolled release of the energycontained in the tensioned tendons.

The company's engineering team developed aback-propping scheme to support the 7th floor slaband a method to release the retained energy in thetendons by carefully heating the wedges that holdthe cable strands that are stressing the material.

Once the tension had been released the slab wascarefully deconstructed using Brokk remotecontrolled demolition equipment.

SOMERSET HOUSELONDON WC2

Clifford Devlin were commissioned to carry outdemolition and structural alterations to this landmarkbuilding in the heart of London's West End. Theenabling works were part of a programme to restorethe East Wing of the Grade I listed building to itsoriginal architectural status while preserving itshistoric fabric.

The works involved dismantling of existingstaircases, lift shafts and cross walls. Extensiveinternal temporary works were installed to supportand retain the structure during the carefuldismantling and removal of the structural walls toform the new openings.

Our team were responsible for carrying outextensive structural alterations: New steels werethen erected and installed, and openings formedusing plunge saw cutting techniques; existing wallswithin the basement were underpinned during theforming of three new lift shafts.

New attenuator openings were formed on LevelsOne and Lower Ground Floor along with new dooropenings with R6 lintels, new risers and installation

of approximately 200 padstones to support newsteelwork. The works included controlled removal ofthe lead contaminated plasterwork from themansard walls on level 3.

The groundworks package included the removaland placing on pallets of the original yorkstone settsfrom the east lightwell and yorkstone paving slabsfrom the basement. The east lightwell andbasement was excavated down to the newformation levels and a new drainage systeminstalled in the east lightwell with outlets placed inthe basement rooms. The excavation involvedextensive liaison and facilitation of archaeologicalresearch carried out by English Heritage.

THE ADELPHI BUILDINGLONDON WC2

Clifford Devlin was appointed to carry out the initialphase of strip out by project managers, M3,following a competitive tender, to prepare thebuilding for a full re-fit, and were subsequentlyawarded asbestos remediation works and furtherphases of work.

Known colloquially as the "Little Adelphi", the 13storey commercial premises is situated on London'sEmbankment just a few hundred yards from itsbetter known namesake, the Adelphi Theatre, inCovent Garden.

The original scope of works included removal offixtures, fittings and non-structural elements. CliffordDevlin's Asbestos Management team spent the first3 months removing asbestos insulation from 26columns on each of 6 floors which had beenidentified by an R&D survey.

However, considerable quantities of unexpectedACMs were encountered within the fabric of thebuilding once the strip out commenced. Thisincluded pipe lagging buried within screed,redundant pipework in window recesses and

asbestos pipework and debris exposed as columncladding was removed.

The strip out works were carefully scheduled aroundthe asbestos removal to enable tight programmedeadlines to be achieved. The work was carried outin two stages to enable areas of the building toremain occupied.

Phase I of the work (basement, mezzanine andfloors one to six) was completed in 9 months andPhase II (floors 7 to 11) in six months. As well asstrip out the works have included structural altera-tions, exposure of cladding, removal of bondedscreed and fireproofing. The re-fit and refurbishmentphase was carried out by ISG plc.

Clifford Devlin was appointed by the Trust to removeasbestos containing materials (ACMs) identified insurveys of the Out Patients Building and ResidentialStaff Quarters.The works were required to enable the demolition ofthese buildings as part of Phase 3 of the 10 year,£1bn PFI scheme which involves a combination ofretention, refurbishment and new build at both Bart’sand the Royal London Hospitals in Central London.London contractor, Clifford Devlin won a competitivetender to deliver the removal package for bothbuildings.A series of pre-start meetings were arranged duringthe 4 week lead in period with various members ofthe project team to plan this particularly complexproject.The buildings remained semi-occupied for most ofthe 9-month programme and so required very carefulplanning to sequence the works to work-aroundoccupants and live services.Almost all of the asbestos containing material foundin both buildings were notifiable so the HSE needed

to be informed 14 days before the workscommenced.Clifford Devlin prepared and submitted 45 separatenotifications and plans of work for each package asthe project progressed.Both buildings were decontaminated concurrently.In the Out Patients building works progressed on afloor-by-floor basis starting in the basement whereextensive pipe insulation and debris in floor voidswas located. ACMs were removed using fullycontrolled conditions i.e. removal carried out insideair-tight enclosures fitted with negative pressureunits to prevent the emissions of fibres.

AUSTIN FRIARSLONDON EC2

Clifford Devlin were selected to carry out the refur-bishment of the first and second floor office spaces,WCs, staircase and other common areas includingthe reception area of an office building located in aprestigious area of the City of London.

Following the removal of asbestos and terminationof electrical services our demolition team carried outthe strip-out works which involved careful removal ofinternal partitioning, floor and wall finishing's,suspended ceilings and services above, the existingroof plant and all redundant fixtures and fittings.

The refurbishment team then installed new ceilingsand partitions, floor finishes, sanitary ware andfurniture to WC's.

A specialist sub-team implemented a new M&E fitout of the building and refurbished the lift car. Finallythe property was redecorated to a high standardfinish and handed over to the agent to be re-let.

A number of environmental measures wereimplemented to limit the disturbance to neighboring

occupied properties and visitors to this busy streetnear Bank Station.

A traffic management plan which indicatedproposed delivery routes and described proceduresto mitigate disruption such as the use of trafficmarshals, out of hours work and cleaning arrange-ments was prepared and submitted to the City ofLondon Corporation for approval.

Our site manager personally visited neighboringproperties to explain the nature and extent of theworks and a number of incremental measures werealso implemented to minimise any noise, vibrationand emissions of dust.

STUKELEY STREETLONDON WC2

The works involved the refurbishment of the thirdfloor of an office block located in Holborn to create amodern shell space to be re-let by commercialproperty management specialists, Colliers Interna-tional.

The area was stripped of all non-structural itemsincluding the ceiling, floor coverings, partition walls,furniture and M&E fixtures/fittings. Soft strip wascarried out manually with hand held tools tominimise noise.

Two toilet blocks on either end of the floor were re-decorated with new sanitary ware and tiling.

A new raised access floor was installed and fittedwith a new floor covering. The M&E packageincluded a new FCU air conditioning system,electrical re-wire and lighting system.

Other areas of the 4 storey building remainedoccupied throughout. Correx hoardings wereerected to segregate occupants from the works andoperational access was controlled via the rearstaircase.

A road closure was arranged with the LondonBorough of Camden to locate a mobile tower craneto lift and install new plant on the building's roof toservice the new air-conditioning system.
